The peoples of Dagestan and Chechnya have long been connected by friendship, sealed by the blood of their ancestors. History shows that we have always been together during the most difficult times. The modern period was no exception, when gangs of international terrorists tried to wipe out the Chechen Republic from the face of the earth. Khasavyurt militias took an active part in restoring constitutional order in the neighboring region, paying for it with hundreds of young lives. During the counter-terrorist campaigns, residents of Khasavyurt hosted old people, women and children from Chechnya, providing them with everything they needed. In Khasavyurt hospitals, medical care was provided to residents of the neighboring republic as a priority. The first road train to Gudermes with humanitarian cargo: medicines, food, clothing, school equipment was also collected by Khasavyurt residents. It was in Khasavyurt that teachers of the Chechen schools that were brought back to life were retrained and certified. Khasavyurt helped in organizing the elections of the first President of the Chechen Republic, which took place in full compliance with Russian legislation. There is no need, I think, to list everything: we know that the ordinary people of Chechnya remember this well and always remember it with sincere gratitude.

The fraternal support of those whom the leader of Chechnya called bandits today was highly valued by Akhmat-Khadzhi Kadyrov. Realizing the scale of our own problems, at every opportunity he uttered sincere words of gratitude to the people who helped save his homeland from destruction. A. Kadyrov knew well that the Khasavyurt residents and city leaders were not sitting in the forest camps of the bandit Basayev, but were deciding important issues of the safety of their own population and refugees from the Chechen Republic. And now, when the country’s economy is going through hard times, we are looking for internal reserves, rather than trying to find someone to blame on the outside. This circumstance was noted during my recent meeting with the Head of the Republic of Dagestan Ramazan Abdulatipov, who supported our efforts for the socio-economic development of Khasavyurt. There was no mention of any negative influence of the neighboring republic on these processes in the conversation. There was a unanimous opinion: to look for and find resources ourselves, including in matters of national security. Crime statistics indicate that it is not Dagestan and Khasavyurt, in particular, that are suppliers of weapons and drugs to the Chechen Republic, but quite the opposite. And here we fully support R. Kadyrov’s proposal to strengthen control over the illicit trafficking of weapons, ammunition and narcotic drugs at the administrative border.

Ramzan Kadyrov does a lot to maintain a stable situation in the Chechen Republic, which sometimes ricochets in neighboring regions. Evidence of this is the recent incident of an attempt on my life. This case was carried out by employees of the federal special services, who managed to prevent the evil and caught two residents of Chechnya red-handed. I think the investigation will identify and name the masterminds of the crime, who, apparently, also consider me one of their obstacles in their criminal path.

On February 17, a verdict was very quietly passed in Dagestan in the case of the attempted murder of one of the most influential Caucasian politicians, the mayor of Khasavyurt, Saygidpasha Umakhanov. Two residents of Chechnya, Badrudi Dzhabrailova And Ramzana Kachaeva, were sentenced to 9 and 12 years in a maximum security colony, respectively. Ramzan Kadyrov's adviser Shaa Turlaev, who was put on the federal wanted list, appears in the case as the organizer of the assassination attempt. The trial was open, but, oddly enough, it did not attract the attention of the media and the public. Perhaps because this case was presented as ordinary, although by all measures it was an unsuccessful attempt at political assassination. Both from the point of view of the status of a potential victim and customers, and from the point of view of the political moment. The order for the murder came shortly before the election of the head of the Khasavyurt administration, the significance of which is extremely important for the regional balance of political forces.

40-year-old Badrudi Dzhabrailov was a member of Aslan Maskhadov’s presidential guard from 1997 to 2003 and fought together with his fellow villager Shaa Turlaev, who headed Maskhadov’s guard. In 2003, he was pardoned and accepted into the security service of Chechen President Akhmat Kadyrov, headed by Ramzan Kadyrov. “I was the commander of a platoon of 40 people. Biographical information about another fellow villager of Dzhabrailov, 41-year-old Ramzan Kachaev, is extremely scarce in the case materials. In his interrogations, for example, no place of work was indicated at all, even a former one. Nevertheless, the case materials still reveal that Kachaev is an employee of law enforcement agencies. KHANKALA. This was the nickname of the regional operational headquarters (ROH) for the counter-terrorism operation (CTO) in Chechnya, based in the Grozny region of the same name and led by the FSB. From the very beginning of the second Chechen campaign, the federal ROSH was headed by FSB director Patrushev, and the regional one, in Khankala, was headed by his deputy Yezhkov. In 2003, the leadership of the KTO was transferred to the Ministry of Internal Affairs. But in reality, nothing has changed: the ROSH was still headed by people from the FSB, who had only formally changed their civilian clothes to a police uniform. Khankala was the most sinister place in Chechnya. The main role in operational support in the case of the attempt on Umakhanov belongs to the FSB Directorate for Dagestan. Kachaev involved his longtime acquaintance Ayub Uzdenov in the operation. In the materials of the criminal case, Uzdenov, a Chechen by nationality, is described as a small entrepreneur from Khasavyurt. According to Novaya Gazeta, Uzdenov and Kachaev met back in the 2000s. Both worked for Khankala.

