I. General provisions

1. 2. This Regulation establishes the procedure for organizing work on:

Training and certification of specialists of organizations (regardless of the organizational and legal forms and forms of ownership of these organizations) in the areas of industrial, environmental, energy security, safety of hydraulic structures that design, build, operate, expand, reconstruct, technically re-equip, conserve and liquidate an object; manufacturing installation, commissioning, maintenance, and repair technical devices(machinery and equipment) used in hazardous production facility; energy facility; an object that has a negative impact on the environment; the facility where thermal electrical installations and networks, hydraulic structures are operated; (hereinafter - the object); transportation of hazardous substances; security expertise; training and retraining of managers and specialists in these areas;

Certification of employees of nuclear facilities who must obtain permits from the Federal Service for Environmental, Technological and Nuclear Supervision for the right to conduct work in the field of the use of atomic energy in accordance with Article 27 of the Federal Law "On the Use of Atomic Energy" and Decree of the Government of the Russian Federation N 240 dated 03.03 .97.

If for certain categories of specialists, regulatory legal acts establish Additional requirements to the control of safety knowledge, the requirements provided for by these regulatory legal acts also apply.

3. Training and certification of specialists in security issues is carried out in the amount corresponding to the official duties.

4. During certification on safety issues, knowledge can be tested:

A) general requirements industrial safety established by federal laws and other regulatory legal acts of the Russian Federation;

B) industrial safety requirements on special issues related to the competence of the person being certified, established in regulatory legal acts and regulatory and technical documents;

B) requirements environmental safety established by federal laws and other regulatory legal acts of the Russian Federation;

D) energy security requirements established by federal laws and other regulatory legal acts of the Russian Federation and regulatory and technical documents;

E) safety requirements for hydraulic structures established by federal laws and other regulatory legal acts of the Russian Federation and regulatory and technical documents;

E) safety requirements for the use of atomic energy, established by federal laws and other regulatory legal acts of the Russian Federation and regulatory and technical documents.

II. Security training

5. Certification of safety specialists is preceded by their training according to curricula developed taking into account standard programs approved by the Federal Service for Ecological, Technological and Nuclear Supervision.

6. Training organizations should have the necessary number of training professionals for whom work in this organization is the main one. The specialists of this organization must be certified in the manner prescribed by this Regulation in accordance with the specialization (subject taught), have appropriate professional training, have theoretical knowledge and practical experience necessary for high-quality methodological support and pre-certification training.

7. Training programs developed by these organizations must be coordinated with the Federal Service for Ecological, Technological and Nuclear Supervision or its territorial body.

8. Upon completion of training on security issues, a document is issued confirming the completion of the training course and obtaining admission to certification based on the results of knowledge control.

9. In organizations involved in training, the following is developed and documented: a quality system corresponding to the field of activity, the nature and volume of work performed and a set of measures that ensure the functioning of the quality system. To inform consumers of services in the field of pre-certification training about organizations providing high quality training, accreditation of these organizations is carried out.

III. Safety certification of specialists of organizations supervised by the Federal Service for Ecological, Technological and Nuclear Supervision

10. Certification on safety issues (with the exception of safety in the field of the use of atomic energy) is carried out for specialists of organizations:

a) carrying out activities for the construction, operation, conservation and liquidation of the facility, transportation of hazardous substances, as well as for the manufacture, installation, adjustment, repair, technical certification, reconstruction and operation of technical devices (machines and equipment) used at facilities;

b) developing design, engineering and other documentation related to the operation of the facility;

c) carrying out safety review;

d) carrying out pre-certification training and professional training on security issues;

e) carrying out construction control.

Certification (knowledge testing) on ​​safety issues in the field of the use of atomic energy is carried out for employees whose list of positions is approved by Decree of the Government of the Russian Federation N 240 dated 03.03.97.

11. Certification of specialists is carried out in the commissions of organizations in which the certified persons work (including the main organizations), as well as in the certification commissions of the Federal Service for Environmental, Technological and Nuclear Supervision (Central Certification Commission, interregional territorial certification commissions, territorial certification commissions).

12. Primary certification specialists is carried out no later than one month:

upon appointment;

when transferring to another job, if during the implementation official duties This job requires certification.

when moving from one organization to another.

13. Periodic certification of specialists is carried out at least once every five years, unless other periods are provided for by other regulatory acts.

14. An extraordinary test of knowledge of regulatory legal acts and regulatory and technical documents that establish safety requirements on issues within the competence of the head of the organization and the specialist is carried out after:

putting into effect new or revised regulatory legal acts and regulatory and technical documents;

introduction of new (previously not used) technical devices (machinery and equipment) and/or technologies at facilities (with the exception of nuclear facilities);

with a break in work for more than one year (for employees in the field of the use of atomic energy - more than six months).

