Transport tax when installing gas equipment. Transport tax for "gas" cars will be halved

State Duma in soon will consider the draft law "On the use of alternative types of motor fuel". According to preliminary data, with the permission of the Ministry of Finance, owners of "gas" cars will be provided with a 50% discount on transport tax. The Russian Gas Society (RGO), which compiled the document, has already received disapproval from its main competitors - oilmen.

"A specially created working group at the Russian Geographical Society has developed proposals for the introduction of a 50 percent payment of transport tax for companies and individuals using gas-powered vehicles. The proposal requires amendments to the Tax Code, which means discussions with the Ministry of Finance," the vice president told RBC daily Russian Geographical Society Oleg Zhilin.

By 2011 in Russia, according to government forecasts,
about 50,000 cars will run on gas, which
10 times less than the German authorities plan
and 20 times less than the figures given for the current year
the Japanese.

The document, according to the gasman, was developed for several years, but oil companies, which benefit from the use of traditional fuel, no longer supported it. The bill "On the use of alternative types of motor fuel" is being prepared for the first reading in the State Duma. "Before the adoption of the main law, talks about reducing the transport tax for gas-powered cars at this stage are meaningless," Zhilin said.

Nevertheless, experts are confident that it is precisely the clearly defined economic mechanisms that will be able to stimulate the transition of motorists to "gas" cars. It is noteworthy that, being an interested party, Gazprom is not actively lobbying the issue of "gas" cars, since the company's fuel consumption is already at a sufficient level. According to the representatives of the corporation, "a large-scale transfer of vehicles to natural gas fuel is possible only with full state and legal support."

One of the leading oil companies, LUKOIL, is also not opposed to stimulating the use of gas fuel. "We are actively building filling complexes that have propane-butane mixtures," the company's representatives told the publication.

According to the head of the analytical department of I2BF Venture Capital Alexey Belyakov, the installation gas equipment pays for itself in a year of intensive use, but it is not in wide demand due to the decline in consumer characteristics. “A car running on gas loses power, starts with difficulty in cold weather, the equipment is heavy and takes up most of the trunk, and the gas supply infrastructure is underdeveloped. Gas fuel, even in Central Russia, is far from being sold everywhere. Exemption from 50% of the tax is most likely a cardinal situation will not change," the expert said.

Motorists whose cars run on gas will pay the full transport tax - the government does not seem to be going to zero this fee.

"Implementation of the bill will entail a reduction in the revenue side of the budgets of the constituent entities of the Russian Federation, as well as road funds," the government concluded, RIA Novosti reports. Attempts to convert transport to gas fuel have been made for 30 years varying degrees success, reminds "RG" the executive director of the Russian Fuel Union Grigory Sergienko.

For the first time, the topic was raised back in the middle of the "zero" years, and it received full support at the highest level in 2013. Then, by order of the Government of the Russian Federation of May 13, 2013, it was instructed to develop a set of measures aimed at expanding the use of gas fuel.

"I think that the decision on this tax for cars running on gas motor fuel should be made at the regional level. Although it is unlikely that anyone will refuse additional income to the budget," the expert emphasizes.

And he adds that about 100,000 cars using this fuel out of tens of millions drive in Russia, and the abolition of the tax is unlikely to make a difference.

At the same time, the expert continues, it is worth proposing certain measures to popularize gas as a fuel for cars.

“You can think about benefits that make driving on gas profitable. For example, they can be various preferences for purchasing a car using such fuel or for those who install equipment on an originally gasoline car. Some kind of environmental payments for gasoline engines For example, to introduce, but not to introduce for gas, this method works successfully in Europe," the expert sums up.

In the meantime, there are several problems that prevent the widespread distribution of gas-powered cars. Firstly, the number of gas stations where you can pump propane or methane into your car is very small. Taking into account the fact that there are no official statistics on this matter, various sources give a figure of 250-270 gas stations throughout the country.

