If we are talking about the news that appeared on the network that a certain new law, which one way or another removes the ban on tinting car windows, then there is simply no such law. It is impossible to prove the absence, so we can only suggest looking for its presence in the current legislation. But we regularly monitor changes in regulations and can safely say that as of July 06, 2019, there were no innovations and are not expected yet.

Update as of 06/24/2019: LDPR deputies proposed to completely abolish the fine for tinting as such - that is, to recognize the corresponding norm of punishment under the Code of Administrative Offenses as invalid. The fact that such a bill with changes will enter into force is very low.

However, the subtlety lies in the fact that tinting as such has never been banned at all - not even the front hemisphere of car windows. The exception is mirror tinting, which, on the contrary, was almost always prohibited.

So, tinting can be resolving, but what is it?

It is possible to darken the windows of the front of the car, but the only question is light transmission and driving such a car. Simply put, the question is in the very letter of the law. And, according to the collection of these letters that make up syllables and in the following sentences, you are allowed to:

  • tint car windows at least 100%, completely seal them opaque film, at worst, fill them with plywood ... But all this, provided that you do not drive a car - operation and control with tinting is prohibited, but also not with any,
  • You can drive a car with tinted front windows if their light transmission remains at least 70% - that is, they let through themselves (in any direction) at least 70 percent of the light trying to pass through such glasses.

But there is a significant nuance - resolving tinting, which provides legal light transmission, not actually tinting at all - it will be useless for you in its main goal - to darken the windows. The truth is that even athermal film does not always provide light transmission above the specified percentage rate.

What about 70%? As you can see, the Code of Administrative Offenses refers us to the Technical Regulations - the latter regulates the technical component of the car design and various components and additions to vehicles. In particular, Annex 8 of the TR sets out the requirements for vehicles in service, and section 4 of it tells us the following:

4.3. Light transmission windshield and glass, through which forward visibility for the driver is provided, should be at least 70%.

In fact, we get that tinting is allowed and has always been allowed.

When will all these restrictions be lifted?

The question is complex ... And according to the state of affairs for 2019, it should be more like a rhetorical one - tinting is unlikely to ever be allowed. Most likely never, given the fact that last years Tinting laws are only getting tougher.

Innovations regarding the easing of legislation regarding the permission to dim car windows have never been considered or introduced for discussion at any level of the legislature.

I'm tinted illegally, what's in store for me?

As we mentioned above, tinting was not allowed, and the legislation on our topic is constantly being tightened. And, if you are not yet aware of all the artful practice of law enforcement against drivers of tinted cars, then the following may make you abandon such an undertaking once and for all, probably in favor of sunglasses, which are not prohibited.

So, for 2019, if you are tinted outside the law (glasses with a film retain more than 30% of the light), then you may be waiting for:

  1. under Part 3.1 of Art. 12.5 of the Code of Administrative Offenses,

  3. cancellation of vehicle registration with its subsequent renewal only after vehicle inspection,
  4. possible introduction of increasing punishment up to deprivation of rights.

All this is not some kind of theory, but a practice that is applied everywhere - in all regions of the country. On the contrary, a number of these punishments and measures to ensure tinting by motorists are contrary to the current law.

How is resolution toning determined?

A logical question - if a certain light transmission of glass is allowed, then how does the inspector determine it, not by sight ?! That's right, he determines it with a special measuring device.

Contrary to popular belief, there are no uniform requirements for measurement. On the Internet, they often discuss that allegedly the humidity of the air should not be higher than a certain one, you can’t measure the tint in the rain, there is an allowed temperature range, and so on. Naturally, all this without reference to legal acts. And without links, because not a single GOST, Technical Regulations and others regulations do not regulate the named measurement criteria. Only one document regulates the measurement rules - the technical documentation of a particular device.
