Yesterday in Omsk there was a screening of the play “I Found a Scythe on a Stone” by the Moscow Provincial Theater, the youngest theater at the Academy festival. After the performance, the director of the production and artistic director of the theater group, Sergei Bezrukov, spoke with journalists and talked about the performance, plans and conversation with Governor Viktor Nazarov.

At a press conference dedicated to Bezrukov’s performance, an anecdote was told. In France, the governor of the Omsk region, Nazarov, invited actor Sergei Bezrukov to the Omsk festival, and he, instead of coming alone, decided to capture 74 people and brought an entire theater - the Moscow Provincial Theater. It was created less than a year ago, and the artistic director of the group is Sergei Bezrukov.

It’s nice that the first festival showing of the play “Found a Scythe on a Stone” took place in Omsk. Omsk residents received Bezrukov's production warmly, although the director himself, contrary to usual, was left without a role this time. The main character was the actor's friend Dmitry Dyuzhev.

“I Found a Scythe on a Stone” is a comedy in two acts based on the works of Alexander Ostrovsky. The basis of the performance was the play “Mad Money”. After the first performance of the play in Omsk, almost all the participants in the performance gathered on the chamber stage of the drama theater. Most of the troupe sat in the hall along with journalists.

Official comments were given by the director, actors performing the main roles, including Dmitry Dyuzhev, Karina Andolenko and Anton Khabarov, and Olga Galakhova, the critic responsible for special projects.

The main characters were a little late for the press conference, as they were communicating with Omsk high-ranking officials, the Governor of the Omsk Region Viktor Nazarov and the Speaker of the Omsk Legislative Assembly Vladimir Varnavsky.

“The governor said: “What a good, beautiful phrase: “I won’t leave the budget.” A representative of the legislative assembly (Vladimir Varnavsky - Ed.) came and said, in principle, we should end our meetings with this. I say: “Take Ostrovsky as a quote and say it all the time: “I won’t leave the budget.”, - Bezrukov said about the meeting with Omsk officials.

The phrase “I won’t leave the budget” is said many times in the play and belongs to the main character Savva Vasilkov (Dmitry Dyuzhev). We can say that this quote reflects the essence of the performance. As the director explained, almost his main task was to create the image of an “honest businessman”, a black sheep in Russian business: a person who knows how to live modestly and earn money. To be honest, the performance really turned out to be more about money than about love.

Sergei Bezrukov spoke willingly about his directorial ideas, and Omsk journalists did not ask scandalous questions and were keenly interested in the theater of the young director.

According to Bezrukov, his theater is developing rapidly. Even the play “Found a Scythe on a Stone” was created in a week, although the audience will have a hard time believing it. The acting team on stage works so harmoniously that it creates the feeling of a mature team. Judging by the statements of the actors, the director managed to create a good team in a short time.

Bezrukov admitted that he is a fan of his work, is ready to work at night and devote all his time and personal life to the theater and artists.

« I turned down many film jobs - that's true. For me now there is theater and that’s it. I grew up in the theater, my life was spent in the theater. My baby girl has already played in her father’s play! Starting from the age of three or four, I was in the theater behind the scenes, I lived in the theater, I consider myself a theater artist. You have to be devoted to the theater to do this business: when you don’t sleep at night, when you devote your whole life, your personal life, to your artists.”, - the artistic director of the theater spoke emotionally.

Sergei Bezrukov did not disclose the names of the productions he would be working on in the near future, but he intrigued the audience.

“The projects that I have in mind over the next two to three years are interesting. I don’t talk about them on purpose, because in our pirate times... I said something a couple of times, and they’re already putting it there, there, there... It’s better to keep quiet, it’ll be installed faster with me,”- the director summarized.

Today we have to figure out how to spend money correctly. This topic interests citizens of all countries. And all the time. After all, money is a means of subsistence. And they must provide citizens as much as possible. Not everyone knows how to manage them correctly. And even more so how to postpone it. When you have your own family and children, issues related to finances become seriously aggravated. To prevent this from happening, you just need to know how to spend money. How to learn this? What will help you save and manage your family budget? The best tips and tricks will be presented below. All of the above is not a panacea, but it will help you avoid wasting money. In some cases, this will allow you to spend less and save more, without compromising yourself on your purchases.

Family budget - an eternal dispute

Managing a family budget is a real art that not everyone can master. But it is recommended for every person to master it, or at least try to do it. If done correctly, problems are not terrible. They simply won't exist. Except in cases where wages are delayed. And then the scale of the problems will be minimal.

A very good way to save and create savings. Many, as already mentioned, are recommended to open a bank account and transfer money there. This will help you not to touch the funds and preserve them. In any case, it must be difficult to access. Only in emergency situations is it allowed to spend these savings.

