When an ambulance driver can turn on special signals. The use of special sound and light signals - who is allowed

03.04.2019

In fact, all vehicles are equipped with warning signals. The driver of any car can attract the attention of other road users with both light and sound.

Light - by turning on the emergency light signaling or flashing lights.

Sound - by pressing the sound signal button.

But these are all ordinary signals, so to speak, traditional.

Together with us, mere mortals, on the roads common use Drivers and passengers of operational services vehicles also move, performing various official tasks. These vehicles are equipped special light and sound signals and apply them when performing an urgent business task.

A special light signal is a flashing beacon.

A special sound signal is a siren.

Now remember, please, what color is the flashing beacon on the ambulance? And by car Fire Department»?

As for the "Ambulance", here my students in the classroom at a driving school, as a rule, are unanimous in their opinion. Almost everyone thinks that the ambulance has a flashing beacon blue colors. However, with regard to the "Fire Guard", here opinions may be divided. Half or even most say that red .

So, here and there flashing beacons of blue color .

In general, let's remember the following:

If the vehicle is equipped

Flashing lights and they're on

and at least one of them blue colors,

this vehicle is currently

Performs an urgent business task

and may deviate from the requirements of the Rules.

Of course, we all must give way to such vehicles. In this case, you should not shy away, fly into the oncoming lane or stop on the side of the road. You know: "Give way" - it is not necessary to stop. Just clear the lane where you are being overtaken by a car with a blue flashing beacon on.

And don't ask me how to do it if there are cars following each other closely in the next lane. Now is not the time for delicacy - turn on the direction indicators and change lanes - strong but safe! (That is, monitoring events in the rearview mirror and making sure that other drivers are sympathetic to your forced maneuver).

True, strictly according to the Rules, drivers are obliged to give way to such vehicles only if both the blue flashing beacon and the siren are on at the same time.

Therefore, so that you do not "blink" His approach and began to rebuild in advance, He even from afar, a siren will be added to the flashing beacon.

IN side mirror the driver can see that he is being followed by a car with a blue flashing beacon turned on. But the siren is not on.What now, strictly according to the Rules, is the driver obliged to do?

1. You must immediately move to the next lane.

2. Can continue to move in the same order.

And if the driver from behind adds a siren to the flashing beacon?

1. Then the driver must increase the speed.

2 . Then the driver must immediately change lanes to the next lane.

But what if, on the contrary, you caught up with such a vehicle, for example, the car of a traffic police inspector?

Rules. Section 3. Clause 3.2. It is forbidden to overtake a vehicle that has special color schemes applied on the outer surface with a blue flashing beacon and a special sound signal.

As you can see, nothing is said about the lead here. Only overtaking is prohibited. And, therefore, if the case occurs on multi-lane road, you can safely get ahead His(of course, without violating the established speed limit).

Now, as for overtaking. Note! The rules prohibit overtaking only those Vehicle, which, in addition to the included flashing lights and the included siren, have one more distinctive property - the surfaces are marked with special color schemes.

That is, according to the Rules, we are obliged to give way to this as well ...

... and this.

But it is forbidden to overtake only these (if they have a flashing blue beacon and the siren is on at the same time).

You can get acquainted with what “special color schemes” are, and what they generally are, if you type these three iconic words in the search bar of any browser:

"special color schemes".

A separate discussion deserves a trip with such a vehicle at an intersection.

To drive through a red traffic light To him just turn on the blue flashing beacon.

Again, one flashing blue beacon is enough to He had the right to pass the intersection in any direction (regardless of the requirements of signs or markings).

But at the same time, it is necessary to ensure proper security. If an “empty” intersection can be passed “silently”, then if there is traffic at the intersection, a siren cannot be dispensed with. Moreover, even by turning on both the beacon and the siren, the ambulance driver will drive through the intersection with caution, constantly monitoring whether everyone is giving way to him. Moreover, this is exactly how it is spelled out in the Rules.

