The Technical Regulations of the Customs Union on the safety of wheeled vehicles is a document that reflects all the requirements that are planned to be imposed on vehicles. Category M-1 in this act is one of the largest groups of vehicles.

A feature of the new regulation is the division of vehicles into special categories that ordinary motorists have not encountered before. In total there are the following varieties:
- L1-L2. They include two-wheeled vehicles with an engine up to 50 cubic meters. Attention is also paid to the maximum speed of such equipment: it should not exceed 50 km / h. If an electric motor is installed, its maximum power can be up to 4 kW.
- L3-L5 - motorcycles and tricycles. The category is designed for two- and three-wheeled vehicles with an engine capacity above 50 cc. cm, and the speed exceeds 50 km / h. In fact, these are all motorcycles and other equipment, in a simple VU belonging to category A.
- L6-L7 - ATVs. This is a four-wheeled vehicle, the mass of which is not higher than 350 kg, the speed is not higher than 50 km / h, if an internal combustion engine is installed, its volume should not exceed 50 cubic meters. see For an electric motor, the power limit is 4 kW. This also includes similar vehicles weighing 400-550 kg, if the latter are designed for the carriage of goods. The power of the gasoline engine is not limited, the electric motor is up to 15 kW.
- M1 is the largest category, denoting passenger cars.
- M2-M3 - vehicles for the transport of passengers, including trolleybuses.
- N1 - it includes vehicles for cargo transportation that do not have additional passenger seats, the mass of vehicles of this category should not exceed 3500 kg.
- N2 - this includes trucks weighing more than 3.5 tons, but not more than 12 tons
- N3 - any trucks whose mass exceeds 12 tons.
- O1-O4 - trailers for vehicles. The main criterion for classifying these subcategories is the difference in the mass of trailers and their maximum load capacity.
In this article, we will focus only on cars, as they are the most common type of equipment for which questions are most often asked. In category M1, the Customs Union includes cars that have up to 8 passenger seats. If compared with the usual driver's license, then these are all cars belonging to category B.
Category B entitles you to drive any vehicle weighing less than 3500 kg. There can be no more than eight passenger seats, it is permissible to use a trailer with a carrying capacity of up to 750 kg. These vehicles include cars, SUVs, minibuses, light trucks. Under the category M-1 will be those requirements of the technical regulations that are of interest to owners of cars. At the same time, if you have a vehicle belonging to category B, but a cargo one, the Customs Union does not classify it as M-1 and uses another group for identification - M-2.
This group is a fairly broad category that includes all passenger modes of transport. It does not coincide with the categories allocated for them in the WU. This includes vehicles weighing up to 5 tons, the permitted number of passenger seats must be more than eight. For equipment, the mass of which exceeds 5 tons, there is a category - M-3.
It is worth noting that buses and trolleybuses can refer to both M-2 and M-3, depending on their mass. When compared with a regular driver's license, M-2 and M-3 will correspond to categories C and D, depending on the type of vehicle, its mass. The traffic police, on the other hand, uses other rules that govern the process of technical inspection, namely the Requirements for Vehicles in Service. That is why, when customs clearing equipment, representatives of the road inspectorate will be interested in the first act, and when registering, in the second.
The improvement of legislation imposes on us, motorists, certain responsibilities, since today it is imperative to know what category M1 is in order to pass a technical inspection or pass state exams in the traffic police. Previously, it was enough to learn the vehicle categories according to the Rules, although by and large, category B and category M1 are almost the same thing. This most “almost” is explained by the adaptation of local road legal legislation to the international one, and in connection with this, a sea of questions arises.
Question one: why so many categories
In the European Union, a special classification of vehicles has been legally adopted by the Transport Committee of the UN Economic Commission. Why do we need this if everyone is used to distinguishing between vehicles according to a single letter designation system: A - a motorcycle, B - a passenger car, C - a truck, D - a bus, and rights with the letter E allowed trailers to be pulled. However, from April 1, 2014, the International Road Traffic Convention requires a more rigid and clear gradation of cars, motorcycles, trucks and special equipment.
