Installing summer tires. When to change tires to winter and vice versa: legal requirements

Every driver knows that winter tires are different from summer tires because it is softer. That is, if you drive on winter tires in the summer, you can quickly wear out your shoes, and buying new shoes for a car is expensive. Is there any specific law that can force you to change winter tires to summer tires and vice versa. In general, when to change shoes for summer tires according to the law? Is there a definitive answer?

The law, in general, exists, but is not yet in force in full force. They want to make certain norms, drivers will be guided by them. And the rules are as follows: from May 1 to September 30, winter tires cannot be used. For summer tires, a ban from December 1 to March 1.

There are some flaws. For example, in Russia there are many different regions, in each region there are weather differences, it is these differences that need to be finalized. That is, for example, in a region where snow falls early and winter lasts longer, there should be their own norms. But in warm regions, you also need to somehow adapt to the weather conditions. We hope that the deputies State Duma, will be able to find Alternative option, which will suit everyone without exception.

Violation of the law fine

If you violate the law, which has not yet been fully adopted, you will have to pay a fine of 500 rubles. As stated in the law, if a traffic police officer stops the car and checks the tires for seasonality, and sees a discrepancy with weather conditions, he has the right to issue a fine. Even if you have one wheel replaced with tires appropriate for the weather, you will not have to pay a fine.

For Moscow and nearby regions, in principle, such a law is suitable, meaning from December to March to drive on winter tires, then change shoes. But here is some discrepancy, March 1 in Russia is not yet spring, but winter, and there is snow, knee-deep snowdrifts and the air temperature does not rise above zero. To change shoes to summer tires, the air temperature must last without dropping +7 degrees for a week. +1 at night. In March, such a temperature, especially at the beginning of March, is impossible to wait. So what can be said with full confidence that the law has not been finalized and is even more dangerous for people's lives.

Why you need to change tires

Winter tires are softer than summer tires. The spring sun, which is still very weak, can warm up the tires, and they will become even softer, as a result, grip will begin to equate to zero. The car will become uncontrollable, as if cotton pads instead of wheels. That is why legislators decided to force people to change their shoes. As it turned out, many drivers save money and drive on winter tires even in summer, and then use damaged tires in winter. The risk is big.

Sha, drivers!

Thorns sign and new rules traffic: what you need to know

Jaromir Romanov/website

From April 4, Russia has changes in road rules, which relate to the presence of the sign "Spikes" on cars. Drivers suddenly had to remember about the triangle with a capital letter “Sh”, which, it seems, was not even always talked about in post-Soviet driving schools. Our editorial office also has a lot of those who drive, so it was also interesting for us to find out the answers to the most important questions on this topic.

What does the sign "Thorns" show?

Not such a strange question as it seems at first glance. It is important to remember that the “Spikes” sign does more than just inform other road users that winter period time you exploit wheel tires equipped with spikes. The sign warns that due to the presence of spikes on the wheels, your braking distance is slippery road may be much shorter than other drivers think. And, therefore, it makes sense for all of them to stay literally away from you - that is, at an increased distance, so that in the event of your hard braking just don't bump into your ass.

Nail Fattakhov/website

Also, since studded tires are still available with different quality, the departure of spikes from under the wheels of the cars in front is still an ordinary phenomenon. So, fellow travelers behind you should be warned: if they do not want to get into Windshield a solid object identical to the notorious "pebble", then again they should be kept at a more respectful distance.

Is this badge required?

Sverdlovsk UGIBDD has promised not yet to fine motorists for the absence of the sign "Ships"

Yes, it's a must now. By government decree (No. 333 of March 24, 2017), the absence of the “Spikes” sign is included in the number of malfunctions in which the operation of the vehicle is prohibited. Thus, starting from April 4, any traffic inspector who did not find this sign on your car can not only write you a fine of 500 rubles (incriminating you with a violation of clause 12.5 part 1 of the Code of Administrative Offenses - failure to comply with the conditions for ensuring road safety). It has the power to simply forbid you to move on - until the corresponding malfunction is fixed, that is, until you place the missing sign on your rear window.

What other consequences can come in the absence of the sign "Thorns"?

Another one possible trouble can become an “appendage” to another - when someone crashed into your car from behind. As we have already said, the spike sign warns the person behind you that your stopping distance may be much shorter than theirs. Accordingly, if there is no such warning, then the traffic cop can easily admit mutual guilt, no matter how you poke him and the other culprit of the accident in the book with traffic rules (clause 9.10 on the need to keep a distance). What this means in your further communication with the insurance company, it is probably unnecessary to explain.

