The end of the winter season for cars. SDA requirements for the installation and seasonal change of tires on a car

The end of the winter season for cars. SDA requirements for the installation and seasonal change of tires on a car

In regions where winter is pronounced, car owners have to buy two sets of tires - summer and winter. It is very important that the tires are suitable for different weather conditions. Usage seasonal tires is a mandatory clause in any CASCO agreement in virtually all insurance companies. Therefore, there is no doubt about the need to change tires twice a year. However, when should you do it? Since the weather can be unpredictable, it is sometimes difficult to determine the moment when the season finally changed. More on this later in the article.

Rubber used in summer tires ah, is more rigid. It is quite wear-resistant and withstands contact with asphalt, heated in the heat. The properties of summer tires are balanced between rolling resistance and traction, the tire is quite elastic to "keep" the vehicle on its course, but does not wear out after a hundred kilometers. In conditions low temperatures the tire becomes stiff, the rolling process is more like sliding, and the ability to make stable contact with the roadway is rapidly decreasing.

Winter tires

Winter tires are characterized by a softer rubber compound, which becomes very soft in positive temperatures and wears out quickly. However, when the temperature drops below zero, the winter tire becomes flexible enough to allow you to drive with confidence. In addition to the chemical composition itself, Winter tires may be more porous in order to increase the contact area. It is worth noting that this is especially good for driving on ice, when the smallest bumps cling to an almost smooth surface, thereby reducing braking distances.

The boundary temperature for both types of tires is +10 degrees Celsius. When it is installed, it is desirable to “change shoes”.

What is the difference between winter tires and summer tires?

It is believed that the main difference between summer tires and winter tires is only the tread pattern. However, in reality, this is not entirely true. Although, as a rule, the drawing is really different, this is far from the defining and not the most important difference.

Try holding a regular eraser in the cold. Do you know what will happen to her? If the rubber band freezes, it can be easily broken, because in this state it will not bend and, accordingly, will not wash anything until it heats up. And this happens because rubber, just like all other materials, significantly changes its properties depending on temperature.

That is why for various temperature conditions manufacturers car tires develop various chemical composition rubber, thus "sharpening" a certain tire for operation in a certain temperature range.

Why is it important to change tires according to the season?

described above temperature Range actually published by no one, but the standard rule for everyone is the following:

Tire replacement, replacement time for winter and summer, according to the law

Therefore, there are such intervals for the use of car tires:

Therefore, if you have summer tires without markings and winter studded tires, then you need to replace them during the fall, that is, from September to November.

It is also worth mentioning the drivers using the so-called. all-season tires that are designed to operate throughout the year. They can be operated in winter months only if there is an appropriate marking - "M + S" and so on.

Penalty for inconsistency of tires with the season

In 2016, a fine for not having winter tires cannot be imposed. However, there is a fine for using worn winter tires - a warning or 500 rubles. Traffic police officers can impose this fine on a driver who operates winter tires (marked "M + S" and so on), which has a tread depth of less than four millimeters in the most worn place. However, a fine is imposed only when the vehicle is operated on a snowy or icy pavement.

Replacing rubber when tires are being replaced, focusing on the outside temperature

In terms of vehicle operation, it is quite difficult to determine a clear boundary between summer and winter, as a result of which it is quite difficult to name the exact date for replacing tires. And the weather in our country in last years highly unstable and unpredictable. Therefore, many believe that the use of all-season tires will provide an opportunity to solve the problem. However, unfortunately, such universality is not always effective and justified.

Most experts recommend replacing winter tires with summer ones when the average daily temperature outside fluctuates between +5-7 degrees Celsius. After all, everyone knows that frosts are not ruled out at night, as a result of which an ice crust forms on the road, on which summer tires slide strongly.

It is worth knowing that at a temperature of +10 degrees winter tires do not work well and it is difficult to drive a vehicle, but if you drive only in the morning and evening, feel free to focus on night temperatures.

However, if you leave the garage only during the day, when the air temperature differs significantly from that at night, focus solely on given temperature air.

Owners of studded tires need to "change shoes" in the spring much earlier than owners of non-studded tires. This is due to the fact that studded tires wear out quickly in warm weather, and the braking distance on warm, dry pavement is very long. A few days of driving on studded tires in warm weather is equal to thousands of miles of driving in the snow. Moreover, there is deterioration exchange rate stability, manageability and braking properties. The vehicle reacts poorly to steering column turns. In addition, at fast driving on asphalt with studded tires, the studs are able to fly out of the mounting sockets, snatching certain parts of the tread and destroying the roadway.