An unscheduled knowledge test is also carried out by order of an official of the Federal Service for Environmental, Technological and Nuclear Supervision when insufficient knowledge of safety requirements is established by specialists certified in the attestation commissions of supervised organizations.

15. Extraordinary certification in the Central attestation commission Federal Service for Environmental Technological and Nuclear Supervision are subject to:

The head of the organization or persons who are responsible for the safe conduct of work at the facility where an accident or accident occurred with fatal;

The head of the organization that conducted vocational training (pre-certification training) of the employee (s) injured in the accident or guilty of the accident.

Information about persons subject to extraordinary certification in the Central Certification Commission of the Federal Service for Environmental, Technological and Nuclear Supervision is submitted to the Chairman of the Central Certification Commission by the head of the territorial body based on the results of an investigation into the causes of an accident or a fatal accident. The specified information shall be submitted within twenty days from the date of the accident or fatal accident.

16. Persons making decisions on certification should not take part in the conduct of training.

17. Certification on safety issues carried out in the certification commissions of organizations can be carried out simultaneously with testing the knowledge of specialists in accordance with the requirements of regulatory legal acts in the field of protecting the population and territories from emergencies, sanitary and epidemiological welfare of the population, and labor protection with the participation of relevant authorities state supervision and control.

18. Attestation commissions of supervised organizations are created by order (instruction) of the head of the organization. The certification commission of the organization includes the heads and chief specialists of the organization, heads and heads of departments, departments that carry out production and other types of internal control for compliance with safety requirements, representatives of emergency services and other highly qualified specialists. The committee is headed by one of the leaders of the organization. The need for representatives of the territorial bodies of the Federal Service for Ecological, Technological and Nuclear Supervision to participate in the work of attestation commissions of supervised organizations is decided by the territorial body, unless this participation is established by the relevant regulatory legal acts. The time and place of work of the attestation commission shall be notified to the territorial body at least five days in advance.

19. Certification of safety specialists in organizations is carried out according to a schedule approved by the head of the organization, agreed with the territorial bodies of the Federal Service for Environmental, Technological and Nuclear Supervision. Persons subject to certification must be familiar with the schedule and place of certification. In an organization, in agreement with the territorial bodies of the Federal Service for Environmental, Technological and Nuclear Supervision, an attestation commission may not be created, while certification (knowledge testing) of the organization's specialists is ensured in the territorial attestation commission of the Federal Service for Environmental, Technological and Nuclear Supervision.

20. Territorial attestation commissions of the Federal Service for Ecological, Technological and Nuclear Supervision are formed by order of the head of the territorial body of the service.

In the territorial attestation commissions, managers and members of the attestation commission of an organization (with the exception of organizations operating in the field of the use of atomic energy) undergo certification if the number of employees of an organization supervised by the Federal Service for Environmental, Technological and Nuclear Supervision is less than 1000 people.

21. Interregional territorial attestation commissions of the Federal Service for Ecological, Technological and Nuclear Supervision are formed by order of the head of the Interregional territorial body of the service for the federal district.

In the interregional territorial attestation commissions, the following are attested:

Managers, members of the certification commission of an organization (with the exception of organizations operating in the field of the use of atomic energy), if the number of employees of an organization supervised by the Federal Service for Environmental, Technological and Nuclear Supervision is from 1000 to 1999 people;

Members of the attestation commission of organizations carrying out activities in the field of the use of atomic energy;

Employees (with the exception of management personnel) of organizations engaged in activities in the field of the use of atomic energy, the list of positions of which was approved by Decree of the Government of the Russian Federation N 240 dated 03.03.97;

Specialists of expert organizations (with the exception of specialists who carry out safety reviews in the field of the use of atomic energy) performing work for organizations supervised by the Federal Environmental, Technological and Nuclear Supervision Service;

Specialists of organizations providing training and professional education on safety issues (with the exception of safety issues in the field of the use of atomic energy).

22. The Central Attestation Commission of the Federal Service for Ecological, Technological and Nuclear Supervision is formed by order of the head of the service.

In the Central Attestation Commission, the following are attested:

Managers, members of the certification commission of the organization, if the number of employees of the organization supervised by the Federal Service for Environmental, Technological and Nuclear Supervision is 2000 or more people;

Heads of the attestation commission of an organization carrying out activities in the field of the use of atomic energy;

The leading personnel of organizations carrying out activities in the field of the use of atomic energy, the list of positions of which is approved by the Decree of the Government of the Russian Federation N 240 dated 03.03.97.;

Heads of expert organizations (with the exception of specialists who carry out safety reviews in the field of the use of atomic energy) performing work for organizations supervised by the Federal Environmental, Technological and Nuclear Supervision Service;

Heads of organizations providing pre-certification training for managers and specialists of organizations supervised by the Federal Service for Ecological, Technological and Nuclear Supervision;

Heads and specialists of foreign organizations;

Managers and specialists of other organizations with less than 2000 employees by decision of the Chairman of the Central Attestation Commission.

