One of the measures that ensure traffic safety is the speed limit for vehicles. The speed limit on the highway is determined by traffic rules, speed limit signs or car operating instructions. Vehicle.

Who is lobbying to increase the speed of traffic on the roads of Russia?

Until 2009, there was only one state institution in Russia that was entrusted with the functions of managing federal highways - Rosavtodor, which is part of the Ministry of Transport of the Russian Federation. The total length of Russian highways of federal significance is no less than 51,000 km.

And in the summer of 2009, a special Federal Law No. 145 created another state structure directly subordinate to the government of the Russian Federation in the field of road management - the Avtodor company. Only 2.7 thousand roads are transferred to it for management, among which the most “delicious” from the point of view of further commercialization are the M1, M3, M4, M11 routes.

Already, there are toll sections on the M1 and M4 highways, for which the driver trucks pays Avtodor up to 400 rubles. Naturally, the higher the speed of movement, the greater the income of the state-owned company. That is why its leadership, back in December 2012, applied to the traffic police with a proposal that max. the speed limit on the highway was raised from the current value of 110 km/h to the value of 130 km/h.

The traffic police, in response, demanded guarantees that the roads controlled by Avtodor correspond to the class “Highway” according to GOST. And this means the presence of four or more lanes 3.75 m wide with a central dividing lane and a multi-level intersection of other roads.

Why the permitted speed on the highway of 130 km / h does not suit the Ministry of Transport

At the same time, at the beginning of 2013, representatives of the relevant ministry intervened in the matter, who opposed the adoption this decision. The fact is that in addition to the concept of "permitted maximum speed on the highway", which is mainly used by road maintenance workers and the traffic police, there is also the concept of "maximum design speed on highways". It is mainly used by designers and road builders.

With the existing traffic rules and the Code of Administrative Offenses of the Russian Federation, drivers can, without fear of punishment, increase the speed above the maximum permitted by 20 km / h. It turns out that if the allowed speed on the highway is 110 km/h, then the real one, with which vehicles can drive along it, reaches 130 km/h, and if the allowed speed is up to 130 km/h, then its real value reaches 150 km /h Designers and builders should be guided by it.

Naturally, with an increase in this indicator, the cost of building roads increases. Here the interests of various departments clashed on this issue. Avtodor, controlled directly by the government, lobbied for an increase in speed, but the Ministry of Transport, which supervises it, apparently opposed this.

Prime Minister intervenes

Litigation departments dragged on until the summer of 2013, until at the end of July, Prime Minister Medvedev signed new changes to the traffic rules, which came into force in early August of the same year. Recall that it was he who signed the law on the creation of Avtodor in 2009. The changes established that for cars and trucks weighing up to 3.5 tons, the owners of highways (Avtodor again!) Can set the maximum speed limit on the highway at 130 km / h. Such a road must be marked with signs 5.1 - "Motorway". The route, which is marked with signs 5.3 - “Road for cars”, allows the same vehicles to drive along it with a maximum allowable speed of 110 km / h.

How will the dispute between supporters and opponents of increasing the speed of movement end?

While the budget of the Russian Federation in 2013 and the first half of 2014 was deficit-free, everything seemed to be going smoothly. Avtodor expanded the number of sections of its roads, on which the allowed speed on the highway increased, and Rosavtodor, which is part of the Ministry of Transport, on which 48 thousand km unnecessary to Avtodor remained "hanging" Russian roads, tried to repair them and even build new sites. But the situation in connection with the sanctions against Russia has changed. Financing for Rosavtodor was cut, but no one canceled the order of the President of the Russian Federation to double the volume of road construction.

At the end of March of this year, the Ministry of Transport, through the lips of Deputy Minister Oleg Belozerov and Deputy Head of Rosavtodor Igor Astakhov, again spoke about the need to reduce the estimated maximum speed from 150 km/h to 130 km/h. At the same time, the Ministry of Transport refers to European standards, according to which roads, the class of which corresponds to Russian class"Motorway" is designed and built based on the speed of vehicles at 130 km / h. How this dispute will end, the near future will show.

How many highways are there in Russia?

