Lying police kindergarten norm. Description of the sign artificial unevenness

09.04.2019

Used to limit the speed of vehicles. The official term is artificial(road) unevenness or an element of forced speed reduction.

For the first time, artificial road bumps (IDN) or "speed bumps" began to be used in the United States at the beginning of the 20th century to forcibly limit the speed of vehicles on hazardous areas roads.

At that time, the United States was experiencing a tumultuous and massive motorization, and the farmers who passed by car roads, were very concerned about the safety of livestock, which often ended up under the wheels of passing cars.

Most often installed in residential areas or near pedestrian crossings, etc.

The principle of operation is that when crossing a speed bump at high speed, the vehicle suspension is shaken. Such shocks lead to a gradual failure various nodes vehicle: pillars, ball joints, wheel bearings, tie rod ends and others. In order not to bring the deadline for the next repair closer, drivers are forced not to exceed the established speed.

New generation speed bumps are made from used tires with a plastic construction running inside.

Also latest versions equipped with an anti-icing system. IN winter time recommended to be dismantled effective work snow removal equipment.

Requirements for artificial bumps

In Russia, common technical requirements to artificial irregularities for the forced restriction of the speed of vehicles and the rules for their use are regulated by GOST R 52605-2006. The dimensions of the artificial unevenness depend on the maximum permitted speed. The standard provides for marking, installation of signs in accordance with GOST R 52289, GOST R 52290 and GOST R 51256. To ensure visibility in dark time day, reflective elements should be applied to the surface of the artificial unevenness. The installation of speed bumps is allowed only on sections of roads with artificial lighting and provided drainage from the carriageway.

It should be noted that many artificial bumps on the roads do not meet the requirements of GOST and pose a danger to cars. The most common violations are deviation from the prescribed dimensions and the absence of signs and markings.

GOST correspond to 3D speed bumps, which increasingly began to appear in different cities of Russia. As explained by the head of the traffic police department for Nizhny Novgorod region Andrei Nazarenko, there is hope that this will reduce the number of accidents, and in order to save human lives, the traffic police are ready to use various methods, including drawings on asphalt.

In culture

The sculpture “Bumping Policeman” by Artemy Gusev from the DEZ No. 5 studio looks peculiar: a law enforcement officer lying on the road. The author believes that society is improving, and soon there will be no need for policemen Entertaining semiotics. "Good signs" from the studio "DEZ No. 5". Now this work is on display at Winzavod.

Also speed bumps play key role in the story of Victor Pelevin "Necroment", published in the collection "P5".

Not so long ago, passive guardians of the law began to appear on the roads of our cities. They are able to serve both day and night, and without requiring wages. They called them speed bumps. Such an easy solution to the issue, limiting the speed limit and increasing the level of security traffic, found by domestic officials, having gone on a business trip abroad. There such things have long become commonplace. But everything would be great if it were not for our orders and methods of construction, but to be honest - "fools and roads."

Problem history

With the increase in the number of speed bumps, the number of car breakdowns began to grow. Concrete heaps appeared quite unexpectedly for drivers and were indistinguishable in the dark. Marking lines and accompanying road signs were very often not installed to warn of artificial bumps in the road. In this regard, repair shops were replenished with cars with damaged suspensions, damaged steering, peeled bottom and a lot of other breakdowns. Such troubles awaited car owners in the past. safe places. If you look from the side, then the moment of collision of the car with an artificial unevenness looks something like this:

Abroad, such problems were solved at the very beginning of the development of this topic, and now speed bumps are made portable, made of cast iron with a thick layer of rubber, subject to the relevant standards. In our cities, especially those far from the center of the country, artificial irregularities appear mainly in the form of a pile of concrete, stretched across the entire road lane. The most surprising thing is that the installation of such barriers has been carried out since about 2000, and the main regulatory document (GOST) came into force 8 years later. After all, it should be quite the opposite - first the theory, and only then the practice. There were, of course, other grounds for installing "speed bumps" under the heading temporary.

