Parking is a painful topic for residents of large cities, especially metropolitan ones: Moscow, Kyiv, St. Petersburg. In this article, we will try to figure out the rules of parking so that one day you don’t happen to see your car being taken away on a tow truck.

These issues are detailed in section 12 of the Rules of the Road.

It is allowed to leave the car for longer than five minutes:

  • no closer than 5 meters from a zebra or an intersection;
  • 15 meters, but not closer, from stops of route vehicles;

Stopping on the side of the road for long-term parking, especially at night, is prohibited.

Where can't you park your car?

Paragraph 12.4 of the SDA is completely devoted to this problem. The most basic rule is that you don’t need to park, and indeed stop, where it will create obstacles for other drivers of pedestrians, trams and trolleybuses.

We list the main places:

  • tram tracks, railway crossings, flyovers, tunnels, bridges - in a word, all those engineering structures where there is active traffic, or car routes intersect with routes of other modes of transport;
  • at those sections of the road where the distance from the edge of the sidewalk (shoulder) to the dividing line is less than three meters;
  • on and before crossings, intersections;
  • at intervals of the route with limited (less than 100 m) visibility, in front of or behind dangerous turns;
  • in the stop area for minibuses, trams, etc.

Please note that all of the above is true for both stopping and parking.

You also need to pay attention to various road signs: (for example, on even / odd days). You can not park your car in places reserved for the disabled or marked with special signs.

Among other things, you need to avoid parking where your car will block the view of drivers of other vehicles.

About street parking

There are special rules that we previously considered.

Recall them again:

  • the distance from the parked car to the wall of the building is at least ten meters;

Irregular parking fines

  • parking at a railway crossing - 1000 rubles or confiscation of a VU for 3-6 months. (12.10);
  • failure to comply with the requirements of signs or markings - 1,500 (3,000 rubles for Moscow and St. Petersburg), sending to a penalty area is also provided (12.16 hours 4-5);
  • occupied a parking space for vehicles belonging to people with disabilities - 3,000-5,000 (12.19 p.2);
  • violation of the rules of stopping and parking - 500 rubles (in Moscow and St. Petersburg - 2,500) (12.19 p.1 and 12.19 p.5).

Further, in the sections of article 12.19 of the Code of Administrative Offenses, parking violations and stops are considered - at crossings, intersections, places of arrival of route transport. Please note that for capital cities, the fine is 3,000, and for regions - 1,000-1,500.

If you not only parked against the rules, but also created problems for other participants in the DD, then you won’t get off with one fine - evacuation is provided for by law with all the ensuing consequences: a penalty area, plus a fine.

They deserve special attention on lawns and in residential areas. Each region has its own fee amount. In addition, there are various services through which citizens can complain about violating drivers. So try not to leave your car where it will interfere with others.

It is also worth noting that most yards are not adapted for such a large number of vehicles, so it makes sense to take care of paid parking, from which your car will definitely not be stolen.

The list of places where parking and stopping is prohibited is incredibly long. Below we will consider the basic rules and restrictions on behavior on the road, which are worth remembering during traffic.

In order not to get into unpleasant situations and not face fines for improper parking, you should carefully study the rules for stopping and parking in the places designated for this.

Where is it forbidden to stop?

Traffic rules prohibit stopping in the middle of the main road, which is located outside the village. You can stop the car for disembarking passengers or parking only on the side of the road or in the places designated for this (parking lots and parking lots).

In special places where stopping is prohibited for additional regulation of traffic. These places have special signs and signs.

Also stopping is not allowed near railway tracks and crossings. The minimum distance from a vehicle to a railroad crossing is 50 meters.

It is considered an offense not only to drive directly onto the rails, but also to park near the tracks, which interferes with the free movement of the tram.

Even if the tram tracks are abandoned, or there are no trams nearby, stopping on them is still punishable, so for safety reasons, you should stay away from them.

  • Tunnels, overpasses, overpasses, bridges- parking or stopping of a vehicle is prohibited at railway facilities; at or near railway crossings; in tunnels and under overpasses. The main difficulty of parking on bridges, flyovers and overpasses is that they are very difficult to identify. It is worth remembering the main differences: the overpass is located above the highway; bridges over waterways and overpasses are located over railway tracks.