Rules. Section 3, paragraph 3.1. Drivers of vehicles with a blue flashing beacon turned on, performing an urgent official task, may deviate from the requirements of sections 6 (except for the signals of the traffic controller) and 8-18 of these Rules, appendices 1 and 2 to these Rules, subject to safety traffic.

To gain an advantage over other road users, drivers of such vehicles must turn on a blue flashing beacon and a special sound signal. They can take advantage of priority only by making sure that they give way.

In fact, this requirement of the Rules means the following - if the vehicle has a blue flashing beacon, then:

- the driver of this vehicle can ignore the action of traffic lights, signs and markings;

- can move on sidewalks and on the opposite side;

– can stop, stand, turn and move anywhere in reverse;

– can move at any speed (including in yards and residential areas).

At the same time, all others must yield To him road, but only if the siren is also turned on along with the flasher. Moreover, take advantage He maybe only by making sure that everyone else really sees and hears His, and indeed inferior To him road.

Things will develop somewhat differently in the case of the traffic controller.

From paragraph 3.1 of the Rules above, it follows that if there is a traffic controller at the intersection, then any special vehicle (whatever flashing beacon it has) must obey the signals of the traffic controller. According to the Rules, the traffic controller is the main person on the road for any driver (even for the president's driver).

In this situation (in the absence of a traffic controller), the driver of the blue jeep is obliged to give way to the Ambulance, regardless of the traffic lights, since both the flashing beacon and the siren are on at the Ambulance.

But now, the ambulance driver must stop, and the driver of the blue jeep can be the first to pass the intersection.

(Looking ahead, I inform you that such a signal from the traffic controller prohibits the movement of the Ambulance, and the driver of the blue jeep is allowed to move straight or to the right).

Another thing is that this simply cannot be!

As soon as the traffic controller hears the approaching siren, he will immediately stop all traffic at the intersection (to do this, he just needs to raise his right hand up).

Then " Ambulance”, hurrying to the patient (or “Fire brigade”, hurrying to the fire, or a traffic police car together with an organized transport column accompanied) will pass the intersection in the direction they need without hindrance.

The following situation deserves a separate discussion.

Imagine that you are moving along the road and you see a vehicle ahead of you that is not moving, but standing with a blue flashing beacon turned on.

It must be assumed that, most likely, something happened there. Possible accident! It is even possible that there are victims on the roadway. The traffic police inspector stopped his car in front of the scene of the incident and, with the beacons turned on, informs everyone:

“Slow down and be ready to stop if necessary!”

But it can be just a standard document check.

However, in any case, if there is a vehicle in front with a blue flashing beacon turned on, drivers must slow down and be ready to stop if necessary.

So, the ambulance and the fire brigade have blue flashing beacons, but the car of the traffic police inspector can be equipped with two flashing beacons - blue and red. This is done so that on this basis, drivers can distinguish it from other vehicles of operational services.

In addition, there are still vehicles equipped with flashing beacons of yellow or orange flowers. These vehicles may also deviate from the requirement of the Rules, but with all precautions, since the beacons of yellow or orange color do not provide an advantage in movement.

You must have seen such cars. These are those who clean the road, repair the pavement, repair electricity, deliver fuel to gas stations, etc. They don’t have any sirens, and a flashing beacon is needed solely so that you can see it in a timely manner and say to yourself: “It is more difficult for the driver of this vehicle now than for me. He needs to take care of safety and do the job. Therefore, when parting with him, I will be especially attentive and accurate.

Concluding the conversation about special signals, it remains only to say a few words about the white-moon beacon. Collector vehicles and other vehicles carrying valuable goods are equipped with such beacons. By the way, they also have a siren.

The flashing beacon of the white-moon does not give an advantage in movement, the crew needs it as a distress or alarm signal - it is turned on together with a siren during an attack.

