SDA requirements

IN traffic rules for transportation section 23 is devoted to cargo, consisting of five paragraphs, in which the legislator has provided for all possible situations that arise during their transportation by car.

23.1 refers to allowed values by weight of cargo. 23.2 requires the driver to control its placement and fastening.

23.1. The mass of the transported cargo and the distribution of the load along the axles must not exceed the values ​​established by the manufacturer for this vehicle.

23.2. Before starting and during the movement, the driver is obliged to control the placement, fastening and condition of the load in order to avoid its falling, interfering with the movement.

Paragraph 23.3 of the SDA indicates in detail when the carriage of goods is allowed and has five paragraphs, of which it is necessary to mention quite unusual for modern drivers something that many drivers forget: the placement of the load should not interfere with the perception of hand signals.

23.3. Carriage of cargo is allowed provided that it:

  • does not restrict the driver's view;
  • does not complicate control and does not violate the stability of the vehicle;
  • does not cover external lighting fixtures and retroreflectors, registration and identification marks, and also does not interfere with the perception of signals given by hand;
  • does not create noise, does not produce dust, does not pollute the road and the environment.

If the condition and placement of the cargo do not meet the specified requirements, the driver is obliged to take measures to eliminate violations of the listed transportation rules or stop further movement.

Permissible cargo dimensions for transportation by road

What is considered bulky cargo, the transportation of which does not require special permits, but has strictly defined transportation rules specified in the traffic rules?

23.4. Unlike the first case, where the length of the protruding part should be measured from the extreme point of the car, here the measurement is made from the edge of the rear position light, which means that it will actually protrude somewhat less than the prescribed 40 cm, since the specified lamp is always somewhat deeper than the extreme side point car.

If, after measurements, at least one parameter exceeds the above standards, it must be marked with the “Oversized cargo” sign, and at night or with insufficient visibility, also with lights or retroreflectors: white in front and red in the back.

Height

Despite the fact that paragraph 23.4 of the SDA does not speak about the height of the load, it should be remembered that the load should not exceed four meters up from the surface of the carriageway (paragraph 23.5 of the SDA).

Consider the following situation: the cargo does not protrude beyond the dimensions of the car, but reaches a height of 3 meters 85 centimeters from the roadbed, the “Oversized cargo” sign is not required.

Paragraph 23.5 of the SDA defines goods and vehicles for the transportation or passage of which will have to obtain a special permit:

23.5. Transportation of heavy and dangerous goods, vehicle movement, overall parameters which, with or without cargo, exceeds 2.55 m in width (2.6 m for refrigerators and insulated bodies), 4 m in height from the surface of the carriageway, 20 m in length (including one trailer), or the movement of a vehicle with cargo protruding beyond the back point of the vehicle's dimensions by more than 2 m, as well as the movement of road trains with two or more trailers is carried out in accordance with special rules.

Transportation rules

On the territory of the Russian Federation, the transportation of oversized cargo is regulated by a number of regulatory legal acts, in addition to traffic rules, this includes:

  • Decree of the Government of the Russian Federation of April 15, 2011 No. No. 272 ​​"On approval of the rules for the carriage of goods by road";
  • Order of the Ministry of Transport of the Russian Federation dated July 24, 2012 No. 258 “On Approval of the Procedure for Issuing a Special Permit for Driving a Vehicle Carrying Heavy and (or) Oversized Cargoes on Highways”;
  • Order of the Ministry of Transport of the Russian Federation of January 15, 2014 N 7 "On approval of the rules for ensuring the safety of transportation of passengers and goods by road and urban ground electric transport and a list of activities for the training of employees of legal entities and individual entrepreneurs, carrying out transportation by road and urban ground electric transport, to safe work And Vehicle for safe operation.

The documents are quite voluminous and informative, affecting not only the topic under consideration, so we will consider them in the part related.

You should start with the rules of loading, the basic norms of which are spelled out in sufficient detail. This includes the sorting of goods by weight, namely, the heavier ones are located at the bottom to maintain the stability of the vehicle during movement, the load must be uniform, well secured. It is also prescribed not to allow gaps between the loaded products, prescribing to fill them with gaskets.

Homogeneous piece goods in the body of the vehicle must be stacked in compliance with the same number of tiers and ensuring reliable fastening of the upper tier of the stack (clause 36 of the Order of the Ministry of Transport No. 7 of 15.01.2014).

Here we are talking about the need to attract escort vehicles, justifying this by increased danger when transporting bulky goods (paragraph 52 of the Order of the Ministry of Transport No. 7 of 15.01.2014).

Paragraphs 53-58 of the Order of the Ministry of Transport No. 7 of 15.01.2014 establish rules for escort and requirements for escort vehicles. As these vehicles, tractors and (or) cars of the State traffic inspectorate can be used (clauses 53-58 of the Order of the Ministry of Transport No. 7 of 15.01.2014).