Stopping at these objects is prohibited only if the road markings on them are limited to one or two lines. If there are more than three lines on the road, parking and stopping is allowed.

  • Stopping is prohibited at pedestrian crossings. At pedestrian crossings or in front of them, stopping closer than 5 meters is prohibited. However, stopping is allowed immediately after the pedestrian crossing. Therefore, if you see a crossing in front of you, always go around it, and then look for a place to park. But if you are driving on the left side of a two-lane road, this rule does not apply. You need to drive 5 meters from the transition, or stop in front of it.

The main rule of parking near a pedestrian crossing is not to hide pedestrians from the drivers of other cars with your transport and not to block their path.


There are special places marked with signs for taxi parking. Parking in such places is also prohibited.

There is one permission that allows you to miss this rule: the driver can release passengers at public transport stops, but only if the car does not create problems on the roadway and does not block the approach of passengers to the shuttle car.

  • Signs and traffic lights. It is forbidden to block a traffic light and road signs by a car. Since traffic lights and road signs are placed high above ground level, this ban is more likely to affect drivers of trucks and large buses.

However, there are times when a passenger car spoils the visibility of other road users. Often, temporary signs and signs placed below the usual ones are not visible.

It is also forbidden to create difficulties for the passage of passengers, block the visibility of passengers and drivers, block the space for arrivals and departures of other cars.

  • Stop in the cyclist lane. At the stops for cyclists there are special signs announcing the prohibition of parking a car. Also, you can not stop directly on the lane of cyclists, block their path or complicate the movement.

In case of violation of one of these rules, a fine is imposed on the driver, and the car itself is removed from the road with the help of a tow truck.

  • No parking sign. In those places where such a sign is installed, stopping and parking of vehicles is prohibited. The parking ban does not apply to public transport. Parking or stopping is prohibited only on the side on which the sign is installed.

The effect of the sign "stop is prohibited" extends to the section of the road from the immediate place where the sign was placed and to the nearest intersection on the way. If there are no intersections ahead of this sign, then parking restrictions apply within the boundaries of the settlement.

A sign may be installed next to the sign indicating the duration of the sign in meters from the installed sign. Outside the sign "End of the zone of all restrictions", the ban is automatically canceled.

Sometimes a no parking sign is accompanied by a yellow marking line.

In such a case, the parking ban applies along that line. Yellow markings can be applied both on the road and on the curb.

Penalties for incorrect stopping and parking

Fines for violation of parking and stopping rules are the most common in Russia. More than half of the owners of motor vehicles, at least once in their lives, have encountered this phenomenon.

The amount of the fine depends on the place and time of the stop. There are different types of fines.

Lawn parking

The amount of the fine for parking on a lawn or next to public parks, squares or boulevards depends on the locality, the cultural and social significance of the object, as well as the place and time of parking.

  • Citizens pay from 1000 to 5000 rubles;

  • Citizens Rally from 500 to 1000 rubles;
  • Representatives of the authorities are punishable by a fine of from 2,000 to 3,000 rubles;
  • Representatives of organizations and enterprises rally amounts that vary within 8,000-10,000 rubles.

Parking in places reserved for the disabled

This violation is administrative. The amount of the fine in this case is 5000 rubles. The vehicle is removed from the parking lot by a tow truck.

Sidewalk entry

This type of violation is less serious than the others. The amount of the fine is small only 1000 rubles, so many drivers often ignore this ban and drive onto the sidewalk if all parking spaces are occupied.

The fine is set in case of parking on the sidewalk and stopping less than five meters from the pedestrian crossing.

Ways to park cars

There are many ways to park vehicles, which should be chosen based on the size of the car and the situation in the parking lot.

Here are the most common ones:

  • Slope parking.

This type of parking has two varieties:

  1. Reverse car parking- applies if you can drive in from the left side.
  2. If the car drives on the right He parks in front.

While parking the car in this way, it is not parallel to the road, so it is convenient and safe. This is useful when parking spaces are limited and space is limited.

  • Parallel parking.

Like corner parking, parallel parking has two types:

  1. Forward - the most common option, in which the car is parked in the same line with other cars. It is important to park, taking into account the fact that when leaving you will need to back out, so take care of the space between the cars;
  2. Reversing- a more complex parking option, which is used in case of limited space.