23. The test of knowledge in the attestation commissions, provided for in paragraph 4 of these Regulations, can be carried out both by complex and separate exams. When forming exam tickets include at least five questions test tasks) for each of the areas of activity of the person being certified.

The procedure for testing knowledge, provided for in paragraph 4 of this Regulation, and formalizing the results of testing knowledge (issuing permits) are determined by regulatory legal acts that establish the procedure for issuing permits for the right to conduct work in the field of the use of atomic energy;

24. The results of knowledge checks on security issues provided for in paragraph 4 of these Regulations are documented in a protocol. Managers and specialists who have been certified by the certification commissions receive a copy of the minutes of the meeting of the certification commission and a certificate of certification. Forms of protocols and certificates of attestation are given in appendices 1 and these Regulations.

25. The activities of attestation commissions are considered competent if at least five people - members of the commission, including the chairman or deputy chairman of this commission, participated in making a decision on certification (knowledge testing).

26. Persons who have not passed the attestation (knowledge test) must pass it again within the time limits established by the attestation commission. Persons who have not passed certification may appeal the decisions of the certification commission in accordance with the legislation of the Russian Federation.

I. General provisions

1. The regulation on the organization of training and testing the knowledge of workers' organizations supervised by the Federal Service for Environmental, Technological and Nuclear Supervision (hereinafter referred to as the Regulation) was developed taking into account the social significance of ensuring the state of protection of the vital interests of the individual and society from internal threats related to ensuring industrial, environmental , energy security, safety of hydraulic structures and safety in the use of atomic energy (hereinafter referred to as safety).

2. This Regulation sets out the requirements that are taken into account when organizing and conducting training and testing knowledge on the safety of workers in the main professions of organizations (regardless of the organizational and legal forms and forms of ownership of these organizations) that carry out construction, operation, expansion, reconstruction, technical re-equipment, conservation and liquidation of a hazardous production facility; electric power facility; a facility that operates electrical, thermal installations and networks, hydraulic structures, a facility for the use of atomic energy (hereinafter referred to as the facility), manufacturing, installation, adjustment, maintenance and repair of technical devices (machinery and equipment) used at facilities, transportation of hazardous substances .

3. If additional requirements for training and control of safety knowledge are established by regulatory legal acts for certain categories of workers in the main professions, then the requirements provided for by these regulatory legal acts shall also apply.

4. Testing the knowledge of workers in the main professions in the field of safety is carried out in the scope of qualification requirements, as well as in the scope of the requirements of production instructions and / or instructions for this profession.

6. Responsible for the organization of timely and high-quality training and testing of knowledge in the whole organization is the head of the organization (employer), and in the subdivision of the organization - the head of the subdivision.

II. Vocational training for workers in basic professions

7. Training of workers in basic professions includes:

- training of newly hired workers;

- retraining (retraining) of workers;

- training of workers in the second (adjacent) professions;

- professional development of workers.

The training of newly accepted workers of the main professions is carried out in organizations (institutions) that implement programs vocational training, additional vocational education, primary vocational education, in accordance with the license for the right to conduct educational activities.

Vocational training programs for workers in the main professions are developed by organizations (institutions) that implement these programs in accordance with the qualification requirements for each category of a particular profession and due date learning. Vocational training programs provide theoretical and industrial training.

8. Vocational training programs are coordinated with the Federal Service for Ecological, Technological and Nuclear Supervision or its territorial bodies. The list of the main professions of workers, whose training programs must be coordinated with the Federal Service for Environmental, Technological and Nuclear Supervision, is approved by the Federal Service for Environmental, Technological and Nuclear Supervision.

9. Individual theoretical training of newly accepted workers of the main professions is not allowed. Theoretical and industrial training is carried out in a training group.

10. Industrial training is carried out on the educational and material base (training laboratories, workshops, sites, workshops, simulators, training grounds, etc.), the equipment of which ensures the high-quality development of the practical skills of trainees. Industrial training is conducted under the guidance of a teacher, a master of industrial training or a highly skilled worker.

11. At the end of the training, a final examination is held to check theoretical knowledge and practical skills of students. According to the results of the exam, on the basis of the protocol of the qualification commission, the trainee is assigned a qualification (profession), a rank and a certificate is issued. Persons who have completed training and successfully passed exams in the prescribed manner on the conduct of specific work at the facility, in addition to the certificate, are issued an appropriate certificate for admission to these works. The qualification commission is formed by the order of the head of the organization conducting the training. The composition of the qualification commission upon agreement includes representatives of the territorial body of the Federal Service for Environmental, Technological and Nuclear Supervision. Persons who conducted the training are not included in the qualification commission.

