My name is Dmitry. 07/27/2013 at 9:15 I used the services of Dinskoye ATP OJSC, namely, the bus public transport(route number 3/5, state register sign KR 960 23RUS). Landing in which he carried out at the Lineinaya stop. When boarding, the bus driver made an announcement about the absence of the conductor and collected the fare on his own. I paid for the fare with a banknote of 50 rubles. The driver accepted this banknote as payment and handed me the change. The driver did not issue travel documents (tickets) to passengers after paying for the fare. Also, the bus did not comply with the Government Decree Russian Federation dated February 14, 2009 N 112 "On approval of the Rules for the carriage of passengers and baggage by car and urban terrestrial electric transport":
Clause 36 Inside the vehicle used for regular transportation of passengers and luggage, the following information is placed:
a) the name, address and telephone number of the carrier, the surname of the driver, and if there is a conductor, also the surname of the conductor - was absent;

"To the administration municipality Dinskoy district 01.10.2012 received a notification from individual entrepreneur Savelyeva A.V., which, on the basis of paragraph 6 of Art. 4.4. Law of the Krasnodar Territory dated July 7, 1999 No. 193- K 3 “On passenger transportation by road and urban ground electric transport in the Krasnodar Territory”, announced the early termination of the contract No. 457 dated 03.11.2011 for the right to carry out regular passenger traffic on municipal suburban routes of regular communication of the municipality of Dinskoy district, concluded between it and the administration of the municipality of Dinskoy district.
Paragraph 6 of Art. 4.4. Law of the Krasnodar Territory dated 07.07.1999 No. 193-KZ states that early termination of the contract for the right to carry out regular passenger transportation at the initiative of the carrier, including the unilateral refusal of the carrier to fulfill the contract, is carried out only after prior notice (at least one month) of the relevant specially authorized body in the field of organization transport service population. Thus, from 01.11.2012, the buses of the enterprise IP Saveliev A.V. will stop serving commuter routes that were the subject of the contract.
To ensure uninterrupted transport services to the population, the administration of the municipal formation Dinskoy district held negotiations with several operating carriers. And from 01.11.2012 to bus routes, which were served by the enterprise IP Saveliev A.V., another carrier will operate. Bus timetables and traffic schedules will remain the same.”