On January 1, 2008, GOST R 52605-2006 “Technical means of organizing traffic. Artificial irregularities. We decided to analyze the main requirements of the document and highlight the points that can be used if it turns out that the car broke down due to the fault of a speed bump.

What does GOST tell us?

The official concept of a speed bump is:

"P. 3.1. Artificial roughness (IN) - a specially arranged elevation on the carriageway to force a decrease in the speed of movement, located perpendicular to the axis of the road "

The decision to install in the city of Moscow is made by the City Commission for streamlining the placement of IN. They are installed "on certain sections of roads to ensure a forced reduction in the maximum permissible speed of vehicles to 40 km / h or less." To inform drivers about the established artificial unevenness, technical means organization of traffic: road signs and markings.

"P. 7.1. Sections of roads on which IS are arranged should be equipped with road signs and road markings in accordance with GOST R 52289, GOST R 52290 and GOST R 51256. clause 7.2. Road signs 1.17 Artificial roughness and 5.20 Artificial roughness are installed in front of the IN on the near border of its marking

According to the norms, there are two types of speed bumps:

monolithic and collapsible

"P. 4.4. To ensure visibility in the dark, retroreflective elements oriented in the direction of movement of vehicles should be applied to the surface of the IS. The area of retroreflective elements must be at least 15% of the total area of the IN.

If any element of a collapsible structure has been lost over time, then the service organization must take measures to eliminate possible causes puncture or damage to the wheels of passing vehicles. Monolithic irregularities are arranged only in places with artificial lighting.

"P. 6.7. IN is arranged on road sections with a provided standard visibility distance of the road surface in accordance with GOST R 52399 with the maximum approximation to the existing artificial lighting masts, and in necessary cases and with the installation of new outdoor lighting poles near the IN. The level of illumination of the roadway in such areas should be at least 10 lux.

Here are some tables that reflect the requirements for overall dimensions speed bump depending on the speed of its overcoming (dimensions are indicated in meters).

Monolithic construction

Maximum allowable speed movement, km/h

Max Height

Curved surface radius

3.0 to 3.5

4.0 to 4.5

from 6.25 to 6.75

Collapsible design

The numbers are really impressive. With asphalt concrete unevenness, its height cannot be more than 7 cm, and with a collapsible structure - 6 cm. From my own experience I can say that I personally have not yet met these requirements.

We also highlight the places where the placement of speed bumps is not allowed:

  • on highways with federal significance;
  • on regional roads with 4 or more lanes (except for sections passing through the territory of cities and towns with more than 1000 inhabitants);
  • at the stops public transport or adjacent traffic lanes and lateral extensions of the carriageway;
  • on bridges, viaducts, overpasses, in transport tunnels and driveways under bridges;
  • at a distance of less than 100 m from railway crossings;
  • on main roads high-speed traffic in cities and main streets of citywide importance of continuous movement;
  • at the entrances to hospitals, ambulance stations medical care, fire stations, bus and trolleybus depots, garages and parking areas emergency services and other objects of concentration of special vehicles;
  • above the manholes of underground utilities.

Good luck, be careful and careful. In the next issue, we will talk about an accident that occurred due to an open sunroof on the road.

An article about artificial road bumps - where and why they are needed, rules and installation methods. At the end of the article - interesting video how to safely pass speed bumps.

The content of the article:

On dangerous and emergency sections of roads, artificial road bumps (hereinafter referred to as IDN or IN) are used to reduce the speed of movement. They are often referred to as "speed bumps". It is impossible to install the IDN on your own, but you can apply with such a request to the traffic police or the local administration. You need to write a statement and indicate your reasons for the need to place such an object. All requirements will be considered and the most important and paramount ones will be selected from them.

