Where can't you park your car?

Paragraph 12.4 of the SDA is completely devoted to this problem. The most basic rule is that you don’t need to park, and indeed stop, where it will create obstacles for other drivers of pedestrians, trams and trolleybuses.

We list the main places:

  • tram tracks, railway crossings, flyovers, tunnels, bridges - in a word, all those engineering structures where there is active traffic, or car routes intersect with routes of other modes of transport;
  • at those sections of the road where the distance from the edge of the sidewalk (shoulder) to the dividing line is less than three meters;
  • on and before crossings, intersections;
  • at intervals of the route with limited (less than 100 m) visibility, in front of or behind dangerous turns;
  • in the stop area for minibuses, trams, etc.

Please note that all of the above is true for both stopping and parking.

You also need to pay attention to various road signs: (for example, on even / odd days). You can not park your car in places reserved for the disabled or marked with special signs.

About street parking

There are special rules that we previously considered.

Recall them again:

  • the distance from the parked car to the wall of the building is at least ten meters;

Irregular parking fines

To delve into this topic, you need to open the Code of Administrative Offenses, there we will find all the information we are interested in:

  • parking at a railway crossing - 1000 rubles or confiscation of a VU for 3-6 months. (12.10);
  • failure to comply with the requirements of signs or markings - 1,500 (3,000 rubles for Moscow and St. Petersburg), sending to a penalty area is also provided (12.16 hours 4-5);
  • occupied a parking space for vehicles belonging to people with disabilities - 3,000-5,000 (12.19 p.2);

Further, in the sections of Article 12.19 of the Code of Administrative Offenses, parking and stopping violations are considered - at crossings, intersections, places of arrival route transport. Please note that for capital cities, the fine is 3,000, and for regions - 1,000-1,500.

If you not only parked against the rules, but also created problems for other participants in the DD, then you won’t get off with one fine - evacuation is provided for by law with all the ensuing consequences: a penalty area, plus a fine.

The law that each tenant of a high-rise building will be allocated his own place for a car has not yet been adopted. Talks about this are being conducted at the highest levels of government, but so far a bill suitable for signing has not been developed. Current sanitary standards

  • fire inspection;
  • district engineering service;
  • sanitary inspection;
  • ecological service.

In 2017, developers must comply with sanitary standards when designing residential areas. If you are just thinking about buying an apartment, consider only offers with large parking spaces and underground parking. In some regions, the authorities have recommended that large construction companies equip extensive underground parking. What does the SDA say about parking on the territory near a residential building

Every driver vehicle must obey traffic rules - this is the main law for motorists, which must be observed not only while driving, but also in parking lots for cars near an apartment building. This law provides for the following rules and penalties:

  1. Stopping a car with a running engine for more than 5 minutes, near a residential building. Only parking is allowed for disembarking or embarking passengers, as well as for manipulating cargo. Why are the rules in place?

What do MPs want to introduce

The new law was developed by the party of Sergei Mironov - "Fair Russia". So far, the project cannot yet be called finalized, since the mechanisms of its action for houses that were built earlier and did not have a vast area around are not clear. That is why new law is under development.

The deputies' proposal is as follows:

  1. The distribution of parking spaces should be related to the area of ​​the apartment. If you have a standard one-room apartment - 33 square meters, then one place will be allocated on the adjacent territory. If the area of ​​​​the apartment exceeds 50 meters, then families will have two places in the parking lot.
  2. When designing, it is necessary to provide for 40 places for guests if a thousand people live in a high-rise building. If the number of residents is supposed to be equal to two thousand, then there should be 80 guest places.

This law is not perfect, since in Russia large families with several cars can live in small housing. According to the new rules, they will be forced to leave "extra" cars in other territories. While some of the places assigned to residents of spacious apartments may be empty. This situation is fraught with conflicts between residents of high-rise buildings. At the same time, it is easy to find a peaceful solution if you learn to negotiate with your neighbors.

