The analysis also showed that for respondents under the age of 20, car characteristics such as design and color come first. For the older generation (from 30 years old), such parameters as the type of drive, engine type, fuel consumption and the cost of maintaining the car turned out to be more important.

In the first article, we talked about the property of the largest and most closed department - the presidential administration. In a new publication, RBC examines the fleet of official vehicles of the largest ministries and departments, including the transport of the most senior officials.

What and how we thought

In the register of federal property, which was studied by RBC, this state number is indeed listed for the Prosecutor General's Office. The maintenance of such a register was authorized by the government in 2007. But, apparently, this order is not carried out very carefully. So, according to the Federal Property Management Agency, the prosecutor's office has 2.2 thousand cars and lungs commercial vehicles, in the same department of RBC they said that it had about 4.3 thousand cars at its disposal. The Ministry of Foreign Affairs, which, according to the register, together with its representative offices and subordinate organizations, manages a little more than 600 cars, told RBC that the ministry itself has no cars at all. The Federal Penitentiary Service reported that she only had cars more than 8 thousand, while only 1.3 thousand are recorded in the register.

At the same time, the data in the list of the Federal Property Management Agency are presented chaotically, with errors and typos. At the same time, information about the cars of the presidential guard, including license plates, is in the public domain, while the Federal Security Service (FSO) itself answered RBC's request that this information is a state secret.

RBC analyzed the fleet of potentially largest car owners - the Ministry of Internal Affairs, the Ministry of Emergency Situations, the Federal Penitentiary Service, the Federal Drug Control Service, the Investigative Committee, the prosecutor's office, the Federal Tax Service, the Federal Security Service and the Ministry of Health, including their subordinate organizations and territorial divisions, as well as the Office of the President (UDP), whose enterprises are Avtotransportny Kombinat , "Transport Combine" Rossiya "and" Avtobaza No. 2 "serve the president, the government, the Federation Council, the State Duma, constitutional Court, CEC, Accounts Chamber and other high-ranking officials.

Special transport was not taken into account. As a result of the selection, the number of cars and light commercial vehicles amounted to about 50 thousand. Due to the fact that the register was filled inaccurately, in some places the price for one car (we took the initial cost of the vehicle) reached several billion or hundreds of millions of rubles - in such cases we have adjusted the amounts according to the average.

Machines in the service of society

As expected, the Interior Ministry turned out to be the leader in terms of the number of vehicles: it has more than 30,000 vehicles. It is unlikely that this numerical advantage is due to the fact that the police represent data most accurately among federal departments - in the register, information on movable property, the copyright holder of which is the Ministry of Internal Affairs, contains the largest number of errors.


In the fleet of departments analyzed by RBC, the oldest transport - manufactured in 1970 - is the UAZ of Ivanovo firefighters. In total, cars older than 2000 release - a little more than a thousand.

The most popular car, a fifth of the entire fleet, is the Ford Focus, a budget car with an average cost of 640,000. The Focus has dominated public procurement since 2003 (only in 2013, officials made an exception for Volkswagen Passat). Focus has been produced in Vsevolozhsk since 2002, so officials have been following the course of import substitution for many years. As RBC found out at the end of last year, ordinary Russians had a Lada from 2000 to 2014, and in 2015, Lada Granta models were the most sold in Russia.

In second place in terms of the number of cars in the fleet is the UAZ Patriot, but the statistics were somewhat “spoiled” by the Ministry of Internal Affairs, which owns 80% of UAZs. But the third place in popularity is also occupied by Ford, but the Mondeo model, bought by departments on average for 1 million rubles. “Mondeo is the best price offer in the business class segment, this factor was most likely the determining factor,” suggests Sergey Baranov, Chief Editor magazine "AutoBusinessReview". Brands and models are selected according to the following principle: production on the territory of the Russian Federation, maintaining the uniformity of the fleet ( Toyota Camry, Ford Focus, Nissan Almera, Chevrolet Niva, UAZ "Patriot", GAZ), taking into account such parameters as price-quality and maintainability, employees of the Prosecutor General's Office indicated in a response to RBC.

SUVs make up almost a fifth of all cars in the array analyzed by RBC. In total, there are 1.3 thousand cars in the register that are more expensive than 3 million rubles, another 3.3 thousand - worth more than 1.5 million and less than 3 million rubles. The most expensive cars belong to the FSO. The fleet of presidential guards is expectedly superior in quality to all others: the main brands are Ford, Mercedes-Benz and Volkswagen.

On December 18, one of the car depots of the Presidential Administration, the Rossiya transport plant, decided to renew its fleet once again. The plant needed 45 vehicles with an average cost of more than 2.2 million rubles.