The best remedy for intruders

IN is an effective weapon against reckless drivers. If the violators may not comply with the signs and markings, then it is impossible to ignore the impressive unevenness. The very first attempt to "fly" without braking will make you learn the rules of the road for life. It will shake so that it doesn’t seem enough, and maybe even end up with an expensive car repair.

Even if you don't break speed mode, with frequent incorrect driving along the IN, the suspension of the car can be damaged or steering. It consists in the fact that many motorists squeeze the brake pedal while passing an obstacle. Thus, at the moment of collision of wheels and unevenness, the pressure increases to the maximum, which can lead to breakage. It is necessary to drive through the "speed bump" correctly by coasting or on light gas. It is necessary to brake in advance, before the obstacle, and then release the pedal and let the car itself ride along the “wave”.

Where is the installation of IN

There are places adopted by GOST where speed bumps are placed first:
  • In front of educational institutions such as schools, universities, colleges. In close proximity to kindergartens and playgrounds. In crowded areas, large shopping centers and supermarkets. At stadiums, train stations, in busy squares and parks;
  • On difficult and emergency sections of roads and tracks, where maximum speed cannot exceed 40 km/h or less. Not infrequently, such segments of the path have a rich history of accidents, which is why they are distinguished by signs and ID;
  • In front of the courtyard area, which is marked with the sign "Residential Zone". You can install speed bumps inside the yard using management company, the desires of tenants and the permission of the traffic police. This issue is very relevant in "travel" yards, where heavy traffic is dangerous;
  • When approaching complex unregulated intersections where are serious accidents. Perhaps in this situation, after the ID there will be a sign “Movement without stopping is prohibited”;
  • Before busy pedestrian crossings;
  • On the territory of the accumulation of children's circles, sections and camps.

Where it is forbidden to place ID

In some situations, setting unevenness can cause severe inconvenience, and even provoke an accident. Here are the places where there can be no artificial obstacles:
  • federal highways;
  • Regional multi-lane (from 4 or more) roads. At the same time, in sections that pass along settlements, ID setting is allowed;
  • Highways;
  • Bus stops and adjacent lanes;
  • Trolleybus routes;
  • Bridges, the area under them, tunnels, overpasses, flyovers;
  • The territory within a radius of one hundred meters at the railway crossing;
  • Any routes to hospitals and first aid stations, fire stations, gas services and other areas where emergency response teams are located;
  • Locations of underground utilities with manholes leading to the surface.

The main provisions for the installation of "speed bump"

  • IN should be installed on roads for forced braking;
  • According to the type of construction, road bumps are divided into monolithic (made of asphalt concrete) and collapsible;
  • IN should be placed across the entire width of the carriageway in order to prevent the possibility of a detour. There may be slight deviations, but only 20 cm on both sides;
  • It is necessary to have a working drainage system in the proposed zone for the construction of the IN;
  • Before the IDN, the presence of traffic signs warning of an obstacle and markings noticeable from afar are mandatory;

Rules for installing monolithic IDN

  1. Structures are made only from asphalt concrete. In cross section, they can be wavy and trapezoidal.
  2. The type of longitudinal profile depends on the presence or absence of storm water wells on the descent near the IN. If there is no drain, the edges of the profile are cut off near the curbstone. This is done so that the water does not stagnate and flow along the road.
  3. The length of the "speed bump" depends on the speed limit in this section, but maximum height always the same. It cannot exceed 0.07 meters.
  4. Installation of asphalt concrete unevenness is possible only in places where there is good lighting.

Rules for installing collapsible speed bumps

This design consists of several identical main and edge parts.

