This measure is now used quite widely, but it very quickly exhausts its resource - it is not always and not everywhere that this supply can be organized. When transporting children, there are a number of questions and problems:

A. the length of the route should not exceed 50 kilometers;

b. a certain number of accompanying persons, depending on the number of students (1 accompanying person per 10 students);

V. conducting pre-trip and post-trip medical examinations of bus drivers;

d. briefing on traffic safety issues and the rules for providing first medical aid;

e. organizing and conducting regular classes with children, including questions safe behavior at gathering places and while waiting for the bus, the procedure for getting on and off the bus, the rules of conduct while driving and stopping the bus, behavior in the event of dangerous or emergency situations during transportation and methods of first aid for victims (when conducting classes with older children) .

Transportation of children is prohibited:

  • * V dark time days;
  • * in conditions insufficient visibility;
  • * in icy conditions and other difficult road conditions affecting the safety of transportation;
  • * at an ambient temperature below 35°C in the city, below 32°C intercity transportation;
  • * at the official announcement of "storm warning" by authorized bodies.

In the dark, as well as in the period from 23.00 to 06.00, as an exception, it is allowed to transport children by single buses to and from railway stations and airports with a route length of not more than 50 kilometers (hereinafter referred to as one-time transportation in the dark).

Mandatory accompaniment by a car of the State Safety Inspectorate traffic(hereinafter - STSI) are carried out:

  • - mass transportation of children;
  • - one-time transportation in the dark.

The number of children transported in each bus, together with accompanying persons, should not exceed the number of seats equipped for seating. Transportation of children on additional folding seats or in the driver's cabin of a small bus is not allowed.

The speed of movement is chosen by the bus driver, and for mass transportation of children and one-time transportation at night - by the driver of the traffic police patrol car, depending on road, meteorological and other conditions, but the speed should not exceed 60 km / h.

During daylight hours, a vehicle transporting children must have dipped headlights on.

Vehicle windows must be closed. To ventilate the passenger compartment, it is allowed to open only the vents installed in the upper part of the right side windows and ceiling ventilation hatches.

One-time transportation of children at night is agreed with the traffic police.

Responsibilities of the director of a boarding school to ensure road safety in the organization school transportation

Supervisor educational institution when organizing school transportation, must ensure:

  • Compliance of the qualifications of bus drivers carrying out school transportation with the requirements fixed by the current regulations and legal acts Russian Federation.
  • · Carrying out pre-trip and post-trip medical examinations of bus drivers.
  • · Pre-trip medical examinations of drivers of vehicles are carried out by a medical worker of the institution, as well as by medical workers of a health care institution on the basis of contracts concluded between organizations and health care institutions.

The purpose of pre-trip medical examinations of drivers is to identify persons who, for medical reasons, cannot be allowed to drive a car, both from the standpoint of ensuring road safety and protecting the health of the driver and passengers.

Pre-trip medical examinations are carried out only by medical personnel who have the appropriate certificate.

During the pre-trip medical examination, the following is carried out:

  • * collection of anamnesis;
  • * determination of blood pressure and pulse;
  • * “determination of the presence of alcohol and other psychotropic substances in exhaled air or biological substrates by one of the officially recognized methods;
  • * if indicated, any other authorized medical examinations necessary to resolve the issue of admission to work.

For drivers with hypertension, an individual blood pressure norm is determined based on the results of measurements of at least ten pre-trip medical examinations.

Drivers are not allowed to drive a car in the following cases:

  • * when identifying signs of temporary disability;
  • * with a positive test for alcohol, other psychotropic substances and drugs in exhaled air or biological substrates;
  • * when revealing signs of exposure to narcotic substances;
  • * if there are signs of exposure to medicinal or other substances that adversely affect the driver's performance.

Upon admission to the flight, the waybills are stamped "passed the pre-trip medical examination" and the signature of the medical officer who conducted the examination.

Conducting state technical inspection, maintenance and repair of buses in the manner and within the time limits determined by the current regulatory legal acts.

Termination of bus traffic in cases provided for by current legal acts, and in accordance with their powers.

Parking of the bus in conditions that ensure its safety, the possibility of maintaining the bus, preparing it for the flight.

Getting bus drivers the necessary operational data and information about the features of school transportation.

In accordance with established procedures, open school bus routes.

Draw up and approve for each route of regular school transportation its passport and scheme.

Approve the list of students, pupils using school transportation.

Appoint adult escorts from among the employees of the educational institution and instruct them on traffic safety issues and the rules for providing first aid. Record this information in the instruction book.

When organizing regular transportation, briefing is carried out once every six months before the start of transportation, as well as in the following cases:

  • * change of accompanying person;
  • * route changes.

When carrying out other types of transportation, briefing with accompanying persons is carried out before each trip, which is recorded in the relevant logs.

Provide accompanying persons with a list of child passengers.

Determine the places of stops of the vehicle in such a way as to exclude boarding and disembarking of children from the side of the carriageway.

Ensure the presence of a medical worker during the mass transportation of children (regardless of the length of the route).

Provide children with kits when traveling for more than three hours food products(“dry rations”) and also provide for the observance of the drinking regime during the movement in accordance with sanitary legislation.

Ensure compliance with other requirements stipulated by the current legislation and other regulations.

Basic requirements for ensuring the safety of transporting children in a school bus

When organizing transportation of children, the following requirements must be met:

Transportation of children is carried out accompanied by persons determined by the order of the director of the institution and who have passed the appropriate instruction in labor protection.

Transportation of children by bus should be carried out with the dipped headlights on, the speed is selected by the driver depending on road, meteorological and other conditions, but should not exceed 60 km/h.

Accompanying persons must be at the door of the bus.

When moving, transported students, pupils should not leave their seats without the permission of the attendant.

Persons on the bus are prohibited from smoking, using profanity and drinking alcohol.

The windows in the passenger compartment of the bus must be closed when driving.

When carrying out regular transportation with children, regular classes on special program including the following questions:

  • * about the rules of safe behavior at the collection points and while waiting for the bus;
  • * on the order of boarding and disembarking from the bus;
  • * about the rules of conduct during the movement and stops of the bus;
  • * on behavior in the event of dangerous or emergency situations during transportation;
  • * about the methods of providing first aid to the victims (when conducting classes with older children).

When conducting classes, the use of visual aids, discussion of practical situations that arise in the process of traffic during transportation should be provided.

It is forbidden to stop the bus outside the places specified in the route passport, except in cases of a forced or emergency stop.

In cases where road or meteorological conditions pose a threat to the safety of transporting children, the head of the institution, the escort, the road utility organizations, the traffic police are obliged to stop the movement of buses on school routes.

In the case of the arrival of transported students on the scheduled day, the children are sent by school transport in accordance with the regulation “On the organization of transportation by school bus”.

Duties of accompanying persons

Accompanying persons in the implementation of school transportation are required to:

Before the trip, take a briefing on the safety of transporting children with mandatory registration in the appropriate journal.

Know about rescue measures in case of accidents, as well as where fire extinguishers, first aid items are located in the cabin and be able to use them.

Instruct children with the mandatory inclusion in it following questions:

  • * about the procedure for getting into and out of the vehicle;
  • * about the rules of conduct during the movement and stops (parking) of the vehicle;
  • * about the rules of conduct in cases of deterioration of health, in the event of dangerous and emergency situations during the trip.

Have a list of child passengers with you and, in established cases, the original application for the transportation of children with marks from the traffic police on the coordination of the route, traffic conditions, driver briefing and passing an additional technical inspection of transport, and for intercity (intermunicipal) and suburban (over 30 kilometers) transportation - also means of mobile communications.

Ensure proper order among children when getting into and out of the vehicle, when the vehicle is in motion, during stops and parking.

Ensure unimpeded access of vehicles to the landing site. At the time of delivery of transport, children, accompanying persons and other persons should not be at the landing site.

