Somehow, all this is imperceptible against the general background of more “interesting” and “important” news given by the press in Russia and around the world, many media outlets broadcast about them to us every day and hourly. For many motorists and entrepreneurs, the X hour is approaching. So, according to the new Technical Regulations on the safety of wheeled vehicles in the Russian Federation and orders of the Ministry of Internal Affairs of Russia No. 1072, the Ministry of Industry and Trade of Russia No. 3557, the Federal Customs Service of Russia No. automakers to install the ERA-GLONASS system (device for calling emergency in-vehicle services) on cars. As a result, it turns out that starting from the new year, all cars manufactured in our country, and at the same time imported into Russia, must be equipped with such devices.

Thus, starting from the new year 2017, if the car is not equipped with an ERA-GLONASS device, then the Customs authorities or the traffic police will not issue vehicle passports (PTS) for vehicles. Accordingly, this will mean that in the absence of a PTS, owners or importers will not be able to register cars with the traffic police, which means they will not be able to get license plates for a car.


This mandatory requirement is also contained in the order of the Ministry of Internal Affairs of the Russian Federation (order No. 496 dated July 23, 2005, as amended on November 11, 2015), which approves the regulation on vehicle passports and vehicle chassis passports (PTS), which are issued on the territory Russian Federation. This is also indicated in the joint orders of the Ministry of Internal Affairs of the Russian Federation with the Ministry of Industry and Trade of the Russian Federation and the Federal Customs Service of the Russian Federation dated November 11, 2015, No. 1072/3557/2293).

Here is the text of clause 19.1 of the Regulations on Vehicle Passports and Vehicle Chassis Passports (PTS), which must be followed after the entry into force of the law on the territory of Russia from January 1, 2017:

  • 19.1. In case of issuance of a vehicle passport or a duplicate of the passport for a vehicle or chassis equipped with an in-vehicle emergency call device, information about the identification number of the in-vehicle emergency call device shall be entered in the "Special Marks" section.

The most wrong and worst thing here is that, according to the requirements of the New Legislation, from January 1, 2017, entering information about the identification number of the In-Vehicle Emergency Call System/Device in the "Special Marks" section is a requirement is mandatory for all newly put into circulation vehicles in accordance with the requirements of the Technical Regulations, where it comes to the safety of wheeled vehicles.

The obligatory requirement for the identification number of the ERA-GLONASS device, which must be entered into the special marks of the TCP by the Customs authorities of the Russian Federation or the traffic police, puts virtually all cars manufactured in the country and also imported into the territory of the Russian Federation, but currently do not have this emergency call device (ERA-GLONASS), as if outside the law, since for such vehicles from the new 2017, their owners will not be able to get a title.


At first glance, this innovation affects only new vehicles produced in Russia or imported from abroad through the customs authorities of the Russian Federation. But in fact, such a requirement to install the ERA-GLONASS system on a car applies not only to new cars, but also to all used cars that, after January 1, 2017, will be imported into the Russian Federation and go through the customs clearance procedure.

Is it possible to independently equip a car with the ERA-GLONASS system in order to receive a TCP?


Theoretically, any owner of the car can do this. But in practice, i.e. in fact, it would not be economically viable. Judge for yourself. The average cost of in-vehicle emergency call devices available for sale for individuals is about 20 thousand rubles. But installing the block itself will not be enough to bring your car into Russia and get a TCP.

Let's remind our readers. A few years ago, in order to clear a vehicle and obtain a TCP, it was necessary to obtain a safety certificate for the design of the vehicle (SBKTS).

Such a certificate is a confirmation that the car imported into the territory of the Russian Federation is in good order, it has no violations and it is allowed for operation in road traffic both on the territory of the Russian Federation and the Customs Union.

To our deep regret, starting from the New Year 2017, it will be simply impossible to obtain such a vehicle design safety certificate (SBKTS) for a car that does not have an emergency call device (ERA GLONASS). Accordingly, from here we conclude that without obtaining a certificate of safety of the vehicle, the issuance of a TCP is not provided.

How, then, to obtain a certificate of SBKTS, if you independently equip the car with an ERA-GLONASS device?