Such parking is carried out in several stages:

  1. The car slows down and looking for a free parking space;
  2. Starts moving backwards along the car parking line at a distance of 60-70 cm from them;
  3. Rolling to the right until then until the car comes close to the curb;
  4. Leveling the vehicle by steering to the left. There must be equal free space in front of and behind the vehicle.
  • Perpendicular parking.

The law that each tenant of a high-rise building will be allocated his own place for a car has not yet been adopted. Vehicle owners should remember that sanitary standards are also a law that must be followed by everyone living in a high-rise building. Violations of sanitary standards by motorists can lead to consequences if apartment owners write complaints to the following regulatory services:

  • fire inspection;
  • district engineering service;
  • sanitary inspection;
  • ecological service.

In 2017, developers must comply with sanitary standards when designing residential areas. If you are just thinking about buying an apartment, consider only offers with large parking spaces and underground parking. In some regions, the authorities have recommended large construction companies to equip extensive underground parking. For example, the latest news says that builders from Krasnoyarsk received such letters of recommendation. What does the SDA say about parking on the territory near a residential building

Each driver of a vehicle must obey the traffic rules - this is the main law for motorists, which must be observed not only while driving, but also in parking lots near an apartment building. This law provides for the following rules and penalties:

  6. From two to five thousand is parking at the dumpsters. It complicates the work of public services. Remember that you should not leave the car near garbage cans, the minimum distance from them should be five meters.

Lawn parking deserves special mention. If there are no barriers at the entrance to the lawn near your house, then sooner or later you will find a neighbor’s car on it, who did not get a parking space. The law prohibits leaving cars on the lawn, but remember that in the summer you need to complain about the actions of motorists to the traffic police, and in winter to the sanitary services (if the vehicle is standing right under the windows). This is due to the fact that after the snow falls, the boundaries of green spaces in the area near the house are not visible, and the traffic police inspectors are powerless in this case. How fines can be assessed

  • invite a traffic police inspector to the courtyard;

As a result, the traffic police officer will draw up protocols and issue fines to all violators. Sometimes car owners do not comply with sanitary standards, then it is also worth taking photos and videos of improperly parked cars and contacting the relevant services.

In some cases, a fine can be issued by the fire inspectorate, for example, when a standing vehicle blocked the passage to the place of the house where the fire occurred. Employees of the management company can inform traffic inspectors about improperly parked cars. For example, if the law on parking at garbage cans is violated. In this case, in order to still take out household waste, employees of the Criminal Code can call a tow truck.

Why are the rules in place?

What do MPs want to introduce

The new law was developed by the party of Sergei Mironov - "Fair Russia". So far, the project cannot yet be called finalized, since the mechanisms of its action for houses that were built earlier and did not have a vast area around are not clear. That is why the new law is under revision.

The deputies' proposal is as follows:

  1. The distribution of parking spaces should be related to the area of ​​the apartment. If you have a standard one-room apartment - 33 square meters, then one place will be allocated on the adjacent territory. If the area of ​​​​the apartment exceeds 50 meters, then families will have two places in the parking lot.
  2. When designing, it is necessary to provide for 40 places for guests if a thousand people live in a high-rise building. If the number of residents is supposed to be equal to two thousand, then there should be 80 guest places.

This law is not perfect, since in Russia large families with several cars can live in small housing. According to the new rules, they will be forced to leave "extra" cars in other territories. While some of the places assigned to residents of spacious apartments may be empty. This situation is fraught with conflicts between residents of high-rise buildings. At the same time, it is easy to find a peaceful solution if you learn to negotiate with your neighbors.

Additionally, the deputies proposed a law according to which new rules will apply to paid parking lots for residents of nearby houses. In particular, at night they turn into free and everyone can use them, including residents of nearby houses. Presumably, the regional authorities will regulate the implementation of the law, and for control they will have to create a special register that takes into account all parking spaces in the city, including those located in the local area.

It is forbidden to park a car:


  • on the site intended for stopping fixed-route taxis;
  • on a road with limited visibility, in front of or around corners;
  • before intersections and crossings;
  • on sections of the route where the distance between the curb and the dividing strip is less than 3 meters;
  • at crossings, overpasses, tramways and in other places where the movement of various types of transport is organized.