Question Answer
Yes, the Rules of the Road allow the use of special sound and light signals but this is strictly regulated by the current legislation.
The reason for the use of special signals is due to the fact that it was possible to notify other road users.
The blue flashing beacon can be used:

Emergency Medical Service.

Police (including traffic police). Fire service.

Emergency Rescue Service. Prosecutor's office.

Transportation Service of the Central Bank and Gokhran.

Automobile Inspectorate of the military department. Special Service of the Ministry of Communications.

Special Service of the Ministry of Justice.

Federal Security Service.

The blue-red flashing beacon can be used:

Police.

Federal Security Service.

Federal Security Service.

Automobile Inspectorate of the military department.

I'm supposed to take everything necessary measures to ensure the unhindered passage of special vehicles.
This beacon is used when:

Construction work in progress;

The road is being repaired;

There is loading, transportation and unloading of broken (broken) vehicles;

Potentially dangerous goods are being transported;

Children's groups are transported;

Escort of vehicles carrying dangerous goods;

Pedestrians or cyclists organized in appropriate groups are escorted.

To attract the attention of eyewitnesses who might notice an attempted attack on a car with a special signal. The beacon is activated with a special sound siren.

The traffic rules allow the use of special sound and light signals.

However, the application procedure is strictly regulated by the current legislation.

In case of unauthorized installation and use of special signals, the car owner risks getting a fine (see below).

general information

Special signals are used to alert other road users. Each of them has its own function, if some are just warning, then the latter require other road users to perform some action.

The special signals specified in the third section of the SDA can only be used with the appropriate permission.

The list of structures that have the right to use light and sound signals is established by the government of the Russian Federation. In turn, the officials of the established structures determine a specific list of vehicles on which means for supplying light (sound) special signals will be installed.

Types of special signals

In the territory Russian Federation The following types of special signals are used:

  • Blue flashing beacon. May be accompanied by an audible signal.
  • Blue and red flashing beacons. May be accompanied by an audible signal.
  • Yellow or orange flashing beacon.
  • White-lunar flashing beacon. May be accompanied by an audible signal.

Such a list is defined by the third section of the Rules of the road. The same section establishes the rules for the use of light and sound special signals.

Blue and blue-red

The blue flashing beacon can be used by:

  1. Emergency medical service.
  2. Police (including traffic police).
  3. Fire Service.
  4. Emergency services.
  5. Prosecutor's office.
  6. Transportation Service of the Central Bank and Gokhran.
  7. Special Service of the Ministry of Communications.
  8. Special Service of the Ministry of Justice.

Of these, the flashing red light can use:

  1. Police.
  2. Automobile inspection of the military department.

In this case, the red beacon can only be used in conjunction with the blue one, and not instead of it.

You can turn on the blue (blue-red) special signal only when performing an important, emergency service task: catching a criminal, following a sick person or a fire, etc. Including the use of a blue-red beacon can be accompanied by organized column vehicles (or one vehicle). In this case, escorted vehicles are equated to those on which special signals are turned on.

When using blue or blue-red beacons, the driver may not follow traffic lights, traffic signs, markings, etc. It can also move oncoming lane road traffic. The only thing is that the driver is forbidden to violate the signals of the traffic controller, however, when he sees a car with special signals turned on, he is obliged to immediately provide passage for him. The driver can use his advantage only on condition that he is convinced of the safety of the road, since he is not relieved of responsibility for the accident.

Seeing the light beacons of blue and red colors, and hearing the sound signal, other road users must ensure the unimpeded passage of special vehicles: take to the side of the road, give way at a turn (crossroad), etc.

Pedestrians and cyclists who were going to cross the road at an equipped crossing should stop and wait until vehicles with special signals turned on pass.

All drivers are prohibited from overtaking a car with the lights on. The exception is when the specified machine is stationary. In this case, drivers must slow down to such a speed that they can stop immediately (usually standing car with blue beacons on, warns of danger ahead).

