It would seem that more than 70 years have passed since the end of the Great Patriotic War, and the echoes of this terrible event are no longer so clearly felt. But still, to this day, there are still places where the war seems to have stopped, froze. Warehouses of abandoned equipment from the time of the Great Patriotic War can be found in many regions of Russia.
Technique in the suburbs
Entire columns of abandoned vehicles, tanks, cannons and other unique military equipment and armored vehicles from the Great Patriotic War are found in various parts of our country. Such a warehouse of abandoned equipment was discovered in the depths of the forest by residents of the Moscow region, picking mushrooms in the fall. Undoubtedly, this tank had big influence on the outcome of the war, made a significant contribution to the Victory and brought glory to the great Soviet army. Therefore, special regret arises when you see this legend, the former power, strength, pride of our troops abandoned, unjustly forgotten somewhere in a dense forest, under the open sky, or left to rot and rust at the bottom of a river or swamp. Some copies of the T-34 were more fortunate, they are in museums as exhibits, but many remained standing in the same place where they were put out of action by the enemy as a result of hostilities.

Therefore, even if military equipment without breakdowns and significant "wounds" went through all hostilities, it cannot serve forever. Modernization is taking place in the field of mechanical engineering, old military equipment is becoming obsolete. It is being replaced by newer models with more advanced features. Therefore, outdated military equipment that has served its purpose "dies" and goes to rest, forming huge cemeteries of metal bodies, washed by rain, like tears.

The abandoned equipment of Russia is not only the military equipment of the times of the Great Patriotic War left on the battlefield or warehouses of obsolete, outdated mechanisms, which were replaced by other, more modern machines. Most often, the abandoned ones are:

However, you can also meet new cars that, for some reason, have ceased to be used.
As a rule, residents of the yard complain that an abandoned car occupies a parking space on a permanent basis. Much less often we are talking about the fact that the car is a danger to residents or simply spoils the view.

How to pick up an abandoned car?
Especially enterprising residents have a desire to take the car for themselves, and do it for free. However, the current legislation does not provide such an opportunity.
Thus, the only option left is appeal to the executive authorities to evacuate the vehicle.
At the same time, the biggest difficulty lies in the fact that there is no single normative document, regulating the procedure for working with abandoned cars in the country. Each subject of the federation must establish its own rules and work in accordance with them. That is, first of all, you need to find a document for your region.
For example, if the car is located on the territory of the Tula region, then you need to find the appropriate decree of the Government of the Tula region.
Finding a regional regulatory document can cause serious difficulties. Therefore, if you were unable to find it yourself, then for a start it makes sense to write an appeal to the local administration to find out if the document you are looking for exists in the region. The message text might look like this:

The procedure for evacuating an abandoned car

In the city of Moscow, the issue of evacuation of abandoned vehicles is regulated by Decree of the Government of Moscow No. 569-PP dated September 23, 2014 "On the procedure for identifying, moving, temporarily storing and disposing of abandoned, including dismantled, vehicles in the city of Moscow":

1.2. Present Order establishes the rules for organizing the identification, movement, temporary storage and disposal of abandoned, including dismantled, vehicles in the city of Moscow (hereinafter - BRTS).
Please note that the abbreviation is used in the text of the document BRTS, which means an abandoned car.
1.4. The administration of the district of the city of Moscow organizes work on the commission survey of the BRTS, the establishment of the owner vehicle and informing him about the drawing up of an inspection report, and also, in accordance with the established procedure, takes measures to turn an ownerless vehicle into the property of the city of Moscow.
2.1. Identification of BRTS is carried out on the basis of information about BRTS with an indication of their location, contained in the following documents received by the district council of the city of Moscow:
- appeals of public authorities;
- appeals of local governments of intracity municipalities in the city of Moscow;
- appeals of individuals or legal entities.
Clause 1.4 states that the appeal must be submitted to the council of the corresponding district of the city of Moscow.

What to do if the car is recognized as abandoned?
Consider how not to lose a car that the district government recognized as abandoned. In this case, it is of fundamental importance when you learned that the car was taken over by the government:
1. If you found a notice on the car body or received ordered letter, then avoiding the evacuation of the car is quite simple. And there are several options:
a) Make sure that the car does not resemble an abandoned one. For example, pump up the wheels, wash the body, remove dirt next to the car and under it. If the car is damaged, then repair the damage. After that, the car can be left in the same place.
b) Move the vehicle to another location for storage. The text of the regulatory document says that you need to move the machine to a "storage location". However, if the car simply moves to another yard, then no one will specifically look for it.
Any of the above steps must be taken within 14 days from the date the notice was posted on the vehicle.
2. If you have received a registered letter stating that the car is recognized by the BRTS and is in the impound lot, you should pick it up from this parking lot as soon as possible. You must have with you:
- Title or certificate of registration.
- Passport or other identity document.
