Registration of a car in the traffic police in our country is a mandatory matter. Of course, it is impossible to drive on the roads of Russia without numbers and documents confirming the right to drive this particular car. These are the documents that are basically needed for registering a car with the traffic police. If the car is imported from another country, the traffic police will also have to carry transit numbers. Also, for registration, you will need to bring a receipt to confirm payment of the state duty.
The old owner does not need to remove the car from the register beforehand. According to the new regulation, which entered into force in 2013, a similar procedure in the traffic police is carried out automatically when the new owner applies for registration.

The procedure for registration with the traffic police
- Arrive at the registration office of the traffic police, it is better around 6-7 o'clock in the morning and take a queue for a ticket, and perhaps around the 13th day you will finish registering the car. - Prepare a package of documents: Application for registration, Passport, PTS, Vehicle registration certificate, Sale and purchase agreement, OSAGO policy. - Pay a receipt of the state duty in the amount of 850 to 3300 rubles (depending on whether you get new numbers or not, whether you change the title), make a photocopy of the title. The Ministry of Internal Affairs of Russia continues to improve the administrative regulations for the work of the traffic police No. 605, which has been in force since 2013. Under the new rules, car registration must take 1 hour instead of 3, as in previous years. After the vehicle is registered, it will be proposed to evaluate the quality of the service provided. Preparation for registration
Before making a purchase (sale) of a used or new vehicle, it is recommended to check the documents that will be submitted to the traffic police. Before registration, be sure to check:
- passport of the person presenting the documents (the passport must not be expired);
- transport tax debt (lack of such);
- debts of the former owner (there is no ban from bailiffs);
- replacement of machine units (acquisition document);
- whether the car was imported from abroad (customs declaration).
You can check debts, fines or arrest for the sale of property on the portal gibdd.ru. If the necessary checks are passed, it is worth deciding which state numbers to choose.
Choosing numbers
Today, it is allowed to register a car in any department of the traffic police. You just need to take into account:
- the code of the region (city) must correspond to the place of registration of the vehicle;
- in the information base of the Ministry of Internal Affairs, the car will be listed at the place of residence of the owner;
- receipts for payment of fines and transport tax will be sent to the address indicated in the passport.
Which numbers will be installed, the owner decides. It is allowed not to change them during re-registration. The main condition is that they must comply with current Russian standards. Before registration, the numbers are handed over to the traffic police department for safekeeping. After the successful completion of the registration procedure, they will immediately be issued to the new owner. There were complications, then the numbers are delayed for up to 180 calendar days (previously it was 30). Under the terms of the new regulation, after the disposal of the old car, its numbers can be installed on the newly acquired one.
Contract of sale
Documents are drawn up in accordance with the requirements of paragraph 1 of Article 454 of the Civil Code of the Russian Federation. But the traffic police will only accept "correctly" executed documents. It is permissible to fill out the contract to the buyer or seller in writing, it is possible not to certify at the notary. The necessary details of personal certificates must be written down without errors (corrections are not allowed). 3 copies are issued: one for the participants in the transaction, the third is handed over when the car is registered. It is not necessary to indicate information about the previous registration of the vehicle in the contract, but some regions will ask you to enter this information. The price of the car is indicated twice. The first time, as the cost of the assessment, the second, as the fact of receiving money. Registration takes 10 calendar days.
If this is not done, the seller can cancel the contract, pick up the car, and return to the buyer only the amount specified in the contract. Therefore, it is not recommended to indicate an underestimated cost of car valuation.
Registration procedure
All actions are defined, documents are ready and carefully checked. You can go to the traffic police. Saves time pre-registration. The website of the Ministry of Internal Affairs operates in all regional divisions. If at the designated time the inspector did not start accepting documents, you should report to vashkontrol.ru. The following documents are presented to the inspector along with the application:
- original and copy of the TCP;
- one copy of the contract of sale;
- original receipt for payment of state duty;
- a copy of the passport;
- a copy of the power of attorney (execution is not carried out by the owner of the car);
- cargo customs declaration (if necessary).

We remind you that it is allowed to register a car in any pre-selected division of the traffic police of Russia (regardless of registration). The application is completed, the documents are given to the inspector. The initial visual check according to the regulations is carried out in 15 minutes. Then you have to wait 20 minutes while the electronic databases are checked.
There are no comments - the car is sent to the site to check the unit numbers indicated in the vehicle passport. This procedure also takes 20 minutes. There are no discrepancies in the identification numbers, then the issuance of the Title, vehicle registration certificate and numbers is allowed. For this, all the remaining time set by the regulations (up to 1 hour) is allotted.
Documents will be processed faster if you arrive with a ready-made technical inspection report, but keep in mind that it is considered valid for only 10 calendar days. You cannot register a car with an expired sales contract.
We pay for registration
The standard cost of registration, re-registration and other services provided to car owners can be seen on the websites of the Ministry of Internal Affairs. The fee for registration with the traffic police is 2850 rubles. Of this amount, 2000 rubles. charged for the issuance of numbers, 500 rubles. for the issuance of a registration certificate, 350 rubles. for the changes made to the PTS. The fee becomes equal to 850 rubles if the numbers do not change. Do not forget that if during the repair of the car it was decided to install a new unit, for example, an engine, then its number must be entered in the registration documents. For this it is necessary to pay 350 rubles. If there is no space on the page, then they will offer to pay 800 rubles for ordering a new passport. Buying a new vehicle in a car dealership involves subsequent registration only with new numbers and also 10 calendar days in advance. Store employees will insist on this. Especially if the car is bought with credit money. For non-payment of the loan, the car dealership has the right to ask the traffic police to remove the debtor's car from the register. What other penalties are provided for the defaulter of the loan, you can only find out from the sellers. Sometimes they provide for the return of the purchase to the store.
Duplicate number
If license plates are lost or damaged, they can now be replaced with duplicates. What documents will be needed and where to apply is also determined by regulation No. 605. To obtain a duplicate, it is enough to apply with an application to an organization that has a license from the Ministry of Internal Affairs. Personal documents of the owner and registration certificate for the car (PTS) are presented. One set of two plates will be made on special equipment in a time not exceeding one hour. Its cost, for example for the Moscow region, is 2000 rubles. A spare 2nd set, according to the rules of the traffic police, is not supposed to be. No one will require to re-register a car with a duplicate license plate. 
The only condition: if it is produced instead of damaged plates, then the old numbers must be destroyed and a write-off certificate issued. Permission to receive duplicate state numbers allowed to solve the problem with the theft of license plates. Previously, the theft had to be reported to the traffic police, the registration of the car was canceled and you had to wait for the thieves to be found. Travel even a new vehicle without numbers is prohibited by traffic rules. Today, after the theft, the best option is to quickly get a duplicate and send a written message to the Ministry of Internal Affairs, where you need to indicate the date the numbers disappeared.
Changes under consideration
Traffic rules continue to be finalized. Perhaps they will change the registration procedure, they will allow you to register the car for several owners. It is proposed to ban registration of a freight vehicle by private individuals. Legislators believe that only an “individual entrepreneur” has the right to register a truck, a shuttle bus. Employees of the Ministry of Internal Affairs and the traffic police consider it necessary to eliminate the legal shortcomings of existing laws. They relate to the rules for paying transport tax and fines from video cameras by a minor owner of a car. There is another important point that will be resolved soon. It concerns the procedure for terminating registration after an insured event, when the car cannot be restored.
