The State Duma Committee on Transport thought about the disposal of all non-environmentally friendly cars.

Members are planning to discuss this opportunity and contact the specialists of the Ministry of Health to find out how much such machines harm people's health and environment.

The fact that it is proposed to recycle or upgrade low-emission vehicles in Russia is reported by M24 with reference to the chairman of the committee State Duma for transport Evgeny Moskvichev. He noted that the current legislation does not prohibit the operation of such machines. At the same time, the speaker believes that the creation of ecological zones (following the example of Europe) will not help, since "polluted air cannot be covered with a grid or a wall."

“Now there are requirements for Euro-4, Euro-5, Euro-6 classes. And in the 1950s, there were zero environmental requirements for cars. It is necessary to look with the Ministry of Health, with the World Health Organization, what harm is caused by cars of the Euro-0, Euro-1, Euro-2 class, - Evgeny Moskvichev comments. - If they are really harmful, you can offer the owner or recycle the car before desired class, or dispose of and refund the amount to the car owner.

He also noted that the Ministry of Industry could process such vehicles at service stations.

Bringing all cars in the country to a class not lower than Euro-4, the deputy considered a productive measure. However, experts doubt successful implementation this initiative. “It's practically impossible. It is unrealistic to force to remake cars. The law may require a ban on the import of cars with a class below Euro-5, but no one will remake old cars, ”said Alexander Ginzburg, deputy director of the Obukhov Institute of Physics and Atmosphere.

Director of the Institute of Applied transport research Dmitry Enin said that in Russia there is a problem with emissions, especially diesel. According to him, in the last decade, technical inspections cars stopped checking emissions harmful substances. However, he called the proposal for the disposal of cars at the expense of the state premature, since "during the crisis, there are no funds for this in the budget."

Earlier it was reported that a new road sign"Dirty exhaust", which will restrict the movement of cars according to their eco-class. The Government of the Russian Federation may approve the relevant initiative this fall. At the same time, the regions will have the opportunity to install it on the roads at their discretion. Presumably, fines for violating the norm could amount to 10,000 rubles.

Euro-2 standard

In the Euro-2 standard, the standards for the content of hydrocarbons in the exhaust were tightened by almost 3 times, they became equal to 0.29 g / km.

Emission requirements for internal combustion engines:

carbon monoxide (CO) - no more than 55 g / kWh,

hydrocarbons (CH) - no more than 2.4 g / kWh,

nitrogen oxides (NO) - no more than 10 g/kW*h.

The Euro-2 environmental standard was adopted by the Russian government in autumn 2005.

Euro-3 standard

In 2008, these standards were tightened: the Euro-2 standard was replaced by the new Euro-3.

The Euro-3 standard is a 30-40% reduction in emissions compared to Euro-2. Euro-3 provides for a maximum CO2 emission of 0.64 g per kilometer for passenger cars.

Operating in Russian Federation the environmental standard for vehicles stipulates that a car cannot be produced or imported into its territory without a Euro-3 conformity mark.

Permissible emissions of toxins into the atmosphere for cars with diesel and gasoline engines:

carbon monoxide (CO) - no more than 20 g / kWh,

hydrocarbons (CH) - no more than 1.1 g / kWh,

nitrogen oxides (NO) - no more than 7 g / kWh.

According to experts, "Euro-3" allowed to reduce the level of "dirty" emissions compared to "Euro-2" by 20%. The Euro-3 standard was introduced in the European Union in 1999, in Russia - from January 1, 2008.

Euro-4 standard

The Euro-4 standard is tougher than the Euro-3 level by 65 - 70%. It was introduced in the European Union, Japan and the United States in 2005. The Euro-4 standard allows to reduce the emission of harmful substances into the atmosphere by 40% compared to the Euro-3 standard.

The Euro-4 standard provides for a 2.3-fold reduction in CO emissions compared to Euro-3, and a 2-fold reduction in hydrocarbon emissions:

carbon monoxide (CO) - 4 g/kW*h,

hydrocarbons (CH) - 0.55 g / kWh,

nitrogen oxides (NO) - 2 g/kW*h.

"Euro-4" reduces the content of nitrogen oxide in the exhaust by 30%, and particulate matter - by 80%, sulfur content by 0.005%, aromatic hydrocarbons by 35%, benzene by 1%.

In Russia, Euro-4 environmental standards were introduced by Decree of the Government of the Russian Federation dated October 12, 2005 No. 609 “On approval of the technical regulation “On requirements for emissions automotive technology released into circulation on the territory of the Russian Federation, harmful (polluting) substances.

Technical regulation"On the requirements for emissions of harmful (pollutant) substances by motor vehicles put into circulation in the Russian Federation" is applied in order to protect the population and the environment from the effects of emissions of harmful (pollutant) substances by motor vehicles.

