Every year, spring restrictions for heavy trucks are introduced on the roads of Russia due to a decrease in the bearing capacity of structural road elements. 2017 will be no exception. A number of regions have already made public the timing of the spring restrictions for trucks and the permissible axle loads. Orders for a number of subjects are at the stage of approval. The editors of DorInfo, according to the established tradition, collected data on when the movement freight transport on regional and (or) intermunicipal roads in different regions will limit which axle loads will be allowed. As information becomes available, the table will be updated.

In different regions of the country, the so-called " spring drying» roads are introduced at different times depending on the natural and climatic conditions of the area. Closing roads for "heavy" transport allows you to save the tracks during the period when they are most susceptible to destruction due to waterlogging of the soil. Mostly throughout Russia, restrictions fall in April and last about a month on average. Sometimes decisions are made to extend the duration of the spring restrictions due to longer-than-expected snowmelt, floods, prolonged rains, and so on.

Traditionally, spring restrictions for trucks do not apply to international shipping cargo, on Passenger Transportation, for the delivery of food, fuel, medicines, seeds, fertilizers, postal cargo, for the transportation of animals, as well as cargo for the elimination and prevention of emergencies, for vehicles emergency services, Ministry of Defense, for transportation road equipment and road materials.

As for the spring restrictions on federal roads in Russia, their fate is not yet very clear. The situation (as in previous years) at the time of preparation of the material is as follows: the draft introduction of spring and summer restrictions for heavy trucks on the federal highways of the country is posted on the official portal of draft regulatory legal acts and is at the stage of public discussions. The approximate date of entry into force of the normative act is April 2017. Recall that for several years in a row to "dry" federal highways for trucks do not overlap. According to official data, restrictions do not have time to be introduced due to the lengthy process of approval and registration of documents. Summer restrictions at temperatures from 32 ° C on federal roads were in effect last year and are likely to be introduced in 2017. What happened?

Rosavtodor proposed close federal highways for heavy trucks next spring and summer. According to the Federal road agency this will help protect the highways during adverse weather conditions. For example, in spring, during the period of waterlogging, and in summer, during the heat season.

When will the bans come into effect and for how long?

So far this is a project. Now Rosavtodor has submitted it to public hearings. In order for it to enter into force on time, the document must go through all stages of approval, be signed, registered by the Ministry of Justice and officially published before mid-March.

If approved, the project proposes to use different times for different routes restrictions. For example, on the federal roads passing through St. Petersburg and the Leningrad Region - M-11 Narva, M-18 Kola, M-20, A-121 Sortavala, as well as on the Ring Road, heavy vehicles will not be able to travel from 1 to 30 April. Highways M-10 "Russia" and "Scandinavia" (Moscow - St. Petersburg - Torfyanovka) this year are not planned to be closed for the spring period. On Siberian highways, the movement of some trucks will be prohibited during April, May and even in the first half of June.

Will there be restrictions only in the spring?

No. In the summer, bans will also be introduced. From May 20 to August 31, when the daytime air temperature exceeds the threshold of 32 degrees, the movement of heavy vehicles will be limited on the main highways in daytime(from 10 am to 10 pm).

In the spring and autumn of 2017, the passage of heavy vehicles on the main federal roads will be impossible. The initiative was put forward by employees of ROSAVTODOR. As part of this initiative, restrictions will be introduced to protect pavement in a period of time with special natural and climatic conditions. Thus, in the spring, when wet soil is not able to withstand the load of passing vehicles, the possible indicator is reduced by 50-70%. Civil servants estimate possible losses during the operation of federal highways in the spring at 1.2 trillion rubles.

This project in ROSAVTODOR classified all trucks according to the number of axles into 3 types, each of which is subject to restrictions in a specific period of time. In various regions, these measures will be introduced according to the scheme. European part Russian Federation- March 15 - the end of May (for the southern part - earlier, for the northern - later). Highways M-11, M-18, M-20, M-121 and the Ring Road, leading through St. Petersburg and the Leningrad Region, will be closed for heavy vehicles from April 1 to April 30. At the same time, the roads "Russia" and "Scandinavia" will accept trucks without any restrictions. Siberian roads will be closed for drying from April to early June. IN summer period restrictions associated with high temperatures, capable of weakening the structure of the road surface: the asphalt melts - this leads to the formation of rutting.

In the summer (from mid-May to the end of August), when the temperature rises above 32 degrees, the train on the main routes will be suspended from 10 am to 10 pm The order prepared by ROSAVTODOR is being agreed until early March. Until mid-March, it must be agreed, signed, registered by the Ministry of Justice and go to publication until March 15. Based on the practice of past years, such a bill was never adopted on time, in 2015 it was adopted only at the end of May, in 2014 - at the end of June, in 2013 - in mid-May. So for last years, due to bureaucratic delays, the budget of Rosavtodor suffered multi-billion dollar losses.