What if I have Velcro or is it already summer outside?

If you do not use studded tires, then the presence or absence of the "Spikes" sign does not concern you - at least not yet. It is possible that after some time the legislator will return to this issue at the suggestion of the traffic police. In principle, it will be logical: like spikes, the lip-system on wheels is designed to fight against slipping on a winter road, and therefore shorten your braking distance in case of emergency braking.

Every year, car owners face a problem - when is it better to “change shoes” for the cold season, because there has not been any legislative project regarding this issue before. Of course, the traffic rules clearly spell out the conditions for the seasonal use of winter and summer tires, their characteristics and markings, but you will not find information regarding when it is necessary to change tires in these rules. Fortunately, or maybe vice versa, strict limits were set on November 1 when motorists must make the transition to Winter tires in Russia. The law was actively discussed back in 2013, the corresponding bill was developed in January of this year, but these requirements came into force only on November 1, 2015. Let's take a closer look at when to change tires to winter tires according to the law.

When is it legal to fit winter tires?

According to TR CU (technical regulation customs union) "On the safety of wheeled Vehicle» it is forbidden to operate a car equipped with studded tires in the summer months (paragraph 5.5 of Appendix 8 of TRTS 018/2011), as well as driving on “bare” tires in December, January and February (paragraph 5.6.3). Besides, winter tires must be installed on all wheels of the vehicle.

Thus, the winter tire law states that in winter you can use studded tires or tires without studs (all season) marked MS, M+S, or M&S and the appropriate pattern, depth and tread height. If this marking is missing, the operation of tires in winter is prohibited.

Important! Seasonal tire bans may be extended or shortened as required by local authorities. In some regions, the use of studded tires is prohibited from May to September, so if you are interested in changing tires to winter tires by law, check the legislation in your region.

Based on the foregoing, it is necessary to replace summer tires with winter tires during the autumn (from September to November).

Administrative responsibility

To date, the law on winter and summer tires does not imply any administrative liability for failure to comply with the regulations, but you can be fined 500 rubles for non-compliance with the requirements for tire tread height or use worn rubber. actual tread depth worn area tires cannot be less than 4 mm for winter tires, and for summer tires at least 1.6 mm. Indeed, there is one important nuance, which introduces some confusion - a fine can only be imposed when operating a car on a heavily snowy or icy section of the road surface.

Ultimately, the following happens: in order to fine the car owner, the traffic police officer still has to prove that the driver was driving on an icy surface. And with the tread height, an interesting story is obtained at all. If the driver moves on winter tires with a tread height of less than 4 mm, then he can be fined 500 rubles. But if he drives on summer tires, but at the same time the tread height is normal, then he will not have to worry about his wallet.

However, it is possible that in the future penalties will be imposed on motorists who neglect the replacement of seasonal tires. Now the initiative of a member of the Federation Council V. A. Tyulpanov is being actively considered, who proposes to amend the current regulations in such a way that untimely replacement The conversion of summer tires to winter tires was not only prohibited by law, but violators were also punished with fines. This draft law was submitted for discussion back in 2013, but then its wording contradicted the TR CU, and therefore it was sent for revision.

In custody

As you can see, the new requirements contain a lot of inconsistencies, which so far play into the hands of drivers who do not want to change tires to studded ones. Nevertheless, we recommend that car owners do not neglect these rules and “change shoes” for winter tires in a timely manner. When putting seasonal tires on the law is one thing, and your safety is another, here you should be guided primarily not by the fear of being fined, but by the fact that your life depends on it.

The high tread height of the new winter tire pleases the eye of the car owner. At first glance, it seems that the service life winter tires will be long. However, in practice this does not always work out. What affects the duration of use and the degree of wear of a winter tire - each driver must answer for himself.

Tire life - what to build on

When determining the service life of winter tires, the time when operation is possible and safe, taking into account traffic rules and manufacturer's recommendations.

In most cases, the manufacturer stipulates the physical suitability of the product, or legally this figure is taken equal to 10 years.
The practice of operating winter tires shows that deadlines do not always match reality. For winter tires various manufacturers, according to reviews, in Russia, the average service life is:

  1. European manufacturers. Mileage taking into account different models is in the range of 50-60 thousand km.
  2. Russian manufacturers. Many models are licensed, or own developments whose quality has improved. Mileage is from 40 thousand km and above.
  3. Tires from China. On average, with average functional characteristics, tires show good wear resistance. There are known cases of mileage on one set of up to 80 thousand kilometers.