Yellow or orange

The orange flashing beacon can be used by vehicles:

  • When performing construction work;
  • When repairing the roadway;
  • When loading, transporting and unloading broken (broken) vehicles;
  • When transporting dangerous goods: flammable (gasoline, diesel fuel), large-sized, poisonous, etc.;
  • When transporting organized group children;
  • When escorting vehicles carrying dangerous goods;
  • When accompanied by an organized group of cyclists or pedestrians.

You can turn on the beacon directly when performing the specified actions.

Yellow and orange special signals do not give drivers any advantage over other road users. They only report heightened danger vehicle and draw the attention of other drivers to it. At the same time, when performing construction, repair and some other work, vehicles are allowed to deviate slightly from the requirements of several road signs and markings. For example, they may ignore the No Stopping or Parking sign.

Moon white

Flashing beacons of white-moon color can only be installed on postal vehicles and vehicles carrying valuable goods: money, precious metals And so on. So, the specified signal is used by vehicles of the collection service.

The white-moon beacon turns on only when there is a direct danger of an attack on the specified vehicle (for example, when trying to rob). In this case, the driver does not receive an advantage over other road users: he must also comply with the requirements of road signs, markings and other traffic rules.

The white-moon beacon serves to attract attention so that bystanders can notice an attempt to attack a vehicle with a special signal. Together with the beacon, a special sound siren always turns on.

Liability for illegal installation of special signals

As indicated above, for unauthorized installation and use of special signals for responsible persons, administrative penalties may be applied in accordance with Article 12.4 of the Code of Administrative Offenses. Thus, paragraph 2 of the article provides for the following liability for the illegal installation of the above special signals:

  • Individual - a fine of 5,000 rubles;
  • The official who allowed the car to be used (provided that the car belongs to any organization) - a fine of 20,000 rubles;
  • The legal entity that owns the car - a fine of 500,000 rubles.

At the same time, in all cases, in addition to the fine for a flashing beacon, the removal and irrevocable confiscation of funds for the supply of special signals is provided. The responsible person can be punished even if the driver did not turn on special signals, but simply moved on public roads in the indicated vehicle. If possible, the means for giving special signals will be confiscated right on the spot, if not, the car will be sent to a car impound.

When a car with a flasher is moving nearby along the road, some get lost and try to free the road by any means, while others, on the contrary, continue to move as if nothing had happened. It is very important for the driver to understand when to pass a car with a special signal, and when to drive on his own. Correct assessment of the situation on the road will help to avoid emergency And traffic violations which threatens with a fine in 2019.

When cars with a special signal pass

To avoid confusion when you need to let a car with a special signal pass, lawmakers have compiled a list of specific cars that you cannot do without:

  • ambulance;
  • fire department, Ministry of Emergency Situations;
  • police, patrol;
  • traffic police;
  • cars that are used in government agencies.

Other vehicles are also equipped with special signals, for example, vehicles involved in road repair and transportation of dangerous and oversized cargo. But such cars do not always have privileges over other road users.

The provisions of the traffic rules say that if a car with flashing lights appears on the horizon, the driver's task is to clear the row so that the transport passes.

However, if there is no way to rebuild - the adjacent lane is occupied - you can’t break the rules, which means you can’t give in either. If a car with flashing lights used in repair pavement, stands in the middle of the road, it draws attention to itself, pointing to a neat detour.

Penalty for failing to give way to a car with a special signal

Situations when in 2019 the driver may need to move to another lane to give way:

  1. If special vehicles are moving near the intersection.
  2. If special vehicles move into the lane in which your car is moving.
  3. A car with flashing lights performs a turning maneuver.

Suppose a driver violated traffic rules and did not give way to a car with flashing lights, what threatens him for this in 2019? In fact, the punishment is not so big - the fine for not allowing a car with a special signal to pass is only 500 rubles in small Russian cities, and a little more in St. Petersburg and Moscow.

Such penalties are valid only for those cars on the body of which in addition there is a color scheme. If it is absent, the fine is reduced to 100-300 rubles.

