The agency has already formulated its proposals and intends to include them in the law "On Road Safety". One of the main innovations is the introduction new category and subcategories for the right to drive a vehicle. So, in category "A" there should appear a sub-category "A1", which includes light motorcycles with an engine capacity of more than 125 cubic centimeters and a power of 11 kW. Subcategory "C1" will allow you to drive only a car weighing no more than 7.5 tons, and subcategory "C1E" will allow you to drive cars of category "C1", but with a trailer weighing no more than 750 kg, despite the fact that the total maximum weight road trains will be no more than 12 tons. Sub-category "D1" is for driving vehicles with no more than 16 seats, and "D1E" - cars of category "D1" with cargo trailer. In the last category, the trailer requirements are the same as in the previous one.
“We propose to introduce category “M” for drivers of vehicles that are not included in the category of motorcycles (that is, for mopeds), Viktor Kiryanov, head of the Department for Road Safety of the Ministry of Internal Affairs of the Russian Federation, said last week, noting that agreement with the Ministry of Education and Science regarding the introduction of a new category has actually been completed, and a new letter in the rights may appear as early as this year. That is, mopeds will fall into the "M", and the so-called scooters fall under the "A1" or "M" - depending on their technical characteristics.

As conceived by the authors of the bill, training in subcategories should become easier and cheaper. True, after the adoption of the law it will not be possible to pass an exam for the right to drive a car externally. You will have to enroll in a driving school, and after completing the training, take your driving license in an organized manner. The traffic police believe that in this way it will be possible to improve the quality of driver training and seriously reduce the practice of "selling" rights.
The amendments do not provide for the introduction of a subcategory "B", which allows you to drive all cars. But if a student decides to learn to drive a car with an automatic transmission, then he will not receive the right to drive a vehicle with a “mechanics”. That is, the “automatic” mark will appear in the rights, and in order to transfer to the mechanics, you will have to take the rights again.
In addition, foreigners from far and near abroad will have to obtain local rights to work as a driver in Russia.

"A" - motorcycles, "B" - cars, the maximum authorized mass of which does not exceed 3500 kg, and the number of seats, with the exception of the driver, is not more than eight. "C" - trucks - vehicles with a maximum mass of more than three and a half tons. "D" - buses - that is, they have more than eight seats. There are also categories "BE", "CE", "DE". The letter "E" means that the driver of the corresponding category has been trained and can drive a machine with a trailer with a maximum mass of more than 750 kg. However, he doubted that the abolition of self-training and externship would eliminate the sale of rights. “The point is not to ban such forms of preparation and passing the exam, but to make the requirements for driver training strict, since now many drivers are poorly prepared even for driving in normal mode and absolutely cannot do anything in a critical traffic situation. But this in itself will not cancel the cases when the rights are issued in bundles for an appropriate remuneration, ”the expert said.

According to the Rules of the Road, a person driving a power-driven vehicle (TC) must have a state certificate that allows such activities. It is during the delivery of the practical part that the question arises of whether a person can drive a car on the “mechanics” if a car with an “automatic” was used in the exam. Previously, the problem was solved simply: everyone passed the exam on a vehicle with a manual transmission (manual transmission) and after obtaining the right to drive, the type of transmission of the car did not limit its happy owner in any way.
Now the situation has changed: those who pass the exam can choose the equipment of the car (automatic transmission or manual transmission). This, in turn, required certain indications in the certificate of what kind of vehicle their owner can drive.
Do I need a separate license to drive a car with automatic transmission
Let's make a reservation right away that there are no separate driver's licenses, except for certificates for driving special equipment. Everyone is required to have documents established sample, and the automatic transmission itself does not change the driver's license, but there are still differences.
In 2013, the Federal Law “On Road Safety” No. 196-FZ dated December 10, 1995 was amended to bring it into line with the Vienna Convention on road traffic. They, in turn, gave rise to changes in the main document of the driver and rumors that the categories of rights to "automatic" and "mechanics" will now be different. 
Fortunately, these rumors were not confirmed: this did not affect the drivers of vehicles with automatic transmission, although the number of categories increased markedly.
However, a certificate issued to a person who took an exam in an automatic transmission car can still be distinguished.
Let's find out how "automatic" is marked in the driver's license. True, we will have to take a closer look at its appearance.
Most of the reverse side of the document is occupied by a table, in the left column of which all categories of vehicles are reflected. Against open categories appropriate marks are placed. All certificate points are numbered, but in this situation we are interested in points 12 (point 13 is missing, do not even waste time looking for it) and 14, located under the table. It is in them that one should look for indications that this driver's license is for an automatic transmission.
Here's how the marks are made: item 12 - restrictions for a particular category; paragraph 14 - general restrictions and additional information. It is here that we should look for information of interest to us.
The AT mark allows driving only with automatic transmission, the absence of marks implies the removal of any restrictions.
Thus, if such a mark is in paragraph 12, then restrictions are set for the corresponding category, if in paragraph 14, then for all permitted categories of vehicles.
Is it possible to choose a vehicle for passing the exam in the traffic police
Each driver, depending on personal preferences and capabilities, chooses “his” car; this also applies to the choice of transmission type on it. As noted earlier, on November 5, 2013, amendments to Federal Law No. 196-FZ were adopted, and a person taking a driving test can choose whether to get a driver's license for an "automatic" or "mechanical". There is such a possibility.
According to the amendments to the law No. 196-FZ, it is officially allowed to pass driver's exams using vehicles equipped with an automatic gearbox. At the same time, the certificate began to put a mark on the restrictions on the type of transmission used. 
Is it allowed to drive a car with a manual transmission for those who passed the exams for automatic transmission
We have already said above: if during the exam you drove a car with an automatic gearbox, then in paragraph 12, the corresponding category will have an AT mark. Its presence in the document means that only a car equipped with an automatic transmission is allowed to be driven, and, therefore, it is forbidden to operate a car with a mechanical one.
Usually, when passing the exam on a car with a manual transmission, no marks are made in paragraphs 12 and 14. Holders of such a license can drive cars regardless of the type of transmission. Of course, this is convenient, so everyone who knows how to drive a car on the "mechanics" prefer to take the exam in the traffic police on it.