What does the law say about tire change treads

The normal tread depth for winter tires is slightly larger than for summer tires. This is because compacted snow is much more difficult to get out from under the wheel contact patch, as a result of which the grooves must be slightly deeper. In 2016, the recommended tread depth for winter tires should be at least four millimeters. On such a tire, at the same time, there must be a certain marking with a snowflake, which is located in a three-peak mountain peak, as well as special designations MS, M&S, M+S.

Pro tips on how to take into account the climatic features of the region

When choosing tires, you also need to consider climatic features the region where you live. All-weather tires are designed for temperatures from -5 to +25 degrees Celsius. Consequently, the option of all-weather tires is unacceptable for Russian latitudes and even risky for life.

Pro tips on whether to have two sets of rims, how to store tires without rims, how to achieve uniform wear by replacing the leading pair with a non-leading one

Naturally, it is desirable to have two sets of disks, because if you ride on the same disks in winter and summer, and change only tires, then the disks wear out faster. It is worth noting that tires without rims should only be stored vertically to avoid deformation. It is advisable to store rubber in a dark room.

It is necessary to replace all four tires at once, while it is very desirable that they are all the same. This applies not only to the model, but also to the release date of the wheels. If the vehicle has a drive on one axle, in the new season it is advisable to put tires from the drive axle not on the drive axle in order to achieve uniform wear of the rubber.

In recent years, there have been regular talks and rumors that a fine will soon be introduced in Russia for using winter tires in summer, and summer tires in summer. winter period. They even called the exact dates, and sometimes they even called the exact amount of 2000 rubles fine for summer tires on winter road. First of all, we want to reassure all drivers at once - these fines for off-season tires were not introduced in 2019, and bill N 464241-6 “On Amendments to the Code Russian Federation about administrative offenses(to ensure safety during operation Vehicle)”, which spelled out fines for using summer tires in winter, was not adopted in the first reading.

But for what kind of tires can a car owner be fined if his vehicle moves on summer tires in winter and winter tires in summer? How to behave in a dialogue with the traffic police inspector of car wheels?

Nevertheless, vehicle owners need to know the intricacies of the issue of regulating the legality of using one or another type of car tires in summer and winter periods, since it is possible that the next bill will soon be approved by the State Duma and penalties will be introduced. In this article, we will examine the problem in detail.

Are there penalties for tires out of season?

Back in 2014 in State Duma country, draft law No. 464241-6 was introduced, which proposed to supplement article 12.5 of the Code of Administrative Offenses of the Russian Federation with part 3.2:

"Part 3.2 of the following content:" 3.2 Driving a vehicle in violation of the requirements for the operation of tires and wheels - entails the imposition of an administrative fine in the amount of two thousand rubles.

For two years, the consideration of this bill was postponed, but on October 20, 2016 it was sent for consideration to the State Duma and had to be considered in three readings. But in fact bill to fine the use of summer tires in winter time did not even pass the first reading, and on November 1, 2016, it was decided to postpone its consideration for indefinite term, and as of 2019, the "tire bill" was no longer considered.

So what is the fine for summer tires in winter today?

The issue of changing winter and summer tires in Russia today is NOT regulated by anything, and drivers do not need to be afraid of fines for using summer tires in winter, or sanctions for another version of tires that are not suitable for the season - simply because there are no such fines! Car owners, at their own discretion, decide to replace summer tires with winter ones, based on weather conditions and air temperature. If we talk about specific dates, then in central Russia, the unspoken landmarks are November 15 for changing tires from summer to winter, and March 15 - for switching from winter tires to summer tires.

Of course, these dates are rather conditional, and they differ in certain regions of the Russian Federation. Drivers relying on common sense, when changing tires, they focus not on dates, but on weather conditions, that is, if it is already spring on the calendar, and there is still snow on the roads and the forecast promises sleet, then no one will “change shoes” into summer tires. And if in the warm Crimea or in Sochi in November, and sometimes even in December, there is sunny, warm weather, and the road surface is dry and clean, then drivers are unlikely to switch to winter tires urgently.

What penalties for summer tires in winter were offered?