For the sake of fairness, it should be said that it is the gas filling stations that are meant, that is, gas stations where gas is pumped into cylinders, there are no gasoline "pistols" on them. At the same time, at many small gas stations, there has long been a tank somewhere on the side where you can pump your car into a cylinder natural gas. It is clear that there are still not enough refueling places and the tanks do not make the weather.

The second question is the price. The cost of a set of gas equipment that is installed on a car today fluctuates quite widely. If a domestic kit costs several tens of thousands of rubles, then foreign production- already about 50 thousand and more. Therefore, of course, such equipment will pay off most quickly on route vehicles, and not on personal vehicles.

In January, car manufacturers will raise prices by 3-5 percent.

And this will only be the beginning, predicts automotive expert Igor Morzharetto. The ruble fell twice against the dollar, he explained, and car prices grew by only a quarter. “Therefore, I am sure that the cost of new cars in 2016 will only grow,” the expert says. Nevertheless, our market will be updated. New models will come to Russia, but a little later than to Europe.”

  • copies of certificates of conformity certified by the manufacturer, supplier or seller on individual elements equipment (according to UNECE Regulations No. 67 or No. 110), as well as the type of gas cylinder system as a whole for the corresponding family of vehicles (according to UNECE Regulations No. 115);
  • passport of the gas cylinder of a wheeled vehicle, issued in a single form (approved by the decision of the Board of the Eurasian Economic Commission dated November 18, 2014 No. 211);
  • certificate of periodic testing of gas-balloon equipment.

The passport of the cylinder and the certificate of periodic testing are issued in a single form (approved by the decision of the Board of the Eurasian Economic Commission dated November 11, 2014 No. 207), introduced instead of the previously used forms No. 2a and No. 2b. We warn you that some unscrupulous HBO installers offer outdated equipment that does not meet current regulations security.

Installed a hitch on my car. Do you need to do a refurbishment?

It is possible to equip a vehicle with a trailer hitch (TSU) for which the manufacturer provides for the possibility of operation with a trailer. The identification plate placed on the body of the vehicle indicates the technically permissible maximum weight road trains if the vehicle can be used to tow a trailer (semi-trailer). When installing the TSU, it is required to formalize the changes made to the design. TSU is subject to mandatory certification, so when buying, ask the seller for a copy of the certificate of conformity.

Is it possible to increase the environmental class of a car (from Euro‑2 to Euro‑4) by replacing the engine or installing additional converters?

Compliance with the environmental class is determined by certification tests of each car model with a certain power unit and his systems. Compliance with environmental standards after replacing the engine, power system components or exhaust on a car is confirmed only by the results of tests conducted in a specially accredited laboratory (in Russia this is only Dmitrovsky auto-polygon US). The cost of their implementation is comparable to the price of a new car, so this is the only legal way improvements environmental class is economically disadvantageous.

The questions of reducing fuel costs are now of concern to many. Car park countries is growing rapidly. The decline in world oil prices did not cause a noticeable decline in prices at gas stations. Electric vehicles are still very expensive, and liquefied gas is the main competitor to liquid fuels. In this article, we will analyze the feasibility of such a transition, the main pros and cons of converting a car to gas.

Why convert your car to gas

For many, reducing operating costs is an element of competition and survival in difficult market conditions. Car owners who use cars for personal and family purposes are also interested in saving the family budget. For this reason, many are looking for.

In addition to saving fuel, gas-powered vehicles produce cleaner emissions, but so far the rationale for savings is the main one.

Whether it is worth installing gas equipment on a car and whether it will be really profitable from an economic point of view - this is the main question for motorists who are thinking about switching to LPG. The answer is ambiguous - on the one hand, gas is noticeably cheaper, on the other hand, the equipment itself and its installation are quite expensive. In addition, the procedure for gas equipment has become noticeably more complicated since 2016. One expertise is now required two.

In addition, among the pros and cons of HBO on a car, the need for such equipment should also be considered. On average, this procedure will have to be carried out once every two years.

Everyone will make the final decision himself, but we will tell you about the trends in this market. First of all, let's talk about the efficiency of cars with gas-balloon equipment.

