Transport tax 2019-2019: changes, new principles and rates

31 Aug 2018 253

Transport taxation in Russia in modern times differs in different regions of the country, so the question of what the transport tax will be in Khanty-Mansi Autonomous Okrug for 2018 requires special attention. Should we expect any changes in transport taxes in the Khanty-Mansiysk Okrug in 2018?

It is known that there are several types of taxes - regional and federal, while the former are controlled by local authorities, but at the same time retain the general principles of taxation of the Russian Federation. Federal taxes are “stable”, that is, they are completely controlled by representatives of the federal government, and regional authorities cannot have any influence on them.

What can be said relatively is that its size depends on several factors, the most important of which is such a parameter as the vehicle engine power (number of horsepower). It is this parameter that is multiplied by the tax rate, so taxes on cars by horsepower 2018 in Khanty-Mansi Autonomous Okrug for different vehicles will be different. It’s worth saying right away that the latest changes in Russian legislation oblige every car owner who, for one reason or another, replaced his engine, to inform representatives about this change. This change is very important, because the final amount of transport payments depends on it, so delay This issue cannot be addressed, otherwise members of the government may adopt a system of fines against violators.

Procedure and deadlines for paying tax payments

Organizations and ordinary citizens pay taxes on transport according to slightly different rules.Organizations calculate the tax amount independently and transfer funds to the budget at the place of registration of the enterprise. Calculations are made after each reporting period, and advance payments must be transferred to the budget no later than the end of the month following the reporting period, and full payment of the tax is made before February 10 of the new year.

Ordinary Russians pay to the Khanty-Mansi Autonomous Okrug in 2018 on the basis of a tax notice, and its amount is calculated based on information provided to the tax office by the authorities that register vehicles. It is worth saying that recently the authorities introduced a new bill, according to which it is now necessary to pay taxes before the first of November (and not October, as was previously), and this issue needs to be monitored, because the absence of a timely paid receipt will lead to the accrual of penalties in accordance with rules of modern legislation.

Features of bet calculation

Rates in Khanty-Mansi Autonomous Okrug are calculated based on the same parameters that are taken into account in any other region of the country, namely:

  • engine power;
  • traction and gross capacity of the vehicle;
  • vehicle category and release date.

The most accurate way to calculate the rates and amount of tax payments is the KhMAO 2018 transport tax calculator, which is a specially designed online program where all data on the vehicle is entered. After all this, the program gives the person the final result on tax payments. However, the most accurate result can only be obtained from a representative of the tax service, so to obtain the exact amount you need to either wait for a tax receipt or contact tax inspectors for this question. On average, a car owner in Khanty-Mansi Autonomous Okrug pays about 1,500 rubles annually, but some people receive receipts with much more impressive amounts (especially if the car costs more than 3 million rubles).

Some categories of the population are provided with benefits that liquidators of accidents at nuclear power plants, labor veterans, heroes of the USSR, as well as disabled people can count on. They do not require payment of tax from car owners who drive vehicles with a power of less than 70 horsepower, but there are very few people with such cars.

Literally all Russians today are awaiting the government’s final decision on whether they plan to abolish the transport tax (this applies not only to the Khanty-Mansiysk Okrug, but to the entire state). Discussions about this innovation have been going on for a long time, because Russians, in fact, pay double transport taxes. Initially, the transport tax is paid, but some part of the tax payments is also included in the tax, which is why there is talk about abolishing the tax and replacing it with an excise tax. However, there is no exact information about this innovation yet, so it is too early to talk about the abolition of the transport tax.

Just two years ago, Khanty-Mansiysk owners of cars with up to 150 horsepower could enjoy free driving, because the transport tax rate for them was zero. Let us remind you that the tax on vehicle owners in Russia is calculated depending on the power of the car and is regional, which means that the subjects of the Federation are free to make decisions regarding such taxes.

More information about the taxation of vehicles in Russia can be found in the publication: Fortunately, regional authorities are limited in their decisions on the upper limit - the maximum transport tax in Khanty-Mansi Autonomous Okrug in 2015 can be 10 times higher than the all-Russian level.

From the decision of the Ugra authorities we can conclude that completely abolishing the tax is also within their competence. Well, as they say, let's ride - and that's enough! The main purpose of such changes was the eternal problem - lack of money in the budget. And if you consider that a decent share of the population in Khanty-Mansiysk Autonomous Okrug owns cars with a power of up to 150 hp, then losing an additional 200 million rubles per year is an unaffordable luxury! Thus, the current rates from 2015 look like this:

Comparing the data for 2015 with previous tariffs, you can immediately see that not only those who previously drove for free, but also the owners of powerful cars fell out of favor. Now for the much-loved Toyota Land Cruiser with a power of over 250 hp. you will have to shell out a tidy sum. As for other types of transport, the upward trend has also not escaped. For example, owners of motorcycles with power above 35 hp. Now you will have to pay 10 rubles more for each “horse”. What can we say about such a luxurious form of transport as a yacht? Owners of ships and yachts will now pay 40 rubles per unit of power if they own a vessel with up to 100 hp. and 80 rubles – over 100 hp.

Transport tax in KhMAO 2015 can be calculated simply and quickly; no additional knowledge or skills are required. The most reliable way is to use online calculators. To do this, you just need to enter data on the region, the desired category of car (cars, trucks, buses, etc.), as well as the power of the vehicle. To verify the correctness of the calculation, you can compare the given result with the current table data on tariffs.

Are transport tax benefits preserved in Khanty-Mansi Autonomous Okrug 2015?

According to the Khanty-Mansi authorities, only those citizens who deserve it should receive transport tax benefits in the Khanty-Mansi Autonomous Okrug in 2015. Who belongs to this category?
Firstly, these are participants in the Great Patriotic War, as well as heroes of the Soviet Union and Russia. Liquidators of the accident at the Chernobyl power plant and disabled people from childhood plus 1, 2, 3 groups are also exempt from paying the tax.
As for pensioners, they received a bonus in the form of a 50% tax payment if they own a car up to 200 hp.

What surprises can we expect next year?

The goodwill gesture made by the Ugra government in 2013 regarding a zero tax rate for owners of cars with a capacity of up to 150 hp seriously widened the hole in the district’s budget. But even then it was planned to compensate for the loss with the help of an excise tax on fuel. But since the idea never came to fruition, there are all the prerequisites for its implementation next year.

However, most experts are skeptical about this idea: rising fuel prices will inevitably lead to higher prices for consumer goods. This system has been successfully used in the United States, but making its implementation “painless” for Russia is not yet possible. Therefore, the transport tax in the 2015 Khanty-Mansi Autonomous Okrug is still unchanged, and the project is looking for new possible alternatives to it or new solutions within the framework of the old legislation.

There is a proposal to replace horsepower with engine volume when calculating the tax, and also introduce environmental coefficients. Subsequently, owning an old car can seriously affect its owner’s budget, because it is for such cars that the highest rates will be paid. As we see, there are a lot of ideas, but how and when they will be translated into reality remains a mystery for now!

On April 16, 2015, some changes were made to the Law “On Transport Tax” in Khanty-Mansi Autonomous Okrug. Tax authorities provide assistance with calculations, since the final tax amount will depend on the category of the car, its power and brand; the services recommend using an online calculator. The most accurate calculation is achieved by simply multiplying by the vehicle power tax rate (taking into account the increasing coefficient for expensive cars).