Specialists with higher and secondary specialized education working in working specialties, for theoretical course training is counted as a theoretical course confirmed by a diploma in the relevant specialty within the framework of the training program for newly hired workers, and for a practical course - an internship at the workplace.

12. Retraining (retraining) of workers in the main professions is organized with the aim of mastering new professions by the released workers who cannot be used in their existing professions, as well as by persons who have expressed a desire to change their profession.

13. Training of workers in second (related) professions is organized in order to obtain a new profession with an initial or higher level of qualification.

14. The training procedure provided for in the training of newly accepted workers in the main professions applies to retraining (retraining), as well as the training of workers in the second (related) professions. The development and approval of training programs for retraining (retraining), as well as training of workers in the second (related) professions, is carried out by the organizations specified in this Regulation, in accordance with the training programs for newly hired workers. The terms for mastering retraining (retraining) programs, as well as training workers for second (related) professions, can be reduced, but not more than half the training period for newly hired workers.

15. Raising the qualifications of workers is aimed at improving their professional knowledge, abilities, skills, and increasing skills in existing professions. Advanced training is carried out in educational institutions in accordance with a license for the right to conduct educational activities.

16. Vocational training of workers is carried out by specialists (teachers, masters of industrial training), for whom work in an organization providing vocational training of workers is the main one. 17. In organizations providing professional training for workers, a quality system is developed and documented, corresponding to the field of activity, the nature and volume of work performed and a set of measures that ensure the functioning of the quality system. In order to inform consumers of services in the field of vocational training of workers about organizations that provide high quality services, these organizations are accredited.

III. Safety briefing, training, admission to independent work, check of knowledge

18. Before being allowed to work independently at the facility, workers undergo safety briefing and on-the-job training.

19. By the nature and timing of the safety briefings are divided into:

- introductory;

- primary;

- repeated;

- unscheduled.

The development of programs for safety briefings, the registration of their results is carried out in the manner established in the organization supervised by the Federal Service for Environmental, Technological and Nuclear Supervision.

20. An introductory safety briefing is carried out with all newly hired workers, regardless of their work experience in this profession, temporary workers, seconded, pupils and students who arrived for training or work practice. The introductory briefing is carried out by the employee who is entrusted with these duties by order of the organization. Relevant specialists may be involved in conducting individual sections of the introductory briefing. Introductory safety briefing is carried out in a specially equipped room using modern technical means teaching and visual aids.

21. Initial safety briefing at the workplace is carried out with workers before the start of their production activities. Workers who are not associated with the maintenance, testing, adjustment and repair of equipment, the use of tools, the storage and use of raw materials and materials, do not undergo safety training at the workplace. Initial briefing at the workplace is carried out with each individual with a practical demonstration of safe working methods. Primary safety briefing is possible with a group of persons serving the same type of equipment and within a common workplace.

22. All workers after the initial safety briefing at the workplace undergo an internship at a specific workplace under the guidance of experienced workers appointed by order of the organization. The same order determines the duration of the internship (at least 2 shifts).

23. Repeated briefing on safety at the workplace is carried out at least once every six months.

24. Unscheduled safety briefing is carried out by:

- when it changes technological process, replacement or modernization of equipment affecting safety;

- in case of violation of safety requirements;

- during a break in work for more than 30 calendar days;

- by prescription officials territorial bodies of the Federal Service for Ecological, Technological and Nuclear Supervision in the performance of their official duties.

25. Initial safety briefing at the workplace, as well as repeated and unscheduled safety briefings are conducted by the immediate supervisor of the work. The safety briefing at the workplace ends with a test of knowledge by oral questioning or with the help of technical teaching aids, as well as a test of acquired skills. safe ways work. Knowledge is checked by the employee who conducted the briefing. Persons who have shown unsatisfactory knowledge pass it again within the time limits established by the employee who conducted the briefing.

26. In the organizations specified in these Regulations, they develop and approve in the manner established in these organizations, manufacturing instructions and/or instructions for specific professions. These instructions are located at the workplace and are issued against signature to workers, for whom knowledge of these instructions is mandatory. Before being allowed to work independently, after a safety briefing, workers are tested for knowledge of the instructions.

Knowledge testing is carried out in the commission of the organization or division of the organization, the composition of the commission is determined by the order of the organization. Knowledge testing procedures, registration of knowledge testing results are carried out in the manner established by the organization. A worker who has successfully passed the knowledge test is issued a certificate for the right to work independently.

Workers are periodically tested for knowledge of production instructions and / or instructions for specific professions at least once every 12 months.

Before testing knowledge, classes, lectures, seminars, consultations are organized.