Once upon a time, gas cost twice as much as gasoline. Formally, such a correlation can be found even now. A liter of liquefied propane costs about half a liter of gasoline, but ninety-fifth gasoline. Compared to the ninety-second and eightieth, the ratio is not so attractive. It is also worth considering the factor that when using gas, approximately 15% more fuel is consumed per kilometer of travel.
There is HBO, where the price ratio is much more interesting. But the network of methane gas stations is clearly not developed enough so that you can safely go wherever you want and not worry about fuel. Based on this, first of all we will talk about propane.

So, cash costs per kilometer on this fuel are about a third lower than on gasoline. And the conversation here is only about fuel costs, the price of the gas-balloon equipment itself is not taken into account here. Is it worth it to convert the car to gas under such conditions? If you travel a lot, sure.

How to determine whether it is advisable to transfer the car to gas

The first HBO kits imported to Russia were designed for outdated engines. They were cheap, any mechanic from a nearby garage could install them. This did not require high qualifications. And the control of registration of such cars was weak.

If the pros and cons of gas equipment on a car are primarily evaluated from the point of view of economic feasibility, then it has decreased.

The new level of cars demanded a new level of LPG. Currently, there are four different generations of equipment on the market, and each new one is more expensive than the previous one. Both installation and maintenance costs have increased.

Not only to install latest systems expensive equipment and highly qualified mechanics are required, and have changed. Certification at service stations is a laborious and expensive process, of course, all costs are ultimately borne by consumers of services.

In general, when you evaluate the pros and cons of gas equipment on a car, you should calculate your annual liquid fuel costs and multiply them by the number of years after which you change the car. After that, recalculate the mileage for gas, add the cost of the equipment itself to the result and compare the two figures obtained. If the difference is significant in favor of gas, the choice is obvious.

If the discrepancy is small, then it is worth remembering the time and money spent on registering equipment and its periodic verification, and based on these data, draw conclusions. According to experts, HBO makes sense with constant high mileage.

Advantages and disadvantages compared to liquid fuels

In addition to purely economic differences between these types of fuel, there are technical differences that should also be highlighted. Let's begin with octane number the mixture of propane and butane most commonly used in cars is 100-105. For a car, on the one hand, this is good - detonation is practically excluded, on the other hand, valves can burn out, although in modern machines this problem is practically non-existent.

Gas cylinders significantly reduce the useful volume of the trunk. In a car on gas it is colder than on gasoline, which is important in climatic conditions our country.

If you do not monitor the condition of gas equipment and especially cylinders, it becomes. Gasoline, in addition to its main fuel function, lubricates and cools the engine elements during use, gas does not possess these properties. On long hauls, when using some types of motors, this factor leads to a violation of the valve adjustment.

As for the benefits, the first and main one is savings. Some motorists argue that HBO is now unprofitable. This is not true: with a sufficiently intensive operation of the machine, all costs are more than paid off. There are more whole line undoubted advantages, in particular, the environmental friendliness of your car.

Which is better - gas or gasoline for a car, it is undoubtedly up to you to decide, but we will remind you of one more advantage. Liquid fuel supply system, including fuel tank, are saved completely on the machine. The standard fuel range for cars is around 500 kilometers. With gas-balloon equipment, it will increase very, very seriously. With frequent trips to areas with underdeveloped infrastructure, this can be a very significant factor.

What gas consumption in a car awaits you, we analyzed in a separate one.

What generation of HBO to install

We discussed the pros and cons of a car on gas. Let's talk a little about gas equipment. Today, the market offers HBO four different generations.

Naturally, as the generation number increases, its quality and complexity increase. The first generation is suitable for installation on carbureted engines and simple injectors. The second generation is able to work with machines that have a lambda probe. Both first generations do not exceed environmental regulations Euro-2, and this is important now.

The third generation introduced electronic fuel metering. The system is characterized by a slow response to a change in driving mode. The fourth generation is the best of what is now on our market. The gas supply is carried out for each cylinder separately through the nozzles and is controlled by electronics. There are already the fifth and sixth generations, but they impose increased requirements on gas purity and are not relevant for us yet. In addition, they can only be installed by specialists who have undergone special training and certification from manufacturers of such equipment.