So, in order for the highway to be able to drive at a top speed of 110 km / h, it must be a motorway or expressway. The latter differs from the motorway in the possibility of a one-level intersection with other motorways. Of the total length of Russian roads of 51 thousand km of routes of the above classes, only 4-5 thousand km (the numbers available on the Web vary), or about 8%. Moreover, these are not full-length routes, but only their individual sections. And their lion's share is concentrated in the state company "Avtodor". Moreover, almost all sections where the speed limit on the federal highway is set at 110 or 130 km/h have already been paid.

A pleasant exception to this rule was the free highway from Kemerovo to Leninsk-Kuznetsky put into operation in August 2013 with a speed limit of 130 km/h.

What is the speed limit on the M1 highway?

According to the state company "Avtodor", for almost 450 km of the entire length of the route it corresponds to the category " Highway". It has four lanes throughout its entire length, and on the section of km 32-39 (Odintsovo bypass) it has eight lanes. By the way, it is the section with a length of 18.5 km in the bypass area of this city that has been paid. A large infrastructure road junction of the federal level is being built here on a concession basis. The concessionaire is JSC " the main road”, and the concessor, of course, is the state company Avtodor.

The maximum permitted speed of 110 km / h is set only for free paid section this route from the mark of 32.5 km to the mark of 43.6 km between Odintsovo and Kubinka, Moscow Region. By the way, on the territory of the Republic of Belarus on the entire extension of this route top speed- 120 km/h.

What do we have in the "Ural"?

federal highway M5 runs from Moscow to Chelyabinsk through a number of regional centers of the Volga and Ural regions. For about 240 km, the highway has 4 or more lanes, but further, having two lanes throughout, except for a few sections, so far it clearly does not pull on either a motorway or an express road. In the summer of 2013, in the Chelyabinsk region, from the village of Vitaminny to the village of Misyash, a 24-kilometer four-lane section was opened, limited by signs 5.1 "Avtomagistral". In 2016, the section of the highway from Chebarkul to Chelyabinsk will also become four-lane.

Permitted speed on the M5 highway in sections from elev. 1820 km to el. 1844 km and from el. 1022 km to el. 1031 km is set at 110 km/h. The same speed is planned to be allowed in the sections from el. 86 km to el. 124 km and from elev. 37 km to el. 57 km.

How fast can Russians drive along the "Don"?

What is the speed limit on the M4 highway? The M4 federal highway with a total length of more than 1,500 km is a four-lane highway in the section from Moscow to Voronezh. According to Avtodor, 918 km of the route correspond to the "Express Road" class, 101 km - to the "Highway" class, 100 km - to the "Regular Road" class (four-lane slow road with a central dividing strip).

By 2019, Avtodor plans to turn the M4 highway into a fully four-lane highway with multi-level interchanges. The speed limit of 110 km/h is allowed on toll sections from the mark. 225 km to el. 260 km (bypass of the city of Bogoroditsk), from el. 287 km to el. 321 km (bypass of the city of Efremov) and 330-414th km (bypass of the city of Yelets and the village of Yarkino), 414-460th km (bypass of the city of Zadonsk).

In addition, the speed limit on the Don highway at 130 km/h is set on the paid section - 48-71 km (in the Moscow region), as well as on free sections from the elev. 113 km to el. 120 km and from elev. 76 to el. 103 km.

And what about the West in this respect?

What is the speed limit on the highway in most European countries? Oddly enough, but the numbers here are the same as in Russia - a maximum of 130 km / h. But the fact is that most of the roads are highways throughout their entire length. They bypass the boundaries of settlements and do not have traffic lights. True, for the most part they are paid.

Separately, Germany should be noted. On some of its famous autobahns, there is no speed limit at all, and 130 km / h is not the maximum allowed, but the recommended, although still the maximum speed. But half of all German roads have strict speed limits from 80 to 130 km/h.

Do the Russians need to accelerate too much on the tracks?

According to the classic of Russian literature, every Russian loves fast driving. But if he drives fast in an old Zhiguli, then trouble is not far off. Even if under our rider there is a used or a foreign car assembled in Russia! After all, the quality of these cars and their maintenance are still far from the European level. And if (in the future) the Russians are allowed to accelerate on the tracks (the quality of which is also still in question) up to 150 km / h (taking into account the “twenty”, plus the drivers in the mind), then this is a direct threat to their lives and traffic safety.