Boarding children only after the vehicle has come to a complete stop through the front door.

Bring children to the pick-up point in an organized manner and seat them at the entrance to the bus on a first-come, first-served basis.

Arrange hand luggage in such a way that it does not pose a threat to the safety of passengers and does not restrict the driver's view.

Make sure before starting the movement that the number of children does not exceed the number of seats, the windows of the transport are closed, and give a command to close the doors.

Be at each door of the vehicle while driving, when using buses, the design of which provides for one landing site, one accompanying person is on it, the others are near the emergency exits.

Do not allow children to get up from their seats, walk around the passenger compartment, stick out through open windows and throw various objects into them while the vehicle is moving.

Disembark children after the vehicle has come to a complete stop through the front door.

One escort comes out first and stays near the door, the second escort provides an organized exit for children in the cabin and the removal of luggage. After the children return to the bus, make sure that all the children are in their seats, and only then inform the driver about the possibility of continuing the trip.

School bus driver requirements and driving conditions

The driver must:

Before the start of the trip, go through a briefing against the signature on the features of the route, on the procedure for transporting children established by these Regulations, and compliance with traffic safety rules.

Carry out parking at the places of embarkation and disembarkation with the engine off, the gear engaged and the hand brake engaged.

Open doors before boarding and disembarking only at the command of the attendant (except in cases requiring emergency evacuation of passengers).

When the emergency light signaling is on, the landing and disembarking of children only from the sidewalk or curb.

Make sure that hand luggage placed in the cabin does not pose a threat to the safety of passengers and does not restrict the view from the driver's seat.

When driving a vehicle, pay special attention to smooth running, avoid abrupt starting and braking.

Stop moving forward:

  • * in the event of technical malfunctions that threaten traffic safety;
  • * in case of deterioration of the state of one's health;
  • * when changing road and weather conditions.

If it is impossible further movement notify your immediate supervisor.

In the event of a forced stop of the bus caused by a technical malfunction, stop the bus so as not to interfere with the movement of other vehicles, turn on the emergency alarm and put an emergency stop sign behind the bus at a distance of at least 15 meters from the bus - in the settlement and 30 meters - outside locality.

When transporting children on one-time intercity (intermunicipal) and suburban (over 30 kilometers) routes, inform the administration of the arrival at the destination.

A driver's normal working hours may not exceed 40 hours per week. In cases where this requirement cannot be met due to the conditions of carriage, the driver is set a summary record of working time with a daily work duration of not more than 10 hours. In exceptional cases, in the presence of objective circumstances, the duration of daily work can be increased up to 12 hours.

If the traffic regime provides for a working time of more than 12 hours, two drivers must be sent on a flight. At the same time, the bus must be equipped with a sleeping place for the driver-shift driver to rest.

After the first three hours of continuous bus driving, take a break from driving for at least 15 minutes. In the future, breaks of this duration should be carried out no more than every 2 hours. When sending two drivers on one bus, transfer control of the bus at least after three hours.

In the event of a child being injured along the way, a sudden illness, bleeding, fainting and other deterioration in health, immediately take measures to deliver him to the nearest medical center (institution, hospital) for qualified medical care.

The driver is prohibited from:

  • * carry out transportation of children in case of non-fulfillment of the conditions of transportation provided for by this Regulation;
  • * when the vehicle is at the place of embarkation and disembarkation of children, leave it, and if children are in the passenger compartment, get out of the cab, and also carry out: movement in reverse;
  • * deviate from a pre-agreed bus route; make stops at places not provided for by the traffic schedule; exceed the established speed limit; do not comply with the regime of work and rest; when driving in a convoy - overtake other buses;
  • * while driving, be distracted from driving (talking, eating, smoking, turning on loud music in the cab);
  • * carry any cargo, luggage or equipment in the vehicle, except for hand luggage and personal belongings of children, as well as objects, substances and materials prohibited for transportation.

The bus must comply with the safety requirements for the technical condition of vehicles GOST R 51709 - 01 and for buses for transporting children GOST R 51160 - 98. C reliable performance all units, assemblies and equipment that ensure traffic safety in any conditions.

The bus must be equipped with a speed limiting device (SLD).

Driver's workplace:

  • * should not have any blind partitions separating it from the passenger area;
  • * must be equipped with sound and light signals about the need to stop, switched on from the places where children are placed;
  • * Equipped with indoor and outdoor car loudspeaker installation.

The bus must have at least two seats for adult passengers accompanying children. Their location should allow them to control children while the bus is in motion.

Must be equipped with a device that prevents the start of movement when the passenger doors are open or not completely closed.

Doors must have serviceable locking devices that exclude the possibility of their spontaneous opening while driving, and have devices for forced opening and closing by the driver.

Have lighting of passenger door openings, allowing the driver to see the entrance and exit of children to (from) the bus (a) at any time of the day.

Be equipped with internal and external mirrors that allow the driver to control the process of entry and exit of children to (from) the bus (a) from the road level to the surface of the floor of the bus.

The bus floor covering material and steps must not be slippery when wet.

The heating device must operate without interruption.

Tires must guarantee traffic safety.

In each transverse row of seats, under the lower edge of the window, a signal button "Request to stop" must be provided.

In front and behind the bus, identification signs "Transportation of children" must be installed in the form of a yellow square with a red border (side not less than 25 cm, border width 1/10 of the side) with the image of the road sign symbol 1.21 "Children" in black.

On the outer sides of the body, as well as in front and behind along the axis of symmetry of the bus, contrasting inscriptions “Children” must be applied in straight capital letters with a height of at least 25 cm and a thickness equal to 1/10 of its height.

Special inscriptions or pictograms should display:

  • * places for seniors;
  • * locations of fire extinguishers and first aid kits;
  • * location of emergency stop buttons;
  • * places of entry - exit from the bus;
  • * places of emergency exits with an indication of the method of their opening;
  • * rules for using the bus.

The bus must be equipped with:

  • * two first-aid kits;
  • * two fire extinguishers, one should be near the driver's seat, the other in the cabin;

hammers for breaking glass or rings on emergency exit cords;

  • * a set of repair tools;
  • * warning triangle or red light;
  • * two wheel chocks;
  • * route map indicating dangerous areas and stops;
  • * "Rules for the transportation of children."

The frequency of inspection, adjustment and maintenance of mechanisms, components and parts that determine the safety of bus operation (steering, braking system, tires, fire extinguishers, emergency exit control mechanisms) should be halved compared to the frequency of inspection of the bus, on the basis of which the bus for transportation of children.

The person responsible for the release of buses on the line (mechanic) is personally obliged to check these buses, their technical condition. If a technical malfunction is detected, submit a request to the School administration.

Buses for transporting children must be fully equipped with all the necessary equipment.

Daily transport of children

The school bus carries out daily in the morning and in the evening, according to the approved route and transportation schedule.

The number of children transported per flight must correspond to the number of seats on the bus - 20 people.

The approved list of children (40 people) using the school bus to travel along the route: stop (home) - school and school-stop (home) includes:

  • * disabled children studying in the classes of SD and GU O;
  • * children with disabilities at the primary level of education (grades 1-4);
  • * children of the primary level of education (grades 1-4);
  • * Disabled children at the secondary level of education (grades 5-9);
  • * children of the middle level of education from low-income, large, disadvantaged families; from families in a socially dangerous position (5-.; grades).

All contentious issues in compiling the list of children using the school bus daily are considered and resolved by the director with the participation of responsible persons and interested parties.

An amended, if necessary, list of children using the school bus daily is approved by the director and transferred to the person responsible for the daily transportation of children and is an addition to the "REGULATION on the organization of transportation on the school bus."

The schedule for transporting children may change and be adjusted depending on technical condition bus, route changes, the impossibility of transportation on certain days and other objective reasons related to the activities of the Boarding School. All changes in the transportation schedule are approved by the director and brought to the attention of responsible persons and parents (guardians) of children.