In order to obtain an SBCTS for a vehicle, the owner of which independently installed ERA-GLONASS on it, it is necessary to conduct at least two crash tests in a specialized organization. It is noteworthy here that in these crash tests, these specialists must smash at least two cars to smithereens, and all this in order to specifically find out the performance of the in-vehicle emergency call device unit installed by you in case of an accident.

After such tests (we note, successful tests), you will be issued a certificate, on the basis of which the PTS will put a mark on the identification number of the in-vehicle emergency call device. But this is all in theory. In practice, for such a test, you will need at least 30 million rubles. Thus, we can conclude that only large importers of foreign cars in Russia can afford to spend such amounts.

What information about the ERA-GLONAS system is entered in the PTS in the "Special Marks" section?


In accordance with the law, from January 1, 2017, when issuing a PTS for cars put into circulation on the territory of the Russian Federation, the number of the emergency call device (ERA-GLONASS) is put in the special marks column.

In conclusion, dear readers, I would like to note the following. After the introduction of a mandatory requirement for the presence in all newly imported or manufactured cars with the ERA-GLONASS system, the import of foreign cars imported from abroad, which has already fallen in recent years, will significantly decrease in the country. It is quite possible that due to an idea not thought out to the end, our car market will again lose many car models.

We do not want to hide the fact that several well-known foreign car brands have already announced that since 2017 they have been withdrawing some car models from the market, since, for their part, they consider it inexpedient and economically unprofitable to install this ERA-GLONASS system on their car brands.

Naturally, they can be understood, because the costs of certification of such emergency call devices installed on cars may not be comparable with their small profits received from the sale of rare or not in great demand car models in Russia.


Many global automotive companies refused to contact this ERA-GLONASS system at all; they actually completely stopped importing many models of cars sold in Russia.

Unfortunately, there is nothing good in this and there will not be, because over the past 3 years it has become very narrowed and not interesting for many global automotive companies. Yes, we all understand perfectly well that the less competition there is in the car market, the better it will be for the same AvtoVAZ.

We admit to ourselves honestly that without competition in the automotive market, not a single company in the world would have achieved the success it needs. Therefore, we believe that in the interests of our authorities it would be desirable to do the opposite, take and support all automakers in our country and postpone, as far as possible, all those mandatory requirements related to the installation of the ERA-GLONASS system on cars that they recently adopted. After all, this will directly affect the entire pricing of selling factory prices for cars that are not only imported from abroad, but also produced on the territory of the Russian Federation.

At the level of legislation, this obligation is spelled out in the new Technical Regulations on the safety of wheeled vehicles in the Russian Federation and orders of the Ministry of Internal Affairs of Russia No. 1072, the Ministry of Industry and Trade of Russia No. 3557, the Federal Customs Service of Russia No. 2293 dated 11/11/2015.

And now, it would seem, all the problems, inconsistencies and inconsistencies have been resolved. Owners can freely import their newly acquired cars by paying several tens of thousands of rubles for the device and its installation. Overpayment, of course, but you can immediately buy the desired car and drive it around the country on completely legal grounds.

Problems for motorists were thrown by the customs, which did not give the go-ahead for the transportation of cars purchased in the countries of the Customs Union. Cars purchased outside the Russian Federation, but within the Customs Union, if they were not equipped with emergency call systems, could not be customs cleared. Moreover, this year continued with the filing of the customs authority itself.

Moreover, the most interesting thing in this whole thing is that the notorious technical regulations of the union did not imply such a procedure, but the Federal Customs Service of the Russian Federation interpreted the law in its own way, which for some reason believed that if not, then it is impossible to let a car into the territory of the Russian Federation.

Now, after the Eurasian Economic Commission (EEC) appealed to the Federal Customs Service (FCS), the problem has been resolved.

If the connection quality is low, the system will make 10 dialing attempts, after which it will send the minimum data set via SMS. If there is no connection, the data is written to memory, sent later.

Immediate traffic alert should speed up the arrival of help and save many lives. This is very important for Russia, since 3% of victims die on the roads as a result of road accidents.

System requirements are prescribed in GOST R 54620–2011. The complex recognizes several types of impacts: frontal, side, rear impact, overturning.

Customs does not prohibit importing a car without ERA-GLONASS, but problems may arise with the issuance of a vehicle passport.

