1. Technical inspection coupon or diagnostic card: what's the difference?

There is an opinion among some drivers that no technical inspection is needed today, but this statement is generally erroneous. In 2016, indeed, they no longer use the concept of “inspection certificate”, but this does not mean that no one will check the car.

The place of such a documentary conclusion was taken by a “car diagnostic card”, which can be issued in any service center after the vehicle has been inspected. 2. Where can I get a vehicle inspection?

3. Periodicity of technical inspection

“How long will the issued diagnostic card be valid?” - it is rather a question of the age of your car. So, based on Article 15 (part 2) of the above Federal Law of 01.07.2011 N 170-FZ, maintenance is not necessary until the car reaches the age of three, but only if you bought a new vehicle that does not yet have 3 years (including year of issue). This article also applies to owners of trucks (with a maximum authorized mass of up to 3.5 tons), motorcycles or any other motor vehicles, trailers or semi-trailers (the year of manufacture is also taken into account).

By the way, car trailers, which are in private possession, with a permitted weight of not more than 3.5 tons, from January 1, 2012 are also not subject to mandatory technical inspection (Article 32, Part 4 of the Federal Law of 07/01/2011). In cases where the car you have has already “celebrated” three years, a diagnostic card is a must. Based on the class of the vehicle and the purpose of its operation, this document is valid for different periods:

1. Two years for cars from 3 to 7 years (including the date of issue indicated in their passport or certificate of registration).

2. One year for vehicles that are more than 7 years old (also taking into account the year of production indicated in the relevant documents).

Some other vehicles are also required to undergo an annual technical inspection.(clause 3, part 1, article 15):

- trucks weighing more than 3.5 tons;

All machines equipped with facilities for supplying light and sound signals in accordance with the Laws of the Russian Federation;

Cars used in driving schools for training.

Moreover, there are also categories that are required to be tested every six months (in accordance with paragraph 1, part 1 of article 15 of the Law of 01.07.2011 N 170-FZ). These include:

- passenger taxis;

Buses;

Trucks that are designed to transport people and are properly equipped (the number of seats must be more than 8, excluding the driver's seat).

- vehicles and their trailers, specially equipped and used for moving dangerous goods. It should be noted that owners of cars of this category are not required to show a diagnostic card when registering insurance contract, and all data on the passage of maintenance are entered into a single information system of technical inspection.

If the car owner wishes or if it is necessary to cross the border of the country, he may not wait for the expiration date of the already existing document on passing the check of the technical condition of the car. Article 15 (part 6) allows the technical inspection of the vehicle to be carried out in advance, even if the scheduled inspection is scheduled only a year later. They have no right to refuse the owner of the vehicle to pass an early inspection.

Separately, it is worth noting that the previously issued old pattern coupons can be exchanged for a diagnostic card only after its expiration date, that is, after the successful completion of the next vehicle diagnostics. Simply put, if the validity of the coupon expires after two years, then you can replace it only after successfully passing the technical inspection at the end of this period.

In cases where your motorcycle or car (it doesn’t matter if it’s a passenger car or a truck with a permitted weight of up to 3.5 tons) has served properly for more than 3 years (of course, taking into account the year of manufacture), when applying for insurance (OSAGO) you will be strongly recommended pass inspection.

Before your car is inspected by specialists, it will be necessary to prepare a certain set of documents. So, the car owner must provide the experts with his passport of a citizen of the Russian Federation (or any other document confirming his identity), a vehicle registration certificate, his passport, and his driver's license. 5. What is checked?

This document clearly defines all the problems that may prevent the successful outcome of the test. In particular, the following mandatory parameters are set:

- instrumental diagnostics;

Checking the license plate for compliance with the requirements of regulatory documents;

Checking the serviceability of lighting fixtures;

Check suspension and steering play;

Measurement of the level of toxicity of exhaust gases.

6. The cost of vehicle inspection

To date, the rules for technical inspection have been significantly simplified, which means that the further passage of MOT will not seem like such a difficult task to motorists. It should also be noted that now an ordinary driver may not present a coupon (or, more correctly, a “diagnostic card”) to the traffic police inspectors about passing a technical inspection, limiting himself only to providing an OSAGO policy.