Paragraphs 59 and 60 of the same Order of the Ministry of Transport No. 7 dated January 15, 2014 give an exhaustive list of situations and conditions under which the transportation of such goods is prohibited:

  • deviate from the established special permission route;
  • exceed the speed specified in the permit;
  • carry out movement during ice, snowfall, as well as when meteorological visibility is less than 100 meters;
  • to carry out movement on the side of the road, if such an order is not determined by the conditions of carriage;
  • stop outside specially marked parking lots located outside the carriageway;
  • continue transportation if technical failure vehicle that endangers traffic safety, as well as when the load is shifted or its fastening is loosened.

If during the movement circumstances arise that require a change in the route of movement, the subject of transport activity is obliged to obtain a special permit for the new route in the prescribed manner.

In view of heightened danger for road users, these goods must be marked with the sign "Oversized cargo" (clause 23.4 of the SDA). The specified sign is installed directly on the cargo itself at the extreme protruding point.

Therefore, if the load exceeds the established norms behind the vehicle, it is installed at the rear. If front and rear - in both places, respectively. The same applies to the designation of protruding parts on the sides of the vehicle.

In addition to the sign, it may be necessary to install lights or reflectors in white and red, respectively, at the front and rear, but this requirement is appropriate when transporting at night or in conditions of limited visibility.

Sign "oversized cargo" - dimensions according to GOST

The “oversized cargo” sign, as it is often called by drivers, simply does not exist in the legal field of the Russian Federation, since this is a colloquial and simplified name for the “Oversized cargo” identification mark.

The size of the sign is defined as a square with a side of 400 mm and alternating inclined stripes of red and white, each 50 mm wide.

The above parameters are provided for by the state standard GOST R12.4.026-2001, therefore they are mandatory.

It is allowed to apply this mark directly on the cargo itself in the form of a sticker or a drawing corresponding to the specified GOST.

IMPORTANT. The sign is made of reflective materials!

This sign can be purchased or made independently. The only difficulty that arises is that the sign must be reflective.

There are two ways to solve this problem. The first is to purchase special paint, which is unlikely to be cheaper than buying a finished sign. The second is to shell out for a sign sticker and stick it on any solid base, such as a sheet of tin or a PVC panel. The main thing is to observe the dimension, do not take risks, do not make the sign smaller than it is provided by GOST.

Transport Permit

Until now, many motorists who have not encountered the problem of transporting bulky goods believe that permission should be obtained from the traffic police. Actually it is not.

There is an agreement procedure with the State traffic inspectorate and it is connected with the duty of this service to determine whether there is a need to escort the cargo and in the form of escort (carrier special vehicle or company car traffic police).

Permission for transportation is issued by a number of authorized bodies, depending on which roads the route is agreed upon: international, federal or municipal. Recently, it has also become possible to obtain the specified permission from the owner of the road, if it is in his ownership.

To start the procedure for obtaining a special permit, it is necessary to submit an appropriate application to the authorized body (see the table above), a package of documents is attached to the application: for the car that will be involved in the transportation, for the cargo, route map. Also, the authorized body has the right to request additional documentation related to the forthcoming transportation.

The deadlines for consideration of the application are specified in administrative regulations and depending on the number of approvals and related actions (assessment of the condition of the road or the need for strengthening or reconstruction) from five to thirty days.

Obtaining a special permit is a conditionally free procedure. The authorized body is not entitled to demand payment for the issuance of a permit. But the applicant is obliged to pay a state fee in the amount of 1600 rubles (clause 111 of clause 1 of article 333.33 of the Tax Code of the Russian Federation (part two) of August 5, 2000 No. 117-F3, as amended by Federal Law of July 21, 2014 N 221-FZ ).

Additional charges may apply highway on the suitability for transportation of the cargo in question, as well as work to strengthen or reconstruct sections of the road and engineering structures (for example, bridges) along the planned route. In what cases is such transportation prohibited?

Transportation of bulky cargo is prohibited if there is a possibility for separate transportation without depriving the cargo operational properties, it is also forbidden to transport the specified category of goods organized columns(p. 51 Order of the Ministry of Transport dated January 15, 2014 No. 7).

A ban may be issued if there is no technical feasibility for the requested carriage.

What is the penalty for violating

Responsibility for violation of the rules for the carriage of goods is provided for by two articles of the Code of Administrative Offenses of the Russian Federation.

Article 12.21 - Violation of the rules for the carriage of goods. Sanction: warning or a fine of 500 rubles.

This article applies to goods that do not require special permission and liability may arise in a number of cases: the absence of the “Oversized cargo” sign, the cargo is noisy, dusty or not securely fastened, making it difficult to see.