Therefore, according to many auto experts, increasing the speed limit for any suburban roads in Russia to 130 km/h is excessive and should be selective depending on the quality of each particular route.

How do we punish lovers of too fast driving?

Unlike personal income tax, which remains at a rate of 13% for any income of an individual, the fine for exceeding the speed limit increases significantly as the violator “breaks away” from its maximum permitted value. So, if it “breaks away” at 20-40 km / h, then the pleasure will cost five hundred rubles, at 40-60 km / h - from one to one and a half thousand, at 60-80 km / h - from two to two and a half thousand rubles (or may be deprived of rights for six months), more than 80 km / h - five thousand rubles or deprivation of rights for six months. Relapses exceeding 60 km / h or more will lead to the loss of rights for a year, but if the inspector did not catch the violator, but only recorded a video or photo recorder, then only five thousand rubles of a fine can be paid.

I am preparing for the theory exam traffic and to better understand, I wrote this document.

Why restrictions?

I did not delve into the history of the emergence of traffic rules, my opinion is that the rules appeared in order to reduce the number of accidents. Accidents are bad, the number of accidents is the parameter that should be striven to reduce.

From my point of view, the speed limit is introduced precisely in order to reduce the number of accidents.

Driver reaction speed

There is such a thing as driver reaction speed. At different people this time ranges from half a second to two seconds. The higher the vehicle speed, the greater the distance the vehicle travels during the driver's reaction time. The slower the speed, the smaller car will pass during the reaction time of the driver, and the more likely it is that the driver will have time to perform a maneuver that will avoid an accident.

Main rule

The rules of the road are very a good thing but the rules are limited. Real life is much more varied. If something is allowed by the rules, this does not mean that it must be done. If the rules allow you to drive 60 km / h, but, for example, the weather is terrible, then you should not drive at the maximum allowed speed.

The main rule - you need to think about safety.

Permitted speeds

What are the allowed speeds? These are figures for cars of category B, for other categories the restrictions are somewhat different.

  • 60 km/h - permitted speed in the city
  • 90 km/h - permitted speed outside the city
  • 110 km/h - permitted speed on the motorway

There is quite a logic here. In the city more cars and pedestrians than outside the city, because of this more possibilities for the emergence emergencies so don't go too fast. Outside the city, the speed limit is higher than in the city - it is also logical, outside the city you often drive along a straight road, you don’t need to make many maneuvers, it’s easier to drive. The motorway is specially built so that cars move quickly along it, there are special restrictions to ensure safety on the road, so the highest speed is allowed there.

The motorway has another feature related to the speed of movement. Only vehicles that can reach speeds of 40 km/h or more can enter the motorway. Those. slow-moving vehicles are prohibited from entering the motorway.

Signs about speed

There are three general speed modes. 60, 90 or 110 km/h. But these are too general figures. For example, there is good road in the city, it can be allowed even more. Or there is some road where accidents are very frequent - it is worth reducing the allowed speed there.

Signs are used to solve this problem. There are 3 signs that are directly related to the speed limit.

Firstly, this is the “Maximum Speed Limit” sign from the “Prohibition Signs” section. In the zone of action of this sign it is forbidden to move at a speed greater than what is written on the sign:

Then, there is a sign "Restriction minimum speed” from the section “mandatory signs”. In the zone of its action it is forbidden to move at a speed less than what is written on the sign:

Markup about speed

In addition to the fact that the speed is regulated by special signs, the sign "Maximum speed limit" can be duplicated on the markings. It looks something like this:

Road markings are drawn with white paint, but they say that an experiment is underway, and sometimes the circle is painted with red paint, so that the markings look more like a prohibition sign.

the main road

In the classroom at a driving school they told interesting fact, it is somewhat related to the speed of movement, I want to write it down.

As is known, on unregulated intersection, unless there are special signs, the main road is the paved road against the dirt road. Why is that? By dirt road you drive at a slower speed: this is a bad road on which it shakes, and in order to drive more or less comfortably, you need to slow down. So you shook on a dirt road, reached the intersection with an asphalt road. On asphalt, you can freely ride at a higher speed than on a dirt road. Drivers driving on asphalt are already accustomed to driving with high speed and are more "dangerous" than those drivers who, while driving on bad road accustomed to low speed. Therefore, it was decided that the paved road is the main one in relation to the dirt road in order to give way to more "dangerous" drivers.