Car owners at the stage of choosing a set of wheels - studded tires or Velcro, should take into account that the duration of use does not exceed several seasons or 30 thousand km. It's connected with increased wear protruding elements.

Factors affecting wear

Along with the mileage and the quality of the product itself, there is also whole line operational factors that directly or indirectly affect the service life of winter studded tires. Factors should be taken into account both at the stage of purchasing a set of tires, and during the entire shelf life.

Date of manufacture and method of storage

The release date of the tire is marked for more than 10 years, and is presented on the sidewall of the tire in the form of a 4-digit code. The first pair of digits indicates the week from the beginning of the year, and the second two indicate the last digits of the year. You should not pay attention to new wheels that have been in the warehouse for more than 3 years.

Significant impact on the aging of winter tires has a long period off-season storage. Ideal conditions will be a room without significant fluctuations in temperature, excessive humidity. When choosing a storage method, the following options are not allowed:

  • edge storage, which leads to loss of shape;
  • stacking, which leads to "flattening" of the wheels;
  • hanging a tire without a rim, which causes stretching into an "egg".

The best option for storage is to hang the tire, dressed on the disk, by the metal rim. If it is impossible to independently organize this method, you should contact a specialized service that provides such a service.

terms of Use

Significantly reduce the period of operation and some regular factors affecting tires:

  1. Mileage. It is clear that with increasing mileage, the tread wears out. But even long periods of downtime have a devastating effect on the wheel. Therefore, it is important to choose a rational middle ground between frequent trips and a rare departure of a car.
  2. Tire pressure. Initially, in winter, increase the indicator by 0.2 bar in relation to the one set by the car manufacturer. A reduced pressure of 0.5 atmospheres reduces the service life by 20%, and an even lower value becomes not only ruinous, but also dangerous. Equalize the pressure between the tires immediately!
  3. Driving under load. With a constant full load of the car, even the best winter tires will reduce their resource by 20-30%.
  4. Operating parameters. Wheel balance should be checked at least once a year - for example, before the start of the season. As necessary, diagnose the condition of the camber angles, the condition of the suspension - this will also reduce tread wear.

Higher pavement temperatures significantly increase tread wear winter wheels. Remember that the operation of studded tires on clean asphalt. Therefore, you should strictly observe the Rules of the Road, changing tires in a timely manner.

Driving style and road conditions

Long-term tests of the operation of winter tires have shown that for conditions winter roads driving at a speed of 120 km/h results in complete wear and tear 40% faster than measured driving at speeds up to 90 km/h. Do not forget that speed directly affects the flying spikes. Although recently the fastening of the spikes has become more reliable.

High speed should be correlated with the condition of the roads. Here it is easy to deduce winter wheel out of order in an instant. Do not forget that the condition of winter roads is much inferior to coverage in summer.

Operation when the degree of wear is exceeded

Many car owners are aware of the residual wear rate set for winter tires - 4 mm. That is why, when this value is reached, the operation of such wheels in the warm season continues.

Tire tests show that even after a year of use, braking properties tires are reduced by 10%. And almost bald winter tires on summer asphalt- it's just not safe. The risk of a road accident increases many times over.

The reason for many kilometers of traffic jams on intercity highways is accidents involving cars using out-of-season tires. Attempts to solve this problem legislatively for a long time they were not successful, but from November 1, 2015, the replacement of summer tires with winter tires became mandatory.

Tire change time

1. Summer wheels. In winter (December, January, February), driving on summer tires is not allowed. Regional authorities have the right to increase the winter period of tire operation.

2. Winter wheels.

  • With anti-skid spikes. The use of studded tires for summer trips (June, July, August) is prohibited.
  • Friction (not studded) tires, colloquially - Velcro. Ban on summer operation this type of wheel is not available, but the results of testing Velcro for braking efficiency confirmed its unsuitability for summer conditions from a safety point of view. An additional disadvantage is increased consumption fuel and the risk of winter tire bursting due to overheating, as well as intensive tread wear.

A specific date for changing tires has not been established, it all depends solely on the specific region and weather conditions.

As a rule, the need to change tires is reminded by the traffic police as a recommendation, which is promptly reported in the local media. But there is also unspoken rule: if the average daily temperature does not exceed 7 degrees Celsius - it's time to prepare winter tires.