The schedule for the transportation of children is an addition to the "REGULATION on the organization of transportation of children on the school bus."

A school bus is a specially equipped vehicle with 8 or more seats, designed for school bus transportation.

Carrier - a legal entity, an individual entrepreneur who, under a contract for the carriage of a passenger, a contract for the carriage of goods, has assumed the obligation to transport a passenger and deliver luggage, as well as transport the cargo entrusted by the consignor to the destination and issue the luggage, cargo to a person authorized to receive them.

Customer - municipal educational organizations responsible for organizing training, recreation, treatment of students, holding sports, recreation, tourist and excursion, cultural and educational and other events using the services of a carrier to deliver students to the places of events.

School bus route - the established route of the school bus between the starting and ending points when transporting students.

The passport of the school bus route is the main document characterizing the route of the school bus, the presence of linear and road structures, stopping points, the distance between them, the condition of the road, turnarounds, as well as the operation of school buses on the school bus route from the moment it was opened.

Instructions for issuing a school bus route passport are indicated in Appendix No. 1 to this Regulation.

Contractor - the person responsible for compiling the passport of the school bus route.

3. This Regulation has been developed in accordance with the Federal Law of December 29, 2012 No. 273-FZ "On Education in the Russian Federation"; Federal Law No. 196-FZ of December 10, 1005 “On Road Safety”, Federal Law No. 259-FZ of November 8, 2007 “Charter of Road Transport and Urban Surface Electric Transport”, Rules of the Road of the Russian Federation, approved by the Decree of the Government of the Russian Federation dated October 23, 1993 No. 1090; Decree of the Government of the Russian Federation of February 14, 2009 No. 112 “On Approval of the Rules for the Transportation of Passengers and No. 112 “On Approval of the Rules for the Transportation of Passengers and Luggage by Road Transport by Urban Ground Transport”, guidelines for ensuring sanitary and epidemiological well-being and safety of transportation organized groups children by road, approved by the Rospotrebnadzor of the Russian Federation, the Ministry of Internal Affairs of the Russian Federation of September 21, 2006, the Regulation on the escort of vehicles by cars of the state traffic safety inspectorate of the Ministry of Internal Affairs of the Russian Federation and the military automobile inspectorate, approved by a decree of the Government of the Russian Federation of January 17 2007 No. 20.
2. Procedure for the opening of regular school bus routes

2.1. To organize the transportation of students, the Customer must conclude an agreement with the Carrier.

Customers who have the necessary production and technical, personnel and regulatory and methodological base to ensure road safety in the implementation of school bus transportation, organize school bus transportation on their own. In this case, the Customer and the Carrier are one person.

Customers who do not have the necessary production and technical, personnel and regulatory and methodological base to ensure road safety in the implementation of school bus transportation, conclude contracts for the maintenance and repair of school buses with specialized organizations that have the appropriate certificate, and for medical support and security school buses - with organizations that have the appropriate licenses.

The contract for the organization of school bus routes should provide for:

the route of school buses, their number, starting, ending and intermediate points of the school bus route, pick-up and drop-off points for students;

the number of students transported, their age;

frequency and schedule of school buses;

surname, name, patronymic and position of the person responsible for organizing the transportation of students, and accompanying persons for each school bus;

obligations to be fulfilled by each contracting party, indicating the procedure for reimbursement of expenses, extension, modification and termination of the contract.

Contracts for the transportation of students on school bus routes are concluded no later than 30 days before the start of school bus transportation.

2.2. School bus routes are opened on the basis of the order of the administration of the municipality - the urban district of the city of Skopin, Ryazan Region, subject to conditions that ensure traffic safety, as well as in the presence of an inspection report of the school bus route and a passport of the school bus route.

2.3. The assessment of the compliance of the condition of roads and access roads with traffic safety requirements is carried out on the basis of a survey conducted by a commission formed by decision of the administration of the municipality - the city district of the city of Skopin, Ryazan Region, at least twice a year (May-June - a survey of all school bus routes with the identification deficiencies, July-August - re-examination with verification of the elimination of identified comments) consisting of:

commission chairman:

head of administration (first deputy head of administration) of the municipality - urban district of the city of Skopin, Ryazan region;

committee members:

representative of the State Traffic Safety Inspectorate of the Ministry of Internal Affairs of Russia (as agreed);

representative of the GKU (as agreed);

a representative of road, communal and other organizations in charge of roads, streets, railway crossings along the school bus route;

head teacher.

Based on the results of the survey of road conditions, acts of inspection of the school bus route are drawn up, which indicate the identified shortcomings that affect road safety.

School bus route survey certificates are drawn up in several copies, and are subject to transfer to all legal entities in charge of republican, federal and municipal roads, streets, railway crossings and other artificial structures located along the school bus route (Appendix No. 2) .

The decision on the possibility or impossibility of opening a regular school bus route is made after the elimination of the shortcomings identified during the survey and indicated in the school bus route survey report or the adoption of compensatory measures. If the school bus route can be opened this decision indicated in the passport of the school bus route.

2.4. When preparing for the implementation of school bus transportation, the Carrier, together with the Customer, determines rational pick-up, pick-up and drop-off points for students.

School bus stops must comply with the requirements of OST 218.1.002-2003 “Bus stops on highways. General requirements".

Stops must be marked with road signs 5.16 in accordance with GOST R 52289-2004, GOST R 52290-2004, indicating the time of passage of school buses transporting students, and also cleared of dirt, ice and snow.

2.5. It is forbidden to open school bus routes passing through unregulated railroad crossings.

2.6. Transportation of students during daylight hours should be carried out with the dipped headlights on or daytime running lights. The speed of movement is chosen by the driver (and, if accompanied, by the chief of his support) depending on road, meteorological and other conditions, but in all cases the speed should not exceed 60 km / h.

2.7. The number of students transported in a school bus, together with accompanying persons, should not exceed the number of seats equipped for seating. All seats must be equipped with seat belts.

2.8. The timetable for the movement of school buses must be approved by the Customer, posted at the School and on stopping points route of the school bus route by the director of the School.

2.9. In case of adverse changes in road conditions in the autumn-winter period, requiring a reduction in the speed of the school bus, the school bus schedule must be adjusted. The Carrier must notify the Customer about the change in the schedule, who takes measures to notify students in a timely manner.

2.10. Transportation of students is carried out on condition that they are accompanied by a group of teachers or specially designated adults (parents (legal representatives) of underage students).

3. Ensuring safe road conditions on the routes

3.1. The technical condition of roads, streets, artificial structures, railway crossings along which school bus routes pass, their engineering equipment, the procedure for their repair and maintenance must meet the traffic safety requirements established by the State Standards of the Russian Federation, building codes and regulations, technical rules repair and maintenance of roads, other normative documents.

3.2. The movement of school buses can be carried out on roads of categories I - IV that meet traffic safety requirements, as well as when implementing compensatory measures prescribed in the school bus route inspection report.

It is allowed to drive a school bus on motor roads of category V with a width of the reinforced carriageway surface of 4.5 meters or less, which must be marked with road signs 2.6 and 2.7 in accordance with GOST R 52289-2004. The speed of the school bus on these sections of roads should not exceed 40 km / h. In the event of an oncoming vehicle, the school bus must take the extreme right position with the possible exit of the right wheels to the side of the road and stop to allow oncoming vehicles to pass, regardless of the priority of traffic regulated by signs 2.6 and 2.7.

3.3. When introducing temporary restrictions or stopping traffic on sections of roads and streets along which school bus routes pass (during construction, reconstruction, repair of roads, streets, artificial structures, etc.), road, municipal, and other organizations are obliged in a timely manner (for planned events no later than 10 days, for unscheduled events - immediately after the adoption by authorized officials of federal executive bodies, local governments of a decision to introduce temporary restrictions or close traffic) to inform the heads of organizations engaged in school bus transportation about this on the relevant school bus routes, coordinate with the traffic police of the Ministry of Internal Affairs of Russia options for detours, if necessary, carry out road work on them and equip detours with the necessary means of organizing traffic.

