For the transportation of an additional person in a car, a fine of 500 rubles is provided in accordance with Article 12.23 of the Code of Administrative Offenses. Also, the inspector has the right to issue additional fine for carrying a passenger without using a seat belt.

From January 2012, seat belts are mandatory for all types of vehicles.