Extraordinary examination of knowledge is carried out:

- when moving to another organization;

- in case of changes in production instructions and / or instructions for specific professions;

- by order of officials of the territorial bodies of the Federal Service for Ecological, Technological and Nuclear Supervision in the performance of their official duties in cases of revealing insufficient knowledge of the instructions.

In case of a break in work in the specialty for more than 12 months, after testing their knowledge, before being admitted to independent work, they undergo an internship to restore practical skills.

27. Admission to independent work is issued by order of the organization.

I. General provisions

1. 2. This Regulation establishes the procedure for organizing work on:

Training and certification of specialists of organizations (regardless of the organizational and legal forms and forms of ownership of these organizations) in the areas of industrial, environmental, energy security, safety of hydraulic structures that design, build, operate, expand, reconstruct, technically re-equip, conserve and liquidate an object; manufacturing, installation, adjustment, maintenance, and repair of technical devices (machines and equipment) used at a hazardous production facility; energy facility; an object that has a negative impact on the environment; the facility where thermal electrical installations and networks, hydraulic structures are operated; (hereinafter - the object); transportation of hazardous substances; security expertise*; training and retraining of managers and specialists in these areas;

Certification of employees of nuclear facilities who must obtain permits from the Federal Service for Environmental, Technological and Nuclear Supervision for the right to conduct work in the field of the use of atomic energy in accordance with Article 27 of the Federal Law "On the Use of Atomic Energy" and Decree of the Government of the Russian Federation N 240 dated 03.03 .97.

If regulatory legal acts establish additional requirements for the control of safety knowledge for certain categories of specialists, then the requirements provided for by these regulatory legal acts also apply.

3. Training and certification of specialists in security issues is carried out in the amount corresponding to the official duties.

4. During certification on safety issues, knowledge can be tested:

A) general industrial safety requirements established by federal laws and other regulatory legal acts of the Russian Federation;

B) industrial safety requirements on special issues related to the competence of the person being certified, established in regulatory legal acts and regulatory and technical documents;

B) environmental safety requirements established by federal laws and other regulatory legal acts of the Russian Federation;

D) energy security requirements established by federal laws and other regulatory legal acts of the Russian Federation and regulatory and technical documents;

E) safety requirements for hydraulic structures established by federal laws and other regulatory legal acts of the Russian Federation and regulatory and technical documents;

E) safety requirements for the use of atomic energy, established by federal laws and other regulatory legal acts of the Russian Federation and regulatory and technical documents.

II. Security training**

5. Certification of safety specialists is preceded by their training according to curricula developed taking into account standard programs approved by the Federal Service for Ecological, Technological and Nuclear Supervision.

6. Training organizations should have the necessary number of training professionals for whom work in this organization is the main one. The specialists of this organization must be certified in the manner prescribed by this Regulation in accordance with the specialization (subject taught), have appropriate professional training, have theoretical knowledge and practical experience necessary for high-quality methodological support and pre-certification training.

7. Training programs developed by these organizations must be coordinated with the Federal Service for Ecological, Technological and Nuclear Supervision or its territorial body.

8. Upon completion of training on security issues, a document is issued confirming the completion of the training course and obtaining admission to certification based on the results of knowledge control.

9. In organizations involved in training, the following is developed and documented: a quality system corresponding to the field of activity, the nature and volume of work performed and a set of measures that ensure the functioning of the quality system. To inform consumers of services in the field of pre-certification training about organizations that provide high quality training, accreditation of these organizations is carried out.

III. Safety certification of specialists of organizations supervised by the Federal Service for Ecological, Technological and Nuclear Supervision

10. Certification on safety issues (with the exception of safety in the field of the use of atomic energy) is carried out for specialists of organizations:

a) carrying out activities for the construction, operation, conservation and liquidation of the facility, transportation of hazardous substances, as well as for the manufacture, installation, adjustment, repair, technical certification, reconstruction and operation of technical devices (machines and equipment) used at facilities;

b) developing design, engineering and other documentation related to the operation of the facility;

c) carrying out safety review;

d) carrying out pre-certification training and professional training on security issues;

e) carrying out construction control.

Certification (knowledge testing) on ​​safety issues in the field of the use of atomic energy is carried out for employees whose list of positions is approved by Decree of the Government of the Russian Federation N 240 dated 03.03.97.

11. Certification of specialists is carried out in the commissions of organizations in which the certified ones work (including the main *** organizations), as well as in the certification commissions of the Federal Service for Environmental, Technological and Nuclear Supervision (Central Certification Commission, interregional territorial certification commissions, territorial certification commissions).

12. Primary certification of specialists is carried out no later than one month:

upon appointment;

when transferring to another job, if the performance of official duties at this job requires attestation;

when moving from one organization to another.

13. Periodic certification of specialists is carried out at least once every five years, unless other periods are provided for by other regulatory acts.