3.4. 3.5. In cases where road or meteorological conditions pose a threat to the safety of transportation of students, the School providing school transportation is obliged to immediately, in accordance with its authority, stop the movement of school buses.
4. Responsibilities of the head of the municipal educational organization providing school transportation

4.1. The Head of the School, when organizing school bus transportation by school buses, in whose jurisdiction they are, is obliged to:

4.1.1. Draw up a passport and a diagram of the school bus route for each school bus route, indicating dangerous sections and features of road conditions, the road network of settlements, roads of federal, republican and local significance.

4.1.2. Coordinate the passport of the school bus route with all interested parties.

4.1.3. Approve the Passport of the school bus route by the order of the head of administration (first deputy head of administration) of the municipality - the urban district of the city of Skopin, Ryazan Region.

4.2. The passport of the school bus route agrees:

representative of the State Traffic Safety Inspectorate of the Ministry of Internal Affairs of Russia as agreed);

a representative of the education department of the municipal formation - the urban district of the city of Skopin, Ryazan region;

representatives of organizations in charge of highways of republican, federal and municipal significance, streets, railway crossings and other artificial structures located along the school bus route.

4.3. Develop schedules for school bus routes based on the determination of standard values ​​for the speed of school buses on the school bus route and its individual sections between stopping points, taking into account the observance of the work and rest regime of drivers, regulated by current regulations.

4.4. Organize control over compliance with traffic schedules, school bus capacity norms, school bus routes.

School bus schedules for each school bus route are compiled after establishing school bus routes, the number of flights, brands of school buses, and speeds for sections of school bus routes.

School bus schedules and drivers should ensure:

timely delivery of students to the School and back;

safety of transportation of students;

compliance with the regime of work and rest of drivers established by the legislation of the Russian Federation.

4.5. Approve the lists of students who need to organize transportation, indicating their place of residence and names of school bus stops.

4.6. To allow a driver who meets the requirements of paragraph 6.1 to school bus transportation. of this Regulation.

4.7. Appoint by order an employee of the School who has been instructed in labor protection, special training and certified in the prescribed manner, responsible for ensuring road safety in the implementation of school bus transportation.

4.8. Appoint accompanying persons from among the employees of the School and provide them with instructions on road safety issues and the rules for providing first aid to victims.

4.9. Develop and approve for all employees whose activities affect road safety, job descriptions establishing their obligations to prevent traffic accidents, and to monitor their implementation.

4.10. At least ten days before the day of the planned transportation of groups of students by an organized transport convoy of at least three school buses, submit an application in accordance with the requirements of the Ministry of Internal Affairs of the Russian Federation for escorting the convoy by patrol cars of the traffic police to the traffic police of the Ministry of Internal Affairs of Russia in case of passing the school bus route across two or more municipalities. If you need support within the same municipality, the application is submitted to the traffic police of the Ministry of Internal Affairs of Russia.

4.11. Do not allow the use of school buses for other purposes (transportation for household needs, participation in events not related to the transportation of students, etc.).

4.12. Instruct with the involvement of specialists of students:

about the rules of safe behavior in gathering places and while waiting for the school bus;


  • how to get on and off the school bus;

  • about the rules of conduct while driving and stopping the school bus;

  • on behavior in the event of dangerous or emergency situations during school bus transportation;

  • on how to provide first aid to victims;
4.13. To take into account the shortcomings discovered by drivers on school bus routes in the organization and regulation of traffic, the condition and arrangement of roads, streets, artificial structures, railway crossings and school bus stops. When conducting classes, a discussion of practical situations that arise in the process of road traffic and during transportation should be provided.

4.14. Conclude a contract for the maintenance of satellite navigation equipment operating using the signals of the GLONASS or GLONASS / GP system installed on a school bus.

4.15. The head of the school must ensure:


  • each driver who performs regular school bus transportation, the schedule for the school bus route, the scheme of the school bus route indicating dangerous areas;

  • carrying out maintenance and repair of school buses in the manner and terms determined by the current regulatory documents;

  • conducting classes or briefings with the involvement of specialists on safety requirements and the rules of conduct for students in the implementation of school bus transportation;

  • conducting briefings with the involvement of specialists on safety requirements and transportation rules with drivers in the implementation of school bus transportation.

on traffic conditions and the presence of dangerous sections, places of concentration of traffic accidents on the school bus route;

on compliance with safety and fire safety requirements in the implementation of school bus transportation and actions in the event of a fire in a school bus;

about the actions of the driver in case of a threat or the occurrence of a traffic accident, about the procedure for emergency evacuation of students from the school bus, about providing first aid to the victims;

about the actions of the driver when trying to seize or seize the school bus by criminal elements (terrorists);

on the ownership of roads, strict adherence to the school bus route;

1.1. This regulation on the organization of special (school) transportation of students educational institutions (municipality) of the Tver Region defines the basic requirements for improving road safety and ensuring the rights and legitimate interests of students and their parents (legal representatives) in the implementation of special (school) transportation bus transport(hereinafter - school transportation).

1.2. 1.4. School transportation includes:

2. Requirements for the opening of "school routes"

2.1. Regular "School Routes" are opened by orders of the administrations of municipalities of the Tver region, subject to conditions that ensure their safety.

2.2. Conducting an assessment of the current state of the road network around schools (including intra-yard roads, playgrounds) in the municipalities of the Tver region and along the routes of school buses along the roads of the municipalities of the Tver region.

Assessment of the compliance of the condition of roads and access roads with traffic safety requirements is carried out on the basis of a survey conducted by a commission formed by decision of the administration of the relevant territory, consisting of employees of organizations transporting students, employees of road, communal and other organizations in charge of roads, streets , railway crossings, as well as employees of the traffic police, UGADN in the Tver region.

A commission survey of road conditions on the route is carried out at least twice a year (spring-summer and autumn-winter surveys).

According to the evaluation results this information is submitted in consolidated form to the Department of Transport and Communications of the Tver Region.

2.3. Based on the results of the survey of road conditions, an act is drawn up, which lists the identified shortcomings that threaten traffic safety. The acts are subject to transfer to the bodies authorized to correct the identified shortcomings and control the results of this work.

2.4. In preparation for the implementation of regular school transportation, rational places for gathering, boarding and disembarking students are determined.

The space reserved for children waiting for the bus must be large enough to accommodate them without allowing carriageway. Stops must be cleared of mud, ice and snow. At the places of boarding (disembarking) of children on the routes, special stop signs (stencil - "School route") should be installed indicating the time of passage of buses transporting children.

2.5. The decision to open a regular "School route" is made after the elimination of violations.

3. Requirements for the organizationschool transportation.

3.1.Basic educational institutionsorganize school transportationindependently under the following conditions:

3.1.1 Availability of the necessary production and technical, personnel and regulatory and methodological base to ensure road safety in the implementation of school transportation.

3.1.2. Buses used for school transportation must comply with GOST R "Buses for transporting children".

3.1.3. The technical condition of the bus must meet the requirements of the basic provisions for the admission of vehicles for operation (Resolution of the Council of Ministers - the Government of the Russian Federation of 01.01.01 N 1090 "On the rules of the road").

3.1.4. Timely carrying out of the state technical inspection, maintenance and repair of school buses in the manner and terms determined by the current regulatory documents.

3.1.5. Carrying out daily technical inspection of buses before leaving for the flight and upon returning from the flight with the appropriate marks in the waybill.

3.1.6. Organization of driver training.

3.1.7. Carrying out a medical examination of drivers in a timely manner.

3.1.11. Ensuring the parking and security of school buses to exclude the possibility of their unauthorized use by the drivers of the institution, as well as unauthorized persons, or causing any damage to the buses.