Customs has been issuing Title Deeds for more than 10 years, the issuance system has been debugged and worked without failures, until January 1, 2017, the law on the installation of ERA-GLONASS on cars came into force, fixing the mandatory installation of a warning system on all vehicles that are produced in circulation in the zone of the Customs Union. It was a kind of ban on the import of cars without ERA-GLONASS.

The system button must be installed on new and used machines. The innovation did not change the procedure for importing and declaring motor vehicles, did not lead to a ban on the import of foreign cars, but stopped issuing a vehicle passport for customs-cleared cars, since there is no compliance with the technical regulations.

The blockade of imported cars lasted until April 2017. Then they started issuing PTS. The "Temporary procedure for the release into circulation of single vehicles imported into the territory of the Russian Federation" was prepared and tested.

Changes:

SBKTS is a necessary document that is submitted to the customs authorities in order to obtain a vehicle passport for used cars. Conformity assessment procedure:

The purchased car is delivered to customs, contact the certified center of the ERA-GLONASS agent, purchase the system, then install it in a laboratory accredited for this type of activity. The necessary documents are drawn up, and the car owner receives a title.

From the New Year, real hell will begin at customs, the whole problem is that no one warned people that the Era requirements apply not only to new, but also to used cars. An individual will actually not be able to import into the territory of the countries of the Customs Union a car that is not equipped with an emergency call button. It is unlikely that anyone will go to these troubles, - explained Oleg Alferov, Chairman of the Board of Kazavtoprom.

JSC GLONASS (Era's operator) avoided answering these questions. Actually, the technical regulation of the Customs Union "On wheeled vehicles" also gives a completely exhaustive answer to this question: in the 13th chapter, in particular, it is said about the need to equip cars of category M (cars) and N (trucks), issued for the first time, emergency call system. There is no discount for cars from the secondary market.

So far, it will be possible to import old models under the old BKTS certificates, if progressive import tariffs allow it from the point of view of economic feasibility. But new modifications and new models, or cars for which a certificate has not been previously issued, will no longer be on the roads of Russia.

Purely in theory, citizens, of course, can individually try to equip a used imported car with a portable Era-GLONASS device. For example, the domestic company Fort Telecom has a special block for private traders. The price of the device is about 19 thousand rubles. But now, in order to obtain a certificate, it is necessary to assess compliance by conducting crash tests with Era sensors on board. In total, obtaining a certificate for customs for a car with two crash tests (minimum) will cost about 40 million rubles, not counting the cost of the broken cars themselves. This makes it impractical to import any used car.

In general, this innovation will not be noticeable in the secondary car market, which is filled due to domestic production and the import of new cars by importers, Vladimir Bespalov, an auto industry analyst at VTB Capital, is convinced.

Since about 2012, with the introduction of a recycling fee and high customs duties, the import of used foreign cars has fallen to such small values ​​that they do not play a fundamental role, says Bespalov.

At the same time, the statistics of the analytical agency "AUTOSTAT" shows that the import of used foreign cars in Russia is gradually growing. In 2015, 7.1 thousand cars were imported into Russia. But in the incomplete year 2016 (from January to October), imports have already reached 11.8 thousand units, and taking into account cars aged from 1 to 3 years inclusive, the annual volume, according to some estimates, is close to 35 thousand units.

The growth of imports is directly related to the fact that this year customs rates for used cars have decreased on average from 25% to 23% of the customs value of the car and in terms of engine size - from 2.35 euros / cm 3 to 1.57 euros /cm 3 . This process is connected with Russia's obligations to reduce customs barriers within the framework of WTO membership. Experts predicted that by 2019, when the average customs rates will drop to 12.5%, second-hand foreign cars could be massively imported into Russia again. Among other goals, Era is precisely aimed at protecting domestic automakers from competition with imported secondary products.

Among those cars that will be hit, for the most part, American models that are rare for Russia and, less often, right-hand drive Japanese foreign cars. The innovation will hit cars such as the Ford F-150 pickup truck, the Ford Mustang muscle car, the Dodge Ram pickup truck, the Chevrolet Express minibus, the Tesla Model S electric car; Toyota Mark X sedan, Probox and Sienna minivans and more.

For oldtimers over 30 years old with original engine, body, frame (if any), preserved or restored to the original state, the requirements of the technical regulations in this part do not apply.