As already mentioned, according to the new rules, technical inspection should be carried out in specialized accredited organizations. The government will set a limit on the fee.

State duty for the issuance of a diagnostic card containing information about the conformity or non-compliance of the vehicle mandatory requirements the safety of vehicles, including in exchange for the lost or worn out, will amount to 300 rubles.

The inspection fee will be charged by inspection operators on the basis of an agreement to be concluded between the operator and the owner of the vehicle.

What is the procedure for issuing an OSAGO policy when buying a new car in the showroom? Should I first register the vehicle and get a technical inspection coupon, and then issue an OSAGO policy?

Since vehicles with a maximum permitted weight of up to 3.5 tons (cars, trailers and semi-trailers, trucks, motor vehicles) not older than three years are exempt from technical inspection, for new passenger vehicles an OSAGO policy is issued before registration with the traffic police without technical inspection.

What is a diagnostic card? This is a document that contains a conclusion on the compliance or non-compliance of the vehicle with the mandatory vehicle safety requirements. A diagnostic card containing a conclusion on the possibility of operating a vehicle must contain its validity period, and a diagnostic card containing a conclusion on the impossibility of operating a vehicle must contain a list of identified malfunctions that do not meet the mandatory safety requirements of vehicles.

The diagnostic card is certified by the signature of the technical expert who checked the technical condition of the vehicle.

The diagnostic card is drawn up in writing in two copies and in the form of an electronic document. One of the copies of the diagnostic card, drawn up in writing, is issued to the owner of the vehicle or his representative, the other is kept by the technical inspection operator for at least three years.

The diagnostic card drawn up in the form of an electronic document is sent to the unified automated technical inspection information system and stored there for at least five years.

The diagnostic card is a document of strict accountability. If during the period of validity of the diagnostic card containing information about the compliance of the vehicle with mandatory vehicle safety requirements, the owner of the vehicle has changed (acquisition of ownership, receipt for economic management or operational management, etc.), this diagnostic card is considered valid until the expiration of the specified there is a deadline in it.

In case of loss or damage to the diagnostic card during its validity period, a corresponding duplicate is issued by any technical inspection operator at the request of the vehicle owner or his representative based on the information contained in a single automated information system technical inspection.

A duplicate of the diagnostic card is issued to the applicant on the day of the application.

For the issuance of a duplicate of a diagnostic card, a fee is charged in the amount of one tenth of the maximum fee for a technical inspection established by the authorized state authority of a subject of the Russian Federation.

To conclude an OSAGO contract, the driver presents to the insurer not a technical inspection coupon, but a diagnostic card. On January 1, 2012, new rules for passing technical inspection came into force. The most significant of the innovations are aimed at simplifying and accelerating the maintenance process.

Technical inspection functions have been transferred from the Ministry of Internal Affairs to independent technical inspection operators. Maintenance can be carried out not only state structures, but also private companies accredited by the PCA. Authorized dealers who have an agreement with the manufacturer and (or) importer of cars were allowed to conduct selective inspection of vehicles of certain brands (such dealers must also obtain accreditation in the PCA).

The Russian Union of Motor Insurers (RSA) accredits technical inspection operators, maintains their register, controls the activities of maintenance operators and conducts inspections.

New order of maintenance

In the "Rules for the technical inspection of vehicles", approved by Decree of the Government of the Russian Federation on December 5, 2011 No. 1008, two main principles are fixed: reducing the time of the procedure to the minimum possible (without compromising road safety) and fulfilling the requirements contained in the technical regulations , government decrees and in international treaties of the Russian Federation.

Authorized Dealer, which is the technical inspection operator, has the right to refuse to the car owner in carrying out maintenance of his vehicle, if the brand of such a vehicle does not match the specialization of the dealer.

From January 1, 2012, a medical certificate, an OSAGO policy and a notarized power of attorney (if the driver is not the owner) are no longer needed to undergo MOT.

