Registration with the traffic police of a car is a procedure that every new owner of the vehicle must go through without fail. In order to register a car after purchase in a short time and without problems, the owner of the vehicle must know the necessary procedure and the list of papers that will need to be presented to the traffic police. "Autocode" will tell you how to correctly register a used car.

Where to register a car

There are 2 ways to register a used car:

  • at the State Road Safety Inspectorate;
  • using the Internet portal of the State Service.

Today we will take a closer look at the first option. Read about how to register a car using the State Services portal in our special material.

The rules for registering a used car require the car owner to complete a package of necessary documents before visiting the traffic police, consisting of:

  • Russian passport;
  • a document with which you can certify the ownership of the car (purchase and sale agreement (DKP), power of attorney or certificate of inheritance);
  • receipt confirming the payment of state duty in the amount of 1500 RUB. (for more information about the state duty, see the special material);
  • OSAGO policy (you must first enter information about the owner of the car in it);
  • applications for registering a vehicle with the personal signature of the owner of the vehicle (how to fill out an application for registering a car with the traffic police, read in a separate article).

Be very careful when filling out the application form - a document with corrections and additions will not be accepted. An application filled in in pencil is also considered invalid.

If a used car was purchased abroad, then you will additionally need to provide transit numbers.

Registration of a used car: procedure

When all the necessary papers are collected, we head to the nearest traffic police department. The exact address can be obtained on the Internet - on the official portal of the State traffic inspectorate.

Beforehand, we are not too lazy to wash the car - otherwise there is a risk that the traffic police will not allow the car to inspect the technical condition.

It is important to know that the buyer has the right to register the car directly at the place of purchase, regardless of his place of residence. For example, if the buyer lives in St. Petersburg, and a suitable used car was found in Samara, it can also be registered there, but the vehicle will be assigned to your address in the Northern capital.

The procedure for registering a car itself consists of several stages.

1. Submission of documents

If all the papers are in order, no difficulties should arise here. The traffic police officer will review the documents and direct you to inspect the technical condition.

2. Machine inspection

The procedure is carried out on a specially designated site. In this case, the compliance of the number of the power unit and the chassis number with the data indicated in the vehicle passport is carried out. If the numbers do not correspond to the data from the PTS or for some reason the reconciliation cannot be carried out (the numbers are illegible, erased, etc.), a forensic examination is assigned.

Also, the reason that a used car will not pass inspection at the traffic police may be the presence of significant changes in the design of the car (excessive tuning), tinted windows or lighting fixtures.

The rules for registering a car provide that the owner cannot make changes to the design of the car that can significantly affect its technical characteristics. Including:

  • change the number and location of seats, as well as fuel tanks;
  • re-equip the chassis;
  • install power units whose power and weight differ from the parameters provided by the manufacturer;
  • make adjustments to the dimensions and weight of the car;
  • install larger fuel tanks;
  • make changes to lighting equipment;
  • install rims of larger or smaller diameter, etc.

If the previous owner made such changes to the design of the car without the appropriate agreement with the traffic police, the car will not be registered. That is why it is important to check the technical condition of the car in a trusted service before buying.

If the state traffic inspector did not reveal violations, we proceed to the final stage of registration.

3. Obtaining a certificate of state. registration

To do this, we apply with an act of inspection of the technical condition to the appropriate window of the territorial department of the traffic police and after 10-15 minutes we become happy owners:

  • certificates of state vehicle registration;
  • state numbers.

Do not be lazy and check the papers issued to you for errors or typos (it happens).

What is the danger of driving a car that is not registered with the traffic police

From the moment of the conclusion of the DCT, the law allocates 10 days for the registration of the vehicle to the newly baked owner. Failure to comply with this rule threatens to cause a number of troubles. Article 12.2 of the Code of Administrative Offenses of the Russian Federation for the operation of a car that does not have state registration plates provides for a fine in the amount of 500 to 800 rubles. Repeated violation of the law will result in a more severe punishment - the negligent owner of the car will have to pay 5 thousand rubles. or lose the right to drive the vehicle for a period of 1-3 months.