Additionally, the deputies proposed a law according to which local paid parking new rules will apply to residents of nearby houses.   • If the car has not moved for less than 5 minutes. It does not matter what the driver and passengers were doing at that time.

Where can the vehicle be parked?

On the right side of the road

Consider clause 12.1 of the SDA:

12.1. Stopping and parking of vehicles is allowed on right side roads on the side of the road, and in its absence - on the carriageway at its edge and in the cases established by paragraph 12.2 of the Rules - on the sidewalk.

1. If there is a roadside to the right of the roadway, then cars are only allowed to park on the sidelines. If the roadside is occupied by other cars or something else, then it is not allowed to park cars on the roadway.

2. Park cars on the road possible only if there is no curb. In this case, the car must stand at the edge of the carriageway, that is, at the curb.

On the left side of the road

Consider the second part of clause 12.1:

  • stop for less than 5 minutes (without loading);
  • stop to pick up or drop off passengers.

However, a truck driver may park on the right side of a one-way road.

How to park a vehicle?

Parallel to the edge of the road

Answer to the question how to park a vehicle is given in paragraph 12.2:

12.2. It is allowed to park the vehicle in one row parallel to the edge of the carriageway. Two-wheeled vehicles without a side trailer may be parked in two rows.

Thus, vehicles should stand parallel to the edge of the carriageway and at the same time as close as possible to this very edge.

If the driver does not know how to perform and tries to park in front at a short distance, then with a high degree of probability he will put the car at an angle. Such parking is a violation of traffic rules, and a fine is provided for it, which will be discussed below.

Separately, it is worth considering the rules for parking two-wheeled vehicles (motorcycles, mopeds,). They are allowed to be placed in 2 rows, i.e. one of the motorcycles may not stand at the edge of the roadway.

At an angle to the edge of the road

A separate paragraph of paragraph 12.2 regulates the setting of vehicles at an angle:

The last paragraph of paragraph 12.2 is devoted to stopping and parking vehicles on sidewalks:

Parking at the edge of the sidewalk bordering carriageway, is allowed only for cars, motorcycles, mopeds and bicycles in places marked with sign 6.4 with one of the plates 8.4.7, 8.6.2, 8.6.3, 8.6.6 - 8.6.9.

It is forbidden to park any cargo on the sidewalk. cars, and not only category C, but also B. At the same time, all trucks must stop only parallel to the edge of the carriageway, and if there is one of the signs 8.6.2 - 8.6.9 on the road, they cannot stop at all.

It is also a violation of the rules to stop a car or motorcycle on the sidewalk in the absence of a corresponding sign.

Article 27.13. Detention of the vehicle, prohibition of its operation and use

1. In addition, there is the concept of a forced stop. Unlike parking, it is unintentional, caused by a good reason and does not depend on the desires of the driver. It is impossible to impose a ban on such a stop or determine a place for it. Accordingly, the parking rules do not apply to a forced stop. However, in such a situation, the driver must mark his vehicle alarm to prevent collision with other vehicles. Parking methods

The first paragraph of clause 12.1. SDA describes the classic way of parking. It can be used by drivers of any vehicle in any place where signs, markings or clauses 12.4. and 12.5. Sign "Parking" with a sign 8.6.1. implies a generally accepted method of parking a vehicle. Accordingly, such parking is intended for any vehicle. Plates 8.6.4. and 8.6.5. only apply to cars and motorcycles. Drivers of other vehicles must not park in any other way than the one indicated on the plate. It means that buses, trucks, tractors are not allowed to park in this place.

So, the "pocket", marked with a sign "Parking" with signs 8.6.4. and 8.6.5., is used only for parking cars and motorcycles. Clause 12.2. The rules regulate another atypical way of parking a car, namely with a drive on the sidewalk. However, several conditions must be met simultaneously in order to use it.

Prohibited parking and stopping places