Judicial practice knows lengthy judicial debates, during which the traffic police tried to prove the driver’s offense, but the traffic rules are so imperfect that if the driver is defended by a knowledgeable lawyer, the offense report is likely to be withdrawn. For example, there are cases when the owner of the car was fined for not giving way to an ambulance, on which the beacon was not turned on due to a malfunction. The court proved that the malfunction of the special signal is by no means a problem for the driver, so the fine is considered incompetent.

Can a driver's license be revoked?

If the offense was obvious, the driver will not only have to pay a fine for not allowing a car that is driving with a special signal, but also part with the rights for 3 months. This is possible if the driver is stopped for traffic violations by a traffic police officer at the scene of the offense. The decision cannot be appealed only if the driver did not switch lanes to the car with the beacon turned on, in other situations return driver's license is quite real.

You should not lose sight of the fact that you can lose your rights if you missed a car with a special signal and at the same time violated other traffic rules - hit a neighboring vehicle or overtook it, thereby creating an emergency, possibly crossing a pedestrian crossing, not skipping pedestrians.

A driver who has not missed a car with a special signal while in a state of intoxication will pay a much larger fine, plus his rights will be withdrawn from him for a period of 1 to 3 years.

To appeal the decision, you must contact the traffic police or take statement of claim to court. Most drivers who are confident in their rightness prefer the second option for solving a problem situation, because. traffic police officers rarely make a decision in favor of motorists.

The deadline for filing a complaint is 10 days after receiving a decision on the misconduct. The complaint, written by hand, is accompanied by a decision, certificates and a photo from the scene.

How to give way

In order not to get into trouble and avoid problems with traffic police fines, you need to know the law well. If a car appears nearby with special signals on and a color scheme on the body, it is necessary to give way to traffic and change lanes, but only if this maneuver does not violate others traffic rules. Assess the situation as follows:

  1. If your vehicle is stopped at this moment, wait until a car with a flasher passes, and only then move off.
  2. If the car was moving, you should stop and let it go ahead.
  3. When rebuilding to another road line consider the rules and the possibility of creating an emergency - the latter cannot be allowed.

A frequent picture that can be seen on the road is that traffic police officers patrol at intersections, punishing motorists for misconduct, including if an ambulance or a fire truck is involved.

Is it worth increasing the fine for not allowing a car with a special signal?

Penalties for violating the rule on passing a car with a special signal are constantly growing. Drivers do not seem to mind, they only ask one question: for what purposes are they increasing penalties? If in order to replenish the state treasury at the expense of those who violated - in this way the government solves its financial difficulties. If such measures actually reduce the number of cases of traffic violations, then this makes sense.

Drivers of ordinary transport and with special signals complain about the lack of elementary respect for other road users among some motorists. For example, if the flasher is turned on right at the intersection, when the other owner of the car is no longer able to react in time and miss the ambulance.

Ambulance drivers, in turn, dream of video recorders that could capture traffic violations. It would not hurt to adopt foreign experience in caring for ambulances - in America, each car is equipped with a special remote control that allows you to switch traffic lights to the green light at any time, and therefore the path to rescue those in need is always open, and controversial issues are minimized.

Such small gaps just cause a lot of resentment, so increasing the fine will only aggravate the situation. Psychological surveys have shown that Russian drivers for the most part perceive other road users as rivals, competitors and aggressors, while abroad they treat their neighbors on the road with tolerance, understanding and sympathy.

Application of special signals (flashing beacons)

3.1. Drivers of vehicles with a blue flashing beacon turned on, performing an urgent official task, may deviate from the requirements of sections 6 (except for the signals of the traffic controller) and 8 - 18 of these Rules, annexes 1 and 2 to these Rules, provided that traffic safety is ensured.

Decree of the Government of the Russian Federation of September 17, 2004 N 482 approved the Lists of operational services and federal executive bodies, on whose vehicles the installation of special signals is allowed. Also approved the List officials public authorities and organizations, for official cars which the installation of special signals is allowed.