As we said above, rumors that in soon at the legislative level, it will be forbidden to “shoe” a vehicle out of season, they went for a long time, and several bills were submitted for consideration to the State Duma, but according to different reasons, none even passed the first reading. The essence of these tire bills was as follows:

  • Penalize for driving a vehicle using tires out of season (the driver must, or “change the car’s shoes”, taking into account the average daily temperature.
  • Penalize for being a driver in summer time operates the vehicle for winter tires with spikes.
  • Refusal in the event that traffic accident the culprit's remedy was on tires out of season.

But, as we see, so far all these legislative initiatives have not gone beyond bills, and you still decide when you change tires from summer to winter and vice versa! There is no fine for summer tires in winter in Russia!

Is there a penalty for winter tires in summer?

If you study the Technical Regulations customs union TR TS 018/2011 "On the safety of wheeled vehicles", it turns out that for Russian motorists he brought new rules. In this technical regulation, in paragraph 5.5 of Appendix No. 8, there are such provisions on the use of certain car tires at different times of the year:

  • On summer tires you can ride from June to August (it must be studless).
  • From December to February, drivers can take part in traffic while driving a car “shod” in winter tires (studded or not).
  • In the regulation of the TC 018/2011 you will not find the concept of "all-weather tires".
  • Compliance with the norms for the limiting wear of rubber is a must.

At the level of regional authorities, it is allowed to change the months of the established ban on the use of tires for the season - these nuances must be recorded by regulatory regional acts.

If we talk about whether there is a fine for winter tires in summer, then for a long time this issue has remained unresolved. At the first stage of discussions, there were proposals for such violations to set a fine of 5,000 rubles - but such an initiative was not approved by the deputies. There were other proposals regarding the size of the fine for driving in the summer on winter tires.

In fact, in 2019, there is a fine for driving in the summer on winter tires only indirectly under part 1 of article 12.5 of the Code of Administrative Offenses of the Russian Federation, that is, if you left in the summer with a heavily worn tread (“bald” tires), whose depth is less than 4 mm, then fine for "bald tires" will be 500 rubles(or a warning).

What are the fines for driving on bald tires in 2019?

In the driver's environment, the expression "bald tires" has long been around, meaning driving on rubber, where the tread has worn off almost completely. According to the new rules, driving on tires with a worn tread can lead to punishment in the form of a fine of 500 rubles (or a warning). If we turn to the traffic rules and its regulation on the admission of the vehicle to operation, then the driver is prohibited from taking part in traffic if residual height the tread pattern of the tires of his vehicle:

According to Art. 12.5 of the Code of Administrative Offenses, traffic police officers can issue a fine to the driver for this violation - 500 rubles.

According to rumors, the deputies plan to increase the amount of the fine for driving on bald tires by 4 times at the legislative level in the future. Such a jump can be considered quite reasonable, since due to the fault of drivers driving onto the road on bald tires, a huge number of accidents occur, especially in the winter months, when there is ice on the roads.

Will there be a ban on studded tires?

On the requirements for vehicle tires in different seasons we talked for a year, and now we will consider the question of what changes regarding the use of studded tires are planned at the legislative level.

For countries that are members of the Customs Union, the technical regulation TR CU 018/2011, which we spoke about above, establishes the following conditions:

  • Studded tires must not be used in summer period– from June to August;
  • Rubber with studded tread must be on all wheels of the vehicle (that is, you cannot have both studded tires and non-studded winter Velcro at the same time;
  • The maximum number of spikes is prescribed per linear meter of the tread - 60 pieces. This requirement will apply to tires manufactured after January 1, 2016.

If we talk about potential penalties for using studded rubber today, then they are not established at the legislative level! Therefore, drivers of countries that are members of the Customs Union should not be afraid of penalties yet. But the fine for driving a car on studded tires, while you do not have a “Spikes” sign, is 500 rubles.

Riding on all-season tires (Velcro) in 2019

It is worth mentioning separately all season tires, it is quite comfortable to drive a car in winter and summer. Actually, such non-studded all-weather tires are designed for road use throughout the year.

Please note that such tires can only be used in winter if they have signs in the form of markings “M + S”, “M & S” or “MS” (which means “Mud & Snow”, that is, in English “mud and snow” ) and although it is not permitted to use all-season tires during the winter months otherwise, there is still no penalty for this.

How can traffic police officers fine for tires?

Above, we have already outlined the situation regarding legislative framework on issues of seasonal tire changes and fines for using out-of-season tires. A logical question arises, how directly on the road will the traffic police officers monitor the implementation of the above standards by drivers?