IMPORTANT. There is no sanction for deprivation of the right to drive a vehicle, but according to Article 23.3 of the SDA, further movement is prohibited until the identified violations are eliminated, and registration of a violation does not give the right to continue the trip.

Article 12.21.1 of the Code of Administrative Offenses of the Russian Federation provides for liability for violation of the rules for the movement of a large vehicle. And here we are already talking, namely, about goods that require special permission. In total, the article has 11 parts:

1. 6. Movement of a heavy and (or) large-sized vehicle exceeding the permissible dimensions by more than 50 centimeters without a special permit, or exceeding the dimensions specified in a special permit by more than 50 centimeters, or exceeding the permissible mass of the vehicle or the permissible load on the axle of the vehicle by more than 50 percent without a special permit, or in excess of the mass of the vehicle or the load on the axle of the vehicle specified in the special permit, by more than 50 percent entails the imposition of an administrative fine on driver a vehicle in the amount of seven thousand to ten thousand rubles or deprivation of the right to drive vehicles for a period of four to six months; on official forty-five thousand to fifty thousand rubles; on legal persons - from four hundred thousand to five hundred thousand rubles, and in case of fixing an administrative offense by special technical means operating in automatic mode, having the functions of photography and filming, video recording - on the owner (owner) of the vehicle in the amount of five hundred thousand rubles.

9. Provision by the consignor of false information about the mass or dimensions of the cargo in the documents for the transported cargo or failure to indicate in the consignment note when transporting large-sized or heavy-weight cargoes information about the number, date or period of validity of a special permit or about the route of transportation of such cargo, if this entailed a violation provided for part 3, 5 or 6 of this article entails the imposition of an administrative fine on citizens at the rate of five thousand rubles; on official persons - from twenty five thousand to thirty five thousand rubles; on legal persons - from three hundred fifty thousand to four hundred thousand rubles.
10. Exceeding the permissible weight of the vehicle and (or) the permissible load on the axle of the vehicle, or the mass of the vehicle and (or) the load on the axle of the vehicle, specified in a special permit, or the permissible dimensions of the vehicle, or the dimensions specified in a special permit , legal entities or individual entrepreneurs who loaded cargo into a vehicle entails the imposition of an administrative fine on individual entrepreneurs in size from eighty thousand to one hundred thousand rubles; on legal persons - from two hundred fifty thousand to four hundred thousand rubles.
11. Failure to comply with the requirements prescribed by road signs prohibiting the movement of vehicles, general actual weight which or the load on the axle of which exceeds those indicated on road sign if the movement of such vehicles is carried out without special permission entails the imposition of an administrative fine in the amount of five thousand rubles.
Note. Behind administrative offenses provided for by this article, persons exercising entrepreneurial activity without education legal entity, bear administrative responsibility as legal entities.

As you can see, the types of punishments are quite tough, and parts 3.5 and 6 of Art. 12.21.1 provide for the deprivation of the right to drive the vehicle for various periods.

one of the sizes of a closed dimensional chain;

dimensions transferred from other drawings;

dimensions on the assembly drawing, which characterize the limit positions of the elements, the course of moving parts, determine the position of the mounting holes already made according to the detail drawing;

overall dimensions on the assembly drawing, transferred from the drawings of parts;

dimensions of the elements of parts, if they are elements of long products and are not processed according to this drawing, etc.

Dimensional dimensions are called dimensions that determine the limiting internal or external outlines of an object.

Installation and connecting dimensions name the dimensions of the elements of the product, according to which this product is installed at the installation site or attached to: another product.

Reference dimensions are distinguished among the executive ones with an asterisk (*). If there are only reference dimensions in the drawing, then asterisks are not put, but in the technical specifications they leave the entry “Dimensions for reference”.

According to the geometric feature, the dimensions are divided into linear, which determine the length of some segments, including the length, width and height of the object, diameters, rounding radii, and angular, which determine the angles between the surfaces of the elements and the angular coordinates of the position of the elements (Fig. 58).

According to the form of recording in the drawings, the dimensions are divided into two groups:

● dimensions applied in the usual form in accordance with the type of element being determined;

● sizes that give an idea of ​​the size of an object or its element using a conditional notation (symbol) that defines a set of sizes. Some of these dimensions (for example, standard thread designations) may partially define the geometry of an object or its element.

The last dimensions will be called complex.

In table. 2 mentions unspecified sizes, i.e. the dimensions of the radii of the roundings of the inner corners and outer edges that are not shown. These dimensions should not include the dimensions of the depicted elements, the value of which is specified in technical requirements drawing with entries like " Unspecified rounding radii 2 mm», « All bevels 2 45º».

An entry like " All ribs blunt with a radius of 2 mm» also excludes the display of fillets on the edges. If the word "radius" is present in the technical requirement record, then the radius sign is not placed before the dimension number.
