The basis for the establishment of paid parking areas, as well as the approval of parking rules in the center of the capital, was the Decree of the Government of Moscow No. 289-PP dated May 17, 2013. The main objectives of the introduction of paid zones are:

  • improved movement efficiency road transport;
  • improving the ease of movement of pedestrians;
  • streamlining the location of parking spaces in the city, in particular in the center of Moscow.

The main purpose of paid parking is to reduce the risk of theft and damage to vehicles left unattended by drivers. In order to protect cars, paid parking areas are equipped with video surveillance equipment, mobile and stationary systems for photo and video recording of violations, and other specialized high-tech devices.

A parking space in a paid zone is an area for accommodating one vehicle, indicated by the corresponding road signs and markup. What is the cost of paid parking in Moscow?

The cost of parking zones in the center of the capital was approved by the norms of the Decree of the city authorities No. 798-PP dated December 03, 2013, and today it is the following scheme:

Parking around the clock:
  • 60 rubles per hour - if the parking is located in the TTK zone;
  • 50 rubles for the first half hour, then 150 rubles per hour - if the parking is located on the Garden Ring or on the territory of the zone from the outside of the Boulevard Ring to Garden Ring.
When placing a vehicle in a paid parking area from 06:00 to 24:00 every day and at the same time pays for parking in a one-time payment for 1 month:
  • 15,000 rubles - if the vehicle is parked inside the Garden Ring;
  • 20,000 rubles - if the vehicle is placed in a parking lot located from the outer side of the Boulevard Ring to the Garden Ring.
When placing a vehicle in a paid parking area from 6.00 to 24.00 daily, with a one-time payment for 1 year:
  • 150,000 rubles - for placing a vehicle in a parking lot in the Garden Ring zone to the borders of Moscow;
  • 200,000 rubles - for parking a car on the territory of the zone from the outer side of the Boulevard Ring to the borders of Moscow.

If the owner of the vehicle places his car in the paid parking zone at other times, the amount of the annual resident fee will be 3,000 rubles. In accordance with the rules of paid parking in Moscow, no fee is charged for a vehicle registered in a resident parking permit during the parking period from 20.00 to 8.00.

In accordance with Decree of the Government of Moscow dated December 22, 2015 No. 906-PP, starting from January 1, 2016, on weekends and official non-working holidays, paid parking zones in Moscow are free from 00.00 to 24.00 hours. In particular, this rule applies to Sundays, as well as to the days to which the weekend is transferred.

Paid parking in Moscow: resident parking permit

The presence of a parking resident permit gives the car owner the right to free parking in the zone of the municipal district of Moscow, on the territory of which the residential premises of the resident are located, from 20.00 to 8.00 during the 1st, 2nd or 3rd year at the choice of the applicant. In case of obtaining a resident permit maximum term action (3 years), the car owner can make a payment, both one-time for the entire period, and in installments for each individual year.

An application for an extension of a resident parking permit can be submitted within 2 months before the expiration of the previous contract. The procedure for issuing a resident parking permit can be completed at the Territorial Multifunctional Center. Also, today a parking permit can be obtained via the Internet on the public services portal. The term for consideration of the application is 5 working days.

In order to quickly obtain a resident parking permit for non-owners of residential premises in Moscow, copies and originals of the following documents must be submitted to the appropriate authority:

  • A document proving the identity of a resident.
  • Documents confirming the ownership of the vehicle.
  • Application in the form provided on the portal of public services or at the MFC.
  • Office space lease agreement (if the application is submitted by the tenant).
  • Consent of all owners and tenants under a social tenancy agreement (if the application is submitted by the owner of a share in the apartment).
  • Extract from the house book (if the residential building is serviced by non-state budgetary organizations).

Important! No more than two residence permits may be issued per dwelling.

The main conditions for issuing a resident parking permit are:

  1. The owner of the vehicle should not have any debts on traffic police fines.
  2. The vehicle must be owned by the person issuing the permit.
  3. The validity of a resident permit for free parking in the center of Moscow may be suspended or terminated if the car owner has more than 3 unpaid fines in a timely manner.

Payment methods for paid parking in Moscow

In accordance with established rules of paid parking in Moscow, car owners who leave their vehicle in the paid parking area after 8.00 can use two payment methods:

  1. Through a banking organization, with an exact indication of the payment details, payer data, amount and purpose of payment. IN this case it is necessary to send a copy of the receipt to the e-mail address of the authorized body for verification and confirmation of the payment.

Free parking in the center of Moscow, who is entitled to free parking spaces

The Moscow Government provides for a number of rules, according to which certain categories of citizens are entitled to free parking of a vehicle in a paid parking area in the central part of the capital, namely:

  • Employees of emergency operational services (ambulance officers, fire and police authorities, employees of the military automobile inspection, emergency services, the FSB, investigative agencies). This rule applies to cars equipped with special identification marks, inscriptions and having a certain color graphic coloring.
  • Also provided. This category of citizens can leave their vehicle in paid parking areas at specially designated markings and signs.
  • Participants of the Second World War, former underage prisoners of concentration camps, ghettos and other places of detention, which were created by the Nazis and their allies during the Second World War.

Paid parking in Moscow: the order of being in the parking lot

The driver must leave the paid parking area within 10 minutes if:

  • the time prepaid for parking through the parking meter has ended;

Paid parking rules in Moscow: a fine for unpaid parking

One of the most frustrating moments in using paid car parking in the center of Moscow is a penalty in the form of a fine for unpaid parking.