Since the Russian Federation signed this convention, it is forced to comply with its conditions. Moreover, this affected both the vehicle categories in the rights and the vehicle categories in the technical regulations. Consequently, we now have two types of transport categories - for driver's licenses and for technical regulations. Until recently, there was more difference between them than now, but over time the situation is evened out and cleared up. At the time of 2017-2018, the situation is such that equivalent vehicles in the rights and in the regulations of the UNECE Inland Transport Committee have different designations. What categories of cars, this is the second question.
Question two: what is the technical regulation
A technical regulation is a kind of special technical document that regulates any product for quality standardization. In our case, it is necessary to set clearer requirements for passing technical inspection in the diagnostic card. And this, in turn, should improve the quality of maintenance and increase road safety. In short - so, although there are other opinions on this matter. For example, it would seem that according to the old classification, it would be possible to carry out technical inspection of an ATV and a quadricycle on equal terms.
But we know that the ATV is not intended for driving on public roads, and the ATV is just the opposite, which means that the requirements for them are different. At the same time, the engines on them can be exactly the same, as well as the technical characteristics. In this simple example, we see that a more rigid division of even similar transport will bring not only unnecessary trouble, but also benefits. So a legitimate third question arises.

Question three: how is transport divided into categories now
In order not to cause confusion, we tried to collect all the vehicles into groups, each of which corresponds to one or another category in the rights or in the technical regulations. That is, we will do the opposite and we will start from the type of transport. That's what came out of it:
- Mopeds, mokiki, scooters. Until recently, rights were not needed at all to control such equipment, and their registration was looked through through their fingers. A few years ago, everything changed and today two- and three-wheeled trifles are required to undergo technical inspection, and the driver must have category M rights. Such equipment corresponds to category L1 if it has only two wheels, or category L2 if it is a three-wheeled car. This position includes vehicles with an engine capacity of not more than 50 cubic meters and a maximum speed of not more than 50 km / h. If the vehicle is on electric traction, then the motor power should not exceed 4 kW. For three-wheeled mopeds, mokiks and scooters, the arrangement of the wheels can be any - two in front, one in the back, or vice versa.
- Motorcycles, tricycles, scooters. All two- and three-wheeled vehicles that use an engine with a volume of more than 50 cubic meters with a maximum speed of more than 50 km / h. To drive such equipment, a category A license will be required. If we have only two wheels, the motorcycle falls under category L3. Any motorcycle with a sidecar (and this provides for an asymmetrical arrangement of wheels along the longitudinal axis) will be classified as L4, and motor vehicles with symmetrical wheel arrangement (two in front, one in the back or vice versa) will be classified as L5.
- Quads vs Quads - What's the difference? Often, even very reputable print media make a gross mistake by confusing a quadricycle with an ATV. To dispel all doubts on this issue, we responsibly declare that a quadricycle is a small car with an engine with a power of no more than 20.4 horsepower (15 kW) and a gross permissible weight of no more than 400-550 kg, depending on the destination. If the machine is used to transport goods, then the permitted weight can be up to 550 kg. According to the parameters of the driver's license, they are classified as category B1, and according to the technical regulations - L7. An example of such transport is the famous C3A or C3D motorized carriage. If the power of a four-wheeled motorcycle is less than 4 kW, it is classified as L6. A quad bike is an off-road vehicle that is not intended for movement on public roads. In fact, this is a sports-utility vehicle, for driving which you need rights, but not a car, but a certificate of a category A1 tractor driver. This also includes all snowmobiles, swamps and other small-capacity off-road special equipment. There is one caveat - if category A motorcycle licenses were obtained before January 1, 2000, you can safely complete the A1 permit mark for driving an ATV without additional retakes of exams at the traffic police.
- Cars. The most demanded category of transport is a passenger car. According to the classification of technical regulations, this category includes equipment that has no more than eight seats (excluding the driver) and is designated as category M1. To drive such machines, you must have category B rights. When passing a technical inspection, special requirements are imposed on such vehicles. The force on the brake pedal should not exceed 490 Rp, if the design provides for an amplifier (hydraulic or pneumatic). In this case, the working braking force should not be less than 0.5 Yt. The effective braking distance should be no more than 16.6 m with a brake system response time of no more than 0.6 s. The deceleration rate for cars of category M1 should not be less than 4.9 m/s2, and if the car is equipped with a trailer, then this figure cannot be less than 3.9 m/s2. At the same time, the force on the brake pedal should not exceed 490 N. Vehicles belonging to category M1 according to the technical regulations cannot transport trailers whose authorized mass exceeds the authorized mass of the vehicle. At the same time, the total weight of the trailer together with the machine cannot exceed 3500 kg. To drive a vehicle of category M1 with a heavier trailer (more than 750 kg), you must have a driver's license of category BE. Regardless of the gross vehicle weight, trucks will be assigned to the next category.