The car behind does not keep the distance

Another important point, which is indirectly related to speed. What to do if the driver behind does not keep the distance? The answer is very simple - increase the distance to the car in front. In this case, you will be able to brake more slowly, and this blockhead from behind will not crash into you. This is question 18 of the 38 ticket exam questionnaire.

Permitted speed on the Moscow Ring Road

  1. Signs "Road for cars" should be installed on the Moscow Ring Road
  2. Permitted speed on the Moscow Ring Road - 100 km / h

The "Road for Motor Vehicles" sign imposes exactly the same restrictions on the road as the "Motorway" sign, except for speed. Category B cars on motorways are allowed speeds up to 110 km / h, and for roads on which there is a “Road for cars” sign, there are no special instructions about speed.

Additional restrictions

In addition to the standard restrictions - 60 in the city, 90 outside the city, 110 on the highway, the traffic rules also say the following:

  • 20 km / h - speed limit in a residential area (there are special signs)
  • 50 km/h - speed limit when towing another car

If the car has a trailer, then the restrictions are as follows:

  • 60 km/h in the city (same speed as without a trailer)
  • 70 km/h - driving outside the city with a trailer
  • 90 km/h - driving on the motorway with a trailer

Complete list of all speed limits for Category B

  • 20 km/h - the maximum permitted speed in a residential area
  • 50 km/h - when towing another car
  • 60 km/h - in the city (with or without a trailer)
  • 70 km/h - outside the city with a trailer
  • 90 km/h - outside the city
  • 90 km/h - on the motorway with a trailer
  • 110 km/h - motorway

TODO

The post has been written, but within the framework of the speed of movement, it is still very interesting to consider the following questions:

  • How to calculate speed? Now, to solve a problem like “How many meters will a car travel in 2 seconds if it is moving at a speed of 90 km / h?”, I need to take a piece of paper and a pen. It would be great to work through this moment, remember a few constants so that such tasks can be solved in the mind.
  • When emergency stop, SDA says that you need to put a red triangle (which is officially called the "warning triangle") no less than 15 meters from the car in the city and no less than 30 meters outside the city. I'm interested to see how these numbers are justified - take the allowed speed, the driver's reaction time, multiply-divide and understand how such numbers will help to avoid an accident.
  • Distance from signs in the city and outside the city. Signs are placed 50-100 meters in the city and 150-300 meters outside the city. Here, too, it was interesting to calculate these numbers in speed.
  • Fines for speeding.

What is the risk of exceeding the speed limit set for driving in urban areas and on the highway? First of all, the application of penalties and possible deprivation of rights.

What is the speed limit for driving a car in Russia? What types of speeding fines are imposed on drivers? That's what we're going to talk about today.

Permitted vehicle speed

In order to understand what fines are provided for speeding, you first need to find out top speed, with which it is allowed to travel on the roads of Russia.

First of all, it should be said that the maximum allowed speed depends on the road and on the area where it is laid.

So, in settlements, it is allowed to move at a speed of no more than 60 km / h. On roads outside built-up areas, speeds up to 90 km/h are allowed. On highways - up to 110 km / h.

Starting from 2014, the traffic rules have been amended, according to which on roads marked with the sign "Road for cars" it will be possible to drive at speeds up to 110 km / h, and on roads marked with the sign "Motorway" the maximum permitted speed will increase to 130 km / h. h.

But until these changes take effect, and if you don’t see signs that allow movement at this speed, then it’s best to stick to the usual speed limit, the observance of which, as you know, is a guarantee to avoid not only serious accidents but also the imposition of penalties.

Among other things, it is important to remember that on various sections of roads and at certain situations, the allowed travel speed may be lower than the set speed.

For example, towing a vehicle flexible hitch possible at a speed not exceeding 50 km/h.

Movement through courtyards and residential areas is possible at a speed of no more than 20 km / h. At the same time, there may not be any signs, so you need to remember and observe this.

Signs may be installed on certain sections of roads that change the established limits. Moreover, these changes can be both smaller (most often) and larger.

These signs look like this:

The number inside the sign indicates the maximum speed at which you can move on the section of road that falls under this sign.