In accordance with the Federal Laws "On technical regulation”, “On safety traffic”, “On the protection atmospheric air”, “On the Protection of Consumer Rights”, “On the Fundamentals of State Regulation of Foreign Trade Activities” and the Agreement on the Adoption of Uniform Technical Regulations for Wheeled Vehicles, Items of Equipment and Parts that Can Be Installed and (or) Used on Wheeled Vehicles, and on conditions of mutual recognition of approvals issued on the basis of these regulations, signed in Geneva (with amendments and additions that entered into force on October 16, 1995), the above-mentioned regulation establishes requirements for emissions of harmful (polluting) substances by motor vehicles equipped with engines internal combustion.

Environmental certificate Euro 2 is a set of euro standards that limit the content of environmentally hazardous substances in exhaust gases cars. In the European Union, this certificate replaced the previous Euro 1 standard and was adopted in 1995. The new standard revised the standards for the emission of harmful substances into the atmosphere. Thus, the requirements for emissions of harmful substances by internal combustion engines were:

CO - allowed no more than 55 g / kWh;

CH - allowed no more than 2.4 g / kW * h;

NO - allowed no more than 10g/kW*h.

In the Russian Federation, on October 12, 2005, the Technical Regulations "On the requirements for emissions of harmful substances by cars", Resolution No. 609 were adopted. 6 months after official date its publication in the press on October 21, 2005, it entered into force. This regulation contains all the norms and requirements of international environmental standards. According to the Decree, starting from April 22, 2006, cars of a class lower than Euro 2 cannot be produced in Russia. According to the Technical Regulations, imported cars that do not have a Euro 2 certificate will be detained at the border. Whether the car meets the Euro standard will guarantee a certificate of conformity.

Information about cars will be generated federal agency on technical regulation and every month will be transferred to the department for ensuring safe traffic of the Ministry of Internal Affairs of Russia and the Federal Customs Service of Russia. According to the Technical Regulations, two databases have been created, which contain information about cars that comply with the Euro 2 standard and information about previously issued certificates of conformity. On the official website of Rostekhregulirovanie, each car owner can see if his car brand meets the Euro 2 standard or whether it will be necessary to issue a corresponding Euro 2 certificate. There is also a table of compliance with standards adopted by the Ministry of Industry and Energy, which indicates which cars are prohibited for import into the territory of the Russian Federation. First of all, they are banned European cars who are over 10 years old.

The Euro 2 certificate can be issued in certified bodies that have received accreditation from Rostekhregulirovanie for the right to issue such a certificate. If the car was manufactured before 1997, then a special conclusion should be drawn up. To do this, you need to pass an assessment of the amount of harmful substances in exhaust gases in service center. You can also get a certificate that the car has been converted and meets the Euro 2 standard or higher. According to experts, the new Euro 2 standards may lead to a halving of the used car market. They believe that this will have a positive impact on the environment, because old cars emit a lot of a large number of harmful substances. These emissions, in turn, are bad for human health.

The environmental situation is deteriorating every day, so you should think about it today. According to the legislation, all gasoline and diesel fuel. The technical regulation provided for the sale of gasoline and fuel that complies with the Euro 2 standard until 12/31/2008. For the Euro 3 standard, the sale period is limited until 12/31/2009, for the Euro 4 standard - until 12/31/2013. this moment Euro 4 environmental standards are already in force in the Russian Federation. The government plans to switch to Euro 5 standards by 2014, when domestic producers cars will be technically ready. Euro 5 standards were already adopted in the European Union in 2009.

The Euro 2 environmental certification code is a fairly old set of measurement standards for combustion engine emissions. In Europe, these standards were adopted nineteen years ago. 10 years after the adoption, Russia joined the program to support these standards. According to available documentation, the following restrictions on the content of such harmful substances were in force:

  • the amount of carbon monoxide in the production of one kilowatt hour of energy should not exceed 55 grams;
  • the number of free hydrocarbon groups should not exceed 2.4 grams to produce the same amount of energy;
  • the amount of nitric oxide should not exceed 10 grams per 1 kilowatt hour of generated energy.
  • “I hate exhaust tuning. These sounds are as fake as a clown's smile." Jeremy Clarkson.

In 2005, Russia passed a series of laws requiring all vehicles to meet these standards for chemical composition exhaust. All cars that were not subject to compliance could not be imported into the country. It was planned to detain them and not let them pass through customs, which is now being successfully carried out by supervisory authorities. The Ministry of Industry and Energy has compiled a special selection of tables containing cars prohibited for import into the country. All cars older than 10 years are automatically banned. This information is not difficult to check on the Rostekhregulirovanie website, where you can always see these tables in a special section. Non-compliance with standards is currently not so much a cause for concern for the right to drive a vehicle, but a signal that it is time to take care of the health of others and your own health.