Plan and facts

How to spend money correctly in a family? For those who have already mastered the previously listed methods, you can slightly expand the table of income and expenses. And add to it such components as “plan” and “in fact”.

In the first column, you must indicate in advance what expenses are planned and for what amount. The second contains information about real expenses. Quite an interesting way of planning “free money”. It is recommended to reduce the “actual” column monthly. Exactly the same as the "plan" section. Of course, taking into account the fact that a decrease in these indicators does not harm the life and well-being of the family.

"No" to loans

How to spend less money? Some people believe that loans are a good way to save money. In fact, most citizens who have learned to live within their means and also save well say the opposite.

Taking out loans when planning a budget is not recommended. But there is no need to exclude them from the pivot table if they exist. Lack of loans is a positive prospect. If a person has no debts, then the previously paid amount can be put aside for a rainy day.

Personal needs

How to spend money correctly? Some people don't understand this. If we are talking about one person, then there are no special problems with budget planning. But as soon as a family appears, as already mentioned, certain difficulties arise.

The point is that everyone has personal needs. What every person wants for himself personally. While learning to plan and maintain home accounting, you need to put your desires into the background.

By the way, it is recommended to distribute all “free” money at the end of the month among family members for personal needs. Or enter separate columns in the expense and income accounting table for this purpose. Allocate a fixed amount of money to everyone for their wishes.

Example

This is how to properly manage a family budget. The table example below is not the most advanced method. Rather, it is suitable for beginners. Through it, you can easily learn how to distribute finances so as not to fall into a financial hole.

An approximate table of expenses and income looks like this.

Article Plan Fact Difference
Income50 000 50 000 0
Products10 000 11 500 -1 500
Communal payments5 000 4 500 500

Directions10 000 7 000 3 000
Bottom line31 000 31 000 0

This, as already mentioned, is far from the most common option for cost accounting. But it helps at first. In general, planning a home budget is a crucial moment. And it is recommended to entrust this activity to those who are best at it. With a little patience and strength, you can easily learn how to distribute money and save well.

  • Google Ads delivers maximum ROI by running ads frequently on days when search traffic is higher.
  • However, the total cost per day can be double the average daily budget if there are no conversion fees. If you have conversion fees, your daily costs can exceed your daily budget even further. Don't worry, though—monthly costs for Google Ads campaigns are capped anyway. They cannot be greater than the product of the average daily budget and the average number of days in a month (30.4).

Why campaigns can exceed their daily budget

For each campaign, you specify a daily budget - the amount that the system will spend daily on displaying ads. If you notice that a campaign spent more per day, it means there was more traffic that day. Typically, such fluctuations depend on the day of the week, time of year, and holidays.

Reducing your budget for other days of the month helps optimize the performance of your campaigns and ensure that your ads are running as often as possible during periods when interest in them is highest.

How are you charged in case of overspending?

Depending on traffic fluctuations, a campaign's daily budget may be twice as high, but the total monthly spend may not exceed the established limits. If you pay for conversions, the daily spend on such campaigns can be double your average daily budget.

Example

If your daily budget is 500 rubles, on some days you can spend no more than 1000 rubles.

Please note that sometimes expenses can exceed your daily budget by more than double. However, you will only pay twice your daily budget. For example, if your daily budget is 300 rubles, and your daily expenses are 800 rubles, you will only pay 600 rubles. The remaining 200 rubles will be returned to you as a credit adjustment for budget overruns. This will be reflected in your transaction history.

Maximum monthly expenses

Although some days your campaign may spend up to twice your daily budget, you'll never pay more than a monthly limit that Google Ads sets to protect you from accidentally overspending. If the budget does not change throughout the month, your total expenses will not exceed an amount equal to the product of the daily budget times the average number of days in the month: 30.4 (365 days of the year ÷ 12 months).

Example

If your account spend exceeds your limit in a calendar month and you haven't changed your budget during that time, you will only be billed for the maximum spend you set. For example, if the daily budget is 300 rubles for the entire month (i.e., the maximum amount of expenses is 9,120 rubles), and expenses in the amount of 9,300 rubles were accrued for the calendar month, only 9,120 rubles will be billed. Here's how to get this value:

300 rub. (daily budget) x 30.4 (average number of days in a month) = 9120 rub.

The remaining 180 rubles will be returned to you as

After a sharp drop in July, state budget revenues increased slightly in August - by UAH 1.5 billion. However, since the beginning of the year, the Ministry of Finance’s plans were still unfulfilled by 0.8%. Experts say the situation will worsen in the remaining four months due to inflated budget plans, increased fiscal pressure and stalled economic growth.