Today there is only one possible way establishing conformity with the seasonality of tires is the passage technical inspection. But even here it was not without problems. For example, new cars that have just left the dealership may not pass inspection. Yes, and with cars in operation, too, not everything is clear - the duties of their owners include passing MOT only once a year, which means that the compliance of tires with the season will be checked only once a year.

Summing up, I would like to note - despite the fact that fines for tires out of season in 2019 are NOT introduced, each car owner must take a responsible approach to the issue of readiness of his vehicle for the current road conditions! It is in your interests to prepare the car as much as possible for certain weather and climatic conditions!

Looking ahead, we’ll immediately make a reservation that driving in winter on summer tires, as well as in summer on winter tires for 2019, is prohibited. But this ban is not valid from November 1, 2019, but from December to February inclusive. But let's talk about everything in order! So, in winter on summer tires: what is the fine for this today, what are the conditions, requirements and subtleties of the auto law on summer tires in winter?

Can you drive with summer tires in winter?

No, it's not allowed. Such a ban is regulated by the Technical Regulations of the Customs Union in its paragraph 5.5 in its "requirements for vehicles in operation" (Appendix 8 of the regulation). At the same time, this normative act clearly regulates the winter months and summer months. The former include December, January and February, the latter - June, July and August.

At the same time, these months may differ if any region of Russia sets its own rules, which is quite logical; and only in the direction of increase, which ... is completely illogical. Indeed, in the same Krasnodar Territory, winter tires may not be required at all. But alas, such is the law!

5.5. It is forbidden to operate vehicles equipped with tires with anti-skid spikes during the summer period (June, July, August).
It is forbidden to operate vehicles that are not equipped with winter tires that meet the requirements of paragraph 5.6.3 of this annex, in winter (December, January, February). Winter tires are installed on all wheels of the vehicle.
The terms of the prohibition of operation can be changed upwards by regional authorities government controlled member states of the Customs Union.

Thus, in winter it is forbidden to drive on summer tires - in December, January and February (the dates may change regions). It is not necessary to change to winter tires from 1 October and 1 November.

Where can I find out about the increase in the ban in my city?

Alas, there is no way to answer this question unambiguously. For 2019, not a single region or city has yet changed the provisions of the Technical Regulations regarding summer tires in winter.

If such changes are made, then this can be reflected both in the resolutions of local self-government, and changes are made to regional legislative acts. We regularly monitor the current legislation, including in the regions, therefore, if there are innovations to change the ban on driving summer tires in the winter months, we will update this article.

What is the fine for driving in winter on summer tires in 2019?

But the time has come for good news for drivers - there is no fine for summer tires in winter. It did not exist, and to date it has not appeared either in the federal Administrative Code or in the regional "Code of Administrative Offenses".

Checking this is easy enough. Since the ban on driving on summer tires in winter is regulated only by the Technical Regulations, the Code of Administrative Offenses should refer to it if such a fine is provided. But this Code refers to the first only in one case: for tinting in part 3.1 of Article 12.5 of the Code of Administrative Offenses. Other fines for violations of the Technical Regulations in the entire chapter of punishments for violations traffic(Chapter 12 of the Code of Administrative Offenses) You will not find.

Thus, there is no fine for summer tires in winter (both in October and November, and directly in the months of a direct ban - December, January and February).

As we mentioned earlier, the article will be updated if anything changes in this matter.

But still there is another fine that applies to any: both winter and summer in the winter. And what a fine!

Penalty for residual tire tread depth

And here the traffic rules already "come into play", or rather their list of malfunctions in which you can not drive a car. Despite the absence of a fine directly for driving in winter on summer tires, there is a fine, albeit a small one - 500 rubles, for the residual tread depth, and it is different for winter and summer tires.

Paragraph 5.1 of the List of malfunctions prohibits driving a car if:

5.1. The remaining depth of the tire tread pattern (in the absence of wear indicators) is no more than:

  • for vehicles of categories L - 0.8 mm;
  • for vehicles of categories N 2, N 3, O 3, O 4 - 1 mm;
  • for vehicles of categories M 1, N 1, O 1, O 2 - 1.6 mm;
  • for vehicles of categories M 2 , M 3 - 2 mm.

The remaining tread depth of winter tires intended for operation on icy or snowy road surfaces, marked with a sign in the form of a mountain peak with three peaks and a snowflake inside it, as well as marked with signs "M+S", "M&S", "M S" (when absence of wear indicators), during operation on the specified coating is no more than 4 mm.