The rules mentioned above are typical not only for long-term parking (parking), but also for stopping for a short time. It is also forbidden to park the car in places that are intended for the disabled and equipped with special signs. Special attention should be paid to the days on which parking/stopping may be allowed or prohibited. As a rule, they are divided into even and odd.




How to properly park a car in the yard?

Special attention should be paid to the parking rules in relation to the courtyard area. Contrary to popular belief, there are also nuances here. For example, the distance from the car to a nearby building must be at least 10 meters. At the same time, parking a car on the territory of a playground or lawn is prohibited. If the parking area is designed for the number of cars not exceeding 50, its fencing is not required. Otherwise, a fence must be present. In addition, if the truck has a mass of 3.5 tons or more, then it cannot be thrown. There is one more rule. It is forbidden to leave the car in any place if it interferes with the movement of the vehicle or closes the entrance / exit.




Penalties

Parking rules are written for a reason, but to ensure traffic safety. In this case, the car owner must adhere to the established rules. Otherwise, he will face a large fine. So, in the event of a car stopping at a railway crossing, you can run into a fine of 1000 rubles or confiscation of the car for up to six months. If the driver did not comply with the marking rules, you will have to pay from 1.5 to 3 thousand rubles (depending on the region). In the absence of the owner on the spot, the car can migrate to the impound lot. Even greater punishment awaits the driver if his car took a place intended for persons with disabilities. In this case, the fine will be 3-5 thousand rubles. For violations of parking rules, you will have to pay 500-2500 rubles (again, depending on the region).


Further, in specific sections, various types of violations are considered, in relation to stopping / parking at intersections or crossings. If the driver ignored the rules of traffic rules, and even created an obstacle for other road users, you won’t get off with one fine - you will have to pay for a tow truck or a penalty area. Some of the heaviest fines are for parking in residential areas or on lawns.




How to properly park a car in front?

Above, we examined the basic rules of traffic rules. Now you can move on to the features of the location of the machine. The easiest option is to park the car in front. This scheme is most in demand for places near shopping centers, supermarkets, underground garages and paid parking lots. The peculiarity of the option lies in the simplicity of technology, so even a driver with little experience can cope with the task. Yes, parking takes a little time. The algorithm of actions is as follows:


  • Drive up to the parked car in such a way that the distance between the vehicles is about 1.5 meters. In this case, the car must stand level, the wheels are aligned;


  • Start moving diagonally towards the curb. In this case, the angle of entry should be no more than 35-40 degrees. Watch the right side of the hood. The distance to the car standing on the side from the front should be about 50 cm;


  • Continue driving until there is about 30-50 cm left to the curb, then smoothly turn the steering wheel to the left, putting the car near the curb;


  • Align the car in one line, for which move so that the rear end is gradually brought to the curb. This stage is the most difficult and requires certain driving skills. Now align your vehicle completely, focusing on the dimensions of the vehicle installed in front.


If you follow the parking rules, setting the car in front can be considered complete. At the same time, take into account the distance that should be in stock for the maneuver. Ideally, about four meters are required.


The advantage of this method is the convenience of entry and exit. It is recommended to resort to it in the case when the density of cars is small and there is enough free space. If we are talking about a large metropolis, this type of parking is unlikely to be used (primarily because of the need to save working space).



In conclusion, it is worth highlighting a few tips:


  • To avoid a collision with another vehicle when entering, remember that the radius of the trajectory for the wheels at the rear is much smaller than for the wheels at the front. If this factor is not taken into account, you can accidentally hook another car. The rear wheels seem to "cut off" the corner. Therefore, the wheel should turn in the direction of parking only when the bumper of the car on the side has already passed the B-pillar of your vehicle;


  • To make things easier, first ask a friend or the person in charge of parking to help coordinate the action. So, two or three attempts are enough to get the required driving skills and confidence;


  • At the initial stage, you can use special parking sensors that simplify the parking process.


An important point is the entrance to the place of interest. It is important to slow down the speed in advance in order to select a section that is suitable in length in time. Drive in the far right lane and pull up to the curb. If a car drives out in front of you, stop the car and turn on the right turn signal. This will show other road users that the seat is already taken. At the same time, remember that according to the traffic rules, it is necessary to provide the exiting vehicle with a place to maneuver and only after that start parking, taking into account the rules mentioned above.