3.1.12. The use of buses purchased by educational institutions as part of the implementation of the regional target program "School Bus", solely for the purpose of school transportation.

3.2. Basic educational institutions that do not have the necessary conditions,to ensure the safety of school transportation, conclude municipal contracts for the storage of vehicles (organization of transportation of students with passenger motor transport organizations) that have the necessary conditions listed in clauses 3.1.1-3.1.12. section 3 "Requirements for the organization of school transportation" of this Regulation.

4. Responsibilities officials on the organization and implementation of the safety of school transportation

4.1. The duties of officials in organizing and implementing the safety of school transportation are set out in the annexes to this Regulation and are an integral part of it.

4.2. Persons organizing and (or) carrying out school transportation shall, in accordance with the procedure established by the legislation of the Russian Federation, be responsible for the life and health of students of a general educational institution transported by bus, as well as for violation of their rights and freedoms.

II. Functions

2.1 The principal of the school is entrusted with the following functions to ensure the safety of bus transportation of students:

2.1.3 organization of ensuring safe road conditions on bus routes;

2.1.4 organization of the transportation process according to the technology that provides safe conditions transportation of student passengers.

III. Responsibilities

3.1 To ensure the professional reliability of drivers in the course of their professional activities, the director is obliged to:

3.4 To organize the provision of safe road conditions on bus routes, the director is obliged to:

3.4.1 immediately report to the authorities of the municipality, road, communal and other organizations in charge of roads, streets, railway crossings, ferry crossings, as well as to the traffic police about the shortcomings in the condition of roads, streets identified during the operation of the routes , railway crossings, ferry crossings, their arrangement, threatening traffic safety, as well as sudden adverse changes in road and climatic conditions, natural phenomena; take the necessary preventive measures (organization of traffic at reduced speeds, changing the route of traffic, informing drivers, temporarily stopping the movement of buses) in accordance with applicable regulations;

3.4.2 participate in a commission inspection of bus routes before their opening and during operation - at least twice a year (by the autumn-winter and spring-summer periods) in the manner determined by the current legislative and other regulatory legal documents with the registration of the survey results by an act , which gives the conclusion of the commission on the possibility of operating bus routes;

3.4.3 immediately inform the education department of the municipal body about the non-compliance of the existing bus routes with traffic safety requirements in order to make a decision on the temporary suspension of bus traffic on these routes or their closure;

3.4.4 to carry out constant interaction with the traffic police to promptly obtain information about adverse changes in road and climatic conditions, road parameters, meteorological and other conditions under which traffic is temporarily stopped or restricted on the route of transporting children by school buses;

3.4.5 stop bus traffic in cases of urgency when road or meteorological conditions pose a threat to the safety of transporting children (destruction of roads and road structures caused by natural phenomena, accidents on thermal, gas, electrical and other communications);

3.5 In order to organize the transportation process using technology that provides safe conditions for the transportation of children, the director is obliged to:

3.5.1 ensure that transportation of groups of children is accompanied by teachers or specially designated adults;

3.5.2 provide pre-trip briefings to drivers, accompanying persons and children on safety measures while traveling on a school bus;

3.5.3 provide each school bus driver with a route schedule indicating the time and places of stops, a route diagram indicating dangerous sections, information on traffic conditions and other necessary travel documents;

3.5.4 organize control over the observance of routes and schedules (schedules) of traffic, the number of passengers carried, not exceeding the number of seats;

3.5.5 notify the traffic police authorities about the organization of transportation of schoolchildren, mass transportation of children (to labor and recreation camps, etc.) in order to take measures to strengthen supervision of traffic on the route and resolve the issue of escorting columns of buses with special vehicles;

3.5.6 ensure that children transported by a convoy of buses are escorted by medical workers;

3.5.7 regularly inform the municipal education authority about the causes and circumstances of traffic accidents, violations of the Rules of the Road and other traffic safety standards;

3.5.8 keep records and analyze the causes of traffic accidents with buses and violations of traffic rules by the drivers of the institution;

3.5.9 go to the scene of an accident to conduct an internal investigation, draw up the required documents in accordance with the Instructions for the Prevention and Recording of Road Accidents and send them to higher organizations within the established time frame.

IV. Rights

4 The director has the right:

4.1 to prohibit the release of buses on a flight or return to the garage if technical malfunctions are found in them that threaten traffic safety;

4.2 suspend drivers from work when they appear at work in a state of intoxication, as well as if their condition or actions threaten the safety of transportation;

4.3 provide post-trip medical examinations for drivers whose health status requires special monitoring.

V. Responsibility

5.1 The director is responsible for violations of the requirements of regulatory legal acts to ensure the safety of bus transportation - disciplinary, administrative, civil or criminal in the manner prescribed by the current legislation of the Russian Federation.

Ensuring road safety is an activity aimed at preventing the causes of road traffic accidents and reducing the severity of their consequences.

Determination of the presence of alcohol and other psychotropic substances in exhaled air or biological substrates by one of the officially recognized methods;

2.2. For drivers with hypertension, an individual blood pressure norm is determined based on the results of measurements of at least ten pre-trip medical examinations.

2.3. When deciding whether a driver can be allowed to drive a car, a medical worker conducting a pre-trip medical examination takes into account the driver's belonging to one of the risk groups, age, work experience in the profession, working conditions and the nature of production factors.

2.4. Drivers are not allowed to drive a car in the following cases:

With a positive test for alcohol, other psychotropic substances and drugs in exhaled air or biological substrates;

When identifying signs of exposure to drugs;

When identifying signs of exposure to medicinal or other substances that adversely affect the driver's performance.

2.5. Upon admission to the flight, the waybills are stamped "passed the pre-trip medical examination" and the signature of the medical officer who conducted the examination.

3. The heads of medical institutions that carry out pre-trip medical examinations are obliged to:

3.3. Organize advanced training of specialists on the organization of pre-trip medical examinations.

1. GENERAL PROVISIONS

1.1. These requirements have been developed in pursuance of the order of the Government of the Russian Federation "On the implementation of the Federal Law "On Road Safety".

They establish requirements for roads that ensure the safety of passenger transportation by buses.

1.2. These requirements are intended for road and other organizations involved in the maintenance, repair and reconstruction of roads with regular bus service, as well as structures located on them.

2. REQUIREMENTS FOR THE CONDITION OF ROADS

AND ROAD STRUCTURES

2.1. General requirements

2.1.1. The technical condition of roads, artificial structures, railway crossings, ferry crossings along which bus routes pass, their engineering equipment, the procedure for repair and maintenance must meet the traffic safety requirements established by the State Standards of the Russian Federation, building codes and rules, technical rules for repair and maintenance roads, other regulatory documents.*

2.1.2. Regular bus transportation can be organized on the roads of I-IV categories.

2.2. Cross profile

2.2.1. The main parameters of the elements of the transverse profile of highways must comply with the requirements of paragraphs 4.4-4.19 of SNiP 2.05.02-85.

2.2.2. It is not allowed to organize regular bus transportation on roads with a carriageway width of less than 6.0 m.

2.2.3. The minimum width of shoulders on particularly difficult sections of roads in mountainous areas and on sections passing through especially valuable land in built-up areas should be at least 1.5 m for roads of categories I and II and 1.0 m for other categories.

2.2.4. With curve radii in the plan of 1000 m or less, the carriageway from the inside must be widened due to shoulders by the amount specified in clause 4.19 of SNiP 2.05.02-85. In this case, the width of the shoulders must not be less than that specified in clause 2.2.3.

2.3. Plan and longitudinal profile

2.3.1. The values ​​of longitudinal slopes and radii of curves in plan and longitudinal profile must not be less than the values ​​specified in clause 4.21 of SNiP 2.05.02-85.

In all cases where, according to local conditions, people and animals may appear on the road, side visibility of the lane adjacent to the road should be provided at a distance of 25 m from the edge of the carriageway for roads of categories I-III and 15 m for roads of category IV.