The budget missed tens of billions of rubles of customs duties due to the ban on the import of cars without the ERA-GLONASS system.

Due to the vagueness of the wording, as well as the lack of clear explanations on the part of officials regarding the new technical regulations for the ERA-GLONASS system, the supply of imported cars to Russia was in jeopardy, Gazeta.ru reports. Foreign automakers and importers have not received a clear answer whether the innovation applies exclusively to new cars or whether it also applies to cars manufactured before 2017. And also whether the car on which the “panic button” was installed independently will pass the certification.

Recall that from January 1, according to the amendments to the technical regulation "On the safety of wheeled vehicles" that have come into force (see Appendix No. 4, clause 5, "Requirements for vehicles regarding the installation of a device (system) for calling emergency services") , all cars produced in Russia must be equipped with the ERA-GLONASS accident warning system for emergency services. The customs office, which was bombarded with questions before the new year, sends everyone to certification centers to find answers: if the vehicle design safety certificate (SBKTS) contains a note that the vehicle is equipped with ERA-GLONASS, then its import is allowed, no - no. Certificate holders, in turn, are waiting for clarification from the authors of the amendments - the Ministry of Industry and Trade, whose representatives have not yet commented on the situation.

Installation of the ERA-GLONASS system is not only an overhead, but a laborious procedure. Before crashing the car several times (the car must pass at least two crash tests, which include side and frontal impacts), manufacturers still need to adapt the car to the Russian system, change the interior design, and this, in turn, requires reconfiguring the conveyor. So, in the face of uncertainty, not all companies are in a hurry to introduce a domestic “panic button”.

As a result, many automakers solved the problem radically - they simply suspended the supply of cars to Russia. So, for example, the BMW company acted, which stopped selling a number of models in the Russian Federation. A similar decision was made in Audi. Representatives of other automakers - for example, General Motors, Nissan, Infiniti, Mercedes-Benz and Rolls-Royce Motor Cars - only plan to install an accident warning system on their cars, and only on running models, the supply of the rest is also still in question.

According to the Association of Russian Automobile Dealers (ROAD), because of the situation that has arisen, not only manufacturers and importers bear losses, but also the Russian budget. Idle time with car deliveries deprives the state of money that it could receive from sales taxes and customs duties. Let us tell you in more detail what ERA-GLONASS is, whether it is necessary to install an alert complex, whether its presence is an indispensable condition for the operation of vehicles in the Russian Federation.

The ERA-GLONASS system is a domestic complex for rapid response to road accidents, designed to automatically notify rescue services about accidents that have occurred on highways. With its implementation, the authorities hope:

  • improve the situation on the roads;
  • reduce the number of fatal car accidents;
  • speed up the arrival of rescuers, doctors and traffic inspectors to the scene;
  • to secure the transportation of passengers and goods.

The domestic analogue of the European eCall system was put into trial operation in 2014. In the same year, Federal Law No. 395-FZ “On the State Automated Information System “ERA-GLONASS” dated December 28, 2013, came into force, regulating legal relations arising in connection with the operation of the notification complex.

For January, 2018 about 1.5 million cars are equipped with the device, the official website of the operator of a system – GLONASS JSC reports.

How does the system work?

The notification complex includes a SIM card and a satellite tracking system. In an emergency situation, they will record:

  • unique code - VIN-number of the car;
  • the time of the accident;
  • exact coordinates;
  • the direction and speed of the vehicle at the time of the accident, the force of the collision;
  • the degree of damage.

Response to a traffic accident is carried out according to the following scheme: satellite communications data through the networks of cellular companies enter the contact center of the system, filtering out false calls, operators send information about real accidents to a single emergency number "112". The alert time for rescuers is about 20 seconds.

The built-in terminal will transmit an automatic signal and alarm details when thresholds are exceeded. In other cases, in order to record the data on the accident (which will be needed during the proceedings), you should use the manual mode - to communicate with dispatchers, the ERA-GLONASS button is installed in the car. You need to click on it within 10 minutes after the collision, otherwise the information will not be processed.

Is it necessary to install ERA-GLONASS in 2018?