If the car is older than 10 years, then there is still a way out of the situation. It just needs to be re-equipped so that it passes Euro-2 certification. It is technically easy to do this, but you will have to tinker with the documentary base. In most cases, such paperwork it's not worth it. The used car market will thus shrink by several times, which, according to experts, should improve the environmental situation. Many manufacturers go to the trick, limiting harmful emissions with the help of catalysts that require constant replacement. Perfect design modern cars will soon let you down new trait– Euro-6, which is planned to be launched in 2015.

"A car is not a luxury, but a means of transportation." Ilya Ilf and Evgeny Petrov. "Golden calf".

The European fuel standardization system should be subject not only to gasoline, but also to diesel fuel. The Euro-2 standard in our country is no longer working, because there was a planned transition to Euro-4, and by the opening of the Olympics in Sochi it is planned to switch to the latest, fifth standard. However, such an introduction may be delayed, because all decisions of this kind were made taking into account the readiness of our auto industry to produce the corresponding cars. In order to understand the situation with the race for standardization, by the way, we can say that Europe adopted Euro 5 5 years ago. Skeptics who believe that the car is equally harmful in all manifestations, believe that this change in standards is a global conspiracy of car manufacturers.

A car is not a luxury, but a means of transportation - a well-known character of a well-known work quite rightly asserted. But besides this, the car is a source of emissions of toxic compounds into the atmosphere, and, consequently, into the ecosystem of the home country. Let's talk about the environmental class of the car.

Traffic fumes vehicle is a product of combustion (oxidation) of carbon fuel. They contain both harmless or rapidly decomposing substances, as well as toxic components and carcinogens.
    The first ones include:

    • Nitrogen (N2)
    • Water vapor (H2O)
    • Oxygen (O2)
    • Carbon monoxide (CO2)

The latter are represented by the following compounds:

    • Carbon monoxide (CO)
    • hydrocarbons
    • Aldehydes
    • Benzpyrene

A significant increase in the concentration of toxic components and carcinogens in places of accumulation of vehicles causes deterioration general condition human health, and increase in the number of cancers.

    How it all began

Due to the threatening environmental situation, in 1992, the EU countries were forced to adopt a set of legislative acts regulating the content of toxic compounds in car exhaust. The first regulatory document was collectively called Euro 1. Four years later, the standards were tightened again, and the Euro 2 environmental standard saw the light. But this was only the beginning. Under the increasing pressure of the Greens, the editions of environmental safety standards 3, 4, 5 appeared.

On the territory of the Russian Federation, the Euro 2 standard was introduced in 2006. In 2008, Euro 3 came into force, and after another 2 years - Euro 4. It is planned that from January 2014, for cars imported into the country, the environmental safety standard Euro 5 will be introduced.

What does this mean for ordinary citizens? Vehicle import ban foreign production, the class of environmental safety of which does not meet the standards in force in the country.

To better understand the situation, consider the following example:
On the border of the Russian Federation awaits customs clearance Citroen 2003 release. It is certainly possible to bring it into the country, but it will not be possible to register it, and even more so to get a vehicle registration certificate. After all, it was made during the Euro 3 standard in Europe, and we already have Euro 4. Now, if the year of manufacture of the car is 2005 and above, there will be no problems with registration, since the European Union adopted the Euro 4 standard since 2005.

How to find out the environmental class of a car

    VIN number of the vehicle

Civil servants when clearing a car or other vehicle, first of all, look at the following data and documents:

    1. Information in the OTTS database
    2. Certificate of compliance with the Euro 4 environmental safety standard, and as you remember from 01.01.

How is the environmental class of the car determined before buying, in order to avoid the above difficulties?

Taking advantage vin number, which contains the following comprehensive information:

    1. Region, country and manufacturer
    2. Automobile model
    3. body type
    4. Wheelbase
    5. Engine
    6. Transmission type
    7. Factory branch
    8. Serial number

Direct compliance with Euro 2, 3, 4, 5 is not indicated, but knowing the year of manufacture and the country, it will not be difficult to determine the desired environmental safety class. For its part, the Federal Customs Service of Russia gives everyone the opportunity to use the table of conformity of the car to environmental standards Euro 2, 3, 4, 5 of its own design.

    An exception

These rules do not apply to special equipment, upon registration of which not a PTS, PSM (passport of a self-propelled mechanism) is issued. A prerequisite is the maximum possible speed traffic on the highway at 40 km / h. It is likely that officials believe that diesel-powered bulldozers and excavators will not harm the ecosystem by working within, for example, a construction site. Well, a speed of 40 km / h makes the exhaust clean, like a morning breeze. This is for units whose diesel fuel consumption is 100 liters per hour of operation.

What to expect from innovations in the new year

First of all, the rise in prices for secondary market foreign-made cars, an unreasonable increase in the price of outright scrap metal. Yes, and the re-registration of an already imported car that meets the standards of the Euro 2, 3, 4 environmental safety class is far from a clear question.

European and american cars released after 2009. The price for them will also be appropriate.