Is it worth putting 4th generation HBO on a car? If you have modern car, finances allow, and you decide to put gas system, then undoubtedly.

How to convert your car to gas

To bring your decision to life, you will have to go through several stages. Everyone can have questions and difficulties.

How HBO is issued

First of all, you will have to undergo an examination, which will give a conclusion that the installation of HBO on your car is, in principle, possible. On the basis of such a document, you will receive permission to install the equipment in the traffic police, and only after that proceed directly to the installation.

Then you need a security audit, diagnostic card technical inspection and a number of papers.

Naturally, at all stages you will have to pay. The amounts depend on the equipment you have chosen, the equipment and the qualifications of the station you have chosen Maintenance. You will also need to pay for registration. constructive changes in the traffic police. How the price of registration of HBO in the MREO is calculated, we told in a separate one.

Installation of gas equipment

To convert the car to gas, you will need the equipment itself and qualified mechanics from a certified service station. Either after self installation will have to go to them for examination. The installation of gas equipment on a car is described in detail in this article.

Pros and cons of converting to gas car: Video

In April 2017, Deputy Head of the Ministry of Energy K. Molodtsov said that in Russia there are about 150,000 cars using gas motor fuel. There are prerequisites that by 2020 there will be more than 2 times more of them - about 370,000. then the features of the taxation of cars running on gas? What is the essence of the draft law on the abolition of the transport tax on such vehicles? We will answer these questions in this article.

Features of taxation of cars running on gas

LPG vehicles are subject to the transport tax on the same basis as diesel and petrol cars, which is enshrined in Article 358 of the Tax Code of the Russian Federation. The subjects of the Russian Federation themselves establish regional rates and other features of the collection and payment of tax, the funds of which are placed at the disposal of local budgets. When determining regional rates and other points of local taxation of transport, federal base rates and federal tax regulations. As a result, the regional rate largely exceeds the base rate.

Regional rates are set in accordance with the gradation of cars by engine power, the more in the engine Horse power the higher the tax. The formula for calculating the amount of tax for gas-powered cars is universal and depends on three variables: the tax rate, the number of horsepower and the number of months of vehicle ownership in relation to the calendar year. If during the entire reporting tax period, which is 1 calendar year, the object was owned by one person, then the tax amount is the product of the tax rate by the number of horsepower.

Bill to abolish vehicle tax

Today, motorists whose vehicles run on gas pay the transport tax, like everyone else. high level However, the government made a decision not in favor of car owners. The reason for this refusal was that the abolition of the tax would adversely affect revenues to local budgets, which would, of course, require additional funding from the state budget.

At the same time, the unwillingness of the authorities to make concessions to the car owner is associated with lengthy attempts to transfer mass transport to gas fuel. Back in the early 2000s, this topic surfaced; since 2013, it has acquired a scale of national importance. It was in that year that the Government of the Russian Federation instructed to develop a set of measures that would expand the use of gas fuel. The regions did not support such an initiative, since there was a deficit of the local budget. But experts believe that the funds that the local authorities are talking about are insignificant amounts that you should not hold on to, because in the Russian Federation the number of gas-powered cars does not exceed 150,000, and the total number of cars is more than tens of millions. Simultaneously with the bill, a number of measures were proposed to promote gas transport, which include:

  • Development of infrastructure for such transport (increase in the number of gas stations, etc.);
  • Entering preferences for owners gas cars or for owners who have installed gas equipment on their cars (tax exemption, introduction of other taxes similar to environmental taxes, etc.);
  • Ensuring the availability of gas equipment. Today kit domestic production it costs a couple of tens of thousands, and a foreign one does strive for 100,000 rubles.

These measures were taken for implementation and began to operate, but not at a very fast pace. So, in 2017 it was planned to build 112 filling stations, and by 2020 to double the overall figures for the country. But whether this will be implemented is not yet clear. The fact remains that the number of existing CNG filling stations is not enough. For example, in one of the largest regions of gas fuel consumers - the Stavropol Territory - there are only 13 such filling stations.