From January 1, 2017, cars assembled in Russia, in accordance with the technical regulations of the Customs Union No. 877 "On the safety of wheeled vehicles", must be equipped with an accident warning system. The requirement affected new vehicles that received vehicle type approval (OTTS, a registration certificate is issued on the basis of this document) from January 1, 2017. Models with an OTTS issued earlier than this period are allowed to be sold without ERA-GLONASS.

From January 1, 2018, it is not necessary to install a complex on each car. Whether a mandatory installation is required on a new car depends on the date of issue of the OTTS - the conditions have not changed since the previous year. After December 31, 2019, when the three-year validity period of this document expires, all new cars on the Russian car market must be equipped with an alert system.

Equipment is responsible for:

  • for manufacturers - the machine must leave the factory conveyor in the required configuration;
  • distributors who received OTTS after December 31, 2016. When importing a batch of foreign cars, they will have to equip them with the ERA-GLONASS system.

Mandatory installation from 2018 on a used car will be required if the vehicle is purchased abroad and is being cleared at customs. This is an exceptional case when the owner of the car must do the equipment without fail.

How much does the installation cost?

Although the requirement to equip all vehicles with a crash response system does not apply, car owners can equip their car with it at their own expense. The ERA-GLONASS installation is made in the companies having the license for the right to sell complexes. Those who wish can buy them there. The price, according to the price list of one of the organizations offering such a service, will be:

  • about 23,000 rubles for a set of equipment;
  • about 3,000 rubles - for its installation.

An additional fee will require setting up the device.

Changes in traffic rules

From January 1, 2018, the procedure for registering an accident according to the European protocol has been simplified. Federal Law No. 223-FZ "On Amendments to the Federal Law "On Compulsory Civil Liability Insurance of Vehicle Owners" and Certain Legislative Acts of the Russian Federation" 07/21/2014.

Now, when compiling an accident report within the framework of the European Protocol, the ERA-GLONASS mechanism is used - from January 1, 2018, uncorrected data on accidents involving cars equipped with an alarm button are sent to insurers. This method is being tested in Moscow, St. Petersburg and adjacent areas. In other Russian territories, it will work from October 1, 2019.

Customs clarified the rules regarding the import of cars without ERA-GLONASS

Cars from the countries of the Eurasian Economic Union, which were put into circulation before January 1, 2017, can now be imported into the territory of the Russian Federation without pre-installed devices for emergency call systems in emergency situations, Kommersant reports, citing clarifications from the Eurasian Economic Commission.

The Federal Customs Service of Russia previously interpreted the provisions of the current technical regulation "On the safety of wheeled vehicles" as a ban on the import of cars without ERA-Glonass, so cars manufactured before 2017 and purchased in the countries of the Customs Union could not enter the country. However, now the EEC has stated that this issue has been resolved, and the relevant clarifications have been sent to the regional customs administrations.

It will be possible to use ERA-Glonass terminals to record the necessary information about a traffic accident from January 1, 2018. Development of appropriate national standards for data transmission.

Now customs and regional divisions have canceled additional requirements, due to which it was previously forbidden to import cars manufactured before last year and purchased in the countries of the Customs Union, that is, in Armenia, Belarus, Kazakhstan and Kyrgyzstan.

It is also reported that the EEC convinced the Federal Customs Service that when issuing a Russian vehicle passport for vehicles imported from these countries, it is not required to present a certificate of safety of the vehicle design. Note that there is no corresponding norm in the current version of the technical regulations either.

The ERA-Glonass system is currently mandatory for all cars that are first put into circulation in the Russian Federation. There is a temporary delay only for those models that received OTTS a little earlier.

At the end of last year, it was reported that they wanted to force automakers to purchase ERA-Glonass devices only in the Russian Federation. The Ministry of Industry and Trade discussed the possibility of allowing only such cars to participate in credit programs developed as part of state support for the car market.

Right-hand drive cars without ERA-GLONASS were allowed to enter Russia

In the next three days, the Vladivostok Customs Department will switch to a 12-hour operating mode for the speedy clearance of “right-handed” “hung” on the Russian border that are not equipped with an emergency response system based on ERA-GLONASS. Recall that until recently, about one and a half thousand used cars, mainly from Japan, could not cross the customs border of Russia, although their owners completed all the necessary procedures. The fact is that starting from January 1, 2017, it is possible to issue a PTS for any car (whether new or used) only if it is equipped with an ERA-GLONASS unit.