Ayub Uzdenov, apparently, really had a conflictual relationship with the mayor of Khasavyurt. At least, both Kachaev and Dzhabrailov spoke about this during the investigation and in court. It was planned that Uzdenov would become the direct perpetrator of the murder.

Shaa Turlaev(nickname Sedoy) is one of Aslan Maskhadov’s closest supporters, an active participant in the Chechen underground of the first and second military campaigns. In 2004, as a result of his injury, Turlaev developed gangrene in his leg, and he surrendered under the guarantees of Ramzan Kadyrov. Turlaev was given amnesty. After treatment, as a result of which his leg was amputated, he was appointed advisor to Kadyrov. The main function is intelligence work on current and former members of the underground. He is involved in several criminal cases of murder and attempted murder: the case of Umar Israilov (killed in January 2009 in Vienna), the case of Ruslan Yamadayev (killed in 2008 in the center of Moscow), the case of the attempted murder of Magomed Ocherkhadzhi in Norway, the case of attempted murder of Isa Yamadayev in Moscow. Put on the international and federal wanted list. A search case against Turlaev was opened by the Main Directorate of the Ministry of Internal Affairs of Moscow in March 2010. Adam Delimkhanov is a State Duma deputy from the Chechen Republic, whom Ramzan Kadyrov called his “successor” in an interview with Prokhanov.

...According to the official version, Uzdenov voluntarily cooperated with the authorities. This is actually quite doubtful. To voluntarily name the second most influential person in Chechnya as the orderer of a murder is a suicidal act. It also does not fit with the official version when exactly Uzdenov leaked information about the impending assassination attempt: only a few months after receiving the order. In 2009, he was put on the international wanted list on charges of organizing the murder of Sulim Yamadayev (Dubai). In 2012, Dubai authorities withdrew their request for an international search for Delimkhanov. The proceedings in the case of the murder of Sulim Yamadayev were discontinued due to the reconciliation of blood relations that took place in 2010 - Isa Yamadayev and Ramzan Kadyrov.

Most likely, Uzdenov actually initially participated in the preparation of the assassination attempt. He received a deposit of two hundred thousand rubles from intermediaries, carried out reconnaissance on the ground, trying to calculate the optimal method and moment for the murder. Apparently, it was then that he literally came to the attention of Umakhanov’s security service: he was recorded by numerous cameras equipped with the main routes of movement of the city mayor. It is a fact that it was Umakhanov’s security who were the first to learn about the impending assassination attempt. A source close to the mayor of Khasavyurt confirmed to me that they worked with Uzdenov for a week before transferring information about the assassination attempt to the FSB Directorate for the Republic of Dagestan. There is no doubt that everything he knew was shaken out of the failed killer. There is also no doubt that without this “work with the witness,” Uzdenov’s testimony would have been much less frank.

Important detail. The practice, common in Chechnya, when several separate groups of killers work simultaneously on one order, was almost for the first time reflected in the materials of this particular criminal case.

By the way, the word “order” is not used in Chechnya. The word “tender” is used in its literal meaning - “a competitive form of selection of proposals for the performance of work on the principles of competition.” That is, whoever liquidates first gets money.

In addition, duplication of teams of performers guarantees greater efficiency. All groups receive funding, they are all supplied with weapons, ammunition, explosives, and technical means. In each such group there can be a distribution of roles: who carries out surveillance, who shoots, who is responsible for escape routes, etc. But they act autonomously from each other.

From Uzdenov’s testimony: “<Качаев>said that there was an order for the head of the city of Khasavyurt, Saygidpasha. Now the topic seems to have gone away, they are working there other people... After the arrest of the mayor of Makhachkala Said Amirov in June 2013 and the death of deputy Gadzhi Makhachev in a traffic accident in December of the same year, two serious opposing heavyweights remained in Dagestan politics: the mayor of Khasavyurt Umakhanov and the head of the Dagestan Pension Fund, former wrestler Sagid Murtazaliev. Murder of a nephew
