Hello. Who can be responsible for BDD at the enterprise. ? And whether higher education is required or enough secondary and attestation.

Hello, tell me if a citizen of the Republic of Belarus can take retraining courses for a controller technical condition Vehicle in RF? And also to control the technical condition of vehicles on the territory of Russia with a private state carrier

Vadim, Hello.

Good luck on the roads!

thanks for the info

Good afternoon We have an organization in the presence of 30 units, we are interested in such a question, 10 units. (Kamaz trucks carry clay on the territory of the plant) they need to pass pretrip control? and there are 8 more. forklifts (loading cars) do they need to pass? There is also a tractor, grader, front loaders do they need to? And from January 1, 2019, a signature in the driver's log is not needed?

Hello.

Good luck on the roads!

Victor-124

2. Regarding loaders. IN this case it is not clear whether they transport goods in terms of legislation or not. This is what makes it necessary to pass control. I recommend that you ask this question to the traffic police.

Requirements for technical control are provided for by Part 2 of Article 20 of the Law on Traffic Safety, and in the latest edition (taking into account 386-FZ) it applies to:

1. transportation on a contractual basis

2. transportation for own needs buses And cargo cars.

That is, if tractors, loaders, truck cranes, etc. (which is not registered as a Bus or Truck) do not fall under the requirements of part 2. As well as cars.

Victor-124

IN normative documents nothing is said about the citizenship of the controller, it can be anything. The main thing is that a person has required level education.

Small clarification.

The level of education is determined by the diploma. For the Controller it is:

1. high school diploma vocational education specialty 23.02.03 "Maintenance and repair of motor vehicles" or a diploma of education not lower than secondary vocational in the specialties included in the enlarged group 23.00.00 "Engineering and technology land transport" - The presence of these diplomas makes it possible not to undergo retraining.

2. the presence of a diploma of education not lower than secondary vocational in specialties that are not included in the enlarged group 23.00.00 (at least a cook, at least a philologist) - retraining is needed.

In practice, foreign diplomas, including those of the CIS countries, even if it says "Maintenance and car repair" are accepted as a document confirming the presence other education, that is, retraining is needed.

The whole point is that the traffic police have supervision of 196-FZ. Tractors and loaders (with the exception of loader cars) are registered with Gostekhnadzor. Orders of the Ministry of Transport follow from the 196th, which do not apply to the Gostekhnadzor department. IN tractor equipment there is no such thing as mandatory vouchers and pre-trip control of the vehicle. Last year I made a request to technical supervision. In response, they indicated that their department, according to the situation, is engaged in supervision in their positions, and there are no specified concepts and punishments in their regulations.

Victor, that's right.

A foreign citizen has the opportunity to get an education in Russia in the specialty 23.02.03, and in this case he can work as a controller.

Perhaps it is possible to somehow confirm a foreign diploma on the territory of Russia, but I have not studied the legislation in this area in detail.

Good luck on the roads!

Good afternoon

I am a Sole Proprietor, Taxi, Personal car without employees. According to professional and qualification requirements, I correspond to the position of “Controller of technical condition of vehicles. Do I have the right to independently conduct a pre-trip control of my car and put a note about it in the waybill?

AlZ, If the education complies with Order 287 and the documents on training are not expired - no problem, and in compliance with all the requirements of Order 20 and RD-200 for the equipment of the inspection site.

Hello, having a higher education in the specialty "Automobiles and the automotive industry" with the qualification of an engineer, do I have the right to conduct a pre-trip inspection of the vehicle and put marks in the PL?

Alex, Hello.

Unfortunately, I could not find the indicated specialty in the all-Russian classifier of specialties. Therefore, it is impossible to say whether it belongs to the 23.00.00 group.

I can assume that over time the names of specialties have been updated. However, I do not know how to find a correspondence between the "old" and "new" specialties.

Good luck on the roads!

Alex-33, In any case (wang) that more than five years have passed since graduation. Then study again.