For this reason, customs stopped issuing titles for Japanese "right-hand drive" cars, although their owners issued them and paid all customs fees. In other words, you can import such a car into Russia, but you can’t drive it, since it’s impossible to register the car with the traffic police without a PTS. This situation did not suit the owners of the right-hand drive second-hand at all, and in Primorye, things almost came to rallies of “deceived auto importers”. Yes, and warehouses clogged with unregistered cars clearly do not suit the Far Eastern customs officers themselves.

The stalemate did not suit everyone so much that the governor of Primorye, Vladimir Miklushevsky, had to intervene in it. He proposed, as an exception, to postpone the introduction of GLONASS requirements for imported vehicles for at least half a year. Of course, the country's authorities were not going to take such a step for the sake of some one and a half thousand Far Easterners. Therefore, apparently, a compromise decision was made: the Far Eastern customs will still issue titles for imported used cars. But only if the owner of such a vehicle has already paid customs duties.

Thus, they will have the opportunity to register the imported traffic police. Everyone else who wants to introduce a car without ERA-GLONASS will not have to wait for favors from customs. Recall that "AvtoVzglyad" has already drawn attention to the fact that the basis of the car fleet of the part of Russia lying east of Lake Baikal is traditionally made up of foreign-made second-hand cars, mainly the notorious "right-hand drive" Japanese brands. At the moment, there are almost 3 million Japanese right-hand drive cars in the car parks of the Far East and Siberia.

Simplified ERA-GLONASS is proposed for used imported cars

Already after the appearance of this publication, AO Glonass added an important disclaimer to its website. She reports that the documents we mentioned, which describe the procedure for the out-of-factory installation of ERA-GLONASS terminals, apply only to vehicles that are already in use on the territory of Russia. That is, this is a procedure for the voluntary installation of "Era" by car owners. The position of JSC Glonass is that it is incorrect to talk about the application of the same procedure for installing Era on used cars imported into the Russian Federation. The Ministry of Industry and Trade did not answer our question about how exactly the installation of Era on used imported cars will be organized and declined to comment. However, the sum of semi-official and unofficial explanations is as follows: it is premature to say that Russia has a simplified procedure for used cars imported into the country - such a decision has not yet been made. At the same time, we cannot but pay attention to the fact that the signals about the impending simplification of the procedure came from the authorities both at the end of February and at the beginning of March. Thus, until the appearance of an official decision on this issue, our publication remains in the rank of a hypothesis based on an analysis of information from official and unofficial sources.

In Russia, a simplified procedure for equipping cars with ERA-GLONASS devices in non-factory conditions has appeared: it is intended both for those used cars that are imported into the Russian Federation for the first time, and for any other cars that are already in operation. JSC Glonass, which is the operator of the ERA-GLONASS system, has published on its website a package of documents from which it follows that a network of specialized services should appear in Russia - in fact, "Era dealers" - gaining the right to install emergency call terminals on used cars . Installation will be paid, car owners will be charged for the device itself with the SOS button, for its installation and activation, but after that you will no longer have to undergo any additional certifications or tests: the operation of the button will be checked directly in the service with one test call.

According to unofficial estimates, the entire procedure for a motorist can cost around 30 thousand rubles, of which 18-25 thousand is the price of the device itself, three to four thousand is installation, and another 950 rubles is the fee for entering car data into the database of the Era ". However, amid the hype, prices may be higher.

An important nuance: in this case, the vehicles will not be equipped with a “call system for emergency operational services”, but with a “call device”, abbreviated as UVEOS. The difference is that the “system” assumes the possibility in case of an accident to send an SOS message in automatic mode, based on a signal from shock sensors. It is the “ERA-GLONASS system” that requires equipping new cars with the Technical Regulations of the Customs Union on the safety of wheeled vehicles, and the integration of the “system”, as a rule, is possible only in the factory.

The "device" has a simplified functionality - only a manual call. That is, in order to send an SOS signal after an accident, there must be at least someone in the car who can press the Era button. According to the technical regulations, such “devices” (UVEOS) must be installed from the factory on commercial vehicles and large SUVs. Now used cars are added to these categories. From their terminals, "Era" will not be required to respond to a blow or rollover, so crash tests are not needed, and an acoustics test (that is, the quality of two-way voice communication with a call center operator) will be empirically carried out during a test call, roughly speaking "by ear", without measurements.