2.3.2. In mountainous conditions, the length of a road section with a long slope, depending on its magnitude, should not exceed the values ​​\u200b\u200bgiven in Table 13 of SNiP 2.05.02-85.

In mountainous areas, sections with prolonged slopes (more than 60┐) are allowed, the length of which should not exceed the values ​​\u200b\u200bspecified in Table 13 of SNiP 2.05.02-85, with the obligatory inclusion between them of sections with reduced longitudinal slopes (20┐ or less) or sites to stop cars.

The sites must have dimensions sufficient to stop at least 3 trucks 20.0 m long, and their location must be chosen from the safety of the parking lot, which excludes the possibility of talus, rockfalls, mudflows, avalanches, landslides, etc., usually near water sources.

Regardless of the availability of platforms on long descents with slopes of more than 50┐, there must be emergency exits that are arranged in front of curves of small radii located at the end of the descent, as well as on straight sections of the descent every 0.8-1.0 km.

2.3.3. On road sections within settlements, and with a traffic intensity of 4000 pref. units/.day and more also on the approaches to them there should be sidewalks, located, as a rule, outside the subgrade.

2.3.4. Elements of roads built before the entry into force of SNiP 2.05.02-85, in the areas of ascents and descents, must meet the requirements of Chapter 5 of VSN 25-86.

2.4. Intersections and junctions

2.4.1. The layout of intersections and junctions of roads at the same level, regardless of the traffic organization scheme, should ensure the intersection of traffic flows at a right angle or close to it. In cases where traffic flows do not intersect, but branch or merge, it is allowed to have intersections of roads at any angle, taking into account visibility.

2.4.2. The radii of curves at the intersections and junctions of roads at the same level at exits from roads of categories I and II must be at least 25 m, from roads of category III - at least 20 m and roads of category IV - at least 15 m.

2.4.3. At the intersections and junctions of roads in the same level, visibility of the crossing or adjacent direction must be provided for the distance indicated in Table 10 of SNiP 2.05.02-85.

Location of junctions on sections of convex curves in the longitudinal profile and on the inside of the roundings in the plan is allowed only in exceptional cases, provided that standard visibility is ensured.

2.4.4. The exits from roads of categories I-III and the entrances to them must be equipped with transitional speed lanes in accordance with clauses 5.22-5.26 of SNiP 2.05.02-85.

2.4.5. At road intersections that do not meet the requirements of SNiP 2.05.02-85, measures must be taken to improve their location and layout in accordance with paragraphs 6.3 and 6.4 of VSN 25-86.

2.5. bus stops

2.5.1. The choice of the location of bus stops is made in accordance with the current regulatory documents. * At the same time, the conditions for ensuring maximum passenger convenience, the necessary visibility of bus stops and the safety of vehicles and pedestrians in their area must be met. The location of bus stops is coordinated with road, (municipal) organizations, the chief architect of the city (district), the State Road Safety Inspectorate and approved by the executive authorities of the relevant territory. Arrangement of bus stops in cities is carried out by public utilities, and on highways - by road organizations in accordance with current regulatory documents.

2.5.2. Bus stops outside populated areas should be located on straight sections of roads or on curves with a radius in the plan of at least 1000 m for roads of categories I and II, 600 m for roads of category III and 400 m for roads of category IV and with longitudinal slopes of not more than 40┐ . At the same time, visibility standards for roads of the corresponding categories must be provided in accordance with SNiP 2.05.02-85.

Bus stops on roads II-IV categories must be shifted in the direction of travel at a distance of at least 30 m between the nearest walls of the pavilions. For the convenience of organizing the movement of pedestrians, it is recommended to shift bus stops, as indicated above, on category I roads.

In areas of intersections and junctions of roads, bus stops should be located behind intersections and junctions.

Bus stops should be roads I-III categories no more than 3 km, and in resort areas and densely populated areas - 1.5 km.

2.5.3. Bus stops must be equipped with stopping and boarding areas and pavilions for passengers in accordance with the requirements of SNiP 2.05.02-85.

It is forbidden to use landing sites and pavilions for other purposes (sales outlets, etc.).

The width of the stopping areas should be taken equal to the width of the main lanes of the carriageway, and the length - depending on the number of buses stopping at the same time, but not less than 10 m.

Bus stops at roads I-a categories should be located outside the subgrade and, for safety reasons, should be separated from the carriageway by a dividing strip.

Stopovers at roads I-b- III categories must be separated from the carriageway by a dividing strip with a width of at least 0.5 m.

Landing areas at bus stops must be raised 0.2 m above the surface of the stopping areas. The surface of the landing sites must be covered on an area of ​​at least 10x2 m and on the approach to the pavilion. 2.5.4. The location and equipment of stops within settlements must meet the requirements of clause 10.5.2 of VSN 25-86 and SNiP 2.07.01-89.

At night, stopping points in cities and towns should be illuminated.

2.5.5. When organizing regular bus transportation of children to countryside special stop signs should be installed on the routes indicating the time of passage of buses transporting children.

2.5.6. The procedure for maintaining and cleaning bus stops, sidewalks and footpaths that ensure the movement of pedestrians to the stop is determined by the executive authorities of the relevant territory.

2.6. Construction of roads

2.6.1. Roads on which regular bus transportation is carried out must be equipped with technical means of organizing traffic, including road signs, markings, fences and traffic lights.

2.7.1 The organization of bus routes through railway crossings is allowed in cases where it is impossible to find another solution.

The opening of regular bus routes passing through railway crossings is preceded by their comprehensive examination and coordination of the route with the heads of organizations in charge of the railway tracks.

2.7.2. All arrangements for crossings must comply with the requirements of the Rules technical operation railways of the Russian Federation *, Instructions for the operation of railway crossings **, standard designs, Rules of the Road of the Russian Federation, GOST, GOST R, and on newly built and reconstructed public roads and access roads to industrial enterprises - and the requirements of SNiP 2.05. 02-85.

2.7.3. Crossings of roads with railways at the same level should be carried out mainly at right angles. If this condition cannot be met, the acute angle between the intersecting roads must be at least 60*. Existing crossings located at a sharper angle must be rebuilt simultaneously with the reconstruction of the road.

2.7.4. At existing crossings for at least 10 m from the outermost rail, the road in the longitudinal profile must have a horizontal platform or a vertical curve large radius or the slope due to the excess of one rail over the other when the intersection is in a curved section of track.

The longitudinal slope of the road approaches to the crossing for at least 20 m in front of the site should be no more than 50┐.

During the reconstruction and construction of new motor roads, the approaches must be arranged so that for at least 2 m from the outermost rail the motor road in the longitudinal profile has a horizontal platform.

On newly built roads, for at least 50 m before crossing, the approaches of the motor road must have a longitudinal slope of not more than 30┐.

In difficult conditions (in mountainous areas, on city streets, etc.), the longitudinal profile of the road at the approaches to crossings can be individual, agreed with the State Road Safety Inspectorate and the authorities authorized to manage roads, or other road owners.

2.7.5. On the approaches to the crossing of motor roads with transitional types of coatings, a hard coating must be arranged on both sides for a distance of 10 m from the head of the outermost rail.

2.7.6. At approaches to crossings on high-speed roads, stationary lighting should be installed in accordance with the standards established by SNiP 2.05.02-85.

2.7.7. The installation of road signs and roadway markings at the approaches to railway crossings must be carried out in accordance with the requirements of GOST and GOST.

2.7.8. On approaches to railway crossings, drivers of vehicles must be provided with visibility of the crossing from a distance not less than the calculated one for an emergency stop at the maximum permitted speed.

The placement of stopping points in the zone of railway crossings should not worsen the visibility conditions for drivers of an approaching train, and their technical solution should ensure unhindered traffic along the main traffic lanes in the event of a bus stop.