To gain an advantage over other road users, drivers of such vehicles must turn on a blue flashing beacon and a special sound signal. They can take advantage of priority only by making sure that they give way.

For refusal to satisfy the application for invalidation of paragraph 3 of paragraph 3.1, see the decision Supreme Court RF dated 09.12.2003 N GKPI 03-1275.

The same right is enjoyed by drivers of vehicles accompanied by vehicles having special color schemes applied to the outer surfaces, with blue and red flashing beacons turned on and a special sound signal, in the cases established by this paragraph. On escorted vehicles, the dipped headlights must be turned on (as amended by Decree of the Government of the Russian Federation of December 14, 2005 N 767).

On vehicles of the State Inspectorate for Road Safety of the Ministry of Internal Affairs of the Russian Federation, the Federal Security Service of the Russian Federation and the Military Automobile Inspectorate, in addition to the blue flashing beacon, a red flashing beacon may be included.

3.2. When approaching a vehicle with a blue flashing beacon and a special sound signal on, drivers must give way to ensure the unhindered passage of the specified vehicle.

When approaching a vehicle that has special color schemes applied to the outer surfaces, with flashing beacons of blue and red colors and a special sound signal, drivers are obliged to give way to ensure the unimpeded passage of the specified vehicle, as well as the vehicle (escorted vehicles) accompanied by it.

It is forbidden to overtake a vehicle that has special color schemes applied to the outer surfaces with a blue flashing beacon and a special sound signal turned on.

It is forbidden to overtake a vehicle that has special color schemes applied to the outer surfaces, with flashing beacons of blue and red colors and a special sound signal, as well as the vehicle (escorted vehicles) accompanied by it (clause 3.2 as amended by the Decree of the Government of the Russian Federation dated 14.12.2005 N 767).

3.3. When approaching a stationary vehicle with a blue flashing light on, the driver must slow down to be able to stop immediately if necessary.

3.4. A flashing beacon of yellow or orange color must be turned on on vehicles when performing construction, repair or maintenance of roads, loading and transporting damaged, out of order, as well as other vehicles in statutory cases, on vehicles participating in road traffic, the dimensions of which exceed the norms established by paragraph 23.5 of these Rules, as well as on vehicles carrying bulky, heavy loads, explosive, flammable, radioactive substances and toxic substances high degree danger, and in the cases established special rules, - on vehicles accompanying such transportation. A flashing beacon of yellow or orange color does not give an advantage in traffic and serves to warn other road users about the danger (as amended by Decrees of the Government of the Russian Federation of 01.24.2001 N 67, of 12.14.2005 N 767).

3.5. Drivers of vehicles with a yellow or orange flashing beacon turned on when performing road construction, repair or maintenance work may deviate from the requirements of road signs (except for signs 2.2, 2.4 - 2.6, 3.11 - 3.14, 3.17.2, 3.20) and road markings, as well as paragraphs 9.4 - 9.8 and 16.1 of these Rules, subject to ensuring traffic safety.

Drivers of vehicles participating in road traffic, the dimensions of which exceed the norms established by paragraph 23.5 of these Rules, vehicles carrying large and/or heavy goods, and vehicles accompanying such transportation, with a yellow or orange flashing beacon turned on, may deviate from the requirements of road markings, provided that traffic safety is ensured (as amended by Decree of the Government of the Russian Federation of December 14, 2005 N 767).

3.6. Drivers of vehicles of federal postal organizations and vehicles carrying cash proceeds and (or) valuable goods can turn on a white-moon flashing beacon and a special sound signal only when these vehicles are attacked.

A flashing beacon of a white-moon color does not give an advantage in movement and serves to attract the attention of police officers and other persons.

Seems like a hackneyed topic. But ordinary drivers (especially inexperienced ones) very often fall into a stupor when they observe the movement of vehicles with “flashing lights” and “sirens” (or “quacks”) turned on.