  1. The elements are assembled from one or a pair of plates, connected together by means of machined grooves. They must have special holes for reliable bolting to the roadway.
  2. Structures should be easy to assemble and dismantle. Its individual parts must be easily changed, if necessary.
  3. The maximum height of the elements ranges from 5 to 6 centimeters, and the length of the IN is calculated from the maximum permitted speed.
  4. The composition of the IDN must be strong, but elastic. A high coefficient of adhesion to the surface is required.
  5. It is obligatory to apply reflective elements in the direction of transport to ensure the visibility of the IN at night.
  6. In the absence of some parts or the protrusion of mounting parts, the operation of the IN is dangerous for drivers and is unacceptable. This can damage your car tires.
  7. When dismantling the IN, all fasteners should be removed, holes in the road should be sealed and traffic signs and markings should be eliminated.

How to install IDN

In the situation with concrete limiters, there are not so many subtleties of laying:
  • Asphalt, on which there will be unevenness, is washed and cleaned from dust, dirt and puddles. Sometimes its top layer is cut off for better grip with solution;
  • In some cases, road builders use a form to pour concrete, but more often they create a “speed bump” without special restraints;
  • The new road object is given time to harden, after which special markings are applied and warning signs are put up.
It is also easy to install a collapsible structure, but you need to know the basic requirements:
  • The surface of the roadway at the place of future installation should be flat, without potholes and pits;
  • Before installation, you need to make sure the quality of the asphalt, check its thickness. Based on this information, mounting bolts are selected;
  • Next, the IN design itself is compiled. Parts must be tightly connected to each other without joints and cracks;
  • The number of elements used depends on the width of the road. Gaps on the sides of more than 20 cm should not be allowed - such a loophole will allow drivers to go around the obstacle on one side of the car. This will lead to an incorrect distribution of the load on the IM and, as a result, its breakdown;
  • Before installation, the points of future holes for fasteners are marked, drilled with a special tool;
  • The "speed bump" is placed in the allotted place and screwed with special anchor bolts. Fasteners must be fully tightened;
  • During installation, it is imperative to use all fasteners;
  • Only specialized organizations that have the right to access such work, the necessary licenses and permits have the right to carry out work on the installation of the IN.
There is nothing complicated in installing speed bumps. Any qualified team will quickly cope with this matter. It is a little more difficult to get permission to place such an object, but if you are absolutely sure that it is necessary, apply and prove your point.

If you are ready to pay for the installation yourself or team up with your neighbors, then the chances of the appearance of an ITN in your territory will increase markedly, as will the time for consideration of the application.

But you should not make limiters without the permission of the administration or the traffic police - they can be dismantled without warning and a fine can be issued for the illegal installation of an object. And the money spent on installation, in this case, no one will return you. Act legally and the speed bump will protect you for years to come.

Video on how to safely pass speed bumps:

A warning sign is installed in front of the speed bump itself, notifying that there will soon be an unevenness and it is necessary to slow down. A warning sign in a triangular shape is red-white-black, and the sign "Artificial unevenness" rectangular shape with white, blue and black.

GOST for installation

Just in any way and anywhere it is forbidden to create artificial obstacles on the roadway. Therefore, there is special GOST, the rules by which you need to mount, whether it's homemade from asphalt or purchased special unevenness.

Requirements for speed bumps:

  1. The pavement must have reflective stickers that must be clearly visible to drivers on both sides of the roadway. Stickers must cover at least 15% of the area of the entire speed bump.
  2. It is allowed to install only on the entire width of the carriageway. The bump must lie perpendicular (90 degrees) to the road shoulders. Permissible deviation from the perpendicular line is not more than 20 centimeters on each side.
  3. The shape of the speed bump is trapezoidal or wavy. The height of the waves or trapezoid should not exceed 7 cm.
  4. The speed bump is allowed to be installed only on asphalt or concrete pavement. You can not install it on a dirt or gravel road.
  5. In places where the IN is mounted, lighting should be installed for visibility at night.

Conclusion

The main function of the speed bump is to pass through itself moving vehicles at low speed.

Other restrictive measures such as speed limit signs don't help because few people follow them if possible. Even video and photo cameras do not always help, although it is more effective way, a speed limit sign, because not everyone wants to pay fines, in this case, for speeding.