Naturally, the snowfall is a sure sign that summer tires need to replace.

Winter tire marking:

  • Badges on the sidewall of the M+S tread; M.S is an abbreviation of initial letters English words Mad (mud) and Snow (snow).
  • The graphic symbol of a mountain range with a snowflake inside the icon indicates that winter tires have been tested at the factory.

Winter tires have a wear indicator - a snowflake or the numbers 7, 6, 5, 4 are applied on the tread surface.

The minimum allowable tread wear depth for winter tires is 4 mm. In case of violation - a fine of 500 rubles.

If the tires are worn more than allowed, there is a risk of hydroplaning. During the thaw, between the tire and pavement a layer of water appears, with which the drainage grooves of winter tires cannot cope, and traction is partially or completely lost, while the car stops listening to the steering wheel. Installing winter tires with a directional tread pattern will solve this problem.

The new requirements did not affect all seasonal tires, and drivers can drive as before. Photo: sibirshina.ru

3. All season tires. Tires are labeled Tousterrain or "R+W" as well as AllSeasons. Flaws all season tires:

  • The need to buy more often new tires. Two sets of seasonal tires with careful care and a non-aggressive driving style are enough for 5-7 years. Life time All seasonal tires 2-3 years.

Benefits of winter tires

1.Elasticity. The rubber and silica additives keep the winter tire soft. Summer tires hard and harden even more in the cold. The contact patch with the road surface decreases, the car slips and skids when cornering.

2. Pattern and depth of the tire surface.

Rough tread pattern with big amount The lamella prevents snow from getting into the slots and grooves. Winter tires have narrow profile, which has a positive effect on the stability of the car.

3. The presence of spikes allows:

  • Use tire grip effectively.
  • Braking distances is reduced regardless of the condition of the asphalt (wet or dry).
  • Quickly disperse the car without slipping the wheels.
  • Provide exchange rate stability on slippery and snowy roads.
  • Increase the level of cross-country ability in the snow.
  • Feel confident when the car suddenly slips on ice and does not let it break into a skid.

Knowing the disadvantages and advantages of both types of tires will help you decide between studded tires and Velcro tires.

  • Tires with anti-skid studs are indispensable when driving on country roads. snowy roads and on intercity routes. In cities where the streets are constantly cleared of snow and sprinkled with reagent, drivers prefer Velcro.
  • The disadvantages of studded tires include stud noise and increased fuel consumption. In addition, on winter asphalt, the braking distance increases somewhat and the driver is not always ready for this feature of studded wheels, which leads to accidents. Anti-skid spikes wear out and get lost over time, especially when driving on asphalt cleared of snow and ice in big cities. Motorists have to spend extra money on secondary studding and wheel balancing.
  • Friction rubber (Velcro) is cheaper and comfortable, that is, almost silent. Does not lose elasticity even in very coldy, but during thaws on an icy road, the car slips and handling deteriorates. At the same time, the braking distance is significantly increased.

With the introduction of a new law prohibiting the use of summer tires in winter, drivers who have bought a second set of seasonal tires are faced with the question of wheel storage.

We solve the issue of storing the second set

1. The carbon black emitted by rubber is harmful to health and smells bad.

They are equipped with handles for transportation and reliably protect the protectors from dust during storage.

2. The disadvantages of storing tires in basements and attics or on an open balcony are drafts, temperature changes and precipitation that spoil the tread. On the glazed balcony, the wheels are covered, protecting from sunlight. UV rays destroy rubber.

3. Storage of tires in the garage. The wheels are washed, dried, and packed in plastic bags, leaving them open for ventilation. Protectors are stored vertically. If the tires are on rims, then stack them in a pile, after inflating to working pressure. The wheels are periodically inspected, removing condensate from the packages.

4. The preferred option is to take tires for seasonal storage at the station Maintenance(SRT) or to a warehouse in a tire workshop. The service is paid, but is provided in accordance with the storage standards (the air temperature in the warehouse is maintained within 15-25⁰С at an air humidity of 60-70%).

Outcome

Penalties for non-compliance technical regulations not provided yet. But the safety and health of a motorist is not measured by money. It's better not to risk it. Whatever winter tires the driver purchases, the likelihood of an accident is reduced. When choosing a particular brand, they take into account the intensity of travel, operating conditions, driving style, make and features of the car, strengths and weak sides this type of rubber.