- Trucks. Equipment of category N1, N2 and N3 is intended for transportation of any cargo. The first include flatbed trucks, vans and chassis, the mass with a full load of which does not exceed 3500 kg. Category N2 includes all other equipment, but with a gross weight of not more than 12,000 kg. If the permitted mass of the truck is more than 12 tons, it is classified as N3. Driving such machines is allowed with a category C driver's license, and for driving a truck with a trailer that is heavier than 750 kg, you must have a CE category. Heavier trucks with a trailer with an authorized gross weight of more than 12 tons are classified as C1E, but those who have the CE category can drive such vehicles.
- Trolleybuses, buses and trams. This category of transport, according to the technical regulations, belongs to the category of M2 vehicles if the total permissible weight does not exceed five tons. If the bus can accommodate more than eight passengers (excluding the driver) and its total mass exceeds 5,000 kg, it is classified as vehicle category M
- Trailers. From the point of view of a driver's license, category O according to the technical regulations is divided into three subcategories. Category O1 includes trailers with a maximum permissible mass of 0.75 tons, up to 3.5 tons a trailer is classified as category O2, and if a trailer or semi-trailer can have a total weight of up to 10,000 kg, it belongs to category O3. The heaviest trailers with a total authorized weight of more than ten tons are classified as O4 according to the technical regulations. To drive a car with a trailer, any of the categories must be passed to category E, depending on the type of car.
Each of the categories of transport must meet certain requirements according to the technical regulations - the forces on the controls, the degree of wear of the tires, the presence of damage. That is why it is necessary to know what requirements the equipment must meet in order to successfully pass the inspection. AF is a multi-purpose vehicle.

Driver's license
According to the traffic rules, the categories of vehicles are written in each certificate. Each type of equipment has its own training program, a motorist can only drive the type for which he passed the exam.
A license is not required to drive the following types of equipment:
- Bicycle - according to the rules of the road is a transport. Therefore, the cyclist must comply with all the rules and take care not only of himself, but also of other road users.
- Segway. Such transport is difficult to classify, therefore it is not regulated by any laws. In some countries, segways are equated to bicycles and move only on special paths.
- Monowheel. In Russia, they are not common, so their use is not regulated by law. This means that you can ride them everywhere, but you do not need to obtain a certificate.
- Lawn mower. It is unlikely that anyone would think of using a lawn mower as a transport. But if it has a steering wheel and a seat, know that you can drive it without a driver's license.
Motorcycles - A
With this mark, the driver can drive vehicles with two wheels with side trailers and four-wheeled vehicles weighing less than 400 kg. By law, a motorcycle with an engine capacity of more than 125 cc can be driven by a person who has reached the age of 18 years.
Category A1 motorized off-road vehicles include two-wheeled vehicles with a power of less than 11 kW and three-wheeled vehicles with a mass of less than 550 kg. To obtain this certificate, it is not necessary to wait for the age of majority, it can also be obtained by teenagers for driving a moped.
Category A1 motorized off-road vehicles are ATVs whose speed is less than 45 km/h. They are not designed for public roads. In this case, you can drive a snowmobile, snowmobile, all-terrain vehicle.
Cars - V
B - these are cars that weigh less than 3.5 tons, and there are less than 8 seats in them. With this certificate, you can also drive a car with a trailer weighing less than 750 kg. Subcategory B1 - quadricycles and tricycles that weigh less than 3.5 tons. Their maximum speed is 50 km/h. This subcategory allows you to drive any four-wheeled vehicle weighing less than 3.5 tons.