Yesterday, the State Treasury reported that in January-August the general fund of the state budget received UAH 188.5 billion. This is 11.1% more than in eight months of 2011. Traditionally, data on the implementation of plans has not been provided for several years. However, yesterday the head of the customs payments administration department of the Ministry of Finance, Alexey Lyshenko, said that the budget schedule was fulfilled by 99.2%. "The State Customs Department collected UAH 83.1 billion into the budget, which is 98.7% of the plan. The main reason is the insufficient increase in customs duties. If in January-May imports grew by 16.7%, then in January-August the growth rate did not exceed 12%. The situation with the State Tax Service is somewhat better: the schedule was fulfilled by 100.3%, UAH 383 million was transferred above the plan,” added Mr. Lyshenko. Kommersant's interlocutor at the State Customs Service notes that this is a seasonal factor: imports of vegetables and fruits have decreased; The customs value of summer clothes and shoes is lower than winter, the euro exchange rate has changed.

In August, the general budget fund received UAH 28.26 billion, which is only UAH 1.5 billion more than in the same period in 2011. Let us recall that in July the budget revenues received 18.92 billion, which is 3 billion UAH less than in the same month of 2011. Senior Advisor to Alfa Bank Roman Shpek explains this situation by the fact that the macro forecasts on which the budget is calculated do not correspond to reality. “Without the absence of adjustments, a revolutionary need will arise to make new political orders and, at the expense of the fiscal authorities, to cover budget shortcomings,” he says. “This is a projected decrease in budget revenues, due to a slowdown in economic growth, which experts spoke and warned about at the beginning of the year,” adds Alexei Moldovan, an economist at the National Institute for Strategic Studies. “Therefore, increasing fiscal pressure on the economy, as the State Tax Service does, by putting pressure on The stock market is a road to nowhere."

According to the director of the department of the Institute of Budget and Socio-Economic Research, Artem Rudyk, the negative is not that plans are not being fulfilled, but in a decrease in income growth. “If things continue like this, then by the end of the year the decline will be significant. The global problem is that initially fiscal leverage was built into the Tax Code. Payers are not interested in paying - no one knows where the money is going, and paying taxes does not guarantee anything "They still come to businesses with checks, squeeze, ask, charge extra money. And by the elections, this problem will be even more acute," Mr. Rudyk believes. Former Finance Minister Viktor Pinzenyk estimated that in January-August the general fund received an average of UAH 23.6 billion monthly, and to fulfill the budget in the last four months, revenues should average UAH 32.2 billion (+36.4 %).

Experts talk about the need to revise macro forecasts and reduce expenses, since changes were made to the budget 13 times during the year, and as a result its planned revenues were increased by UAH 31 billion. However, a review is unlikely before the elections. “There is no need to talk about a critical failure yet. UAH 1.1 billion shortfall is not the right amount,” says Alexey Lyshenko.

Today, following the example of his “senior comrades,” the Vologda governor Oleg Kuvshinnikov delivered his own “budget message” to the regional parliament. The head of the region presented new principles of the region's budget policy for the next 3 years.

Send

Commentators close to the governor note in his speech the basic principles that will determine the layout of the regional budget for 2014: “programmatic, balanced, cost optimization, independence of municipalities, openness” - this is actually all that one can do (or demonstrate such determination) provincial power to solve a practically impossible problem.

It is no coincidence that, first of all, Oleg Kuvshinnikov noted that the formation of the budget will take place in the context of a decrease in the main budget-forming indicators.

Following the slight economic growth of 2010-2011, from the second half of 2012, a tendency to slow down emerged as recovery factors were exhausted.

This year, the economic situation continues to deteriorate. At the end of the 1st quarter, the balanced financial result for the Russian Federation decreased by 30% compared to last year.

In the Vologda region, according to Oleg Kuvshinnikov, the picture is even more depressing - the loss exceeded the profit. Execution of the regional budget to fill the revenue side this year is going on intensely.

In January-May, the volume of income tax amounted to 2.6 billion rubles. This is exactly 2 times lower than the same period in 2012. As a result, the region risks losing almost 3 billion rubles in income tax.

Moreover, the reduction in income tax payments is of a nationwide nature. A decrease in collections of this tax was recorded in half of the constituent entities of the Russian Federation. This is caused by the deterioration of the financial situation of organizations due to the development of crisis processes in the global economy and Russia.

Over the past two months, leading world analysts (International Monetary Fund, World Bank, European Central Bank, European Commission) and the Ministry of Economic Development have revised downward their forecasts for the development of the world economy and the Russian economy, and statements are being made about a possible recession in the fall of this year.