How to park a car in reverse?

If everything is more or less clear with front parking, and it is not difficult to learn how to perform the manipulations considered, then in the case of reversing, everything is different. To learn such a setting of the TS, knowledge of certain points and practice is required. In addition, a person must be oriented in space and have a good imagination. This option is more complex and takes longer. On the other hand, the advantage of this method is undeniable - lower requirements for the distance between cars, as well as the ability to quickly leave your place


Consider the main types:



1. Parallel parking. This option of setting the machine is considered the most difficult. With the correct setting, the parked vehicle becomes in line with other cars, and the wheels are parallel to the curb. This method is often found on the streets, near offices or shops, as well as at the entrances to residential high-rise buildings. To successfully implement this parking option, the distance between cars should be 100-120 cm more than the length of your vehicle.



  • Slow down and find a suitable place for the car. Then pass it and stop at the same level with the car in front. The distance between your car and another vehicle should be somewhere between 50-100 cm. The wheels are straight;


  • Start moving backward slowly and observe the image in the side mirror. As soon as the rear bumper of the car standing behind appears in it, stop;


  • Turn the steering wheel to the right to the limit, then continue driving. Look in the left mirror and control the position of the rear car. As soon as his right headlight appears in the mirror, as well as the front part, press the brake;


  • Align the steering wheel, then continue driving backwards. At the same time, keep the distance to the front car under control (do this on the side view mirror on the right side). First, a lantern should appear in the mirror on the right, and then it leaves the viewing area;


  • Turn the steering wheel to the right until it stops and continue to slowly move back. While doing this, look in the rearview mirror. It is important here to control the distance between your car and the vehicle installed at the back and front. If you make a mistake, there is a high risk of bumper contact. If the car for various reasons does not enter the turn (for example, due to incorrect calculation of the distance), it is worth returning to the starting position and trying to find another place;
12. STOPPING AND PARKING

12.1. Stop and parking vehicles are allowedon the right side roadson the sidelines , and in its absence,on the roadway at its edge (Fig. 120) and in the cases established by clause 12.2 of the Rules, on the sidewalk.

On the left side roads stopping and parking are allowed in settlements on the roads with one stripe movements for each direction no tram lines in the middle and on the roads one-way(trucks with a maximum authorized mass of more than 3.5 tons on the left side of a one-way road are only allowed to stop for loading or unloading).

Before starting to consider this topic, it does not hurt to return to section 1 of the SDA and read again about the terms "stop" and "parking".

Stopping in modern conditions of heavy traffic and high speeds is a very responsible matter. It is necessary to stop not just anyhow, but carefully choosing a safe place, otherwise the consequences of even a seemingly harmless short-term stop for boarding and disembarking passengers can become tragic.

To avoid trouble, you should think not only about cars passing by, but also about those that will try to bypass your car, leaving, for example, from a parking lot.

There is a separate conversation about stopping and parking on the left side of the road (Fig. 121).

To get on the left side on a two-way road (Fig. 121 A), first you need to skip all oncoming cars. At the end of the parking (stop) you should return back to your right side. At the same time, before starting the movement, you must make sure that you do not interfere with either oncoming or passing vehicles.

The meaning of allowing stopping and parking on the left side of a dual carriageway is very simple. What difference does it make whether you stop on a road with two lanes on the right or on the left, a certain obstacle to traffic will still be created.

As for the "left" stop on a one-way road, it is logical and should not cause confusion (Fig. 121 b).

And in fig. 121 V situations are shown when stopping and parking on the left side of the road are prohibited.

12.2. It is allowed to park the vehicle in one row parallel to edge carriageway, except for those places configuration ( local widening carriageway) which allows a different location of vehicles. Two-wheeled vehicles without a side trailer may be parked in two rows.

Parking on the sidewalk, bordering with a carriageway, allowed only cars cars, motorcycles, mopeds And bicycles in places marked with sign 6.4 with one of the plates 8.6.2, 8.6.3, 8.6.6-8.6.9.

Three important points must be highlighted.

1. It is allowed to park a vehicle at an angle to the carriageway only in those places where it is determined by signs, markings or road configuration (in so-called pockets).

