    The Platon toll collection system was created to ensure the procedure for collecting tolls from vehicles with a maximum permissible mass of more than 12 tons to compensate for the damage they cause to the road surface.

    The funds received are received daily by the Federal Budget of the Russian Federation and are directed to ensure the maintenance of roads, finance construction and repair work and improve road traffic. transport infrastructure.

In the fall of 2015, the Platon system began to function. In accordance with Federal Law No. 257-FZ of November 8, 2007, owners of large-tonnage vehicles must pay compensation to the state for damage to Russian federal roads. Questions began to appear often after the introduction of the Plato system - which cars fall under it, and which vehicles are exempt from the "fee per ton".

On which roads does the Plato system work?

If it's about toll highways, then the “fee for tons” does not apply to them at all, regardless of the mass and dimension of the car. These roads are the exception. If the vehicle moves along federal highways, then the fee charged in the Platon system is sent to the state budget.

The proceeds are used to restore the roadway and develop the country's transport infrastructure. But the fee is charged not from all cars, but only from some of its categories. That is why freight carriers and other business representatives have a question, which cars are covered by Plato.

Federal law clearly states that vehicles with a maximum permissible mass of more than 12 tons, in without fail must be entered in the Plato System Register. Owners of such cars must go through the registration and verification procedure, and then pay for the passage of these cars by federal highways.

The maximum allowable weight of the vehicle is understood as the weight of the equipped car together with the driver, his passengers and the transported cargo. This parameter is specified in several documents at once:

  • PTS machines;
  • OTTS (issued at the time of car certification and confirms compliance with established standards);
  • certificate of BKTS (confirms the safety of the operation of the machine and its compliance with the standards established by law).

The technical regulations provide for the assignment of such large-tonnage trucks to a special category trucks– N3. The same definition is used in the traffic police to record and compile statistical data.

What types of funds do not fall under the Plato system?

The federal law is very clear that trucks with a maximum authorized weight of 12 tons must be registered in the Platon system. The list of such vehicles is huge. It includes cars of domestic and foreign production. It doesn't matter if it's KamAZ, MAZ, Renault, Man or Daf.

The company has no influence on the correlation of cars to the system. Plato was developed for trucks that seriously affect quality pavement due to the large mass. The owners of some types of vehicles were, however, exempted from paying the fee. These are the following machines:

  • military vehicles owned by the state;
  • self-propelled vehicles with weapons on board;
  • specialized transport that allows you to move weapons;
  • military Combat vehicles and property;
  • vehicles used to move people (an exception to this category are vans that can be used to transport various goods and passengers);
  • vehicles used by specialized services (police, firefighters, employees of medical institutions providing ambulance, and some others - they all have devices on board that allow them to give signals to participants traffic with sound and light).

To a greater extent, the Plato system affected truckers and freight carriers. But if any other organization has freight transport, which has the maximum permissible mass more than 12 tons, then the owner of such a vehicle must pay a fee for movement on federal highways.

Why is the Plato system needed?

Everyone knows that in our country there are toll roads. If you are going on a trip along such a highway and your car weighs more than 12 tons, then you need to purchase or get in special points an on-board device that pays for travel on a toll road.

How and where to get "Plato"

Typically, the on-board unit is installed in trucks. It tracks the path of the car along the federal highway using GPS navigation and charges a certain amount for each kilometer traveled.

In fact, all trucks weighing over 12 tons should be equipped with these devices, but in fact only about 350,000 flatbed trucks have been issued. This is due to the fact that obtaining them is a rather laborious and lengthy process.

  • TIN, OGRN, KPP of the organization
  • legal address of the company

  • manager data (possibly a director or a manager representing the interests of the owner of the vehicle)
  • Data on the document confirming the authority of the head

Verification and registration of a new account may take 15 to 20 days. After that, you can receive the Platon on-board device, you need to pay a visit to the company's office and conclude an agreement, which requires the following documents:

  • Passport for individual;

How to install the sideboard correctly?

The Platon on-board unit operates at temperatures from -40 to +50, however, during a long stop, it is better to take the control unit with you if the temperature outside has dropped below -10 or rises above +25 degrees.

Before starting the car, remove the plug from the cigarette lighter, because when starting the engine, it may form high voltage, capable of disabling the BU. In addition, such damage is not covered under warranty.

  • Follow operator's advice

Much more often there are cases of breakdown and loss of the device on the road, if this situation happened to you - here's what you should do:

  • Immediately stop the movement by making a stop;
  • Contact the information center staff;
  • Tell him about the situation, tell him your details.

After these steps, the support employee will offer you 2 ways out of the situation:

  1. Get directions to your destination by determining your location;
  2. Get directions to the nearest company support center to troubleshoot there.

If you continue your route without reporting a breakdown, you will be issued fine from 5,000 to 10,000 rubles. When warranty breakage you are entitled to a new device.

According to Maxim Sokolov, all major retailers have already connected to the system. Earlier, the Guild of Logistics Operators said that after the launch of Platon, many carrier companies would be forced to suspend work, because they still did not understand how to work in the new conditions.

More than 400 thousand cars have registered in the Platon system.

Earlier, presidential press secretary Dmitry Peskov said that Vladimir Putin is aware of the protests of truckers, but questions about them should be asked to the Ministry of Transport. In Rostov-on-Don, Maxim Sokolov commented on the truckers' strike, said Maria Pogrebnyak. The minister said that the protests were carried out only by unorganized private carriers, and this would not happen again. The journalist noted that Sokolov and the governor of the Rostov region Vasily Golubev presented the system quickly, they left only a short time for questions and left immediately after.

“The drivers themselves do not agree with this. In the office of "Platon" I was told that on November 15 some of them were not going to go on the route. Almost everyone I spoke to in the registration queue was critical of the system. For many participants, this amount is unbearable. In addition, some of them receive money from customers after their work, sometimes they are not paid at all immediately. It turns out that by new system drivers must pay the money before they receive it,” Maria Pogrebnyak told Dozhd.