Wherein traffic situation changes instantly, and it requires clear decision-making, and not digging into the knowledge gained during training in a driving school and hidden in secluded corners of memory. IN major cities this state of affairs is the scourge of the driver, instantly leading to a traffic jam or congestion.

We offer a detailed understanding of the situation with the use of special signals - both in the theory of traffic rules and in real traffic practice. Let us immediately note the fact that the theory and practice of traffic management differ somewhat in approaches to solving the problem of "flashing lights".

Types of flashers

The rules know only three types of flashing beacons ("flashing lights").

1. Flashing beacon blue (or blue and red)

Meet this is the most privileged beacon. Drivers of vehicles equipped with such "flashing lights" are the kings of the road. They are allowed to ignore the lion's share of traffic rules.

Blue flashing beacons are installed on special cars of the "magnificent four" - services 01, 02, 03, 04. Special color schemes are pasted on the surfaces of such cars (for example, "03", "Ambulance"; "02", "Police", etc. .).

Similar lucky ones are vehicles carrying government officials and parliamentarians at the federal level, as well as senior officials at the level of the constituent entities of the Russian Federation. True, they do not rely on color schemes.

As an additional to blue, the red color of the flasher went to the traffic police, VAI, FSO, FSB vehicles, which are intended (mainly) to perform escort functions or participate in organized transport convoys.

It is also not difficult to recognize such vehicles: special color schemes are applied to their surfaces (for example, traffic police, VAI, etc.).

2. Amber or orange flashing beacon

Such a flasher should be mounted on three types special vehicles designed for:

  • maintenance, repair or construction of roads;

  • evacuation or movement of vehicles;

  • transportation of bulky, dangerous or heavy cargo (or escorts of such vehicles).

This flashing beacon also gives the driver some rights to ignore certain sections of the traffic rules precisely because of their slowness or the danger of the cargo being transported.

3. Lunar white flashing beacon

Cars of the FPS (Federal Postal Service), as well as vehicles intended for the transport of valuables (for example, cash collection) can be equipped with a “flasher” of the color of a tea rose (or fermented baked milk).

This is the most powerless flashing beacon.

Royal rights of "blue pails"

In other words, the driver of a special vehicle with a blue (or blue and red) flasher on has the legal right to ignore:

  • all marking lines;
  • any traffic signals;
  • maneuvering rules;
  • principles of the location of the vehicle on the roadway;
  • any speed limits;
  • requirements relating to overtaking, advancing, oncoming passing, stopping and parking;
  • rules for passing intersections (except for those on which the signals of the traffic controller are in effect);
  • rules for driving on special sections of the road ( pedestrian crossings, railway crossings, residential areas, etc.).

In other words, the vast majority of the requirements that apply to an ordinary driver can be easily ignored by the owners of the included “blue bucket”.

Such privileges are granted to the driver for one reason: he is endowed with special state powers in the performance of a special operational task. For the most effective solution of the tasks set, the state issues a similar carte blanche, which allows such a frivolous attitude to the requirements of traffic rules.

"Blue buckets" - almost Gods

The right of blue bucket drivers to ignore good part of traffic rules– this is only one side of the issue. The second part of the problem is the advantage over other road users that is given to such drivers.

However, in the process of real traffic, operational intelligence services with blue (or blue and red) flashing lights on come into inevitable conflict with other road users, who at that very moment can take advantage. Such participants include:

  • drivers driving at a green traffic light or on a main road;
  • pedestrians moving along a pedestrian crossing;
  • car drivers (tram drivers), who in the vast majority of cases have an advantage over trackless vehicles, etc.

In addition, it is very easy not to notice the light signal - "flashing light". Therefore, in order to take advantage of their advantage, drivers of special vehicles must turn on (in parallel with the light) a special sound signal - a "siren" or "quack". Only in this case - with a combination of both signals - ordinary mortal drivers and pedestrians are ordered to give way to the "blue buckets".