14. An extraordinary test of knowledge of regulatory legal acts and regulatory and technical documents that establish safety requirements on issues within the competence of the head of the organization and the specialist is carried out after:

putting into effect new or revised regulatory legal acts and regulatory and technical documents;

introduction of new (previously not used) technical devices (machinery and equipment) and/or technologies at facilities (with the exception of nuclear facilities);

with a break in work for more than one year (for employees in the field of the use of atomic energy - more than six months).

An unscheduled knowledge test is also carried out by order of an official of the Federal Service for Environmental, Technological and Nuclear Supervision when insufficient knowledge of safety requirements is established by specialists certified in the attestation commissions of supervised organizations.

15. Extraordinary certification in the Central Certification Commission of the Federal Service for Environmental Technological and Nuclear Supervision is subject to:

The head of the organization or persons who are responsible for the safe conduct of work at the facility where the accident or fatal accident occurred;

The head of the organization that conducted vocational training (pre-certification training) of the employee (s) injured in the accident or guilty of the accident.

Information about persons subject to extraordinary certification in the Central Certification Commission of the Federal Service for Environmental, Technological and Nuclear Supervision is submitted to the Chairman of the Central Certification Commission by the head of the territorial body based on the results of an investigation into the causes of an accident or a fatal accident. The specified information shall be submitted within twenty days from the date of the accident or fatal accident.

16. Persons making decisions on certification should not take part in the conduct of training.

17. Certification on safety issues, carried out in the certification commissions of organizations, can be carried out simultaneously with testing the knowledge of specialists in accordance with the requirements of regulatory legal acts in the field of protecting the population and territories from emergencies, sanitary and epidemiological welfare of the population, and labor protection with the participation of the relevant bodies of state supervision and control.

18. Attestation commissions of supervised organizations are created by order (instruction) of the head of the organization. The certification commission of the organization includes the heads and chief specialists of the organization, heads and heads of departments, departments that carry out production and other types of internal control over compliance with safety requirements, representatives of emergency rescue services and other highly qualified specialists. The committee is headed by one of the leaders of the organization. The need for representatives of the territorial bodies of the Federal Service for Ecological, Technological and Nuclear Supervision to participate in the work of attestation commissions of supervised organizations is decided by the territorial body, unless this participation is established by the relevant regulatory legal acts. The time and place of work of the attestation commission shall be notified to the territorial body at least five days in advance.

19. Certification of safety specialists in organizations is carried out according to a schedule approved by the head of the organization, agreed with the territorial bodies of the Federal Service for Environmental, Technological and Nuclear Supervision. Persons subject to certification must be familiar with the schedule and place of certification. In an organization, in agreement with the territorial bodies of the Federal Service for Environmental, Technological and Nuclear Supervision, an attestation commission may not be created, while certification (knowledge testing) of the organization's specialists is ensured in the territorial attestation commission of the Federal Service for Environmental, Technological and Nuclear Supervision.

20. Territorial attestation commissions of the Federal Service for Ecological, Technological and Nuclear Supervision are formed by order of the head of the territorial body of the service.

In the territorial attestation commissions, managers and members of the attestation commission of an organization (with the exception of organizations operating in the field of the use of atomic energy) undergo certification if the number of employees of an organization supervised by the Federal Service for Environmental, Technological and Nuclear Supervision is less than 1000 people.

21. Interregional territorial attestation commissions of the Federal Service for Ecological, Technological and Nuclear Supervision are formed by order of the head of the Interregional territorial body of the service for the federal district.

In the interregional territorial attestation commissions, the following are attested:

Managers, members of the certification commission of an organization (with the exception of organizations operating in the field of the use of atomic energy), if the number of employees of an organization supervised by the Federal Service for Environmental, Technological and Nuclear Supervision is from 1000 to 1999 people;

Members of the attestation commission of organizations carrying out activities in the field of the use of atomic energy;

Employees (with the exception of management personnel) of organizations engaged in activities in the field of the use of atomic energy, the list of positions of which was approved by the Decree of the Government of the Russian Federation N 240 dated 03.03.97.;

Specialists of expert organizations (with the exception of specialists who carry out safety reviews in the field of the use of atomic energy) performing work for organizations supervised by the Federal Environmental, Technological and Nuclear Supervision Service;

Specialists of organizations providing training and professional education on safety issues (with the exception of safety issues in the field of the use of atomic energy).

22. The Central Attestation Commission of the Federal Service for Ecological, Technological and Nuclear Supervision is formed by order of the head of the service.