For example, the sign "20" indicates a limit on the maximum allowable speed for driving in residential areas and on narrow roads. This means that the vehicle must not be driven faster than 20 km/h.

The sign "90" installed in the city limits indicates the maximum speed allowed for driving on the road where this sign is installed. According to him, on city roads, the driver has the right to accelerate up to 90 km / h, but only within the limits of the sign.

That is, after the nearest intersection, if there is no repeated sign, the speed will have to be reduced to 60 km / h.

Speeding fines

What types and amounts of fines are expected Russian motorists exceeding speed? The type, and, accordingly, the size of the fine depends on the amount by which the speed is exceeded.

  1. Slight excess of speed from 1 to 20 km/h. This can be considered the norm, according to the current traffic rules (how to quickly learn traffic rules). There are no penalties imposed.
  2. If the speed was exceeded by 21-40 km / h, a fine in the amount of (500 rubles) is provided.
  3. The driver drove the car at a speed exceeding the permitted speed by 41-60 km/h. Imposition of a fine - up to 1500 rubles. In case of repeated violation, the amount of the fine will increase by one and a half times (up to 2,500 rubles).
  4. Driving speed was exceeded by 61-80 km/h. Imposition of a fine of 2500 rubles with deprivation of rights for a period of 4 months to six months. If there is a repeated excess, the driver will lose his license for a whole year.
  5. If the speed is exceeded by 81 km / h or more, penalties are imposed, the amount of which will be a considerable 5,000 rubles, followed by deprivation of the certificate for six months. If the violation is repeated, the rights are taken away for 12 months.

The procedure for imposing penalties may differ depending on how the violation was recorded.

If the excess of the permitted speed is recorded by the camera, then deprivation of rights is not provided. There will only be a penalty.

If the violation is recorded by a traffic police officer, then in this case a fine and deprivation of a driver's license for a period of 4 to 6 months for the first violation and 1 year for a second violation are possible.

But! If you were stopped, and the inspector tells you that a speeding violation has been recorded, he shows the radar readings. First of all, ask if the inspector has a document confirming that his radar is working. The inspector must have the original certificate. Important! It is the original, not a photocopy.

If the inspector does not have such a document, then if you are sure that you did not violate, then in the protocol be sure to indicate the fact of the absence required document and that you were driving at the set speed.

In this case, a video recorder can also help confirm your case (as a video recorder will help), if you have one, of course.

In conclusion, it remains only to say that in new edition the rules do not provide for penalties when exceeding the speed limit by 20 km / h, and many drivers immediately decided that they can drive at a speed of 80 km / h in the city, and 110 km / h on the roads.

There will be no penalty in the form of a fine for exceeding these limits, but in the event, God forbid, of course, an accident can play a cruel joke, so it’s worth considering whether there is any point in exceeding it? Think and check at your leisure how much you win if you drive 20 km/h faster on your usual route. Record the time. Believe me, you are in for a surprise!

Sign 120 may already occur due to changes in the rules (notes to clause 10.3)

The sign "130" is at least on the M4.

Thanks for the answer, I know this, I wanted to know something else ... It turns out that our legislation does not care about the fact that with a wind speed of 19 m / s, that is, 68 km / h, the speed on the electronic scoreboard is 110 km / h.

There are cars that press even harder against the road with an increase in speed, and for them a serious gust of wind is already when heavier cars will drop. You won’t get enough of the scoreboard for all types of cars, and there are no corresponding signs. For example, sports cars and SUVs belong to the same class. passenger cars, and the reaction to a gust of wind is radically different.

Hello. The speed limit on the Ring Road is 110 km/h. Road Services neglected their cleaning work pavement and on electronic scoreboards indicated the speed of 70 km / h. At the same time, they said that they would be fined immediately after exceeding the speed limit of 110 km/h. However, according to the law, exceeding the permitted speed by 20 km / h or less is not punishable by a fine. How competent is the decision of the traffic police to punish for exceeding up to 20 km / h?

Yuri, by scoreboard do you mean signs with changeable images?

If so, please attach a diagram of the location of the scoreboard and road signs (limiting speed) along your route.

Unfortunately I don't have a diagram. These are information boards above the Ring Road, which indicate the speed and various notifications such as road repairs, slippery road.