2.7.9. Works on the maintenance and repair of roads - entrances to crossings are carried out by road owners.

2.7.10. In cases where, during the performance of work on the repair of the track or arrangements at the crossing, the passage of vehicles is violated or hindered, the local administration by territory or the owner of the road, upon application submitted by the repair organization at least 5 days before the start of work, must determine by agreement with the State Road Safety Inspectorate, the order of movement through the crossing or arrange the passage of vehicles under the nearest artificial structures or other crossings.

The closing time of the crossing for repairs should be determined by the work schedule (project, technological process and so on.). The installation of road signs necessary to organize a detour of the repaired crossing is the responsibility of the local administration for territoriality and the owner of the road.

2.7.11. Closing of existing crossings, transfer, restoration of closed crossings (permanent or temporary) is carried out by order of the head railway in agreement with the State Automobile Inspectorate and road owners. The local territorial administration, road authorities or other road owners must be notified of this at least two months before the closing of the crossing.

The notification of the closing of the crossing is assigned to the head of the railway in accordance with the procedure agreed with the State Inspectorate for Road Safety.

At the time of closing the railway crossing, the technical means of traffic organization available on the highway must be brought into line with new scheme organization of vehicle traffic.

At the entrances to closed crossings, the owner of the crossing constructs platforms for turning vehicles around.

2.7.12. The opening of regular bus routes passing through unregulated railway crossings is prohibited.

2.8. Ferry crossings

2.8.1. Ferry crossings at the intersections of roads with watercourses must be arranged, equipped and maintained in accordance with the provisions of VSN 50-87. *

At night, ferry crossings must be illuminated. In the absence of lighting, the transportation of buses on the ferry is prohibited.

2.8.2. The timetable for the movement of buses on regular transportation routes carried out using ferry crossings and the operation of ferry crossings must be mutually linked and provide for sufficient time for the implementation of the crossing, including the disembarkation and embarkation of passengers.

2.8.3. At the berths of ferry crossings, accumulation lanes for cars waiting for the crossing and landing lanes for boarding and disembarking passengers should be provided.

Accumulative lanes for cars should be arranged in the immediate vicinity of the ferry crossing berth, the length of which depends on the traffic intensity and the operation mode of the crossing.

Landing strips are recommended to be located 10-20 m from the berth on horizontal sections or on sections with a longitudinal slope of no more than 40┐. The width of the runway is taken equal to the width of the main traffic lanes. They must have a hard coating along their entire length. For the convenience of passengers, landing sites (sidewalks) with a width of 1.5-2.0 m and a length equal to the length of the landing and storage lanes should be provided. Landing platforms should be raised by 0.2 m above the surface and protected from it by curbs.

In the zone of dispersal of dense traffic flows, additional lanes for overtaking should be arranged behind the crossings. The width of the additional lanes should be equal to the width of the main traffic lanes.

2.8.4. To warn drivers about the presence of a crossing, signs 1.9 "drawbridge" should be installed. On the way to the crossing, it is necessary to ensure a smooth decrease in speed to 20 km/h and to prohibit overtaking.

In the accumulation lane area, it is necessary to provide for the installation of information and guidance signs 5.8.3 "Beginning of the lane", 5.8.7 "Direction of movement along the lanes" and 5.9 "Lane for public vehicles". 10-20 m before the berth, there should be the sign 2.5 "Movement without stopping is prohibited" is installed. In the berth area, a ferry loading scheme, as well as a barrier and a traffic light should be installed. In the area of ​​landing strips, an information poster should be installed with the inscription "Place for boarding passengers" and "Place for disembarking passengers ".

2.8.5. Transportation of passengers by buses on ice crossings and floating bridges is prohibited.

Passengers are crossing ice crossing as pedestrians, and bus drivers drive along the crossing, in compliance with the requirements of the "Instructions for the design, construction and operation of ice crossings".

2.9.1. The condition of roads on which regular bus transportation is carried out must meet the requirements of GOST R.

2.9.2. The carriageway, the pavement of sidewalks, footpaths, landing areas, stopping points, as well as the surface of dividing lanes, roadsides and slopes of the subgrade must be clean, free of foreign objects that are not related to the arrangement.

2.9.3. The pavement of the carriageway must not have subsidence, potholes, or other damage that impede the movement of vehicles at the speed permitted by the Rules of the Road. The maximum allowable damage to the coating, as well as the timing of their elimination are given in table 1.

2.9.4. The maximum dimensions of individual subsidence, potholes and other damage should not exceed 15 cm in length, 60 cm in width and 5 cm in depth.

2.9.5. The evenness of the pavement of the carriageway must comply with the requirements given in Table 2.

2.9.6. The adhesion coefficient of the coating must provide safe driving conditions at the speed allowed in this area and be at least 0.3 when measured by a tire without a tread pattern and 0.4 - by a tire with a tread pattern.

The time required to eliminate the causes that reduce the adhesion properties of coatings, depending on the type of work, is established from the moment these causes are discovered. It should not exceed the values ​​given in Table 3.

2.9.7. Winter maintenance of roads must comply with the requirements of Chapter 6 of VSN 24-88.

The timing of the elimination of winter slipperiness and the end of snow clearing for roads should correspond to the data given in Table 4.

2.9.8. Shoulders and dividing lanes that are not separated from the carriageway by a curb must not be lower than the level of the adjacent edge of the carriageway by more than 4.0 cm.

Elevation of the shoulder (dividing strip) above the carriageway in the absence of a curb is not allowed.

2.9.9. Damage to dirt roadsides (dividing strips) should not exceed the values ​​given in Table 5.

3. ROUTE ROUTES AND ROAD CONDITIONS

WHEN ORGANIZING THE TRANSPORTATION PROCESS

3.1. Transportation of passengers by buses in regular urban, suburban, intercity, international communications is carried out according to approved routes.

3.2. Routes for regular transportation of passengers must be agreed and approved in the prescribed manner by the executive authorities of the relevant territory along which the bus route passes. Deviation from pre-agreed (approved) bus routes is prohibited (except for cases of imposing temporary restrictions or closing traffic on sections of roads and streets along which bus routes pass, and establishing detours agreed with the State Road Traffic Safety Inspectorate).*

When planning and organizing regular bus routes, you should be guided by the "Guidelines for organizing the priority movement of public transport vehicles."*

3.3. Before the start of regular transportation, as well as in the process of their implementation, it is necessary to assess the compliance of road conditions on traffic routes with these requirements. The assessment of the compliance of the state of roads with traffic safety requirements is carried out on the basis of a survey conducted by the commission in accordance with clause 4 of these requirements.

Based on the results of the survey of road conditions, an act is drawn up, which lists the identified shortcomings that threaten traffic safety. The acts are subject to transfer to the bodies authorized to correct the identified shortcomings and control the results of this work. Survey materials and copies of acts are kept by bus owners. If deficiencies are identified on the route in the condition, equipment and maintenance of roads, streets, artificial structures and other road elements that threaten traffic safety, bus owners, until the deficiencies are eliminated, depending on the circumstances:

Do not open traffic on the transportation route;

Stop moving on the route or change the route of movement;

They change the traffic modes on the route and inform the executive authorities, interested organizations, enterprises, and the population about this.

3.4. Bus owners must take into account the shortcomings discovered by drivers on the routes in the organization and regulation of traffic, the condition and arrangement of roads, streets, artificial structures, railway crossings, bus stops, the results of which are used to take the necessary measures to eliminate these shortcomings.

3.5. For each newly opened regular transportation route, a passport and a route scheme are drawn up indicating sections that are dangerous for traffic.

Data on changes in road conditions must be entered into these documents in a timely manner.

3.6. Schedules (schedules) for the movement of buses are developed in accordance with the established rules on the basis of speed regulation before the opening of regular transportation routes, as well as on existing routes. The speed (time) standards should ensure safe modes of movement of buses in real traffic conditions on the route, taking into account the speed allowed by the Rules of the Road, road signs, provide for possible delays associated with high traffic on road sections on certain days of the week and hours of the day, with the organization of traffic traffic, as well as at railway crossings, etc.