Please note that you will not be able to register a car that has been scrapped, arrested or wanted. To avoid problems even at the stage of making a transaction for buying a used car, we recommend

The procedure for registering a car with the state traffic inspectorate is mandatory for all car owners, as it provides the right to participate in road traffic. By not registering the car after purchase, the owner does not lose ownership, as it is guaranteed. However, it is illegal to drive an unregistered car on the territory of the Russian Federation.

In this article, we will talk about the consequences that await the car owner if you do not register the car, and also consider the procedure for going through this procedure.

Is it possible to not register a car?

Information! Attention! By law, the vehicle must be registered with the state traffic inspectorate within ten days after purchase, otherwise the driver pays a fine of 1,500-2,000 rubles. Repeated ignoring of the terms of registration threatens the car owner with a long deprivation of rights.

The irresponsible behavior of the owner of the car, who did not register it, threatens the seller with serious problems. So, for example, if traffic rules were violated on a car not registered in the traffic police, it is the seller who will have to pay the fine and be responsible for the car. By the way, in such cases, the owner has the right to apply to the state traffic inspectorate with a claim and a complaint about the unlawful accrual of penalties, since the car was sold - after that, the new owner of the car will have to register the vehicle forcibly and pay fines on his own.

If, within the period established by law, the car was not registered with the traffic police, the old owner may apply to law enforcement agencies with a request to terminate the sales contract.

Cases when you can not register a car

There are legal options for avoiding registering a vehicle with the traffic police, but they all take time and create a lot of problems for car owners.

One of the popular options is to quickly sell a car without, or rather resale. If within 10 days after the purchase the owner resells the car, the registration procedure automatically falls on the shoulders of the new driver.

Another option is to get transit numbers. If the owner wishes to keep the license plates of the car, he can get transit numbers for the sale of the vehicle, they are issued for 20 days, after the expiration of the period it can be extended. This method is quite real, but it requires strict adherence to the deadlines, otherwise a fine is imposed on the owner.

And finally, another way to avoid registration is to rewrite the sales contract. This option is the most troublesome and meaningless, since the contract will have to be rewritten every 10 days! This method is used among good friends or relatives.

Information! Attention! Before applying any of the presented methods in order not to register the car, we recommend that you evaluate the possible risks. In the vast majority of cases, it is much easier to register a car with the traffic police once and not worry about possible problems.

Negative consequences

The operation of a new car that has not passed the state registration procedure within 10 days from the date of purchase is a violation of two articles of the administrative Code of Administrative Offenses of the Russian Federation at once. The amount of the fine for the mere absence of a registration certificate ranges from 1,500 to 2,000 rubles, and for driving a car that is not registered, an additional fine of 500 to 800 rubles is due.

The fine for repeated violation of the terms of registration is 5,000 rubles or deprivation of rights for one to three months.

If you buy a used car and do not re-register it within 10 days, you will also be fined 1500-2000 rubles for non-compliance with the registration rules. On the eleventh day from the date of signing the sale and purchase agreement, the former owner has the right, if you have not reissued it, in which case you risk getting a fine for driving an unregistered vehicle.

State duty for registering a car in the traffic police

Service provision period

Your vehicle must be registered within an hour.

In what cases can a vehicle registration be refused?

  • if the information in the documents is not true;
  • if the design of the vehicle (as well as changes made to it) do not meet the requirements established by law;
  • if there is information about the location of the vehicle, numbered units on the wanted list or the submitted documents among the lost or stolen.

Can I register a car through the MFC?

Through the MFC, go through the procedure for registering a car it is forbidden, since a prerequisite is its inspection by a traffic police officer. However, you can contact the MFC to simplify the process. An employee of the center will advise, help you make an appointment with the traffic police and fill out the application correctly.

In order to remove the car from the register, it is not necessary to present the car itself to the traffic police. There is no need to drive it to the site for inspection, nor to call an employee to inspect the machine off the go to where it is.