Yuri, the values on the display are contrary to the usual road signs?

Of course, they contradict - according to the Ring Road, the allowed speed is 110 km / h.

Yuri, after each "110" sign you can drive at a speed of 110 km/h. You can be fined at 130 km/h.

After each "70" board you can drive at a speed of 70 km/h. You can be fined at 90 km/h.

The scoreboard is essentially the same signs. Each next sign (board) cancels the action of the previous one.

Good luck on the roads!

Thank you, but there are no 110 km/h signs on the Ring Road. I doubt, however, that the electronic signs over the Ring Road have legal force. I think that these are still informational values \u200b\u200band recommend given speed but not obligated.

Thank you, but there are no 110 km/h signs on the Ring Road.

And why then do you think that it is possible to move at that speed there?

Yuri

Good luck on the roads!

Yuri, V this case the maximum speed is set by the scoreboard. I don’t think these signs are fake, the traffic police would not mess with such people.

Those. the board is similar to sign 3.24 and sets the maximum speed. If you exceed it by 20 km / h or more, you can get a fine.

Good luck on the roads!

wowick, in this case the following logical chain is used.

1. Images are not used in the text of the rules of the road. The text of the document is simply text with numbers and descriptions of the characters. The published texts of the rules contain signs to make it easier for drivers to understand the rules.

2. At the beginning of Appendix 1 there is the following sentence:

The numbering of road signs corresponds to GOST R 52290-2004.

Those. a description of the images of signs can be found in this GOST.

3. GOST itself contains the following paragraph:

5.2.1. Signs are made using reflective materials, with interior lighting, with external lighting. black and white picture elements gray colors signs should not have a retroreflective effect.

It is allowed to produce signs with light indication with designations of inscriptions and symbols in matrix form. In this case, it is allowed to replace black inscriptions and symbols with white or yellow, and the white background of the signs - to black in cases where this does not lead to their erroneous perception. Replacing the red color of the background, symbol and border of signs and sizes of their images is not allowed.

So the scoreboard signs are also road signs.

Good luck on the roads!

Based on all of the above, I propose the other extreme: - so that people on the roads do not violate the speed limit, make cars moving at a speed of 60 km / h and the problem of speeding will be solved. The rest of the vehicles with a higher speed in the country to ban forever. Thus, we will solve the problem with speed on the roads. But then there will be nothing to rob people for? yes gentlemen in power)

This was already many years ago (in the last century). Everything worked. And in this century, the speed limit has increased, and the roads have become worse than in the last century.

I think it's better to do it differently. Cars exceeding 60 km/h are prohibited from driving on roads, but only on sports tracks.

Hello.

What relevant signs are mentioned in the note to paragraph 10.2? If about sign 3.24, which is used as an example at the beginning of your article, then in my subjective opinion this is not correct, because sign 3.24 is prohibitive, here is an example: on a section of the road we see sign 3.24 (90), this sign prohibits exceeding the speed indicated on the sign, which means that the speed above that indicated on the sign 3.24 was allowed earlier. You see, you can't ban something that's not allowed.

Need new sign used separately or in conjunction with signs 5.1 and 5.3, and put in order the 10th section, otherwise it turns out that: The speed of movement on the motorway is regulated by the clause on the speed of movement OUTSIDE the settlement, and the note of clause 10.2 regulates the speed of movement IN THE SETTLEMENT at the speed established for the motorway, but this speed is allowed on the motorway OUTSIDE of the settlement.

I rented a car for 5 days, I returned it in a short time. 3 days after the delivery, the owner of the car asked me to pay a fine for speeding fixed by technical means (the camera took a picture). I decided to act according to my conscience and was going to pay. And again a complaint was received that another fine had come, in it the amount was already 2000 rubles for a repeated offense. I looked at the fines and it turned out that before the first fine I received, the owner of the car had 2 more unpaid fines also for exceeding, and the penalty for the repetition issued to "me" was already the fourth in a week. But the previous 2 are not mine! How to arrive in the given situation???

Ruslan, fines for violations that you have committed must be paid. Fines for other periods should not be paid, let the owner of the car deal with them.

Good luck on the roads!

I have a question. The car is registered to me. The first time speeding was my wife, and the second time (within a year) already me and what to do? How to be?

and what to do? How to be?