As you can see, if there are no wear indicators on your tires, then for summer tires passenger cars mobiles and Gazelles and the like, whose maximum weight does not exceed 3.5 tons (categories M 1 and N 1, respectively), the tread depth must be at least 1.6 mm.

  • L - motorcycles and mopeds,
  • M 1 - cars and passenger cars with up to 8 seats,
  • M 2 - passenger cars with more than 8 seats, but with maximum weight up to 5 tons,
  • M 3 - passenger cars with more than 8 seats and with a maximum weight of more than 5 tons,
  • N 1 - trucks with a maximum weight of up to 3.5 (Gazelle, Barguzin and the like),
  • N 2 - trucks with a maximum weight of 3.5 to 12 tons,
  • N 3 - trucks with a maximum weight of more than 12 tons,
  • O 3 - trailers trucks with a maximum weight of 3.5 to 10 tons,
  • O 4 - truck trailers with a maximum weight of more than 10 tons.

Winter tire marking and tread penalty

But all this applies to summer tires. But for the winter set its own rules. But first, about labeling. It must be either with a picture of a mountain with three peaks and a snowflake inside, or with one of the markings specified in paragraph 5.1 when there are no wear indicators. These markings are shown in the figure below.

And now, if you have winter tires with just such a marking, then their tread depth should be at least 4 millimeters. And here is an example for comparing a new winter tire with a tire with a tread depth of less than 4 mm:

The fine for non-compliance of the tread depth with the restrictions in the traffic rules is 500 rubles under Part 1 of Article 12.5 of the Code of Administrative Offenses. The article also provides for the possibility of issuing a written warning for this.

In general, tires marked "M + S", "M & S", "M S" almost always have wear indicators, and, at the same time, there will absolutely not be a marking with a snowflake, because a snowflake denotes only winter tires, and a designation with The letters M and S mean all-season, although there are quite a few exceptions to this.
Legs grow again from those regulations that allow the use of all-season in winter.

Can you ride Velcro in winter?

Yes. Neither the prohibitions in the traffic rules, nor the prescriptions of the Technical Regulations distinguish between studded rubber and Velcro. The latter refers to winter tires in the presence of the corresponding above marking on it.

That is, the Velcro tread height must be at least 4 millimeters, and then you can ride it in winter.

Is it possible to ride an all-season in winter?

Can. For all season tires as well as for summer tires in winter there is no penalty.

But with a tread depth of all season tires a little more difficult. They are almost never marked with a snowflake mountaintop, but can often be labeled "M+S" or similar.

Therefore, it also has requirements for driving in winter with a tread depth of at least 4 mm, if it has at least one of the above designations. If not, then for passenger cars - at least 1.6 mm.

Thorns sign in winter

Also, do not forget that if you use studded tires, then you must sign "Ш". It must be installed (glued, attached with a magnet, etc.) to the rear of the car as soon as you change into studded tires.

Sha, drivers!

Spikes sign and new traffic rules: what you need to know

Jaromir Romanov/website

From April 4, Russia has changes in road rules, which relate to the presence of the sign "Spikes" on cars. Drivers suddenly had to remember about the triangle with a capital letter “Sh”, which, it seems, was not even always talked about in post-Soviet driving schools. Our editorial office also has a lot of those who drive, so it was also interesting for us to find out the answers to the most important questions on this topic.

What does the sign "Thorns" show?

Not such a strange question as it seems at first glance. It is important to remember: the “Spikes” sign does not just inform other road users that you are operating in winter wheel tires equipped with spikes. The sign warns that due to the presence of spikes on the wheels, your braking distance is slippery road may be much shorter than other drivers think. And, therefore, it makes sense for all of them to stay literally away from you - that is, at an increased distance, so that in the event of your hard braking just don't bump into your ass.

Nail Fattakhov/website

Also, since studded tires are still available with different quality, the departure of spikes from under the wheels of the cars in front is still an ordinary phenomenon. So, fellow travelers behind you should be warned: if they do not want to get into Windshield a solid object identical to the notorious "pebble", then again they should be kept at a more respectful distance.

Is this badge required?

