The vehicle passport (PTS) contains detailed information about its technical specifications and owner. Without this document, the vehicle cannot be registered and approved for operation. If there is a change in the characteristics of the car, such as the color or design of the car, or a change in ownership, this information must be reflected in the TCP.
When selling or donating a car, information about the new owner is entered into the TCP after the contract is signed. The contract is drawn up in a simple written form, it does not need to be notarized. To compile it, you can use the services of a lawyer, the cost of which includes filling out the TCP. Since the passport is a title document, it is possible to add a condition to the contract for the transfer of the title at the same time as the car.
How many owners can be entered in the PTS?
You can enter no more than 6 owners in the PTS. But even if there is no more space in the passport, this does not mean that you cannot sell the car. Like any other document, the TCP can be replaced if there are sufficient grounds for this.
How to enter a new owner in the PTS?
The rules for filling out the PTS are established by Order of the Ministry of Internal Affairs No. 496. Based on this document, after the sale of the car, you must enter in TCP data new owner. Fill in the following lines according to the rules:
- name of the owner - indicate the name of the new owner;
- address - place of its registration;
- date of sale or donation of the vehicle;
- document on the right of ownership - enter the details of the contract of sale or donation.
This data is usually filled in by the new owner of the machine. Also, the document must be signed by the former and current owners. If the car is sold to an organization, then you can certify the data with a seal.
Important: the seller should make a copy of the PTA completed at the time of sale and keep it with the sales contract in case of any disputes that may arise.
The previous owner is not required to remove the car from the register with the State Traffic Inspectorate. But the new owner must submit an application to change the registration data of the car within 10 days from the date of signing the contract of sale. If he does not register the car in his name within the set period of time, but starts using it, then the former owner may receive notifications of fines issued as a result of video recording. In addition, the latter will be required to pay transport tax as long as the car belongs to him. In this case, he should apply to the traffic police with an application to terminate the registration of the car.
Advice: If you re-register the vehicle on the day of sale, then the former owner can avoid additional hassle.
The place in the TCP has run out - how to enter a new owner?
If the car has been sold several times, then it will be useful for the new owner to know what to do in a situation where the vehicle has run out of space and there is nowhere to enter the new owner during the further sale. Solving this issue is easy enough. You can replace the TCP when registering a car. New owner of the car presents to the State Traffic Inspectorate a contract of sale, a receipt for payment of the state duty for the replacement of a passport and hands over the ended TCP. In the new passport issued to him, he will be recorded as the first owner. The old owner can also apply for a replacement TCP.
Important: the inspector has no right to refuse registration due to a completed TCP, as well as to demand that the TCP be replaced by the previous owner.
Do not confuse a new passport with a duplicate that is issued to the owner of the car in case of theft or loss of the title. If during the sale the seller presents a duplicate of the passport, it would be nice for the buyer to find out in connection with what circumstances it was issued. Although the law does not prohibit the conclusion of a duplicate sale and purchase agreement, it is better for the buyer to make sure that the seller is honest and check the TCP.
For example, a car may be pledged, the owner declares loss of TCP, gets a duplicate and sells the car. The owner of the pledge may demand that the transaction be declared invalid. Although the courts in such cases most often take the side of the buyer, considering him a bona fide purchaser, a lot of time and nerves can be spent.

Do I need to enter the new owner in the TCP myself?

Those. for example, the new owner must register the change of the owner of the car in the PTS when making a purchase and sale transaction, entering his full name, address, and DCT data in the PTS.
How is the data in the PTS filled in?
21. Filling in the passport is carried out using the printer of an electronic computer (with the exception of a laser) or other printing device, or by hand legibly (in block letters).
22. The text entered in the forms of passports must be reproduced legibly, the names of legal entities, surnames, names and patronymics of citizens should not contain abbreviations, as well as addresses of legal entities and places of residence individuals. If a dedicated field is missing, generally accepted abbreviations should be used.
If there are no values of any details or if it is impossible to set them, the entry "absent" or "not set" is made in the corresponding fields. It is not allowed to enter entries, signs or symbols in passports that are not provided for by this Regulation, or leave the details of the details blank.
Erasures, additions, crossed out words and numbers, as well as inserting dashes in lines that are not provided for by these Regulations, are not allowed. The entries and signatures made in the passport shall be certified, in the cases established by this Regulation, by stamp imprints with clearly distinguishable details.
In many MREOs of the traffic police of Russia, they do not insist on this, since it is easy to print out the owner's data at the traffic police during registration - at least it will be written legibly, otherwise some citizens have such a handwriting ... The main thing is that there are signatures of the previous and future owners. And insurers, knowing this, do not insist on entering information and the owner in the TCP even before the insurance is issued.