Comply with traffic rules. Or not get caught.

Ildar, the fine is imposed on the owner of the vehicle. If, after the first violation, the wife did not contact the traffic police to "rewrite" the fine for herself, then both fines are imposed on you. In the second case, punishment will be imposed for repeated violation of the rules.

Good luck on the roads!

Eugene-189

Question - I exceeded the speed limit in the city by 20-40 km. After 4 months, a bailiff 500 rubles was taken from my card and passbook. The most interesting thing is that I did not receive a letter and did not know anything at all. The violation was recorded on camera (tripod). You might be better off with 100% payment.

Eugene, I'm not going to collect fines from car owners, so it's absolutely not profitable for me.

Better yet, just follow the rules of the road. As practice shows, it is not difficult at all.

Good luck on the roads!

Evgenia-24

Maxim, hello!

2 days ago I immediately received 2 fines for speeding (I was driving within the city at a speed of 88-90 km / h), and it turned out that the cameras (tripods) recorded me on the same day and almost in the same place (the time difference in the photo is 1.5 minutes).

The question is: is it legal to demand 2 fines from me for the same violation, if Article 4.1 of the Code of Administrative Offenses says that "No one can bear administrative responsibility twice for the same administrative offense."

Article 4.1 of the Code of Administrative Offenses says that "No one can be held administratively liable twice for the same administrative offense."

Evgenia-24, why do you think that speeding with an interval of 1.5 minutes is one violation?

Evgeniya, Hello.

Specify whether the fines came from one camera or from different ones? Did you pass them 1 time or 2?

I increased the speed in the city by 40 km / h, but the owner of the car is the father. He received an SMS, they say so and so, pay. There are no questions, I'll pay, because my cant. BUT! If during this week that I went and did not know about the fine, I hit more fines, then what will be the consequences for my father? Suppose (roughly speaking) I increased the speed there 2 more times by the same 40 km / h. Repeat penalties(2000-2500)? Or is it deprivation?

Suppose (roughly speaking) I increased the speed there 2 more times by the same 40 km / h.

In order not to be deprived during the second one - do not exceed more than 60 km / h (if the camera captures - only a fine of 5 tr). Repeated from 40 to 60 costs 2 - 2.5 tr.

Pauline, if at least one of the violations is speeding by 60 km / h or more, then warn the father about this. The fact is that if he repeatedly exceeds the speed limit by 60 km / h or more and the violation is recorded by employees (not cameras), then he will be deprived of his rights.

Good luck on the roads!

A common violation of the rules governing traffic is the failure of drivers to comply with the speed limit when driving both in settlements and on the highway. There is practically no driver who, for various reasons, would not allow it. When a violation is fixed, traffic police fines for speeding are issued.

Traffic rules have set a speed limit

The rules of the road regulate the speed limit when driving in all settlements, as well as on highways and highways. 60 km/h - allowed SDA speed when driving within built-up areas. On the highways it is already allowed to move up to 90 km / h. When entering the motorway, you can accelerate to maximum limit 110 km/h To reduce the likelihood of accidents on hazardous areas additional speed limits are set. Drivers who ignore the requirements of road signs, as well as allowable excess speeds are often the cause of road accidents.

Limits

Traffic rules oblige the driver to move at a speed corresponding to the established restrictions on the road section, while taking into account the intensity traffic flow, road conditions and weather conditions.

Develops every year Automotive industry, the quality of vehicles improves, as a result, speeding occurs more often. However, the road infrastructure can not cope with the pace of development of the automotive industry. The disadvantage is the presence of ground crossings, low quality roads and other reasons do not allow drivers to drive with high speed. All these circumstances make it necessary to introduce it on some dangerous sections of roads. There are roads with high-quality coverage, good visibility and the absence of any circumstances that impede fast movement.

Established restrictions in such areas slow down the flow of cars and force drivers to break the speed limit. Is it always a violation to exceed it? In 2013, amendments to the legislation established that the driver would be liable for exceeding the speed limit by 20 km. Thus, legislators have established a minor speed at which the driver should not be held liable.

But do not rejoice and exceed the speed limit. In the event of an accident, if the driver exceeds the speed limit by even 1 km / h, you will have to bear responsibility.