Sverdlovsk UGIBDD has promised not yet to fine motorists for the absence of the sign "Ships"

Yes, it's a must now. By government decree (No. 333 of March 24, 2017), the absence of the “Spikes” sign is included in the number of malfunctions in which the operation of the vehicle is prohibited. Thus, starting from April 4, any traffic inspector who did not find this sign on your car can not only write you a fine of 500 rubles (incriminating you with a violation of clause 12.5 part 1 of the Code of Administrative Offenses - failure to comply with the conditions for ensuring road safety). It has the power to simply forbid you to move on - until the corresponding malfunction is fixed, that is, until you place the missing sign on your rear window.

What other consequences can come in the absence of the sign "Thorns"?

Another one possible trouble can become an “appendage” to another - when someone crashed into your car from behind. As we have already said, the spike sign warns the person behind you that your stopping distance may be much shorter than theirs. Accordingly, if there is no such warning, then the traffic cop can easily admit mutual guilt, no matter how you poke him and the other culprit of the accident in the book with traffic rules (clause 9.10 on the need to keep a distance). What this means in your further communication with the insurance company, it is probably unnecessary to explain.

What if I have Velcro or is it already summer outside?

If you do not use studded tires, then the presence or absence of the "Spikes" sign does not concern you - at least not yet. It is possible that after some time the legislator will return to this issue at the suggestion of the traffic police. In principle, it will be logical: like spikes, the lip-system on wheels is designed to fight against slipping on a winter road, and therefore shorten your braking distance in case of emergency braking.

Every year, car owners face a problem - when is it better to “change shoes” for the cold season, because there has not been any legislative project regarding this issue before. Of course, the traffic rules clearly spell out the conditions for the seasonal use of winter and summer tires, their characteristics and markings, but you will not find information regarding when it is necessary to change tires in these rules. Fortunately, or maybe vice versa, strict limits were set on November 1 when motorists must switch to winter tires in Russia. The law was actively discussed back in 2013, the corresponding bill was developed in January of this year, but these requirements came into force only on November 1, 2015. Let's take a closer look at when to change tires to winter tires according to the law.

When is it legal to fit winter tires?

According to TR TS ( technical regulations of the Customs Union) "On the safety of wheeled vehicles" it is prohibited to operate a car equipped with studded tires in the summer months (paragraph 5.5 Appendix 8 TRTS 018/2011), as well as driving on "bare" tires in December, January and February (paragraph 5.6.3). Besides, winter tires must be installed on all wheels of the vehicle.

Thus, the winter tire law states that in winter you can use studded tires or tires without studs (all season) marked MS, M+S, or M&S and the appropriate pattern, depth and tread height. If this marking is missing, the operation of tires in winter is prohibited.

Important! Seasonal tire bans may be extended or shortened as required by local authorities. In some regions, the use of studded tires is prohibited from May to September, so if you are interested in changing tires to winter tires by law, check the legislation in your region.

Based on the foregoing, it is necessary to replace summer tires with winter tires during the autumn (from September to November).

Administrative responsibility

To date, the law on winter and summer tires does not imply any administrative liability for failure to comply with the regulations, but you can be fined 500 rubles for non-compliance with the requirements for tire tread height or use worn rubber. actual tread depth worn area tires cannot be less than 4 mm for winter tires, and for summer tires at least 1.6 mm. Indeed, there is one important nuance, which introduces some confusion - a fine can only be imposed when operating a car on a heavily snowy or icy section of the road surface.

Ultimately, the following happens: in order to fine the car owner, the traffic police officer still has to prove that the driver was driving on an icy surface. And with the height of the tread, an interesting story is obtained at all. If the driver moves on winter tires with a tread height of less than 4 mm, then he can be fined 500 rubles. But if he rides summer tires, but at the same time, the tread height corresponds to the norm, then he will not have to worry about his wallet.

However, it is possible that in the future penalties will be imposed on motorists who neglect the replacement of seasonal tires. Now the initiative of a member of the Federation Council V. A. Tyulpanov is being actively considered, who proposes to amend the current regulations in such a way that untimely replacement The conversion of summer tires to winter tires was not only prohibited by law, but violators were also punished with fines. This draft law was submitted for discussion back in 2013, but then its wording contradicted the TR CU, and therefore it was sent for revision.

In custody

As you can see, the new requirements contain a lot of inconsistencies, which so far play into the hands of drivers who do not want to change tires to studded ones. Nevertheless, we recommend that car owners do not neglect these rules and “change shoes” for winter tires in a timely manner. When putting seasonal tires on the law is one thing, and your safety is another, here you should be guided primarily not by the fear of being fined, but by the fact that your life depends on it.