Some drivers believe that when a "siren" and "flashing lights" appear, they should immediately stop on the side of the road or on the edge of the roadway. However, this is not the case.

According to the traffic rules, the driver is required to give way to such special vehicles and provide them with the opportunity for unhindered passage. And on a multi-lane road, for example, changing lanes to the next lane and continuing along the intended route will be a sufficient action.

However, if there is a two-lane road, you will just have to stop, since only in this case the driver will be able to provide an advantage to the “blue bucket”.

And do not forget that not only such a special vehicle has an advantage, but also all vehicles accompanied by it (for example, as part of an organized transport convoy). You can recognize such vehicles by the dipped beam headlights on them.

Not all "blue buckets" are forbidden to overtake

The notorious driver's stereotype - you can not overtake the blue flasher. And some motorists, in general, reach the point of absurdity when they refuse to overtake a traffic police car, on which the flashing beacon is not even turned on. Let's bring clarity.

The rules introduce an unambiguous ban on overtaking only the following vehicles:

  • special vehicles with color schemes, on which a blue (or blue and red) flashing beacon is turned on, as well as a special sound signal;
  • vehicles accompanied by the above-mentioned special vehicle.

Therefore, if the surfaces of a car with a "flashing light" and "siren" are not equipped with some color schemes that give out its belonging to the special services, then it is allowed to overtake such vehicles (for example, a deputy's car).

True, to do this without violating the speed limit, most likely, will not work.

And another moment. It is forbidden to overtake, and not ahead of special vehicles equipped with light and sound signals. Therefore, driving in the adjacent (not oncoming!) lane in order to get ahead of such a car will not be considered a violation of traffic rules.

Blue Bucket: Slow down

The included "flashing light" speaks of some non-standard situation on the road. And if a special car is in a hurry somewhere, it must give way. This is fine. But then he got to his goal and settled down within the road with a flashing beacon turned on. What do the Rules say about this?

An ordinary driver, approaching such a vehicle, is obliged to reduce speed to such an extent as to be able to stop immediately if necessary. These may be requests for assistance, participation in the preparation of the protocol, and much more.

Yellow (or orange) flashing beacon

We note right away: such a “flashing light” does not provide any advantage in movement to its owner. The question arises about the meaning of using a flashing beacon. And he is.

1. A yellow (or orange) flashing beacon warns other road users about the danger of the goods being transported (due to its chemical properties, size or weight) or hazard in carrying out work carried out within the road.

2. The turned on yellow or orange flasher on vehicles engaged in the maintenance, repair or construction of roads, as well as the evacuation or movement of vehicles, allows the driver to ignore a row traffic rules(subject to security measures):

a) road marking instructions;

b) prescriptions of road signs (with the exception of signs 2.2 "End main road»; 2.4 "Give way"; 2.5 "Movement without stopping is prohibited"; 2.6 "Advantage of oncoming traffic"; 3.11 "Weight limitation"; 3.12 "Restriction of the mass attributable to the axle of the vehicle"; 3.13 "Height limitation"; 3.14 "Width limitation"; 3.17.2 "Danger"; 3.20 "Overtaking prohibited");

c) traffic regulations in terms of paragraphs 9.4 - 9.8 (rules of "lane" traffic), 16.1 (restriction of traffic on the motorway).

When transporting oversized cargo and accompanying such transportation, the driver is allowed to deviate only from the requirements of road markings.

Thus, a yellow or orange flasher allows, firstly, to warn of the danger of the vehicle; secondly, it grants some privileges to its owner, which are so necessary in the performance of professional duties.

The white-moon "flashing light" is practically useless

The white-lunar flashing beacon is the most disenfranchised. It does not give any advantage to the driver when driving. Yes, and you can turn it on (along with sound special signal) solely to attract attention when an attack is made on a special vehicle carrying valuable goods.

This is probably why some drivers of such vehicles simply dismantle the relatively useless flasher and refuse to use it.