Exceeded the speed - pay

The law provides various options Speeding is documented by video cameras and police officers using special devices.

Drivers who ignore traffic rules and violate the speed limit will be punished. How much the fine for speeding will have to pay depends on the amount by which the speed limit is exceeded.

Video recording cameras: features of responsibility

When recording violations by video cameras, for example, speeding by 20 km, there are features of holding the driver accountable:

Speeding-2014: fines

Amendments in the field of traffic safety, which entered into force in September 2013, changed the penalties for non-compliance with the speed limit:

The decision on the impunity of drivers for "minor" exceeding the speed limit has already been reflected in the statistics of accidents due to non-compliance with the rules by drivers. Thus, according to official traffic police data for January-April 2014, the number of accidents increased by 4.6% compared to the same period of that year. At the same time, 6.4% more people died. In connection with these circumstances, the State Duma intends to re-approve a fine for non-compliance with speed on roads by 10-20 km / h, but only for settlements. According to preliminary information, the violation will cost the driver 500 rubles (until the autumn of last year, a fine of 100 rubles or a warning was provided).

Exceeded the speed limit - and deprivation of rights?

It is necessary to know and remember that not every speeding can cause parting with driving license. Basically, for non-compliance with the speed limit, various penalties are assigned, the size of which is proportional to the magnitude of the excess. If the violation is 60 km / h or more, then this can really already threaten with the withdrawal of rights for up to 6 months. For a period of at least 6 months, you can part with a driver's license if you ignore the permissible speed limit of 20 km / h and drive at a speed exceeding the permitted speed by 80 km / h.

Do not lose heart ahead of time, because the reasons for speeding can be different. In addition, only the court has the right to decide on the deprivation of the right to drive the vehicle, and the withdrawal is carried out after the entry into force of the decision.

After stopping for speeding by 20 km / h or more, the traffic police inspector is obliged to record the violation, collect evidence, draw up a protocol on the violation and then send all the materials to the court. Here you should not let everything take its course, then for sure the decision will deprive you of your rights and, alas, will not be taken into account.

Documenting Violations

The 2014 speeding fines are harsh. Therefore, you need to know how the traffic police officer is obliged to act, and this will protect you.

The fact of speed violations is recorded by special measuring instruments, which must have a quality certificate and a document confirming the passage of the metrological test.

By general rule"presumption of innocence" a person held liable does not have to prove innocence in justification. However, there are exceptions in the Code of Administrative Offenses of the Russian Federation, for which, in case of violations in the field of traffic rules on the roads and when violations are recorded by special automatic means, the presumption of innocence does not apply.

It turns out that the traffic police officer does not have to prove anything: he showed the measurements of the device and that's it, the fault is proven. Such a conclusion suggests itself from a note in the Code of Administrative Offenses of the Russian Federation.

Driver's rights

If you have committed an offense, and everything was recorded without violating established procedures, you can ask the inspector a question, after which he will be obliged to prove your guilt. Here's how to act in practice so that all rights are respected, which many drivers do not know about:

  1. After the traffic police inspector reported that speeding was allowed, you can legally demand to present the device to familiarize yourself with the testimony. On a modern device, a car should be clearly visible with state number and speed readings. You can't argue with data like this.
  2. Demand to show documents for the device used to fix the offense. Employees must have certificates and an inspection certificate with them.
  3. Make sure that there are seals on the device and that the device number matches the documents presented.
  4. If the excess is small, then pay attention to the weather, since the radar readings are distorted when heated, this should be reflected in the protocol.

The traffic police officer may ignore the requirements and refuse to present documents. By law, you have the right to familiarize yourself with the materials available. The fact of refusal must be reflected in the protocol, noting that you were not presented with documents for the device for review.

The same entry in the protocol should be left if photocopies of the required documents were submitted. In this case, the blueprint is not a document of instrument suitability. Therefore, ask to present original documents to the radar.

Drivers should remember!

When driving a car, always remember that a speed limit of 20 km/h can cost someone their life. Better to be late and arrive later than not to arrive at all. Life can not return anything, even a lot of money. So think about yourself, your loved ones and those around you. Laws change every year, fines either increase or decrease. And the situation on the roads does not change significantly and will not change until we ourselves stop violating traffic rules.