But the artificial unevenness installed on the road copes with its function perfectly. Sometimes it really happens that the roughness is made of asphalt, but there is no markup or sticker on it and you notice it at the very last moment.

How fast should you run over a speed bump? The recommended speed for driving over uneven terrain is between 20 and 40 km/h.

This video teaches you how to safely drive over them. Passage of speed bumps.

What happens if you pass a speed bump on high speed. In this video, the driver did not notice the artificial unevenness. See.

How to move artificial unevenness.

The word "cop" scares many, including drivers. However, the “Bump Sign” does not cause fear in anyone, as it simply indicates an artificial bump in the road. It is always preceded by an appropriate sign. What does he mean?

In the SDA, it refers to warning. Its purpose is to designate a "speed bump".

It is not uncommon for a speed bump sign to be placed in front of a zebra crossing where people are crossing the road so that drivers do not accelerate quickly. In some situations, it is set along with a speed limit in order to secure a certain section of the road.

The speed bump sign has different pictures. The first option looks like this: on a blue square - a white triangle, which shows a line with a rounding. The second option looks like this - on a triangle with a red border there is a straight line with a bulge.

"Artificial bump" on a red background is located to warn motorists about approaching the "lying down". In a city or village, such a sign is located 50 - 100 meters before an artificial unevenness. On the highway, it can be seen 150 - 300 m before the object itself so that the drivers have time to slow down.

Most often, this sign is installed near those objects or places where people often cross carriageway. In places like this, there's only one speed limit will not help, since there will still be drivers exceeding it.

The speed bump is much more effective. If you drive over it quickly, the car's suspension wears out a lot, so such an obstacle is usually overcome slowly. in places where such an obstacle is installed, it decreases several times.

"Bump" should only be in conjunction with the appropriate sign. That, in turn, is set in accordance with GOST R 52289, 52290, 51256.

The roughness itself must be established in accordance with GOST R 52605-2006. It regulates the dimension of such an obstacle on the asphalt.

"Bump" is of two types:

  • wavy,
  • trapezoidal.

Each of them has maximum allowable dimensions. According to GOST, such an unevenness cannot be narrower than the width of the road, but with an error of up to 20 centimeters. The location of a speed bump is not allowed if there is no drainage system.

The boundaries of this barrier should be marked with signs, and in some situations with markings. In addition, the roughness can only be installed on a solid road with the presence of lighting on it in the form of street lamps.

Installation is carried out only in places where it is necessary. It is forbidden to place a barrier on federal highways, at bus stops, on bridges or in tunnels, or if the road has more than 4 lanes.

All are specified in GOST required parameters for such an imbalance. First of all, its dimensions are determined based on the speed limit.

When limiting the speed limit to 20 km / h, the following dimension of roughness on the road is set:

  1. For a wavy profile, the length is from 3 to 3.5 m, the height is 0.07 m, and the radius of the curved surface is from 11 to 15 m.
  2. For a trapezoidal profile: the length of the horizontal part is from 2 to 2.5 m, the inclined part is from 1 to 1.15 m, while the maximum height of the ridge is 0.07 m.

These settings are optimal. If you make more of them, then when driving, the wear of the car's suspension will be greatly increased, which should not be allowed.

In order to comply with the speed limit of 40 km / h, the dimensions are as follows:

  1. For a wavy profile, the length is from 6.25 to 6.75 m, the height is the same - 0.07 m. The radius of the curved surface is from 48 to 57.
  2. For a trapezoidal profile, the length of the horizontal part is from 3 to 5 m, the inclined part is from 1.75 to 2.25 m, and the height of the ridge is 0.07 m.

As you can see, the height is the same everywhere. It is she who allows cars with almost any clearance to pass such an obstacle without problems.