In addition, during such a test call, the car will be identified: data about the car, including license plate, VIN, brand, model, color, location, information about its “SIM card”, etc. will be sent to the general Era database .

The terminals themselves will be officially supplied to “Era dealers” by the same manufacturers of “systems” and “devices” that supply “Era” to the factories of Russian and foreign automobile companies. Thus, these will be relatively the same type of serial devices that have already been certified for electromagnetic compatibility, vibration resistance, protection against dust and moisture, and many other tests.

A simplified “Era” will be inevitable for all used cars imported into Russia, since the Technical Regulations of the Customs Union on the safety of wheeled vehicles do not allow issuing titles for cars without an emergency warning system. But for machines already in use, equipping the Era remains voluntary.

It is interesting that the documents describing the new procedure were published on February 21, but this information did not become public, since GLONASS JSC posted it only in the section of the site intended for partners. Neither the Era operator nor the Ministry of Industry and Trade have yet published any official announcement about the creation of a simplified procedure. Obviously, this is due to the fact that the procedure for relations between GLONASS JSC and partners does not affect the operation of the technical regulations, therefore, in order for the simplified procedure for installing Era to work de jure, an official decision of the Ministry of Industry and Trade on amending the official documents of the Customs Union is necessary. At the time of publication of this article, the Ministry of Industry and Trade has not yet responded to the request of the Autoreview, however, according to our information, an official briefing of the ministry and JSC Glonass on this issue should take place in the coming days.

At the same time, the features of the new scheme are already clear. As Vladimir Makarenko, development director of one of the Era terminal manufacturers of Fort Telecom, explained, the mechanism for launching the new procedure boils down to two conditions. Firstly, companies wishing to act as partners of JSC GLONASS (that is, “Era dealers” for installation) must conclude agreements with JSC, according to which they fulfill a number of requirements and get access to the information base of the ERA-GLONASS system with the right to enter there vehicle data. Secondly, the personnel of these “partner-dealers” must receive technical training from the supplier of the UWEOS terminals.

For car owners who import a used car into Russia, the procedure, according to Vladimir Makarenko, may look like this:

1) import a car;

2) contact the local installation center, which has an agreement with JSC GLONASS;

3) the center performs installation, test call and performs all interaction with JSC GLONASS;

4) after confirming the registration of the vehicle in the ERA-GLONASS system, you can apply to the customs office to obtain a Title.

For those car owners who voluntarily wish to install Era on a car that is already in use, the procedure will naturally be reduced to just two steps.

Recall that the need to create a simplified procedure arose after the Federal Customs Service stopped issuing vehicle passports (PTS) for used imported cars imported into Russia that were not equipped with Era at the beginning of this year. The basis for this is the same Technical Regulations of the Customs Union, which does not make a difference between new and used cars when released into circulation (that is, when issuing a title). Officially, only oldtimers over 30 years old are exempted from Era by the technical regulations.

Thus, the private import of used cars into Russia has been actually banned since January, because car owners, along with car manufacturers, were asked to go through the full certification procedure, including crash tests, to install Era, and its cost reached 800 thousand rubles.

Naturally, the most acute problem arose in the Primorsky Territory, where about 1,500 non-cleared foreign cars without Era accumulated in the parking lots of the Federal Customs Service. Things were heading towards popular unrest, so Prime Minister Dmitry Medvedev instructed to find a way out of the situation, and in mid-February a temporary moratorium on Era was introduced in Primorye: from February 17 to February 27, the local customs service issued 1,100 titles for cars without an SOS button .

And at the end of February, acting. General Director of JSC Glonass Andrey Zheregel said that a simplified procedure for installing Era will be adopted in the coming days and that 11 companies in Vladivostok have already announced their readiness to equip used cars with SOS buttons. At the same time, two Russian manufacturers of in-vehicle emergency call devices will start deliveries of certified terminals in Primorye: Fort Telecom from Perm and Moscow-based Santel-Navigation.

In other regions of Russia, a simplified procedure and “era dealers” may appear a little later. In addition, the entry of more UHEOS manufacturers and installers into this market may help to reduce prices.