2. Use the sidewalk for stopping and parking can only cars (as well as motorcycles, mopeds and bicycles), and only if the parking place is indicated by the signs specified in paragraph 12.2, which determine the specific way of positioning on the sidewalk. In other places, driving onto the sidewalk for stopping and parking is completely or partially prohibited!

3. Trucks, buses and the like, regardless of the permitted maximum weight, passenger capacity and dimensions, may not be partially or completely placed on the sidewalk!

12.3. Parking for the purpose of a long rest, overnight stay, etc. outside the village permitted only on designated areas or off road.

12.4. Stop prohibited:

- on tram tracks, as well as in the immediate closeness from them, if it interferes tram traffic;

- at railway crossings, in tunnels, as well as on flyovers, bridges, overpasses (if there are less than three lanes for traffic in this direction) and under them;

- in places where the distance between the solid line its markings (except for marking the edge of the carriageway), dividing line or opposite edge roadway and stopped vehicle less than 3 m;

- at pedestrian crossings and closer 5 m in front them;

Section 12.4 is very large, so we will break it into separate paragraphs. Now we will talk only about the two previous paragraphs (3 m before the solid line and 5 m before the pedestrian crossing).

Let's deal with the violators of traffic rules depicted in fig. 122.

The driver of car "1" stopped in front of a pedestrian crossing at a distance of more than 5 m. This is good. But the distance from the solid marking line to the side of his car turned out to be less than 3 m.

Such a stop will force the other driver to break the rules - to cross the continuous marking line. When stopping in similar conditions, you should ask yourself the question: "Will a large truck fit between my car and a solid line?".

The driver of car "2" is wrong twice. First, he violated the requirement of the rule just considered. And secondly, his car is closer than 5 m in front of the pedestrian crossing. Thus, it does not allow pedestrians and drivers of cars approaching from behind to see each other.

About the driver of the car "3" and do not want to talk.

But the fourth driver does not violate anything. It is enough just to cross the pedestrian crossing, and there you will no longer interfere with pedestrians, and the marking line again becomes intermittent.

On fig. 123 shows areas where stopping is prohibited. If you stop at any of the places marked in red, then the movement through the intersection will either be paralyzed or very difficult.

If there is a broken line (or its complete absence) at a T-shaped intersection (Fig. 124), the driver of car "3" has the opportunity to turn right and left, and the driver of car "4" can make a U-turn. Such an intersection is treated as a normal intersection with numerous allowable maneuvers. Stopping the driver of car "1" in this place is of course prohibited.

On fig. 125, a solid line prohibits the driver of car "3" from turning left, and the driver of car "4" from turning. Therefore, the side of the intersection opposite the side passage can be mistaken for a section of a regular road. It remains only to take into account other stopping rules. This is the distance to a solid marking line, and the proximity of a turn in the road, etc.

When studying traffic rules, one should delve into the meaning of the words and expressions of each paragraph. Stopping is prohibited crossing the carriageways , not on crossroads. Of course, such a stop requires the driver to make a sober assessment of the situation and knowledge of not only one traffic rule clause, but sometimes this is the only possible option for stopping for the next hundreds of meters without violating the rules.

Ordinary cars are allowed to stop at the designated stops of route vehicles only for embarkation and disembarkation of passengers. Moreover, this is permissible only in the absence of an approaching bus or trolleybus (Fig. 127). Otherwise, to get on and off your passenger, you must drive at least 15 m from the stop.

At this point, you are once again called for reasonable behavior on the road. When you stop a car in one place or another, you should think about other road users: "Will I interfere with someone with my stop?" That's a good question. If each driver asks himself more often, then life on the road will become much calmer.

12.5. Parking is prohibited:

- in places where stopping is prohibited;

- outside settlements on the carriageway of roads marked with sign 2.1;

- closer than 50 m from railway crossings.

A railway crossing is a very dangerous place (see Fig. 26). Therefore, do not complicate the entrance to it with parking. In the same time stay before and after moving possible (but preferably not for all 5 minutes) .

12.6. When forced to stop in places where stopping is prohibited, the driver must take all possible measures to remove the vehicle from these places.

12.7. It is forbidden to open the doors vehicle, if it interferes other road users.

12.8. The driver can leave your place or leave the vehicle, if it has taken the necessary measures to prevent the spontaneous movement of the vehicle or its use in the absence of the driver.