In the Central Attestation Commission, the following are attested:

Managers, members of the certification commission of the organization, if the number of employees of the organization supervised by the Federal Service for Environmental, Technological and Nuclear Supervision is 2000 or more people;

Heads of the attestation commission of an organization carrying out activities in the field of the use of atomic energy;

The leading personnel of organizations carrying out activities in the field of the use of atomic energy, the list of positions of which is approved by the Decree of the Government of the Russian Federation N 240 dated 03.03.97.;

Heads of expert organizations (with the exception of specialists who carry out safety reviews in the field of the use of atomic energy) performing work for organizations supervised by the Federal Environmental, Technological and Nuclear Supervision Service;

Heads of organizations providing pre-certification training for managers and specialists of organizations supervised by the Federal Service for Ecological, Technological and Nuclear Supervision;

Heads and specialists of foreign organizations;

Managers and specialists of other organizations with less than 2000 employees by decision of the Chairman of the Central Attestation Commission.

23. The test of knowledge in the attestation commissions, provided for in subparagraphs A) - D) of paragraph 4 of these Regulations, can be carried out both by complex and separate exams. When forming examination tickets, they include at least five questions (test tasks) for each of the areas of activity of the person being certified.

The knowledge testing procedure provided for by subparagraph E) of paragraph 4 of these Regulations and the formalization of the results of the knowledge testing (issuance of permits) are determined by regulatory legal acts establishing the procedure for issuing permits for the right to conduct work in the field of the use of atomic energy;

24. The results of knowledge checks on security issues provided for in subparagraphs A) - E) of paragraph 4 of these Regulations are drawn up in a protocol. Managers and specialists who have been certified by the certification commissions receive a copy of the minutes of the meeting of the certification commission and a certificate of certification. Forms of protocols and certificates of attestation are given in Annexes 1 and 2 of this Regulation.

25. The activities of attestation commissions are considered competent if at least five people - members of the commission, including the chairman or deputy chairman of this commission, participated in making a decision on certification (knowledge testing).

26. Persons who have not passed the attestation (knowledge test) must pass it again within the time limits established by the attestation commission. Persons who have not passed certification may appeal the decisions of the certification commission in accordance with the legislation of the Russian Federation.

I. GENERAL PROVISIONS

1. The regulation on the organization of training and knowledge testing of workers' organizations supervised by the Federal Service for Environmental, Technological and Nuclear Supervision (hereinafter referred to as the Regulation) was developed taking into account the social significance of ensuring the state of protection of the vital interests of the individual and society from internal threats related to ensuring industrial, energy security, security of hydraulic structures (hereinafter - security).

2. This Regulation sets out the requirements taken into account when organizing and conducting training and testing knowledge on the safety of workers of the main professions of organizations (regardless of the organizational and legal forms and forms of ownership of these organizations) that carry out the construction, operation, reconstruction, technical re-equipment, conservation and liquidation of a hazardous production facility; electric power facility; a facility that operates electrical, thermal installations and networks, hydraulic structures (hereinafter referred to as the facility), manufacture, installation, adjustment, maintenance and repair of technical devices (machines and equipment) used at facilities, transportation of hazardous substances.

3. If additional requirements for training and control of safety knowledge are established by regulatory legal acts for certain categories of workers in the main professions, then the requirements provided for by these regulatory legal acts shall also apply.

4. Checking the knowledge of workers in the main professions in the field of security is carried out in the scope of the qualification requirements specified in qualification guides, and/or professional standards for the respective professions of workers.

26. In the organizations specified in paragraph of this Regulation, production instructions are developed and approved in the manner established in these organizations. Production instructions are developed on the basis of the qualification requirements specified in the qualification reference books and / or professional standards for the relevant professions of workers, as well as taking into account the specifics of the technological processes of a particular production. These instructions are located at the workplace and are issued against signature to workers, for whom knowledge of these instructions is mandatory. Before being allowed to work independently, after a safety briefing, workers are tested for knowledge of the instructions.

Knowledge testing is carried out in the commission of the organization or division of the organization, the composition of the commission is determined by the order of the organization. Knowledge testing procedures, registration of knowledge testing results are carried out in the manner established in the organization. II. Vocational training for workers in basic professions

7. Training of workers in basic professions includes:

Training of newly hired workers;

Training of workers in the second (related) professions;

Raising the qualifications of workers.

The training of newly accepted workers of the main professions is carried out in organizations (institutions) that implement programs of vocational training, additional vocational education, initial vocational education, in accordance with a license for the right to conduct educational activities.

Vocational training programs for workers in the main professions are developed by organizations (institutions) that implement these programs in accordance with the qualification requirements for each category of a particular profession and the established training period. Vocational training programs provide theoretical and industrial training.

8. Vocational training programs are coordinated with the Federal Service for Ecological, Technological and Nuclear Supervision or its territorial bodies. The list of the main professions of workers, whose training programs must be coordinated with the Federal Service for Environmental, Technological and Nuclear Supervision, is approved by the Federal Service for Environmental, Technological and Nuclear Supervision.