How does the governor react to this? As one would expect, he formulates the problem using mutually exclusive components:

“And in these conditions, the main requirement for the budget policy of the next three years is to maintain economic growth in the region, unconditionally fulfill all our social obligations, and implement the strategic tasks set in the decrees of the President of Russia. This is the main goal of our joint work, and we will achieve this by radically increasing the efficiency of budget policy,” explains Oleg Kuvshinnikov.

Simply put, it is necessary to ensure sustainable and balanced execution of the consolidated budget of the region, while guaranteeing the unconditional fulfillment of accepted but unaffordable obligations.

The chronic lack of tax and non-tax revenues to the regional budget since 2009 led to the need to attract borrowed sources, as a result, by the beginning of 2013, the debt burden reached a critical level.

In addition, the problem of unbalanced budgets is currently exacerbated by the lack of stability in fiscal and tax policies over the long term. The transfer of risks of the budget system from the federal to the regional level, the practice of transferring powers from one level of government to another complicates the achievement of balanced budgets.

Against this background, there is an urgent task of finding sources for the implementation of decrees of the President of the Russian Federation. In the Vologda region alone, over the next three years, the additional need for funds to implement the “May” decrees is 27 billion rubles, and the expected growth in income for this period will be only 14 billion rubles. And this is without taking into account the risks.

As a result, the imbalance between spending powers and assigned revenue sources is increasing.

To attract additional funds to the regional budget, the governor actually declared a “budget emergency” regime, which will be regulated by a specially created body - the Commission for Improving the Effectiveness of Budget Expenditures.

Before it, “regional authorities will report on the results of their work in the past year and defend their budgets for 2014-2016. And the key direction in the defense will be to replenish the revenue base of the consolidated budget of the region through maximum return from the areas under supervision. Each head of the government body will have to report on what he plans to do to ensure the planned development of his industry, to increase the gross regional product and the revenue side of the consolidated budget of the region,” noted the head of the region.

Since Vladimir Putin, in his Budget Address for 2014-2016, emphasized that “state programs should become an instrument for the development and implementation of state policy for the long term,” Oleg Kuvshinnikov today announced the region’s transition to a “program” budget, starting in 2014. In it, according to the governor, priorities should be concentrated, sources and a mechanism for achieving the goals stated in the state programs of the region should be identified. In addition, the head of the region believes, the formation of a “program” budget will allow concentrating financial resources on areas of socio-economic development that are truly important for the Vologda region.

In this regard, Oleg Kuvshinnikov gave instructions to develop a long-term budget strategy in conjunction with the Strategy for the socio-economic development of the Vologda region for the period until 2020. And he instructed his deputies to conduct an analysis and give specific proposals for finding additional reserves from optimizing budget investments in the social sphere.

The governor paid special attention to ensuring the financial independence of the region's municipalities. The first step in this direction is the consolidation of the municipalities of the region by merging settlements, which has already started in five districts of the Vologda region (Kichmengsko-Gorodetsky, Nikolsky, Cherepovetsky, Sokolsky and Gryazovetsky). Oleg Kuvshinnikov really hopes to increase the “efficiency of using the resources of enlarged territories.”

Finally, all this difficult and thankless work should receive appropriate information support. “We need to ensure greater transparency and openness of the budget process for citizens,” the governor emphasized. - This is one of the key conditions for increasing the efficiency of budget policy. Starting this year, we must publish an “open budget.” In a form that is accessible and understandable to people, it is necessary to show for what purposes and in what volume budget resources are allocated, what results are planned to be achieved and what have actually been achieved, so that citizens can independently draw conclusions about the effectiveness of expenditures and the targeted use of funds,” said the head of the region .

In fact, of course, citizens have long had their own opinion on this matter. So you won’t envy the provincial ideologists and propagandists - they will have to not so much convince as dissuade the population of the region.

Putin and the magic wand

Russia no longer has the magic wand that supported the economy: oil prices are not rising. We need a new model of economic growth, Vladimir Putin said at SPIEF 2013. He proposed freezing the tariffs of natural monopolies, protecting borrowers with the help of the ONF, declaring an amnesty for economic crimes, and even amending the Constitution to reset the judicial system.

Task No. 1 remains “creating conditions for sustainable economic growth in Russia.” “Growth should be based on three pillars: increasing labor productivity, investment and innovation,” Putin clarified.

In addition, maintaining growth will require a reduction in costs - financial and managerial, as well as macroeconomic stability, a further reduction in inflation, a “responsible budget” - compliance with the so-called budget rule, in which surplus petrodollars are sent to the budget, Putin listed.