Important! A quadricycle and an ATV differ in design. The second one is more like motorcycles - the driver sits "on horseback", the steering wheel is bicycle, gas is supplied to the handle, like on motorcycles. The quadricycle has seats like in a car, the steering wheel is round, there are pedals. Therefore, these types of equipment require different rights.
Trucks - C
This type includes trucks weighing > 3500 kg. It can also be a truck with a trailer that weighs less than 7500 kg. With such a certificate, you cannot drive cars and cars with trailers.
Buses - D
A bus in Russia is a transport with more than eight passenger seats. In this case, the driver's seat is not taken into account. That is, the bus can be "Ikarus", "PAZ", a minivan with 9 passenger seats. With a D license, you can drive any size bus.
Trailer vehicles - E
Categories of vehicles in 2017 no longer include E. Instead, several subcategories have been introduced that indicate what type of equipment the additional transport is attached to:
- BE is a passenger car with a large trailer. It must weigh more than 750 kg or the machine itself.
- CE - a truck with a trailer that weighs > 750 kg.
- C1E is an additional subcategory for heavy trailers. The total weight of the equipment is not more than 12 tons.
- DE - a bus with a trailer weighing 750 kg or a bus with two compartments connected in the middle.
- D1E - a bus with a heavy trailer weighing > 750 kg. Total weight - no more than 12 tons.
Tm trams and Tb trolleybuses
To drive a tram / trolleybus, you need to undergo special training and obtain a Tm / Tb license. They can only be obtained by persons over 21 years of age. Training takes place in colleges, takes about 6 months. In 2016, trams and trolleybuses began to be distinguished separately in the classification.
Transport
Categories and subcategories of vehicles were identified in 2017. They are needed by inspection bodies to assess the state of technology. Transport is assigned this or that mark during the passage of MOT. The new subcategories are valid throughout the Customs Union.
Motorcycle - L
L includes mopeds, motorbikes, scooters, motorcycles, tricycles. Their classification is quite simple, determined by the number of wheels and engine size.
L1 has the following characteristics:
- Two wheels;
- Speed up to 50 km/h;
- Engine capacity up to 50 cc;
- Maximum motor power 4 kW if installed.
L2 has parameters:
- Three wheels;
- Developed speed up to 50 kilometers per hour;
- Engine displacement 50 cubic cm;
- The maximum power of the electric motor or internal combustion engine is 4 kW;
L3 are regular motorcycles:
- Two wheels;
- Max. same speed as L2;
- The volume of the internal combustion engine is 50 cc.
L4 - a motor vehicle with a sidecar or with asymmetric wheels. ICE volume and speed are the same as in the previous subcategory.
L5 - symmetrical motorcycles with three wheels. The engine size and speed are the same as those of a two-wheeled motorcycle.
L6 and L7 are quadricycles. They differ from each other in the power of the electric motor. L6 has a power of 4 kW, L7 has 15 kW.
Passenger transport - M
Vehicles of categories M1, M2, M3 share a common function - they are designed to transport people. If you have a driver's license B, then the car most likely belongs to category M1. These are passenger cars with no more than 8 seats. M2 and M3 are buses and trolleybuses. They have more than 8 seats and are designed for passenger transportation.
Trucks - the designation of the Latin letter N

- N1 - trucks weighing up to 3.5 tons;
- N2 - trucks weighing from 3.5 to 12 tons;
- N3 - trucks weighing > 12 tons.
Off-Road Vehicles - G
Category G vehicles include cars from categories N and M, provided that they have increased ground clearance, differential lock, all-wheel drive. M1G is a passenger car that is equipped with off-road devices.
Trailers - About
Transport M and N can be equipped with trailers:
- O1 - weighing up to 750 kg, special rights are not needed;
- O2 - weight from 750 to 3500 kg;
- O3 - weight from 3500 to 10,000 kg;
- O4 - weight > 10 tons.
Compliance with classifications
Now you know which vehicles are included in category M and others. An ordinary driver does not need to know this classification. The mark can be affixed by the authorities that conduct the inspection.
Any driver must have a license to operate the vehicle. The document is issued according to its category or subcategory, which is established by Federal Law No. 196-FZ. It is a fundamental legislative act regulating issues regarding the operation of vehicles. Based on its standards, all subsequent by-laws have been developed.