Until July 30, 2012, the fact of passing the technical inspection was confirmed by a technical inspection coupon, currently the only document allowing the vehicle to traffic, — . However, previously issued inspection coupons will be accepted by insurance companies for registration of OSAGO insurance until August 1, 2015. In the future, all information about passing the technical inspection will be checked using the Unified Automated Information System for Technical Inspection (UAISTO). At present, all information about technical inspections carried out in the territory of the Russian Federation is mandatory sent to this system.

In general, the new technical inspection rules tend to simplify the technical inspection procedure for car owners, but the main elements that affect the safety of the vehicle have been retained. According to the rules, passenger car it will take only 30 minutes to go through the necessary technical procedures (earlier time technical diagnostics was 42 minutes).

So, it turns out, the published document "On Amendments to the Rules for the Technical Inspection of Vehicles"- is this the very "revolution" in technical inspection? Far from it, rather, the approved changes can be called an intermediate stage of reconstruction, due to which the maintenance rules will only change slightly from a purely technical side.

The main changes were made specifically to the requirements for the technical inspection of vehicles. In the so-called Appendix No. 1 of Decree of the Government of the Russian Federation of December 5, 2011 No. 1008, the inspection rules were spelled out more clearly and from a technical point of view in more detail.

And again we see the specification of operational standards: if the automaker's documentation says that there should be three washers, then there should be three of them at the technical inspection. A similar item, spelled out in the changes, also affects the tuning of vehicles.

What if changes have already been made?
If they are not agreed with the state. authorities, such tuning is illegal, in one case or another, the design of the car must be brought to factory performance. Many drivers are mistaken, believing that a diagnostic card does not need to be issued until the third “birthday” of the car, starting from the date indicated in the TCP. But insurance companies interpret this requirement differently - they do not require maintenance for cars manufactured this year, last year and the year before.

That is, in 2018, maintenance is not required for cars made in 2018, 2017 and 2016.

And for a car released even on December 31, 2015, it is already necessary to issue MOT, although formally it is not yet 3 years old. Because the calculation goes on for whole years, not days.

Let's take a look at the laws to understand who is right:

The fact that insurance companies must check for the presence of a technical inspection (it has not been canceled, as some people think), is written in the Federal Law “On OSAGO”, in Chapter II, Article 15, paragraph 3:

3.To conclude an agreement compulsory insurance The policyholder submits the following documents to the insurer:

e) diagnostic card, containing information on the compliance of the vehicle with mandatory vehicle safety requirements (except in cases where, in accordance with the legislation in the field of technical inspection of vehicles, the vehicle is not subject to technical inspection or its conduct is not required or the procedure and frequency of the technical inspection are established by the Government of the Russian Federation, or the frequency of the technical inspection of such a vehicle is six months, as well as the cases provided for in paragraph 3 of Article 10 of this Federal Law)

As you can see, here the OSAGO Law refers to Law on Technical Inspection, so we look at what is written there. Namely - in Article 15(“The frequency of the technical inspection”) of Federal Law No. 170 of July 1, 2011 “On the technical inspection of vehicles and on amendments to certain legislative acts of the Russian Federation”:

2. No technical inspection required in the first three years, including the year of issue, in relation to the following vehicles (with the exception of vehicles specified in paragraphs 1 and 3 of part 1 of this article):

1) cars;

2) trucks, the maximum authorized mass of which is up to three tons five hundred kilograms;

3) trailers and semi-trailers, with the exception of vehicles specified in Part 4 of Article 32 of this Federal Law;

4) motor vehicles.

Items 1 and 3, which are indicated in the exceptions, are all sorts of taxis and buses that, by law, need to undergo MOT more often than ordinary cars and motorcycles.

As you can see, the insurance companies are right. So once again the conclusion is technical inspection in 2016 is not needed for cars manufactured in 2014, 2015 and 2016 (according to TCP). That is:

  • if the car is 1 or 2 years old, then maintenance is not needed for insurance exactly,
  • if the car is 3 years old, then you need to look at what month it was released,
  • if the car is older than 3 years, then a diagnostic card is needed for sure.

P.S. After three years, the car undergoes MOT and receives a diagnostic card every 2 years until it is 7 years old. After that, an inspection must be carried out annually.