Timofey-6

Good afternoon

Tell me, please, that in addition to a diploma of education, it is necessary to have an individual entrepreneur to conduct a pre-trip inspection of a car? Is a license required for this activity? Is there a need for an equipped room or the availability of any equipment? Is it necessary to register a diploma (certificate) of retraining or advanced training in any supervisory authority?

The advanced training requirement was abolished in May 2018 (deceased 13/11), as was mandatory attestation for inspectors (mechanics), so advanced training is now recommended orally (from it is not clear what justifications), but not necessarily. I think that they will not miss the feeder, soon they will come up with something about the "life" of a diploma for 3-5 years.

Alexey-496

tell me how many cars a day the controller can inspect and what document regulates this

Alexei, in the regulatory documents, I have not seen any restrictions on the number of cars inspected per day, nor restrictions on the minimum time for each car. That is, as much as he manages, so much he examines.

Good luck on the roads!

Eugene-289

Good afternoon

This article is about pre-trip inspection, but what about post-trip inspection? Is it marked on the ticket, in the magazine? (because the magazine template says "pre-trip")

They do it on impulse. In 2013, the 200th and 27th orders of the Ministry of Transport were cancelled. After the flight, you only need to pass a medic for certain categories. Everything else is optional.

Eugene-272

Where did you get the information about post-trip technical control? The law "" does not oblige him to comply.

A strange law ... I always thought that the main inspection of the vehicle should be the post-trip inspection, after which a mark is made in the waybill (in our case, it is done) whether the car arrived at the parking lot in good condition or not. And if it is parked in good condition, then “overnight” in the parking lot (figuratively) it cannot break by itself in almost all cases, with the rare exception of minor breakdowns, such as burnt out light bulbs or torn brake hoses, which are fixed right there, on place (although there are more serious ones, but very rarely). Accordingly, he will also leave in good order. But if the car drives into the parking lot faulty, then it should be sent to the repair box to fix the problem, and the pre-trip control should be carried out to check the troubleshooting.

The functioning of a motor transport enterprise should be strictly regulated by a large list of documents. Documentation can be different nature like magazines. Moreover, the presence of correctly completed journals is a sign of a structured and clear approach to business.

List of important for transport organization magazines:

  • The log of the control of the driver's personnel on the observance of safety and safe movement on the road. The journal register is set and meets the requirements of Min. Motor transport. The title part indicates the name of the organization along with the start and end dates for filling out the document.

The form for filling out the document is clearly established, observing the requirements of Appendix seven to the “Manual on the functioning of the state traffic police institution. traffic safety checks. On its cover page, the dates of completion of the journal are indicated, as well as the name of the enterprise and the owners of the vehicle.
With non-participation road service in diagnosing the situation after the accident, the inspection is performed the next day. In the event that conditions are found at the scene of an accident that contribute to the formation of an accident, it is necessary to adhere to the prescriptions of the road decrees prescribed in the second appendix current rules and GOST R 50597-93.
  • Waybill journal. A document built according to the requirements of the State Statistics Committee of the Russian Federation for November 1997. The cover should include the name of the company and the start and end dates of filling out. The document is intended for targeted control of waybills that are issued to the driver, as well as their delivery to the accounting department for further calculation.
  • A log recording the time the machine entered and returned from the line. It complies with all the requirements of the seventh Appendix to RZ 39-22-637-81, approved by the USSR Ministry of the Oil Industry on December 8, 1981. This type The document is designed to account for the exit of transport to the working line, return from it. Helps to monitor the use and condition of company vehicles.

5. Release of vehicles on the line with pre-trip control its technical condition should be carried out at equipped technical control points.

The technical control point is equipped in a closed heated and ventilated room or under a canopy and must have an inspection pit with lighting in the form of electric lamps located in niches and sockets for connecting portable lamps with a voltage of 12 V. The point includes a room with furniture for an employee who checks technical transport status. The dimensions of the inspection pits are given in the norms of technological design of road transport enterprises ONTP 01-91.