3.7. The choice of the type and brand of buses is determined taking into account the state of roads, the actual bearing capacity of bridges, overpasses, overpasses and other artificial structures located on the route.

3.8. In case of adverse changes in road or meteorological conditions that pose a threat to the safety of passenger transportation (destruction pavement, sleet, heavy fog, drifts, etc.), bus owners promptly adjust schedules (schedules) in the direction of slowing down or cancel the traffic schedule, and if necessary, do not allow them to enter the line or otherwise ensure that vehicles are suspended .*

4. SURVEY OF BUS ROUTES

4.1. In order to assess the conformity of the technical condition and level of maintenance of roads, streets, artificial structures, railway crossings, crossings over water obstacles and their engineering equipment traffic safety requirements, the commissions examine bus routes before opening regular transportation routes and during operation - at least twice a year (by the autumn-winter and spring-summer periods) in the manner determined by the current legislative and other regulatory documents.*

4.2. Organizations transporting passengers by buses annually submit proposals to the executive authorities (administration) of the relevant territory on the composition of the commission, the timing of the survey and the list of routes proposed for the survey.

The commission, formed by decision of the executive authorities (administration) of the relevant territory, should include employees of organizations engaged in bus transportation, employees of road, communal and other organizations in charge of roads and streets, railway crossings, tram rails, ferry crossings and other facilities through which bus traffic is carried out, employees of the State Inspectorate for Road Safety and other bodies authorized to exercise state control over compliance with regulations in force in the field of road safety.

4.3. When conducting a survey of bus routes and determining their compliance with traffic safety requirements, the following materials are used:

Route information provided to the owners of buses carrying passengers on the surveyed route;

Data on road conditions on the route (parameters and condition of the carriageway, roadsides, elements of the plan and profile, artificial structures, railway crossings, ferry crossings, elements of road arrangement and technical means of organizing traffic) provided by road, communal and other organizations in charge of which there are roads, artificial structures, railway crossings, etc.;

Information about the places of concentration of traffic accidents, their causes, submitted by the traffic police;

Materials of direct examination, by means of visual inspection and instrumental measurements in the process of carrying out control passages along the route.

4.4. The results of the survey are documented in an act, which gives the conclusion of the commission on the possibility of operating existing and opening new bus routes. In the event that the condition of the roads does not comply with these requirements, the act reflects the proposals of the commission to carry out urgent and promising measures aimed at improving traffic conditions and preventing traffic accidents on the route.

4.5. The inspection acts are submitted to the relevant executive authorities that approved the composition of the commission for the inspection of bus routes, to decide whether to open or continue the operation of the route, take measures to improve the organization of transportation and increase their safety, organize control over the elimination of shortcomings in the condition, equipment and maintenance of automobile roads, streets, artificial structures.* Copies of acts are sent to road, communal and other organizations in charge of roads, streets, artificial structures, railway crossings, crossings over water obstacles and other structures for urgent measures to eliminate the identified deficiencies. Copies of the acts are also transferred to the owners of buses carrying out transportation on the surveyed routes to ensure the compliance of the rolling stock road conditions, use during the briefing of drivers, clarification of schemes of dangerous sections, regulation (adjustment) of bus speeds.

4.6. In the event that the existing bus routes do not comply with the traffic safety requirements, the executive authorities of the respective territories along which the bus routes pass, based on the submissions of the commissions for the inspection of bus routes, decide to temporarily stop bus traffic on these routes or close the route.* The submission is considered within three days . The decision to stop bus traffic comes into force immediately after it is made, about which the owners of buses carrying out transportation on the respective routes, the population are informed (using the media and announcements posted at the stops of the respective routes).

* In case of non-compliance of roads with the requirements of regulatory documents, the executive authorities of the relevant territory may decide to organize a temporary (seasonal) route based on the conclusion of the commission that conducted its inspection. At the same time, the term (period) of the route must be clearly defined, as well as a set of measures that must be implemented to ensure the safety of bus traffic. Bus owners can organize temporary (seasonal) bus routes with the written permission of the relevant executive authority.

4.7. In urgent cases, when road or meteorological conditions pose a threat to the safety of passenger transportation (destruction of roads and road structures caused by natural phenomena, accidents on thermal, gas, electrical and other communications), bus owners, bus stations and passenger bus stations, road, municipal organizations, the State Road Safety Inspectorate are obliged, in accordance with their powers, to stop bus traffic. Temporary suspension or restriction of the movement of buses is carried out in accordance with regulatory documents that determine the procedure for informing about adverse changes in road and climatic conditions, the parameters of road, meteorological and other conditions under which traffic on the route is temporarily stopped or restricted, measures to ensure the further movement of passengers and responsibility officials for decisions made.*

I. School Passport Requirements

The route passport is the main document characterizing the route, the presence of linear and road structures, stopping points, the distance between them, the condition of the road, turning points, as well as the operation of buses on the route since its opening.

The Contractor ensures the preparation of a route passport in the form approved by this Decree for each existing and newly opened school route.

The customer checks the correctness of the route passport in the approved form for each existing and newly opened school route and coordinates it if it is correctly compiled.

The route passport is drawn up in 2 copies (A4 format), one copy is kept by the Contractor, the second - by the Customer.

A copy of the route passport is submitted to the Ministry of Education and Science of the Republic of Tatarstan and the Ministry of Transport and road infrastructure Republic of Tatarstan.

The route passport consists of a set of separate sheets - forms printed on thick A4 paper in white color.

II. The content and procedure for filling out the route passport

Title page of the itinerary.

The title page states:

a) route number (assigned and filled in by the Customer when entered into the Register);

b) name of the route - the name of the settlements of the final stops is indicated, and if it is necessary to clarify the route, the name of the intermediate settlements (for example: "Karatun - Apastovo (through Sviyazhsky").

It is carried out in the form of a table with columns "travel route", "date of change" and "reason for change". The column "travel path" indicates the full name of all settlements, as well as the streets of each settlement along which the route passes.

To measure the length of the route, the Customer creates a commission by order.

The commission, by driving a car with a working speedometer, determines the actual distance between stopping points provided for on roads, including inside cities and towns. The distance between stops must be determined to the nearest tenth of a kilometer in both directions (round trip). The act of measurement is signed by the chairman, members of the commission and approved by the Contractor.

Sheet 6. "Distance between intermediate stops"

Distances are determined based on the results of measuring the length of the route and are drawn up in the form of a table.

Sheet 7. "Characteristics of the road on the route"

Specify:

road name;

the width of the carriageway;

type of road surface (by sections of their length).

Sheet 8. "Route Details"

The data indicated in the sheets are filled in on the basis of the road passport or the data available in the road (municipal) departments.

on the balance sheet of which organization are auto pavilions.

Sheet 10. "School bus schedule"

The school bus timetable is compiled by the Contractor. The developed bus schedule for each exit, agreed with the Customer, is approved by the Contractor.

III. The procedure for storing and making changes to the Passport of the route

Passports of routes in the form of a document are kept by the Contractor and the Customer during the validity period of the route. The Customer keeps the route passport in in electronic format. When a route is closed, on sheet 2 of the route passport, appropriate entries are made about the closing of the route, indicating the reasons and grounds for closing. All changes are made to all copies of the route passport manually.

When changing the route traffic pattern, changes are made to:

sheet 3 "Route scheme" - with subsequent approval of sheet 3;

sheet 4 "Path";

sheet 6 "Distance between intermediate stopping points";

sheet 7 "Characteristics of the road on the route";

sheet 8 "Information about the route route."

In the folder, along with the route passport, both the current bus timetable and all previous and subsequent ones should be stored. Maintenance and storage of archives is carried out by the Customer.