9. Individual theoretical training of newly accepted workers of the main professions is not allowed. Theoretical and industrial training is carried out in a training group.

10. Industrial training is carried out on the educational and material base (training laboratories, workshops, sites, workshops, simulators, training grounds, etc.), the equipment of which ensures the high-quality development of the practical skills of trainees. Industrial training is conducted under the guidance of a teacher, a master of industrial training or a highly skilled worker.

11. At the end of the training, a final exam is held to test the theoretical knowledge and practical skills of students. According to the results of the exam, on the basis of the protocol of the qualification commission, the trainee is assigned a qualification (profession), a rank and a certificate is issued. Persons who have completed training and successfully passed exams in the prescribed manner on the conduct of specific work at the facility, in addition to the certificate, are issued an appropriate certificate for admission to these works. The qualification commission is formed by the order of the head of the organization conducting the training. The composition of the qualification commission upon agreement includes representatives of the territorial body of the Federal Service for Environmental, Technological and Nuclear Supervision. Persons who conducted the training are not included in the qualification commission.

Specialists with higher and secondary specialized education working in blue-collar specialties are credited with a theoretical course confirmed by a diploma in the relevant specialty within the framework of the training program for newly hired workers, and for a practical course - internship at the workplace.

12. Retraining (retraining) of workers in the main professions is organized with the aim of mastering new professions by the released workers who cannot be used in their existing professions, as well as by persons who have expressed a desire to change their profession.

13. Training of workers in the second (related) professions is organized with the aim of obtaining a new profession with an initial or more high level qualifications.

14. The training procedure provided for in the training of newly accepted workers in the main professions applies to retraining (retraining), as well as the training of workers in the second (related) professions. The development and approval of training programs for retraining (retraining), as well as training of workers in the second (related) professions, is carried out by the organizations specified in paragraph 7 of this Regulation, in accordance with the training programs for newly hired workers. The terms for mastering retraining (retraining) programs, as well as training workers for second (related) professions, can be reduced, but not more than half the training period for newly hired workers.

15. Raising the qualifications of workers is aimed at improving their professional knowledge, abilities, skills, and increasing skills in existing professions. Advanced training is carried out in educational institutions in accordance with a license for the right to conduct educational activities.

16. Vocational training of workers is carried out by specialists (teachers, masters of industrial training), for whom work in an organization providing vocational training of workers is the main one. Teachers and masters of industrial training must have knowledge of the basics of pedagogy, have the appropriate education and practical work experience, be certified in accordance with the organization of work on the training and certification of specialists from organizations supervised by the Federal Service for Environmental, Technological and Nuclear Supervision in accordance with specialization ( subject being taught).

17. In organizations providing professional training for workers, a quality system is developed and documented, corresponding to the field of activity, the nature and volume of work performed and a set of measures that ensure the functioning of the quality system. In order to inform consumers of services in the field of vocational training of workers about organizations that provide high quality services, these organizations are accredited.

III. Safety briefing, internship, admission to independent work, knowledge test

18. Before being allowed to work independently at the facility, workers undergo safety briefing and on-the-job training.

19. By the nature and timing of the safety briefings are divided into:

Introductory;

Primary;

Repeated;

Unscheduled.

The development of programs for safety briefings, the registration of their results is carried out in the manner established in the organization supervised by the Federal Service for Environmental, Technological and Nuclear Supervision.

20. An introductory safety briefing is carried out with all newly hired workers, regardless of their length of service in this profession, temporary workers, business travelers, students and students who have arrived for training or industrial practice. The introductory briefing is carried out by the employee who is entrusted with these duties by order of the organization. Relevant specialists may be involved in conducting individual sections of the introductory briefing. Introductory safety briefing is carried out in a specially equipped room using modern technical training aids and visual aids.

21. Initial safety briefing at the workplace is carried out with workers before the start of their production activities. Workers who are not associated with the maintenance, testing, adjustment and repair of equipment, the use of tools, the storage and use of raw materials and materials, do not undergo safety training at the workplace. Initial briefing at the workplace is carried out with each individual with a practical demonstration of safe working methods. Primary safety briefing is possible with a group of persons serving the same type of equipment and within a common workplace.

22. All workers after the initial safety briefing at the workplace undergo an internship at a specific workplace under the guidance of experienced workers appointed by order of the organization. The same order determines the duration of the internship (at least 2 shifts).

23. Repeated briefing on safety at the workplace is carried out at least once every six months.

24. Unscheduled safety briefing is carried out by:

When changing the technological process, replacing or upgrading equipment that affects safety;

In case of violation of safety requirements;

When there is a break in work for more than 30 calendar days;

By order of officials of the territorial bodies of the Federal Service for Ecological, Technological and Nuclear Supervision in the performance of their official duties.