For example, to dispose of a car, you just need to come to the MREO, bring there the documents for the car and the license plates removed from it. Everything will be done quickly and the owner will not have any difficulties. The car will be promptly deregistered, all that remains is to deliver it directly to the place of disposal.

Is it possible to re-register without a car if it is not running?

Indeed, if for a good reason it is not possible to drive the car to the observation deck, the MREO employee (in theory) can leave at the place of its actual location. Unfortunately, experts say that failures in this service occur in a large number of requests. Therefore, there is a considerable probability that the owner’s request will not be answered with consent and the inspection procedure will not be carried out.

However, it is possible to make an attempt to make this request. It is necessary to have marks on the paid utilization fee, passed technical inspection, insurance policy of OSAGO. Otherwise, the car will not be able to be re-registered.

Not all motorists have to pay the recycling fee. Pay attention to the date of issue of the vehicle passport. Because Since the law, according to the well-known rule, does not have retroactive effect, then the owners of cars for which the title was issued before 09/01/2012 (when the law on paying this fee came into force) are exempted from paying the salvage fee.

Also, there are no obligations to pay the recycling fee for immigrants (refugees or compatriots who came to the Russian Federation from abroad and brought their cars), diplomats and owners of vintage car collections who have preserved or restored the original equipment of an old car.

You should carefully consider the presence of a mark on the payment of a disposal fee in the TCP. If the former owner did not produce it or was a beneficiary, then the obligation to pay the fee falls on the shoulders of the new owner of the car.

How to put a purchased, but faulty vehicle for registration?

It is necessary to give the car clean in advance, put the license plate in order (they must be freely readable from a distance of 20 meters, not be dirty, wrinkled, damaged). It is necessary to wipe the nodes that the employee will inspect. Everything should be clean, letters and numbers should be easy to read and without problems.

How much does the whole procedure cost?

There is no special fee for an on-site inspection. As already mentioned, the TCP should have a mark on the payment of the recycling fee. The exact amount depends on the car. For example, the amount for a new foreign car will be 2,000 rubles, for a car older than 3 years - 3,000 rubles. In addition, a technical inspection must be carried out. The state duty for its implementation is no longer charged, only the service itself is paid in accordance with the prices of the technical center.

In general, re-registration of a car on the basis of such an act is a common procedure, and its cost is also known:

  • if the car is registered without changing the numbers - 850 rubles;
  • if they put new license plates - 2000 rubles.

Plus issuance of STS - 500 rubles, entering new data into the TCP - 350 rubles. Thus, the cost will be 2850 rubles or 1700 rubles.

You will find more information about the state duty for registering a car, as well as how to pay it.

What is the validity period of the inspection certificate?

When such an act is received, it should be borne in mind: it is valid for 20 days after its issuance. Therefore, you need not to waste time in vain, but to have time to re-register the car during this time.

How to register?

The procedure is classic. You need to go to the traffic police, write an application for re-registration of the car, provide documents for it, receipts for payment of state duties and your own passport. Instead of providing the car itself, in this case, an act of a single technical inspection of the vehicle is presented. According to the observations of motorists, in different regions of the country, the attitude towards the issuance of such an act is different.

Somewhere, if the car is not running, they will not even discuss the possibility of an on-site inspection and the issuance of an act on it with the owner. Or, at least, they will require you to bring a car to the observation deck. In other regions, on the contrary, they will come, inspect and issue an act freely.

One way or another, it is best to contact the MREO traffic police in advance and find out from the employees the possibility of conducting such an inspection. There, the owner will be explained in detail all aspects of this procedure.

Summing up, it can be noted that the owner has a theoretical opportunity not to drive the car to the observation deck in the traffic police. Nothing prevents you from trying to invite an employee to the actual location of the machine (unless, of course, there are really significant reasons for this). In case of consent, the difficulties with re-registration of the car will be overcome, and even the car will not be registered in accordance with the law.

If the owner is refused, then you will need to find a way to deliver the car to the observation deck in accordance with the requirements of the traffic police.