The technical control point is equipped with the following devices and tools:

6. Time to conduct pretrip inspection the technical condition of vehicles is determined by the subject of transport activity. The regulations in this area are as follows:

6.1. The time of checking the vehicle at the control point is included in the preparatory and final work performed by the driver (starting the engine, inspecting the car, obtaining a waybill, parking the car after the trip). Preparatory-final time was 18 minutes based on common norms time for the transportation of goods by road and piece rates for the remuneration of drivers, approved by the Decree of the USSR State Labor Committee of March 13, 1987 N 153/6 (used in the recommendation plan). And up to 5 minutes for a medical examination. How many of 18 minutes to spend on pre-trip control of transport is determined by the subject of transport activity. Given that time is limited, the process of checking transport should be quick and clear.

7. Release of vehicles on the line in good condition is carried out after determining the compliance of the following individual systems, components and assemblies of vehicles and trailers with traffic safety requirements.

7.1. Brake system. Brake resource - from TO-2 to TO-2, i.e. carried out TO-2 should provide uptime brakes.

In the conditions of the technical control point, the brakes are checked as follows. At the entrance to the checkpoint, the driver abruptly brakes the car - the working brake system. When leaving the point at the beginning of the movement, the parking brake system is checked. Then, in the inspection pit, an inspection is carried out for tightness hydraulic brakes and listening (with the brake pedal pressed) of the air brakes.

7.2. Steering. The total steering play is measured at stationary car backlash meter, fixing the angle of rotation of the steering wheel and the beginning of the turn of the steered wheels.

The play in the joints of the levers of the pivot pins and the joints of the steering rods (according to GOST is not allowed) is checked visually from the inspection ditch by turning the steering wheel to the sides until the load appears. Also, from the inspection hole, the mutual movement of the steering gear parts, the fastening of the steering gear parts and assemblies is checked.

Full listfaults and the conditions under which the operation of vehicles is prohibited, is given in the main provisions for the admission of vehicles for operation, approved by Decree of the Government of the Russian Federation No. 1090 of 10/23/1990, as amended and supplemented.

The list of faults is contained in sections " brake systems,Steering, external lights, Windshield wipers and washers windshield, Wheels and tires, Engine, Other structural elements.

Methods for checking the given parameters are regulated by GOST R 51709-2001 " Vehicles. Safety requirements for technical condition and methods of verification.

8. The release of vehicles on the line is carried out if the vehicle has passed the check at the technical control point and is recognized as serviceable. The admission of transport to operation is confirmed by the signature of the employee who carried out the pre-trip control of the technical condition. The signature is put in the waybill in the section "The car is technically sound, I allow you to leave." A serviceable car is accepted by the driver, confirming this with his signature (also on the waybill).

In the event that the vehicle is recognized as faulty at the technical control point, it is sent by a mechanic (controller) for repair.

Hello dear colleagues. Today's article is devoted to the duties of the control foreman (mechanic) for the release of equipment on the line (hereinafter referred to as the KTP mechanic). Let's touch on the question of which employees should be involved in checking the technical condition of vehicles before being released onto the line and upon returning from the line. At many enterprises, as far as I know, the inspectors of the technical condition of motor vehicles are engaged in checking the technical condition. According to the Unified Tariff and Qualification Directory, the position of the controller belongs to working professions. Given that checking the technical condition is a responsible job, it makes sense to appoint an engineering and technical worker to this position. Because as a worker, he is also a worker in Africa: he does not have the right to sign, he does not bear responsibility, as he checked, he checked it, the signature is still signed by an engineering and technical worker. That is why I would like to propose ready-made version job description of the mechanic of KTP. You can take this manual as is, print it out, approve it and be guided by it in your work, you can make adjustments based on the staffing structure of your enterprise. You can also break it into several job descriptions (if necessary).

So, let's begin.

Job description for KTP mechanic