Some residents apartment buildings does not like the fact that cars drive too fast in the yard of their house. In this case, they decide to install road roughness on one's own. It is physically possible to do this, but, according to the law, it is forbidden to carry out such actions on your own. In order to do this, you need to contact the services and explain why such measures are needed.

If the residents of the house want to install an artificial unevenness and a sign in the yard, you need to contact:

  • in the traffic police
  • to the district administration.

These appeals can be made both in person and through the website of the institution. At the same time, do not forget that such actions may be denied. To prevent this from happening, it is recommended to indicate the most compelling reason and argue it. When contacting the traffic police, it will not be superfluous to collect signatures from the residents of the house on whose territory the installation is planned.

If you follow these rules, then the outcome of events will be positive. Usually, the answer comes quickly.

It also happens that a citizen often crosses the road along pedestrian crossing in the same place, but there are no "lying" ones. Because of this, cars pass very quickly and do not always have time to slow down. Then the citizen understands that an artificial unevenness with a sign is necessary in such a site.

To carry out the installation, the above steps are required, and you need to contact the same services.

Places where it is forbidden to place a barrier of this type

There are sections of roads where it is necessary to install "speed bumps" for traffic safety or in order to warn of approaching a dangerous section of the route.

However, along with this, there are places where the installation of such unevenness is prohibited:

  • federal roads outside the city;
  • highway, if the number of lanes is more than 4;
  • stops;
  • bridges and overpasses.

Why is that? Everything is simple. In such situations, the installation of unevenness does not ensure the safety of movement, but can only lead to an accident.

Some believe that the artificial unevenness in a certain place is erroneous and dismantle it from there on their own. For this type of manipulation, the law provides for a fine, the amount of which varies slightly. It is also provided for the breakdown of the speed bump.

The same punishment will be for "dismantling the sign":

  1. The amount of the fine will be from 5 to 10 thousand rubles for individuals, and for officials- up to 25 thousand rubles.
  2. The largest penalty is for legal entities- up to 300 thousand rubles.

The same punishment will follow for the illegal installation of a speed bump. The “roughness” itself is then dismantled.

In order to remove the barrier and not pay a fine later, you must contact the traffic police or the district administration. This can be done both online and in person. There you will need to fill out an application and indicate the reason why the speed bump must be removed.

If you justify such a desire, then most likely the answer of the district administration and the territorial traffic police will be positive. In this case, you will not need to do it yourself, the dismantling will be carried out by special services.

Road safety on a new level

Regardless of the shape and size of artificial obstacles, they still adversely affect the suspension of the car. Chassis when passing through such obstacles, it suffers, and as a result, this leads to a decrease in the resource. In addition, some artificial bumps are not visible on the road at night, which is why drivers pass them quickly. The least trouble in such a situation will be the breakdown of machine components, and in the worst case, an accident.

To provide more security traffic, in 2012 special noise lanes were introduced on the roads of Russia. However, this innovation did not immediately fall in love with motorists. Initially, the stripes were slightly different and more pronounced. Because of this, when hitting them, the car became less manageable, and the noises were too loud. In addition, these noises were clearly audible in nearby houses, which disturbed the peace of citizens. Soon the strips were replaced with improved ones.

From a distance, they resemble the already familiar speed bumps, but without the bulge. The stripes are usually two-tone, and in some cases reflective. When hitting them at high speed, the driver feels a vibration, but he does not experience any discomfort.

After passing the first lane, the driver understands that it is necessary to slow down, and last part already passes slowly, so the vibration almost does not feel.

Previously, they were applied only on tracks - in test modes. Now, there are sound bands in the city.

Noise stripes are common and cause much less damage to the car than speed bumps. In some places, they even install a “zebra” for pedestrians, which, when hit, causes noise. Drivers are accustomed to this and in the event of vibrations, without hesitation, reduce the speed of movement.

Speed bumps are an indispensable factor in ensuring road safety. However, they must be accompanied by an appropriate sign and are visible in the dark due to reflective elements. Only then will they be useful.
